Quorum = 3 STAFF Director Sustainable Development, Neil Southorn, Technical Support Officer, Binita Shrestha, Principal Planner Urban Design & Strategic Planning, Peter Badenhorst, Development Engineer, Mathew Vitucci and Minute Secretary, Marisa Martinello. 1 APOLOGIES RECOMMENDED on the motion of Councillor Curran and Keven Bradford that apologies be received from Greg Balind, Nathan Farnell and Manjit Chugha. 2 CONFIRMATION OF MINUTES RECOMMENDED on the motion of Keven Bradford and Councillor Lancaster that the minutes of the previous meeting held on 23 June 2015, having first been circulated amongst all members, be confirmed. 3 BUSINESS ARISING Review of La Festa Related Events Councillor Neville advised that the toilet access problem was quickly resolved by the La Festa Committee, making a pathway to allow people to enter to use the facilities on site. Mr Southorn advised that Council is to work with the La Festa Committee with any issues arising to make it run smoothly next year. Mr Bradford advised that it was very difficult to have access on some footpaths in Banna Avenue during La Festa with Miei Amici having people in lines spilling out to the road which made it very difficult to get through. Mr Vitucci advised that Miei Amici was approved to have the coffee stand on the footpath with a proper barrier in place. This issue will be taken on board. Mrs Christine Tomlinson arrived the time being 2.10 pm.

ACCESS COMMITTEE HELD IN MURRAY ROOM, GRIFFITH ON

TUESDAY, 22 SEPTEMBER 2015 COMMENCING AT 2:05 PM

1 APOLOGIES

3 BUSINESS ARISING

Review of La Festa Related Events

Notification of Industrial / Retail DA’s

Mr Southorn advised Mr Jones that Notifications of Industrial or Retail DA’s can be tracked on the web site.

Mr Bradford advised that in the past DA’s would come through the Access Committee to check accessibility.

Mr Vitucci advised that specific requirements may need to be adhered to in the DA.

Mr Southorn advised that for the Committee to be able to assist in the process of checking DA’s a concise time frame and a date with a prompt response will be required for a smooth process.

At Mr Vitucci’s suggestion it was agreed that DA’s that involve public access could be referred to Committee members by email as part of the notification procedure enabling members to comment outside committee meetings.

4 DECLARATIONS OF INTEREST

5 ITEMS OF BUSINESS

CL01 USE OF FOOTPATH UPDATE

Mr Bradford advised that restaurants with benches have less room for walking or using a scooter or wheelchair in the restaurant.

Mr Bradford advised the Committee that the chairs and stools are less than half a metre from the footpath; this is not safe for the customers.

Mr Bradford advised that there should only be so many chairs per square metre in a restaurant coffee shop.

Mr Southorn advised Mr Bradford that Council has commissioned a review of the Policy and changes to the Policy specifications may be made, this will take time as stake holders will be engaged and included in the review.

Mr Southorn advised that as part of the consultation process of the project plan the following people will be invited to attend separate meetings:

Licence holders The land owners Main Street operators Broader Community Visitors to the town

Mr Southorn explained that a licence has a three year term, and that older development approvals may not be the same as current policy.

Mrs Tomlinson wished to share that alfresco dinning is greatly enjoyed by the visitors to town and that Footpath Policies should be abided by coffee shop owners.

RECOMMENDED on the motion of Keven Bradford and Councillor Curran that the project

plan for updated Alfresco Dining Policy be reported back to the Committee.

Footpath Renewal Program

A list of works for 2015/16 Footpath Renewal Program was presented to the Committee. (Attachment (a)).

Mr Vitucci advised that the footpath in Animoo Avenue will be extended to Casualty at the Griffith Base Hospital. Works will resume next week.

Councillor Neville was concerned with the northern end of Kooyoo Street opposite the Post Office or the Southern end of Kooyoo Street to look at these two areas for access with a wheel chair onto the pavement.

Councillor Neville was also concerned with the footpath along Clifton Boulevarde that has not been completed.

CL02 DALTON PARK - ACCESSIBLE TOILET FACILITY

Councillor Neville was concerned with the accessibility of the toilet facilities at Dalton Park at the recent race day held.

Councillor Neville requested staff look at potential funding from State or Federal Government to assist with the project for an accessible toilet and baby change room option.

RECOMMENDED on the motion of Councillor Neville and Keven Bradley that Council seek grant funding application from the State or Federal Government for accessible toilet facilities and a baby change room at Dalton Park.

CL03 MEETING DATES FOR 2016

The Committee noted the meeting dates for 2016.

6 OUTSTANDING ACTION REPORT

RECOMMENDED on the motion of Councillors Curran and Lancaster that the report be noted.

7 GENERAL BUSINESS

Walking Circuit Yenda Retirement Village Area

Mr Bradford advised the Committee that the Yenda Retirement Village has requested a footpath for a walking circuit along West Street and Park Street. This is for the health and wellbeing of the elderly who do not get enough exercise and do not have anywhere to walk without walking on the road. Documents to be tabled for consideration of Council. (included in attachment (b))

RECOMMENDED on the motion of Keven Bradford and Councillor Curran that the walking circuit for the Yenda Retirement Village Area be referred to Council staff and report back to the Committee.

Appreciation for Footpath

Mr Bradford was contacted by Mr Farnell who informed him that the footpath that required fixing was now fixed. Mr Bradford wished to thank Council for this.

Level Crossing – Crossing Street

Mr Bradford advised that a lady on her scooter had tipped over at the level crossing on eastern side of Crossing Street and was stuck there until someone came along to assist her.

A submission has been given to John Holland, to be followed up.

Mr Bradford informed the Committee that another submission needs to be placed with John Holland as Crossing Street is very unsafe; it needs to be the same as Kooringal Avenue.

Concrete Footpath Northern Side of Crossing Street

Mr Bradford advised that on the northern side of the railway line on Crossing Street, trucks or tractors when mowing are going across the footpath and breaking the cement, making it very unsafe for the scooters and wheelchairs to use.

The next meeting of the Access Committee is to be held on Tuesday, 22 March 2016 at 2:00 pm.

There being no further business the meeting terminated at 3.05 pm.
