ACCIDENT ANALYSIS PIN 011252 NYS 110: PRIME AVENUE – YOUNG’S HILL ROAD Drainage and Roadway Improvements Accident records for the most recent three-year period available, January 2000 to December 2002 1 , from the New York State Department of Transportation (NYSDOT) Safety Information Management System (SIMS) and the New York State Department of Motor Vehicles police accident reports were used to conduct the accident analysis for NY 110 (New York Avenue), from Prime Avenue to Young’s Hill Road from Reference Marker [RM] 110 0701 1150 – 1159, a distance of 0.93 miles (1.50 Km, including a 0.5 km south of Prime Avenue) in the Town of Huntington. The NYSDOT SIMS and the more detailed police record systems reported a respective total of 44 and 58 accidents within the 0.9-mile study corridor during the three-year analysis period. The accident records from these two sources are summarized in Tables 1 and 2. 1 The analysis was done based upon the accident data available at the time. Subsequently, more recent data (NYSDOT SIMS Accident Severity Summary from April 1, 2004 thru March 31, 2007) has been received and reviewed. To ensure consistency, a comparison with the previous accident summary (NYSDOT SIMS Accident Severity Summary from January, 2000 thru December 2002) was conducted. POLICE ACCIDENT REPORTS

Location

The police reports are more detailed than the NYSDOT SIMS data; therefore, the following discussion will be based upon the police accident data2. Overall, this section of NYS Route 110 experienced 58 accidents. Of that, 50 (86%) accidents took place at or near an intersection and 8 (14%) accidents took place at mid-block locations. The overall accident rates are given in the table below:

Intersection accident rates were computed from the number of accidents and the average annual daily traffic (AADT) volume. Accident rates are described in terms of the number of accidents per million entering vehicles (acc/MEV) for intersections and per million vehicle miles (acc/MVM) for roadway segments between intersections. The computed accident rates are then compared with the mean accident rates reported by NYSDOT for various intersection and facility types.

Severity Distribution:

As shown on Table 2, of the total 58 accidents, there were zero facilities, 9 (16%) non-fatal injuries, 43 (74%) property damage only, and 6 (10%) non-reportable accidents. A non-reportable accident is one where no injuries occur and the estimated damage cost is less than $1,000. Pavement Conditions:

As shown on Table 4, of the 58 accidents, 35 (60.3%) took place during dry pavement conditions, 6 (10.3%) took place in icy pavement conditions, 13 (22.4%) took place during wet pavement conditions, and 4 (6.9%) took place during unknown pavement conditions.

Light Conditions:

As shown on Table 5, of the 58 accidents, and 42 (72.4%) took place during daylight times, and 16 (27.6%) took place during night times.

Overall Accident Types:

The predominant accident types were rear ends (17.2%), right angle (17.2%), overtaking (15.5%), and accidents involving vehicles backing (8.6%) and parked vehicles (8.6%). In addition, the majority of the accidents, 32 accidents (55.2%), occurred between the hours of 10 AM and 7 PM. Of the total accidents 46.3% and 25.9% of the vehicles were traveling north and southbound, respectively.

Fixed Object Accidents:

Within the project limits, 3 (5.2% of the total) fixed object accidents took place. Based on the descriptions, two of the three accidents were noted as property damage only and one as a non-reportable accident. Two of the fixed object accidents each involved a vehicle traveling northbound on NYS Route 110 losing control and striking a pole, the third involved a vehicle traveling southbound striking a tent while making a right turn into a car wash. All three accidents occurred during daylight hours with two accidents occurring during dry pavement conditions and the third during wet pavement conditions.

Pedestrian Accidents:

A total of 2 (3.4% of the total) pedestrian accidents took place within the project limit. One accident took place on a Saturday at 12:20 PM and involved a pedestrian crossing along NYS Route 110, was then struck by a northbound vehicle. Based on the police accident report, the apparent contributing factor of the driver was described as “alcohol involvement”. The other accident occurred on a Tuesday afternoon at 4:40 PM at a gasoline station located on the northwest corner of the intersection of NYS Route 110 and Mill Lane. This accident involved a vehicle backing-up and striking the gas attendant on the lower right leg. Based on the police accident report, the apparent contributing factors of the driver were described as “driver inattention and unsafe speed”.

Bicycle Accidents:

Within the project limits, no bicycle accident occurred.

Fatal Accidents:

Within the project limits, no fatal accident occurred.

