ABOUT THIS PROFILE
The scope of this profile includes detailed explaination about the vision and the dream of
Islamic Outreach ABIM Centre (IOA) to become a premier da’wah body in Malaysia and
the region. Next, this profile highlights introduction to the members and volunteers who are
committed to contribute energy and followed with a presentation about IOA Centre core
programs in spreading Islam especially to converts and non-Muslims.
In addition to those purposes, we also hope that it will be able to attract the attention and
interest of the community to participate in this noble effort so as to give greater impact to
the world community at large to spread the message of Islam. Since its inception in 1987, we
have seen the need to fill the vacuum in conveying the Islamic message, especially to non-
Muslims. As a non-governmental and non-profit organization, IOA Centre depended on full
contribution and close support from individual, government departments, corporations,
NGOs, mosque/surau committees and also other institutions that are willing to help.

Assalamualaikum warahmatullahi wabarakatuh.
So let us begin our gratitude to the Almighty for IOA Centre has been successful in
expanding the efforts of dakwah to a higher level. Programs are carried out to benefit
many parties, especially the highly burdened and the poor who needs support.
The struggle to expand Islam is a major responsibility in the life of a Muslim who is aware
of its role. These efforts driven by good organizational effort would give greater impact
and effectiveness to the community. IOA Centre feel compelled to bear this
responsibility to meet the needs of the society and to lift up the dignity of mankind to
higher place as mentioned by Allah;
“You [O people of Muhammad] are the best nation produced [as an example] for
mankind. You enjoin what is right and forbid what is wrong and believe in Allah ...”

Once again, I welcome all forms of cooperation and support from all parties and
accompanied this with saying Jazakallahu Khairan Kathira. Hopefully this is considered as

Assalamualaikum warahmatullahi wabarakatuh.
Alhamdulillah to Allah s.w.t. because with His permission, IOA Centre could carried its
responsiblity to spread the Islamic mission among Muslims and non-Muslims across the
country. Since the establishment of the IOA Centre in 1987, we have served over 10
thousand converts through various programs across the country. Based on the feedback
and records, society regardless of various races either from within or outside the country
desires knowledge and information about Islam. We are committed to continue the
mission of the Prophet which is to convey the message of Islam in order to educate and
build the society towards Allah’s blessing.
Among the IOA Centre programs are Classes for New Converts, Preach to the Native,
Hospital Visit Program, Masjid Tour Guide Program, Orphanage/Poor Children Program
and Dai'e Development Program. Indeed we are depending entirely on the contribution
the benefactor who support da’wah efforts like these. For that, we are willing to serve as
the representative for da’wah duties in order to fulfill the Islamic agenda.
On behalf of the staff and volunteers of IOA Centre, I welcome contributions and support
from yourself, private sectors, government agencies, corporations, NGOs, mosque/surau

ISLAMIC OUTREACH ABIM CENTRE PROFILE
FOREWORD
Islamic Outreach ABIM Centre (IOA Centre) is a non-governmental organisation established
in 1987. Its establishment is intended to convey the message of Islam and acts as a way of
life to the Muslims and non-Muslims of the local or international community. Its headquarters
operates at Kompleks Darul Puteri, Jalan Cheras, Kuala Lumpur.
The original name of IOA Centre at the time of its establishment is Islamic Outreach ABIM
(IOA). Now, the IOA Centre has expanded and focus more on the strategic regional
mission. The approach of IOA Centre emphasizes on da’wah works through class guidances
and bilateral discussions. Classes consists of fundamental studies of Tawheed, Sirah of the
Prophet , Tafsir, recitation of the Quran and teaches daily prayers. All classes are free and
open to all communities, especially those who received Islam through IOA Centre.
Among the main products of IOA Centre is Masjid Tour Guide (MTG) which has established
in major masjids throughout the country which is entrusted by the management of the
masjid and the State religious Council to become a tour guider and at the same time
promoting Islam to them. In addition, the welfare and education of orphans and indigenous
people is another core agenda of IOA Centre. IOA Centre truly believe to the da’wah
principle cited from Surah An Nahl 16 verse 125 ... "(Try to) (human) to the path of your Lord
with wisdom the wisdom and counsel of good teaching and engage with them in a way that
is better ..."
Since its establishment, IOA Centre has provided services to more than 10,000 non-Muslims
and converts. There are many range of services that IOA Centre has to offer, this included
the proclaimation of the Syahadah, pre marriage courses in English and become family
representative of either the bride or the groom of the convert during their wedding
ceremony. The converts have recently been getting a lot of benefit from the programs
implemented by the IOA Centre, in fact some of them continued their da’wah duties either
alone or together with IOA Centre. Hopefully with the blessed efforts and sincerity of the
volunteers of IOA Centre, Allah will open the hearts of many and educates various people
with different background of the community about the beauty of Islam.

