We report the Ten-Year performance of the University of the East Ramon Magsaysay Memorial Medical Center,
Inc. (UERMMMCI) from fiscal years 2009 to 2018. Through these years, UERMMMCI has committed to provide the best learning experience to our students and extraordinary care to our patients. Improvement of facilities became a yearly goal. Educational equipment were regularly updated as well as subscription to e-learning materials, to enhance learning of students. Curriculum review and development were done yearly, months before the start of school year to ensure that our students receive the best education. New state-of-the-art medical equipment for the hospital were acquired and facilities were upgraded to support our goal of providing extraordinary care to our patients.
On June 15, 2017, the Medical Center celebrated its 60th (Diamond) Anniversary in a Gala Night held at the EDSA Shangri-La Hotel in Mandaluyong City. The affair was well attended by the UERMMMCI community, the members of the Board of Trustees and Partners. On this occasion, two (2) outstanding alumni were honored with Lifetime Achievement Awards, Dr. Antonio P. Ligot (College of Medicine, Class of 1968) and Dr. Rolando M. Puno (College of Medicine, Class of 1977). Ten (10) Exemplar Personnel were given recognition for their outstanding contribution to the Medical Center, namely, Lilian A. Aranda (Mammography Technician, Radiology Service), Marissa M. Bongato (Secretary to the Dean, College of Medicine), Josephine R. Bundoc (Head, Physical Medicine and Rehabilitation), Raquel S. Cabazor (Dean, College of Allied Rehabilitation Sciences), Alma B. Colarina (Assistant Chief Librarian, Medical Center Library), Jennifer M. Nailes (Vice President for Research, Research Institute for Health Sciences), Jose D. Quebral (Director for Research Program Utilization and Dissemination, Research Institute for Health Sciences), Milagros B. Rabe (Dean, Graduate School), Jeffrey J. Zacarias (System Administrator, Information Technology) and Yolanda G. Zamora (Quality Assurance Nurse, Nursing Service).
In recognition of the Medical Center’s Academic excellence, UERMMMCI was given a rare distinction and honor by the Quezon City local government on October 12, 2016 as the recipient of the City’s highest award, the Manuel L. Quezon Gawad Parangal Most Outstanding Institution for 2016 at the Crowne Plaza, Galleria on the occasion of the 77th Founding Anniversary of the City.
The College of Medicine (COM) was granted Level IV Accredited Status by the Philippine Association of Accrediting Schools, Colleges, and Universities (PAASCU) in 2013, valid until 2018. The COM received Awards of Excellence from the Professional Regulatory Board of Medicine for the outstanding performance in the government licensure examinations in years 2011 to 2017.
The College of Nursing (CON) was awarded by the Commission on Higher Education (CHED) as Center of Development in 2016 due to its outstanding performance in the government licensure examinations; and in 2017, was granted Level III Re-accredited Status by the PAASCU, valid until 2021.
The College of Allied Rehabilitation Sciences (CAReS) was granted Level III Accredited Status by PAASCU in 2012 and Level III Re-accredited Status in 2015, valid until 2020. CAReS was granted full authority to conduct and operate the Bachelor of Science in Prosthetics and Orthotics (BSPO) course effective Academic Year 2013-2014; and in 2014, was given recognition by the Professional Regulation Commission as top performing school for placing No. 1 in the February 2014 Licensure Examinations for Physical Therapy. The first batch of BSPO students graduated in school year 2014. The Philippine School of Prosthetics and Orthotics (PSPO) was granted Accreditation Category I in 2015 by the International Society for Prosthetics and Orthotics, extended until 2019.
The College of Allied Health Professions (formerly named College of Medical Technology) was granted government recognition in 2014 to conduct

