1. We must accept that as simple a thing as bringing
people together involves a change of mindset of
all sectors
2. Informal relationships are as important as formal
relationships and they must be multi-level
3. Need to develop social trust (within sectors and
among sectors)
4. Need to be organized at national AND local levels
5. Government needs to be involved but maybe
should not take the lead
6. Will involve policy reform