Priority Investigation Locations:

There is a Priority Investigation Location (PIL) identified for this project limit, reference markers [RM] 110 0701 1153 to 110 0710 1157. Within these [RM] there are 4 intersections, although discussed separately further on this report, they are grouped together here for the purpose of clarifying the PIL. This group of intersections from Hill Place to Grist Mill Lane had a total of 24 (42%) accidents. The tables below summarize the accidents by type, accident severity, and pavement condition that occurred within the PIL segment.

Accident Severity: 4 (17%) involved non-fatal injury, 17 (71%) involved property damage only, and 3 (13%) involved non-reportable. Pavement Condition: of the 24 accidents, 14 (58%) took place during dry pavement conditions, 2 (8%) took place in icy pavement conditions, 5 (21%) took place during wet pavement conditions, and 3 (13%) took place during unknown pavement conditions.

Summary of Intersections:

Within the project limits, from Prime Avenue-Madison Street to Young’s Hill Road, there are 9 intersections, which include 5 signalized intersections and 4 unsignalized intersections. Of the 5 signalized intersections, the intersection of NYS Route 110 and Grist Mill Lane has a flasher and a stop sign on Grist Mill Lane. The following are summaries of each intersection along NYS Route 110 at: Prime Avenue-Madison Street:

Accident Severity: 1 (10%) involved non-fatal injury, 7 (70%) involved property damage only, and 2 (20%) involved non-reportable. The predominant accident types at this location were rear ends (30%) and overtaking (30%). Pavement Condition: of the 10 accidents, 6 (60%) took place during dry pavement conditions, 3 (30%) took place in icy pavement conditions, and 1 (10%) took place during unknown pavement conditions. Light Condition: of the 10 accidents, 8 (80%) took place during daylight times and 2 (20%) took place during night times.

Based on further investigation it is evident that the accidents at or near this location can be attributed to limited visibility of vehicular movement, caused by local curb side parking and obstructed traffic flow from vehicles making left turns across opposing lanes of NY 110.

Mill Lane:

As shown on the tables below, a total of 7 accidents occurred at or near this intersection.

Accident Severity: 2 (29%) involved non-fatal injury, 4 (57%) involved property damage only, and 1 (14%) involved non-reportable. The predominant accident types at this location were right angle (57%). Pavement Condition: of the 7 accidents, 1 (14%) took place during dry pavement conditions and 6 (86%) took place during wet pavement conditions. Light Condition: of the 7 accidents, 4 (57%) took place during daylight times, and 3 (43%) took place during night times.

Based on further investigation it is evident that the accidents at or near this location can be attributed to restricted sight distance caused by fences and tress located at the corners of the intersection.

As shown on the tables below, a total of 5 accidents occurred at or near this intersection. Accident Severity: 4 (80%) involved property damage only and 1 (20%) involved non-reportable. There was no predominant accident type at this location. Pavement Condition: of the 5 accidents, 4 (80%) took place during dry pavement conditions and 1 (20%) took place in icy pavement conditions. Light Condition: of the 5 accidents, 3 (60%) took place during daylight times and 2 (40%) took place during night times.

As shown on the tables below, a total of 7 accidents occurred at or near this intersection.

Accident Severity: all 7 accidents involved property damage only. The predominant accident types at this location were rear ends (29%). Pavement Condition: of the 7 accidents, 6 (86%) took place during dry pavement conditions and 1 (29%) took place in icy pavement conditions. Light Condition: of the 7 accidents, 5 (71%) took place during daylight times and 2 (29%) took place during night times.

Overall Observations:

The predominant accident types throughout the project limits on NY Route 110 are rear- end, right angle, overtaking, and parked vehicle accidents. These types of accidents could be attributed to the entering and existing of vehicles via driveways to local business, curb side parking along the project limits, and restricted sight distance (which limits the visibility of vehicular movement. Recommended Improvements:

A similar pattern of accidents have been observed as compared to the previous accident analysis conducted with data from April 1995 to March 1998, therefore; the recommend improvements suggested on the previous study would still apply and are as follows:

• Standardized and re-stripe parking stalls along curbside

• Restrict near corner parking at intersections and driveways

• Improve line striping and channelization between travel lanes and parking/shoulder

• Improve the signal on NYS Route 110 at Prime Avenue on the north- and southbound approaches to include a protected left turn phase

• Define a more concise traffic flow paths at the intersections of Park Avenue, Abbott Drive, Mill Dam Road, and Grist Mill Lane.

In addition, remove sight obstructions at Mill Lane if possible and/or provide warning signs as recommend on the Manual on Uniform Traffic Control Devices (MUTCD) for streets and highways.