and operate the First and Second Year Levels of Bachelor of Science in Medical Technology (BSMT) effective academic year 2014-2015 and the full government recognition (up to Fourth Year Level) effective academic year 2017-2018. The first batch of BSMT students graduated in school year 2018.
In 2017, the K-12 Program of the Department of Education was initially implemented, resulting in limited enrolment from feeder schools. Also in this year, the College of Medicine has changed its academic calendar from June-March to August-May.
The Medical Center continually grants scholarships to deserving students each year, such as the Academic Excellence scholarship, University Entrance scholarship, President Dalupan Entrance scholarship, Tan Yan Kee scholarship, as well as Grants-in-Aid. From fiscal years 2009 to 2018, 2,388 students of COM, CON and CAReS benefitted from the scholarship programs of the Medical Center.
Faculty development activities are being carried out each year to provide the faculty the opportunity to continuously improve their skills in teaching, research, and professional and specialty areas. Full scholarship to Graduate School was recently granted to faculty to enhance skills and improve faculty profile of the Academe. Compensation package was upgraded to be better compared to other leading medical schools.
The Colleges continue to strengthen linkages with local and international organizations.
The Research Institute for Health Sciences (RIHS) was accredited by an international research agency, Quintiles, Inc., as one of their preferred sites for clinical trials, after a site visit held on July 17, 2013. This opens the door for more international clinical trials to be held in the Medical Center. RIHS Ethics Review Committee (ERC) was officially granted the highest level of accreditation (Level 3) by the Philippine Health Research Ethics Board and received an international recognition by the Forum for Ethical Review Committees in the Asian and Western Pacific Regions (FERCAP). The UERM Health Sciences Journal was approved by the
Regional Selection Committee for the Western Pacific Region Index Medicus, an online index of medical and health journals published in member states of the World Health Organization Western Pacific Region, for inclusion on August 25, 2016 and again on August 10, 2017.
The Hospital admission has improved through the years despite the occurrence of fortuitous events, such as Typhoon Ondoy in September 2009, and the “Habagat” in August 2012. The continuous renovation of the hospital facilities has slightly affected the performance of the hospital.
The Outpatient Clinics of the Service Hospital served around 226 patients daily.
The Hospital continuously provided free medical services to qualified indigent patients, mostly surgical in nature, funded by the Educational Resource Development Fund (formerly named Medical Indigency Fund).
The excess of revenue over expenses for the past ten (10) years were used to finance various projects to improve the facilities and acquire new state-of-the-art educational and medical equipment.
At the Academe. We commenced improvements of the academic facilities with the addition of two (2) floors (4th and 5th) in the CON building; construction of bigger amphitheaters in the JMC (Jose M. Cuyegkeng), CON and COM buildings; construction of the TYK (Tan Yan Kee) building (funded by UE) for College of Allied Rehabilitation Sciences; construction of laboratories, multimedia rooms and bigger classrooms; renovation of the Medical Center Library at the JMC building to provide our students a conducive learning environment. Student lounges, comfort rooms, elevators and canteen were improved to provide better comfort to our students. New service vehicles were acquired, to ferry our students to and fro their curricular destinations. New microscopes, patient simulation mannequins, PowerLab ultimate teaching system, latest computer equipment, and increased internet bandwidth and WIFI coverage were acquired to improve learning experience of our students. With everybody’s safety in our mind, the academic
Letter to Our Constituentsand administration buildings were retrofitted, fire and jet pump were purchased, fire detection and alarm system were installed, fire exit stairwell were constructed, and electrical facilities were upgraded.
At the Hospital. New outpatient service unit was constructed, named after our former Chairman Dr. P.O. Domingo. The parking and drainage system were improved; sewage treatment plant as well as the flood control system was constructed, including the creation of 17.4 meter reinforced concrete retaining wall near the Dario River, to address the flooding; bigger canteen was made available to doctors, interns/ residents, employees, and patients; locker and shower rooms for residents and interns were constructed; the lobby and the facade of the hospital were improved; exterior walls of the hospital and COM building were repainted. More renovation works were done at the Service and Pay Hospital areas. These were in the Neuroscience ward, the PhilHeath ward, the ENT ward, the Psychiatry ward, the 2nd, 3rd, 4th and 5th floors of Service hospital, the Gastro-Intestinal and Liver Study unit at 4th floor of Pay hospital, the Emergency Room, the Operating Room complex, the Delivery Room complex, the revenue centers at the 2nd floor of the Pay Hospital (Pathology Laboratory, Radiology rooms, Pharmacy dispensing area, and Physical Medicine and Rehabilitation treatment and consultation rooms), the Hemodialysis unit at 4East of Pay Hospital, and the new patient rooms
at the 3rd and 4th floors of the Pay Hospital. To complement the various renovations done, new medical equipment were acquired; among which were the ultrasound machine, endoscopic video unit, new operating table, chemistry analyzer, 2D echocardiography machine, cautery machine, phacoemulsification machine, cryostat machine, anesthesia machine, laparoscopy tower, endoscopy unit, fluorescein angiography machine, x-ray machine, mammogram, holmium laser, immunology analyzer, harmonic EES generator, LED operating theatre lights, table-mounted retractor, refrigerated centrifuge, surgical microscope, ophthalmology scanning laser, bacteriology analyzer, sterilization system, perimetry machine, electroencephalogram (EEG) machine, yttrium aluminum garnet (YAG) laser system, and plasma thawer. The new MRI Center (a joint project with Aurora Imagers Corporation) was made available to patients in late 2017.
Our accomplishments for the past ten (10) years were made possible through the unrelenting support of our Management Team, the members the Board of Trustees, our Faculty members, our Doctors, and our Alumni and Partners.

