CITY OF ESCALON EMPLOYMENT OPPORTUNITY ACCOUNTING TECHNICIAN I SALARY RANGE: Accounting Technician I: starting salary $46,906 - $49,252/year, plus excellent benefits FINAL FILING DATE: Thursday, March 11, 2021 at 5:00 p.m. DEFINITION: Under general supervision, the Accounting Technician I prepares, reviews, and maintains a variety of financial and statistical records involving general accounting, cashiering, accounts receivable, accounts payable, payroll, and utility billing; provides customer services in person and by telephone; performs cashiering duties; may perform general office support duties, including typing, record keeping and the creation of forms; performs other related duties as required. EXAMPLES OF DUTIES: Duties may include, but are not limited to: Prepare, review, and maintains a variety of financial and statistical records involving general accounting, general cashiering duties, accounts receivable, accounts payable, payroll, utility billing; provides customer services in person and by telephone; may perform general office support duties, including typing, record keeping and creation of forms; provides information to the public and City staff requiring the use of judgement and the interpretation of a variety of policies, rules and procedures. Prepare and submit routine and non-routine reports; Process, prepare and maintain all aspects of utility billing; Receives payments and issues receipts; performs data entry and posts receipts to various City accounts and funds; prepares accounts receivable billings and journal entries and periodic reconciliations of general ledger accounts and bank statements; verifies incoming revenue from various City departments and other agencies; Monitor contract administration; Prepare and type letters, memos and reports; Provide technical support for city management staff; Assist in processing, preparing and maintaining payroll and human resources functions; Assit with the budgeting, monitor governmental grant programs and auditing functions; Perform routine office activities including, but not limited to filing, answering phones, and any other duties required by the Finance Director. KNOWLEDGE AND ABILITIES: Establish and maintain cooperative working relationships with those contacted in the course of work and to work effectively alone or with others; Accounting terminology; Principles and practices of financial record keeping, report writing, bookkeeping and governmental accounting including account receivable, accounts payable, cashiering, payroll, human resources, and utility billing, Monitoring contracts; understand applicable federal, state and local laws, codes and regulations; Modern office procedures and practices; Computer applications (eg: word processing, spreadsheets); Prioritize work, coordinate several activities and meet critical deadlines; Operate a personal computer with the ability to learn new programs; Make accurate arithmetic calculations; Understand and carry out oral and written directions; Use, operate, and maintain a wide variety of office machines; Use initiative and sound independent judgment within established guidelines; Communicate clearly and concisely, both orally and in writing; Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. EDUCATION AND EXPERIENCE: Any combination of experience and training that would likely provide

the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities

would be:

Three years of increasing responsible technical accounting and bookkeeping experience, including financial

or statistical record keeping, cashiering, accounts receivable, accounts payable, payroll, human resources

and utility billing in a governmental setting. A high school diploma or equivalent is required. AA degree is

desired. SPECIAL REQUIREMENTS: Possession of a valid California driver license. Flexible work hours for a 9-80 work

schedule and the ability to attend evening meetings, approximately two per month. PHYSICAL DEMANDS: Position requires prolonged sitting, standing, walking reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer/. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required. BENEFITS: City offers a High Deductible Health Plan with a Health Savings Account (HSA) through Anthem Blue Cross, Kaiser Permanente, or Sutter Health Plus. The City pays 100% of premium for employee & family, also contributing 60-85% of the annual deductible to employee HSA Account, not to exceed $1,650. 100% of premiums for dental, chiropractic and vision coverage are covered for both employee & family; CalPERS Retirement for “Classic member”: (2% @ 60) – Employee pays employee portion of 7%, “New Members”: (2% @ 62) –Employee pays employee portion of 6.75% and will match employee’s contributions to deferred compensation up to 2% of base pay. The City participates in Social Security; offers a 457 Deferred Compensation Plan with voluntary contribution; $50,000 of Life Insurance; Two weeks of paid vacation, increases to three weeks after 5 years of employment; Sick Leave - 12 days/year; Eleven paid holidays per year and three floating holidays at 8 hours per day. The name “Escalon” means “Stepping Stone” in Spanish, and is thus the City’s motto, “Stepping Stone to the Central Valley.” The City’s logo is “Land of Peaches and Cream.” Stockton is 22 miles, Modesto 10 miles, Yosemite National Park a two hour drive, and San Francisco 90 minutes away. The University of the Pacific and San Joaquin Delta College are located in Stockton. Modesto Junior College is in Modesto, and California State University Stanislaus is located in nearby Turlock.
