Council has decided to hold this year's Annual General Meeting (AGM) on 18December 2015 (Friday) to admit new Fellows. The AGM will be held at 5:30p.m, at the Lim Por Yen Lecture Theatre of the HKAM Jockey Club Building, 99Wong Chuk Hang Road, Aberdeen, Hong Kong. All Fellows are welcome toattend. 

 

Council Dinner with Distinguished Young Fellows, 17 September2015

The Academy organised a Council Dinner with distinguished young Fellows torecognise their achievements in their specialty. President gave a profoundintroduction to the Academy's work and ended his speech with the Academy'scorporate video. Academy's Honorary Fellow, Prof. Rosie Young and PastPresident Prof. Raymond Liang also attended and addressed the youngFellows. Prof. Young highlighted the importance of continuing medicaleducation in building a successful career. She also stressed that physiciansneed to adopt a more holistic and people‐centred approach to health care. 3young Fellows were selected by drawing lots by Academy's Vice President(Education and Examinations) Prof. C.S. Lau to share their works and feelings.The dinner was an enjoyable one with a lot of sharing among the CouncilMembers, College representatives, and young Fellows.

    

System for Health Seminar, 23 September 2015

The Academy and the Jockey Club School of Public Health and Primary Care,CUHK proudly co‐organised a seminar, titled "Multi‐perspective Look at PrivateHealth Insurance and Its Role in the Health System". President, AssistantProfessor Division of Health System, Policy and Management, Prof. Su Liu; andDirector of Group Healthcare, AIA Group, Dr. Christian Wards, shared theirviews on the role of private health insurance in Hong Kong and discussed theprospect of Voluntary Health Insurance Scheme (VHIS) from perspectives ofhealthcare, financing, insurance industry and service providers.

President focused his talk on the provider's perspective and spoke heavily onthe responsibility of service providers and the role of primary care. Dr. Wardsshared his view on the Voluntary Health Insurance Scheme (VHIS) saying that itshould be mandatory. Prof. Liu also indicated that Hong Kong citizens' sourceof total health expenditure from insurance is increasing over the past decade.

A MOU signed with Hong Kong Police Force (HKPF), 25September 2015

The Academy and HKPF signed a Memorandum of Understanding (MOU) on25th September 2015. The collaboration signifies the joint force to promotetraining, research and learning technology development, which would offermutual benefits. The signing ceremony was followed by an enjoyable lunchwith fruitful conversations.

  

Media Briefing, 12 October 2015

The Academy organised a media briefing on 12 October 2015 on the disasterpreparedness work being undertaken in Hong Kong, citing the MERS outbreakin South Korea as an example and to promote the Annual Conference onDisaster Preparedness and Response. Speakers at the media briefing includedPresident, Assistant Director of the Hong Kong Jockey Club DisasterPreparedness and Response Institute, Ms. Eva Lam, representative of the HongKong College of Physicians, Dr. Owen Tsang and Vice‐President of the HongKong College of Community Medicine, Dr Thomas Tsang. The event was well‐attended by 32 reporters from 22 media organizations and subsequentlyreceived a wide range of media coverage.

    

Annual Conference on Disaster Preparedness and Response2015: From Community to Emergency Room, 30 October ‐ 1November 2015

The Academy hosted the 1st Annual conference on Disaster Preparedness andResponse 2015 co‐organised by the HKJC DPRI and HKCEM. The conferencetitled, "From Community to Emergency Room" was well attended by numerousparticipants locally as well as overseas. The Opening Ceremony was held at theRun Run Shaw Hall and was officiated by the Secretary for Security of theHKSAR, the Honorable Lai Tung‐kwok; Secretary for Food and Health of theHKSAR, Dr. the Honorable Ko Wing‐man; Deputy Chairman of the Hong KongJockey Club, Mr Anthony WK Chow; and Dr. Donald Li, President of the HongKong Academy of Medicine. The officiating guests collectively called for better

preparedness measures during disasters, and specially used examples of theHajj Incident in Mecca and Lan Kwai Fong incident in Hong Kong.