2009 The Basic Medical Education program was granted Level III Accreditation by the Philippine Accrediting Association of Schools, Colleges, and Universities (PAASCU).
2011 The College of Medicine received an Award of Excellence from Professional Regulatory Board of Medicine for having ranked 4th place in the August 2011 Physician Licensure Examination with passing rate of 96.04%.
2012 The College of Medicine received an Award of Excellence from Professional Regulatory Board of Medicine for having ranked 6th place in the August 2012 Physician Licensure Examination with passing rate of 96.67%.The College of Medicine was granted Level III PAASCU Re-accreditation.
2013 The College of Medicine received an Award of Excellence from Professional Regulatory Board of Medicine for having ranked 3rd place in the August 2013 Physician Licensure Examination with passing rate of 98.26%.The Basic Medical Education program was granted Level IV PAASCU Accreditation.
2014 The College of Medicine received an Award of Excellence from Professional Regulatory Board of Medicine for having ranked 5th place in the August 2014 Physician Licensure Examination with passing rate of 97.81%.

2018The College of Medicine produced three (3) topnotchers in the February 2018 Physician Licensure Examination. Drs. Jerald L. Pelayo was in the First Place, Lori Belle M. Lofranco was Third Place, and Bryan Jeffrey P. Manzana was Tenth Place.

2015 The Graduate School submitted its proposal to CHED for new program, the Master of Health Care Management.
2016 The UERMMMCI has been chosen as one of the Delivering Higher Education Institution in support of the CHED’s K-12 Transition Program Scholarships for faculty starting school year 2016-2017.
2017 The CHED granted Government Recognition for the Master in Health Care Management.

The College of Allied Health Professions was granted Government Recognition No.C-052 Series of 2014 to conduct and operate the First and Second Year Levels of Bachelor of Science in Medical Technology (BSMT) or Bachelor of Science in Medical Laboratory Science (BSMLS) program effective academic year 2014 – 2015.
2016 The College of Allied Health Professions renewed the permit to operate the BSMT program. 2017 The College of Allied Health Professions was granted Government Recognition of BSMT/BSMLS program.
2018 The College of Allied Health Professions complied with the minimum requirements of CHED – Certificate of Accreditation for Clinical Laboratory/Health facility for the Training of Medical Technology interns.The first batch of BSMT students graduated in June 2018.

2014 Completed and presented the research project on the use of Euphorbia Hirta Linn (“Tawa-Tawa”) for dengue fever to scientific community, policy-makers and clinicians. Established new research facilities, namely the Biomedical Research Laboratory, Clinical Trials Office, and the Institutional Review Board/ Ethics Review Committee Office.Launched the Diabetes Information Management Systems (DIMS), a disease registry for research that paved the way to creating more quality research output from the faculty.Accredited by an international research agency, Quintiles, Inc., as one of their preferred sites for clinical trials.Statistics from the Philippine E-Journals website showed that the UERM Health Sciences Journal is extensively cited and downloaded by researchers worldwide.Ethics Review Committee (ERC) was officially granted the highest level of accreditation, Level 3, by the Philippine Health Research Ethics Board (PHREB) and received an international recognition by the Forum for Ethical Review Committees in the Asian and Western Pacific Regions (FERCAP).Created the Fellowship Training Program in Clinical Research. The first of its kind in the country today that aims to produce health professionals who are committed to lifelong learning and advancing quality research. The training program started on October 1, 2014.The Memorandum of Understanding (MOU) with Sydney Medical School, University of Sydney, has been officially signed on December 1, 2014. The MOU covers an expanded partnership in terms of collaboration in research undertakings, exchange of faculty members, students and researchers, special short-term academic programs and other exchange of information as well as training.The MOU for the Philippine Biomedical Device Innovation Consortium was signed. UERMMMCI, through the invitation of Philippine Council for Health Research Development-Department of Science and Technology (PCHRD-DOST), joined the newly-created Philippine Biomedical Device Innovation Consortium. The consortium brings together institutions in medicine, engineering and business to collaborate.
2015
Launched the UERMMMCI Filipino Diabetes Research Program on November 11, 2015, in partnership with the Institute for Studies on Diabetes Foundation, Inc. (ISDFI) and the various units of the UERMMMCI. The announcement of the activity was published in two (2) major newspapers (The Philippine Star and The Philippine Daily Inquirer). The activity was also covered by UNTV. MOU was signed by Drs. Jennifer Nailes, Romeo Divinagracia and Araceli Panelo. The MOU will establish an expanded partnership between the ISDFI and UERMMMCI. The launch was followed by a Commitment Signing by the attendees of the Diabetes Launch.

