Determining SSI Counter Using Excel Spreadsheet
• The Excel spreadsheet performs a simple calculation based on 2.5%. Since SSIs are generally 2.65% that may affect the SSI counter. The counter may decrement by 2 rather than 1.
• Place the salary in cell B1. Find SSI Max in the column G, then use the row number as the SSI counter. For this example the Lec B is receiving a $5000 base monthly salary. The SSI Counter would be ‘2’.

Basic Data Required1. SSI Counter
• This is set at the time of hire or for any change in salary excluding GSI increases– Market Equity– Range Elevation– Post Promotion Increase (PPI)
• The maximum number of counters is 8. • An employee can receive all ‘8’ SSIs and still not be at SSI
Max

Basic Data Required (Continued)2. Last SSI Qualified Date
• This date represents when the employee establishes their SSI counter; i.e., it coincides with the change to their SSI counter.
• Example 1: Employee receives range elevation, SSI counter would be reset using the new base rate and the Last SSI Qualified Date would be changed to the effective date of the range elevation.
• Example 2: Employee receives SSI, counter would decrement by one and date would be changed to the effective date of the SSI.
• The date 1/1/1901 is used in this field when an employee has received the maximum number of 8 SSIs, but is not at SSI Max. This will flag that the person should be at SSI ‘0’ but still not be at SSI Max.

3. FMI Amount, if applicable
• FMI amounts are deducted from the base salary prior to setting the SSI Counter. The FMI allows an employee to exceed SSI Max by the amount of their FMI.
• Retirement – If an employee retirees, the FMI amount is no longer considered in calculating the SSI Counter. FERPs are an exception. Once a FERP completes the FERP assignment and is hired as a Rehired Annuitant, then the FMI is no longer considered.
