Road maintenance project in East Nusa Tenggara involves some activities such as road improvement, periodic maintenance or routine maintenance. However, there are some barriers such as the unachieved time and cost targets in road maintenance project. Research is carried out to acknowledge the factors affecting the unachieved time and cost targets in provincial road maintenance project in east Nusa Tenggara, to search for the most dominant factor in its effect, and to determine the strategy used by contractor to deal with these factors.

Data analysis method there are used in the research such as descriptive statistic, factorial analysis, and path analysis. The questionnaire is distributed to 43 respondents. They are contractor, owner, and supervisory consultant who are involved in the provincial road maintenance project in East Nusa Tenggara with unachieved time and cost targets in budget years of 2007 and 2008.

Considering with these results, factors significantly affecting the unachieved time and cost targets in provincial road maintenance project in East Nusa Tenggara are: human resource by -standard coefficient of 0.342; material by -standard coefficient of 0.326; equipment by -standard coefficient of 0.287; work environment by -standard coefficient of 0.260; design modification by -standard coefficient of -0.361; and time target by -standard coefficient of 0.580. All independent variables do not give indirect effect on dependent variable of cost target (Y2). The most dominant factor affecting unachieved time target is human resource by -standard coefficient of 0.342. The most dominant factor influencing unachieved cost target is time target by -standard coefficient of 0.580. A proposed strategy to deal with the unachieved time and cost targets in road maintenance project in East Nusa Tenggara is by recruiting the professional from outside East Nusa Tenggara, including them from Bali or Java due to their competence and experience in meeting the demand of work implementation. By the way, contractor should to prepare the labours with high skill and productivity, and to hire or use the experience and educated foreman and field supervisor in project implementation.vii