The conference lasted three days with a plenary lecture during the start ofeach day. Prof. Jennifer Leaning of the Harvard School of Public Healthintroduced disasters in general and specifically spoke about a Scoping Study inwhich Harvard and HKJCDPRI had been working on. A policy brief was handedout to all participants at the conference. The Study recognised Hong Kong'swell developed disaster response machinery and called for an expandedemphasis on less familiar but high stakes disasters, broadening its currentdisaster training activities, highlighting the importance of addressingpsychosocial needs during and after disasters, and strengthening communityengagement in disaster preparedness and response. The conference was splitinto two specialised tracks: disaster management and emergency medicine.The carefully designed scientific programme gave participants full exposure toa wide range of topics presented. Scientific sessions ranged from disastertraining, mental health, simulation training, and emergency nursing to theimpacts of climate change, community engagement on disaster preparedness,infectious disease crisis, and innovation and technology in disastermanagement. The speakers shared eloquently on different experiences on andoff the field, as they come from different backgrounds and had valuableexperience in different disaster situations.

On 30th October, there was a joint conference and HKCEM confermentbanquet. Dr. Donald Li and Officers joined the dinner along with guests fromthe conference. Dr. Li took this opportunity to thank the members of the DPRIgoverning board for their invaluable input and support to the running of theInstitute. Dr. Kevin Hung delivered a vote of thanks to the guests andparticipants in making the first day smooth and successful.

Lecture and Dinner in honour of Dr. Atul Gawande, 12November 2015

The Academy proudly hosted a lecture delivered by Dr. Atul Gawande, MD, MPH,who is a renowned author, surgeon and public health researcher from the U.S.,

titled "Being Mortal: Medicine and What Matters in the End". Dr. Gawande beganhis lecture by sharing his personal experience and his growing curiosity for end‐of‐life care. He recognised that well‐being for most people is larger than meresurvival. Dr. Gawande also talked about a set of guidelines developed incollaboration with the World Health Organization in 2009, titled “Safe SurgerySafe Lives”. During the Q & A session chaired by Dr. H.T. Luk, the Immediate PastPresident of the College of Surgeons of Hong Kong, he highlighted what we coulddo better to help with the provision of quality end‐of‐life care.

A dinner was hosted in honour of Dr. Gawande that followed the lecture. UnderSecretary for Food and Health, Prof. Sophia Chan commended Dr. Gawande’spassion for medicine and public health. She remarked that more resources wouldbe needed for better health care delivery supported by detailed data analysis.

Prior to the lecture, the Academy’s Officers had a meeting with Dr. Gawande andHarvard delegates to discuss further collaboration on surgical safety.Representatives from the College of Surgeons of Hong Kong and HospitalAuthority were also involved in the discussions.

Doctors for Climate Action and the Global Consensus Statementon the health impacts of climate change

Hong Kong Academy of Medicine is a partner of Doctorsfor Climate Action, a global campaign highlighting thehealth impacts of climate change. The campaign callson world leaders to commit to urgent and meaningfulaction to combat climate change at the upcoming UNClimate Change conference in Paris (COP21).

In signing on to the Global Consensus Statement, Actnow to reduce the damaging health impacts of climatechange, Hong Kong Academy of Medicine has joined more than 60 health andmedical organisations from around the world in calling for action on the healthimpacts of climate change. The Doctors for Climate Action campaign invites allindividuals to join this call and readers are urged to add your names to buildmomentum for real action. The process is simple:

A New MOU signed with the National Health and FamilyPlanning Commission, 31 October 2015

The National Health and Family Planning Commission (NHFPC) and theAcademy signed a new Memorandum of Understanding (MOU) to extend andcontinue the collaboration in training of general practitioners and medicalspecialists for the establishment of "Standardisation of General / SpecialistMedical Training" in the mainland.

Ren Minghui, Director‐General of the Office of Hong Kong, Macao and TaiwanAffairs of the NHFPC and Dr. Donald Li, the Academy's President signed theMOU. This important and significant moment was witnessed by special guestsMinister Li Bin of the NHFPC, Secretary for Food and Health , Dr. the Hon KoWing Man; and Deputy Minister of the Liaison Office of the Central People'sGovernment in the Hong Kong Special Administrative Region, Yin Xiaojing.

Also in attendance to witness the signing of the MOU were representativesfrom:

Hong Kong Academy of Medicine;National Health and Family Planning Commission;Liaison Office of the Central People's Government in the Hong KongSpecial Administrative Region;Food and Health Bureau;Department of Health;Hospital Authority;Faculty of Medicine of the Chinese University of Hong Kong; andThe Li Ka Shing Faculty of Medicine of the University of Hong Kong.

Minister Li Bin met with Council Members of the Academy before the SigningCeremony to review the work of the two parties in the past and highlightedthe significance of the new MOU. She emphasized that within the frameworkof collaboration proposed, HKAM would continue to assist the Mainland inbuilding a standardised training system for general practitioners / medicalspecialists.