The RIHS and University of Sydney hosted a three-day Practical Research and Writing Workshop aimed to strengthen the research capacity of health professionals in the Philippines held on February 29 to March 2, 2016. Twenty selected participants from UERMMMCI and University of the Philippines-Manila attended the workshop.The UERMMMCI Health Sciences Journal, the official publication of UERMMMCI is currently covered by Philippine E-Journals (PEJ). PEJ is an online bibliographic database and repository of academic journals from different colleges, universities, and professional organizations in the Philippines. It offers a wide array of academic journals of different academic disciplines. PEJ is the product of the collaborative efforts of C&E Publishing and the participating educational institutions and organizations.The UERMMMCI Health Sciences Journal was approved by the Regional Selection Committee for the Western Pacific Region Index Medicus (WPRIM) for inclusion on August 25, 2016. It is the only Philippine Journal included for 2016. Currently, there are only 19 journals from the Philippines indexed in the WPRIM. It is a project of the World Health Organization (WHO) Western Pacific Regional Office. It is an online index of medical and health journals published in Member States of the WHO Western Pacific Region.The Intellectual Property Office of the Philippines (IPOPHIL) has conducted an Orientation Seminar sponsored by RIHS. IPOPHIL is a government agency created to promote the use of patent information as a tool for technology development with a flagship initiative of establishing a network of Innovation and Technology Support Offices (ITSOs) in strategic areas and institutions in the country with high potential for patent activity, usage of patent information and commercialization of innovation to demystify and democratize the patent system and support Filipino technological innovations.

Vice President for Research have been invited to do an accreditation visit on behalf of the FERCAP in Kangdong Sacred Heart Hospital in Seoul, Korea from August 28-30, 2017. The site visit enabled our Institution to establish new research linkages and networks. This activity will also enable dialogue with other ethics review committee members to foster mutual learning and professional networking.The UERMMMCI Health Sciences Journal was recommended on August 10, 2017 by the Regional Selection Committee to retain its active status in the Western Pacific Region Index Medicus (WPRIM), an online index of medical and health journals published in member states of the World Health Organization Western Pacific Region. It was earlier approved in 2016 in Bangkok, Thailand by the Regional Selection Committee for inclusion in the WPRIM.On November 22, 2017, ERC has renewed its international recognition by the Strategic Initiative for Developing Capacity in Ethical Review – Forum for Ethical Review Committees in Asia Pacific Region (SIDCER-FERCAP).Vice President for Research became a member of Center for Bioethics and Human Dignity (CBHD) Conference Parallel Session Review Committee in Deerfield, Illinois, with two (2) years term.

Director for Research Program Utilization and Dissemination participated in the Department of Health (DOH) Single Joint Research Ethics Board (SJREB) information session on January 23, 2018, which aimed to disseminate information, address questions and concerns. The SJREB was created to serve as an oversight body and organize the entire ethics review process of research with multiple research sites for the DOH. It also aims to efficiently deliver quality assessment of various types of research protocols and minimize the turnaround time of review results.The Philippine Health Research Ethics Board – Committee on Standards and Accreditation (PHREB-CAS) invited the Vice President for Research to be the team leader of the PHREB Accreditation Team that visited the San Lazaro Hospital. It consisted of lectures and group work on topics related to the PHREB accreditation visit followed by a practicum on-site visit.

The Organizational set-up of the Medical Center was restructured in fiscal year 2012, with the creation of five (5) Vice President (VP) positions, (1) VP for Academic Affairs, (2) VP for Hospital Services, (3) VP for Research, (4) VP for Finance, and (5) VP for Administrative Services. In fiscal year 2013, the position of Senior Vice President for Finance and Chief Administrative Officer was re-created; and in fiscal year 2014, the positions of VP for Human Resource Development and VP for Treasury were created. These were all approved by the Board of Trustees.
In fiscal year 2016, the Hospital Business Unit (HBU) was added to the hospital support group to further enhance the operation of the different revenue centers of the hospital.
The in-house development of the Human Resource Management System (HRMS) by the Information Technology group of the Medical Center has been completed in November 2013. The maintenance of electronic 201 file of employees was implemented in the same year and the Payroll System was completed and became operational. The Finger ID System (biometrics) is now in place, linked to the HRMS and Payroll System.
Strategic planning workshops were held in various dates, with the objective of defining the Medical Center’s strategies and direction for the incoming fiscal years, presided by the President. Attendees were the Senior Vice President for Finance and Chief Administrative Officer, VP for Hospital Services, VP for Academic Affairs, VP for Research, VP for Treasury, VP for Human Resource Development, Deans of Colleges, Director for Medical Services, Director for Training, Education and Research (Chief of Clinics), and other key Officers of the Medical Center.

The Medical Center sponsored internal and external trainings of employees and faculty members to support their professional growth as well as to promote quality services to our students and patients.
In May 2017, 22 select employees were given Leadership and Management Development Training, held every Saturdays from May 2017 until November 2017. This was conducted by the Ateneo de Manila University, Graduate School of Business, with venue at the Administration building of UERMMMCI.
