    ACCIDENT

    Accident is an occurrence in the course ofworking of railway which does or mayaffect the safety of the Railway, its

    engine, rolling stock, permanent wayand works, fixed installations,passengers or servants or which affectsthe safety of others or which does or

    may cause delay to a train or loss to theRailways.

    Action to be taken in case of derailments

    Protection of trackAssist driver &guard in protection, on double lineprotect both lines, tfc can be passedon unaffected line.

    First aid & rescue--- Render first aidto injured and rescue of trapped

    persons,assistance from travellingmedical practitioner

    Preliminary report---nature ofaccident, cause if known, particulars ofloss of life/injuries to passengers,

    extent of damage to way & works,steps taken to resume traffic, probabledate & time for restoration of traffic,whether transhipment is necessary &

    if so how long, whether a diversion isnecessary & if so when it is likely to beopened, details of assistance

    required.

    services. In-charge of clearing operations---

    senior most official will be in-charge,he will decide general policy of clearing

    line & restoration, all other officials tocoordinate him,continue clearingoperation until all injured & dead have

    been extricated .

    Disaster is a major train accidentleading to serious casualties and longduration of interruption to traffic.

    As a thumb rule, any accidentinvolving more than 50 injuries(Grievous + simple) should betermed as a Disaster

    COM is the authorized offices todeclare an accident as a disaster

    Role of Engineering department

    during disaster

    PCE along with HODs and other JA gradeofficers will proceed to accident site byspecial train organized for this purpose.

    Sr.DEN/DEN concerned will proceed to theaccident site by ARME.

    ADEN and SSE(P.Way) must be reached toaccident site before arrival of ARME.

    Mobilisation of work force

    Labour special with 500 nos. labourwill run along with 10 PWIs &10 Blacksmiths.

    Wagons already loaded with Kmtrack material and one set of 1in 12and 1in 8 will reach to site.

    At least 2 nos of JCBs and bulldozershall be immediately moved.

    500 additional workmen arerequired from adjoiningdivision/Zones

    Each division will send 250 menwith 5 artisans and 5 PWIs.

    One DEN and one ADEN each

    should also move to the site ofaccident from each such division

    Setting up Emergency Cell

    Divisional Emergency Cell will be manned bySenior Scale/Junior scale officers of alldepartments in 12 hours shift duties.

    Headquarters' Emergency Cell will be manned byJA grade/Senior Scale officers of all departments

    in 12 hours shift duties. Same officers and supervisors should be repeated

    each day without any change or rotation, for thenext 4-5 days
