IH 10 / LP 375 Interchange Construction – Series of projects to construct DC’s where none existed.

Phased Construction

– Phase I: Completed as design/build project $110M

– Phase II: On-going, $43M

– Phase III: To Begin 2015, $32M

Lane Rental – America’s Interchange Method used to achieve

Project Goals - Lane Rental – Good fit

because the existing lanes are really only affected by some of the operations.

Contractor has options, but it is fairly clear what we don’t want them to do.

Lane Rental doesn’t necessarily mean that the overall project will be finished sooner.

It provides a method to minimize the impact to traffic.

Perception - we are still out there, but we’re not in the way.

Milestone – Spur 1966

Spur 1966 – New location Spur, $31M

Provides additional mobility around the University of Texas at El Paso

Construction consists of new structure over IH 10 mainlanes and railroads, connection to US 85, elevated roundabout at Schuster Ave., and grade separated pedestrian facilities at UTEP.

Note about Spur 1966 –

The 1965–66 Texas Western Miners basketball team, now known as the University of Texas at El Paso made history by winning the 1966 NCAA Men's Division I Basketball Tournament in 1966, becoming the first team with an all African American starting line-up to win an NCAA basketball national championship

Spur 1966 – Milestone

Project Goals for construction

Complete project quickly and safely

– Minimize disruption of classes at UTEP

– Maximize safety for the public, students, and workers*

– Minimize impact to IH 10 traffic

Milestone – Spur 1966

Method used to achieve Project Goals -

Milestone – Good fit because it is difficult work in very constrained work area and no real way to avoid significant impacts to motorists and UTEP.

A milestone with a disincentive was established to complete the portion of the project most disruptive to UTEP during the summer break.

Schuster Ave. was closed. Work began on the $5M milestone at the end of May 2013 and was completed by end of August.

Downtown Bridges– $9M

Overall project provides for enhancements and improvements to IH 10 structures in downtown El Paso and the US 54/IH 10 interchange.

– Phase I - Structure repair, painting, and decorative pedestrian fencing on several bridges over IH 10

– Phase II – Other improvements within interchange

Complete project quickly and safely

– Minimize traveler delay

– Complete work over IH 10 prior to special events in the area in October 2014

Milestone – Downtown Bridges

Methods used to achieve Project Goals - – Milestone with

different calendars – Good fit because only part of the work affected traffic and upcoming events:

– Phase I – Critical work over IH10. Work performed on a 7 day calendar with a milestone incentive and disincentive.

– Phase II – Other work not affecting interstate traffic performed on a standard workweek calendar.

Milestone – Downtown Bridges

Milestone in Phase I No Excuse Incentive was provided for by SP 008-163. The same amount applies as a disincentive after October 17, 2014. A. No Excuse Incentive for Early Substantial Completion of Work. The Department will pay the Contractor an incentive for early Substantial Completion of Work for Milestone 1, as defined above. The full incentive will be paid ONLY if the Contractor substantially completes the work on or before October 7, 2014 with the exceptions for the allowances of adjustments as provided herein. The full incentive for early Substantial Completion of Work is $250,000.00. For every day after October 7, 2014 the Contractor takes to meet Substantial Completion of Work, the incentive will decrease by $25,684.00 per day. NO incentive will be paid for Substantial Completion of Work after October 17, 2014. Time charges for computing incentive for early Substantial Completion of Work will not be adjusted for weather, weekends, holidays, suspension of contract time; unforeseen utility, right of way, railroad issues, or due to issues related to construction work; or any other unforeseeable event not under the control of the Department.

We had a bridge hit last year and A + B bidding was used to accelerate the repair.

Not this one. Hardly anybody noticed this bridge hit near downtown El Paso.

A + B – IH 10 Bridge Hit

IH 10 Bridge Hit – $1.5M

On October 18, 2013, a train derailed under IH 10 at Cotton Street.

The impact caused significant damage to the substructure.

Train cars can support bridges. Don’t try this at home.

All WB lanes were closed until shoring was installed. Two lanes of IH 10 WB were closed until repairs could be completed.

Project Goals

Re-open lanes on IH 10 as quickly as possible

– Complete repairs ASAP to relieve significant traffic congestion created by the loss of two lanes

– Maximize safety for the public and workers in close proximity to rail line.

Note: The rail line was re-opened shortly after clearing the debris and installing shore towers.

A + B was a good fit because traffic was already affected and opening the lanes was critical.

Using Road User Cost for the closed lanes, we established the “B” portion for bid –

Bid Opening – October 22nd

Work Begin – October 26th

Lanes Open – Nov. 2nd

Project Complete – Nov 6th

J. D. Abrams opened the lanes in 8 days and completed the project in 12 days. They received the full incentive.

Note: U.P.R.R. reimbursed 100% of costs including the incentive.

Summary

Lane Rental – Use this strategy to manage lane closures to minimize impact to traffic during construction.

Milestones – Use this strategy if there is a specific phase of the project with more impact to traffic, businesses, or other stakeholders.

A + B Bidding – Use this strategy for large or highly critical projects where early completion is so important that it should be a consideration for award of the contract.

Assure that acceleration goals and priorities are clear and straight-forward.

It is a balancing act. Safety of the public and workers MUST be considered to establish reasonable goals for acceleration.