Minister Li Bin also visited the Academy's Hong Kong Jockey Club InnovativeLearning Centre for Medicine after the Signing Ceremony and she was veryimpressed by the innovative and interactive technologies used by the centre intraining medical practitioners with patient safety as the main objective.

Residency Training Symposium, 2 November 2015

The Academy, University of Chicago Medicine, and University of Chicago Center inHong Kong co‐hosted a residency training symposium titled, "Innovations inResidency Training in the U.S. and Hong Kong". President Dr. Donald Li, and Dr.Renslow Sherer, Director of Global Health Education University of Chicago gavewelcome remarks to all participants. The participants were spilt into three groupswith three specialty Colleges as facilitators: Family Physicians, Surgeons, andPhysicians.

The breakout sessions yielded numerous discussions on the commonalities anddifferences between residency programs and the path to becoming a registeredspecialist. The sessions ended with all participants gathering together to provide asummary on what they have learned. Vice‐President Prof. C.S Lau led all thespeakers and participants for a dinner celebration. It was an enjoyable occasionwith fruitful discussions.

President participated in the policy roundtable,which was organised by World HealthOrganization (WHO), on the topic of "Clinicalguidelines, professional standards, qualitycommittees ‐ what works?". Dr. Li shared withglobal health leaders on some clinical guidelinesproduced by a working group of Food and Health Bureau on primary care onhypertensions, diabetes, elderly care and pediatric care, as well as his insightson how active the local medical professionals refer or use the relevantguidelines.

7th Annual International Medical Education Leaders Forum, 21‐23 October2015

President attended the Forum organised by the Royal College of Physicians andSurgeons of Canada (RCPSC) in Vancouver. He participated in a whole daymeeting which featured a plenary lecture delivered by the President of ChinaMedical Board, Dr. Lincoln Chen on the 2010 Lancet Commission Report, aswell as some roundtable discussions about competency based medicaleducation, shaping health education to fit global health issues, etc. Presidentalso joined the Convocation of RCPSC and a Past President's dinner hosted byPresident of RCPSC, Dr. Kevin Imrie.

Hong Kong Medical Journal launches a re‐styled website (www.hkmj.org) whichoffers visitors a more user‐friendly experience! The new layout is optimised forany screen size such as desktop, tablet or smartphone.

The HKMJ has recently received its first official impact factor in the 2014 edition ofthe Journal Citation Reports in the ISI Web of Knowledge published by ThomsonReuters. The 2014 impact factor for the HKMJ is 0.872.

Highlights of the October 2015 issue include:

Original Article  Paracetamol overdose in Hong Kong: is the 150‐treatment line good enough to cover patientswith paracetamol‐induced liver injury?Lowering the treatment threshold ofparacetamol overdose may reduce the  

treatment‐line failure rate, but approximately37 more patients per year would need to betreated, and it would incur an additional annualcost.

 

Case Report  A lucky and reversible cause of 'ischaemicbowel'An 81‐year‐old man was admitted with aninfective exacerbation of chronic obstructivepulmonary disease. He also had clinical andradiological features suggestive of ileus. Thepatient had a favourable outcome.

 

 

Pictorial Medicine  Endophthalmitis caused by Bacillus cereus: adevastating ophthalmological emergencyA 79‐year‐old man with lymphoma wasadmitted for chemotherapy in November 2014.During his admission, he complained of acuteonset of left eye pain with loss of vision. Hewas diagnosed with endophthalmitis andantibiotic treatment was underway. He beganto have pustular discharge from a rupturedcorneal ulcer and subsequent evisceration ofthe eye was required.

Timely Application for Renewal of Practising Certificate

The Medical Council of Hong Kong has requested theAcademy to help remind all Fellows that the annualpractising certificates of doctors for the year 2015 will expireon 31 December 2015. Please make timely application forrenewal of your annual practising certificates for the year2016 if you will be practising beyond the expiry date. Pleaserefer to the letter from the Medical Council for furtherdetails.

 

DH to conduct the 2015 Health Manpower Survey

Department of Health will embark on a new round of HealthManpower Survey on registered doctors in September 2015.The result will be used in health manpower planning andtraining. All registered doctors will reserve a self‐administered questionnaire together with a letter forrenewal of practising certificate in September 2015. Pleasereturn the completed questionnaire by 31 December 2015.
