INTRODUCTION ///

Paris is the capital and most populous city of France. It is situated on the River Seine, in the north of the country. Within its administrative limits (the 20 arrondissements), the city had 2,234,105 inhabitants in 2009 while its metropolitan area is one of the largest population cen-tres in Europe with more than 12 million inhabitants.

Centuries of cultural and political development have brought Paris a variety of museums, theatres, monuments and architectural styles. Many of its masterpieces such as the Louvre and the Arc de Triomphe are iconic buildings, especially its internationally recognized symbol, the Eiffel Tower. Long regarded as an international centre for the arts, works by history’s most famous painters can be found in numerous museums and galleries collections in the city.

Paris is a global hub of fashion and has been referred to as the “inter-national capital of style”, noted for its haute couture tailoring, its high-end boutiques, and the twice-yearly Paris Fashion Week. It is world renowned for its haute cuisine, attracting many of the world’s leading chefs.

Champagne is a sparkling wine produced from grapes grown in the Champagne region of France. Appellation law guiding the secondary fermentation of the wine in the bottle to create carbonation. It also only allows for grapes grown according to appellation rules in specifically designated plots within the appellation to be used in the production of Champagne.

Royalty became associated with Champagne in the 17th, 18th and 19th century. The leading manufacturers made efforts to associate their Champagnes with nobility and royalty through advertising and pack-aging, which led to popularity among the emerging well-off middle class.........................................................................................

This is a single stage Competition with the aim of identifying the most appropriate proposal, which best satisfi es the general and specifi c objective of the contest.

ABOUT THE COMPETITION ///

The aim of this International Competition is to design a Champagne Bar along the Paris river “Seine” and by the romantic “Pont des Arts”. This competition hopes to achieve the following:

_Encourage and reward design excellence at a medium scale which integrates function, structure and detail.

_Research and investigate the various combination possibilities to create a social space within the city.

_To generate the discussion of ideas regarding the relation between architecture and water.

_Encourage the employment of sustainable design in all aspects of the proposal.

SITE SELECTION ///

The selected site for this competition is situated on the right bank of the River Seine within the 1th arrondissement of Paris next to the Pont des Arts.

The Pont des Arts or Passerelle des Arts is a pedestrian bridge in Paris which crosses the Seine River. It links the Institut de France and the central square (cour carrée) of the palais du Louvre, (which had been termed the “Palais des Arts” under the First Empire).

The bridge has sometimes served as a place for art exhibitions, and is today an open air for painters, artists and photographers who are drawn to its unique point of view.

Paris is also reknown as the city of love and Ponts des Arts is one spot that stands above the rest as an amorous Parisian location. The footbridge is a destination for couples wishing to immortalise their love by attaching padlocks sometimes inscribe with initials and messages before throwing the keys of the padlock into the Seine below.

There are no restrictions for this International Competition. Registration and participation in the Competition implies an immediate acceptance by entrants of all terms & conditions governing the site and Competition.

SPECIAL CONDITIONS ///

There are no special conditions, however, the design should sit comfortably and harmoniously with the site. Submissions can be the work of an individual or a group up to 4 members. There is no age limit, however, entrants under 18 years of age must be lead or entered by someone over the age of 18.

COMPETITION PROJECT DISCLAMER ///

This is an open International Competition hosted by [AC-CA] to generate progressive contemporarydesign ideas. There are no plans for the River Champagne Bar to be built.

PROGRAM AND SPACE USED ///

_Hall / Entrance: a 10m2 space with a security guard and a hostess._Cloakroom: a 10m2 space connected directly to the Entrance._Bar Counter: dimension is open to individual partic-ipant’s design._Seating Area: a 150 m2 space with capacity for 20 tables (each seating 4 people).VIP Area: a 40 m2 enclosed seating area for private parties with capacity of 20 people max. (can be subdi-vide into a set of smaller spaces)._Performance Area (stage): a 15m2 platformed space to host live jazz music and other performances._Facilities: a 50m2 space with 4 unisex toilet cubicles and 2 disable cubicles._Kitchen / storage: a 20 m2 space for mainly small snack catering and washing services. This space should be connected to the Bar Counter._Administration: a 40 m2 space destined for offi ce,changing room and storage._Plant: a 15m2 space to contain a boiler, electrical and other systems._Single emergency exit.

_Terrace: dimension is open to individual participant’s design.

DESIGN CRITERIA ///

Access: Access should be controlled at the entrance. All access must also meet the disabled access standards. Taxi drop in / off should be included using the existing car access whilst river boat drop off / on should also considered.

Spatial organisation: Slight variations in the surface area and the free combination (m2) of the dif-ferent section and uses will be accepted. It is also left to the discretion of participants on how best to combine the different spaces within the bar and occupy the proposed site. The criteria is open and dependent on the project design.

Distribution: The possibility of the use of the existing large stone stair giving access to pedestrians from the street level is highly recommended. The two small stairs will need to be re-design to follow building regulations.

Structure: Although no engineering calculation is to be presented, an architectonic structural design is to be suggested as the basis or foundations for the building’s final structural criteria. This means that the structure should be clearly represented both in plans and sections.

Volume: There are no height restrictions, however, the volume must relate harmoniously with its context. And also it should be unique and original.

Materials: There is no restriction with regards to the choice of materials, however thought should be giving to the idea of sustainability.

The bank by the Pont des Arts is a spot frequently used by Parisians for picnics and drinks along the river in the summer months whilst they enjoy watching the sunset.

Image: The Structure should project a contemporary image and consideration should be given to night time illumination of the Bar as the selected area is one that is specially busy during the eve-nings / nights in the summer.

Views: The main room of the Champagne Bar should look out towards the longest extension of the site, thereby prolonging the view for as long as is visibly possible. The terrace should be connected directly to the Bar, so that customers will be able to enjoy the sunset.

Site’s particularities: There are existing high trees on the site, which participants can incorporate or exclude from their program. However we think that for an ecological point of view, trees should be included. There is no obligation to leave the walking access passage along the river as participants are free to use all the designated space.

Ambient comfort and the seasons: The design proposal and construction should be able to serve both in the summer and winter seasons. In other words, it should be designed in such a way that it can be opened up completely in summer to enjoy the sun with partial shading as well as the other many advantages of a bar located close to the water.

In recent years, many tourist couples have taken to attaching padlocks with their first names written or engraved on it to the railing or the grate on the side of the Pont des Arts bridge, then throwing the key into the Seine river below, as a romantic gesture. This gesture is said to represent a couple’s committed love. The City of Paris has not yet adopted a definitive policy on how to deal with this new fad. The French police have been known to patrol this bridge to stop keys from being thrown into the river.

Winning participants will receive prizes totalling US$ 6,000 with the distribution as follows:

1st PRIZE: US$ 3,500 (THREE THOUSAND FIVE HUNDRED US DOLLARS) 2nd PRIZE: US$ 1,700 (ONE THOUSAND SEVEN HUNDRED US DOLLARS)

3rd PRIZE: US$ 800 (EIGHT HUNDRED US DOLLARS)

ARCHITECTURAL CONTRIBUTION ///

[AC-CA] sees its competitions as providing an opportunity for architectural experimentation, discus-sion and speculation.

We are interested in motivating architects to provide their own point of view or vision, which very often may lead to the pushing of the boundaries and rules defined by the Competition.

In other words, entrants are free to explore how far they can push the rules and guidelines set for Competition without breaking them, to avoid being disqualified.

DEADLINES ///

All entry submissions must be sent via email to [email protected] until midnight on 07th July 2014. (11:59 pm. - 00:00 GMT London).

Participants will be responsible for the arrival of their proposals within the corresponding deadlines and no proposal will be accepted after the deadline.

ADDITIONAL SUBMISSION INFORMATION ///

The presentation technique is absolutely open and at the discretion of the entrant. However, it is rec-ommended that the submitted image include the following information which reflect the main concept of the design:

_Plans, _Sections, _Sketches or perspectives

The presentation should clearly document the proposed design as well as the approach to the project. Information relating to organisation, materials, treatment of the location and the design should be included when considered relevant.

The total area information for the project proposal should be included on part of the panel image. Any additional textual or numerical descriptions should be incorporated into the graphical presentation of the project and expressed in English only.

Entrant’s unique Registration Number should appear on the upper right side of the image. (Anonymously - without any names or markings, just the Unique Registration Number).

Note:Entrants are advised to send their submissions from the same email address used for registration on the [AC-CA] website, as submissions from a different or an unrecognised e-mail account might be treated as Spam. This might also prevent us from tracing you in the event we have to contact you.

A single (1) board horizontal digital image with the detail listed below must be submitted via email to [email protected]:

_Subject of email: Subject of the email must be your unique registration number._Image Format: A single zipped or compressed JPG extension file._Dimensions: 3500 width x 2600 height (pixels) or 36.45 x 27.08 inches or 92.6 x 68.79 cm to 96dpi._File Name: The image file name must correspond to the unique registration number. (Example: 33333.jpg where 333333 represent the unique registration number assigned and sent to you by [AC-CA] minutes after a successful registration). _Max. File Size: 2MB (2 Megabytes).

EVALUATION AND JUDGING PROCESS ///

The Jury will review the submitted entries based on the Competition’s set of objectives and from a short-list of entries, select the Competition winners with an [AC-CA] consultant overseeing each stage of the process.