VISION
Become a leading Islamic da’wah body in Malaysia and regional area.
MISION
1. An Islamic da’wah organization in promoting Islam to the community especially to
newly converts.
2. Able to meet the needs of the current da’wah using technology and providing
competent dai’e.
3. Promote Islam as the religion of choice (mercy to all) through appropriate programs
that suit the local community (environment).
4. To rectify the misconceptions against Islam.
5. To establish da’wah network with any da’wah bodies that seems appropriate for the
sake of the integrity of Islam and wellness of it’s ummah from both national and
international level.
OBJECTIVES
1. Acts as a centre of Islamization and sources of information to the non-Muslim
community which are interested in Islam.
2. Prepare classes – fardu Ain class and regular activities to converts.
3. Help converts understand Islam in the early stages.
4. Guide them towards understanding the meaning of true worship.
5. Give consistent moral support to live life as a new brother (converts).
6. Provide counseling service to converts.
7. Prepare classes or marriage courses (in English) to new converts as preparations for
new life in marriages.

BOARD OF TRUSTEES
IOA Centre is an agency under the Malaysia Muslim Youth Movement (ABIM) by its parent
agency, the Pengurusan Aqar Berhad (PAB). It aims to enable IOA Centre to grow more
rapidly and move more effectively under the management of the holding agency. The IOA
Centre Board of Trustees plays an important role in monitoring the movement of the IOA
Centre so that it is clear and accurate. They consist of 4 qualifed people, namely:

IOA CENTRE ACTIVITIES
1. Education programs For Muslims and non-Muslims
The main objective of this program is to provide exposure on Islam, guidance and
counseling to new converts and the non-Muslims about the purity of Islam according
to the right perspective:
a. The ' reaching out ' concept of IOA Centre to spread about Islam as a way of life
to Muslims and non-Muslims.
b. Organizing basic classes studying tawheed, fardh ain, sirah, tafsir Al Quran, Quran
reading classes and practical prayer classes.
c. Providing practical training for converts to monitor the achievement of the
understanding of Islam.
d. Providing religious education classes to foreigners (Muslim) according to a
specified schedule each week for those who need visa support.

2. Development and welfare programs for converts
a. Set up the process of Syahadah to profess Islam.
b. Counseling assistance to converts.
c. Train local converts to become mentors, trainers and speakers for IOA Centre.
d. Training converts that are studying in Malaysia who came from abroad to
become a dai’e in preparation upon return to the their country of origin.
a. Example; Mrs. Neesha Sudarshaniatau who change her name to Mrs.
Khadheeja Sudarshani from Sri Lanka converted to Islam in IOA Centre in
2004 and after returning to her home in Sri Lanka has set up the ' Da’wah
Corner of Sri Lanka ' which followed the model of IOA Centre in Malaysia.
e. Provide student visa assistance to foreign nationals who wish to understand in-
depth about Islam.
f. IOA Centre provides pre-marriage courses in English. The objective of the
program is to make the participants understand the courses better in the
language that they can understand.
g. Provide basic needs for converts while they are adjusting to the new life in the
community.
h. Provides short and long term courses for converts development and strengthen
their knowledge about Islam as a way of life. The program includes:
1. Courses on Adhan and Iqamah.
2. Courses on chicken, cattle and goat slaughtering.
3. Recitation of Al Quran.
4. The concept of wills and basic understanding of
jurisprudence.
5. Islamic Burial management.
6. Islamic parenting courses.
7. Public speaking training.
8. Training to be imam.
9. Courses on leadership and motivation workshop.

3. Hospital Visit Program
Hospital Visit Program aims to visit and see patients who are bedridden in hospital and
home. The program allows volunteers to give moral support, emotional support,
spiritual guidance, guidance on worship for Muslim patients and contributions for Eidul
Fitri during Ramadan. Volunteers will also be given training on methods of how to
approach the patient. Volunteers will visit wards which include Cancer ward,
Neurology and Orthopedics. Several hospitals that gave firm cooperation to our
programs are as follows:

This program is essential in creating a society that is compassionate and caring
between Muslims and non-Muslims. We hope to carry out the program on an ongoing
basis so that it can provide motivation and support. In addition, it reminds the patients
that there are people who have empathy for them.

4. Aboriginal Community Development
IOA Centre also focuses on Malaysian society who lives in rural areas, regardless of
whether they live in Malay’s, Chinese’s or Indian’s village. The program carried out
since 1991. The community is made up of different tribes and they have different
dialects. Many of them also still practice animism. IOA Centre has been exploring
some aboriginal villages such as:
1. Aboriginal Village of Kemensah, Ulu Kelang
2. Aboriginal Village in Pangsoon, Hulu Langat
3. Aboriginal Village in Sungai Lui, Hulu Langat
4. Aboriginal Village in Sungai Lalang, Hulu Langat
5. Aboriginal Village in Sungai Gabai, Hulu Langat
6. Aboriginal Village in Sungai Congkak, Hulu Langat

The approach used by the IOA Centre is to mix with the local community, particularly
mothers and children. Among the activities undertaken such as ziarah (visiting) series
and several programs conducted with the ‘mothers’ through cooking classes, sewing
and craft skills. Most of the residents in this tribe are made up of children and only a
small number go to the school, the rest have neither interest nor exposure to formal
schooling system. Volunteers of IOA Centre took this opportunity to help the children
by teaching them using the standard curriculum. For Muslim children, the basic
foundations of religion and the recitation of the Qur'an would be the main focus of
learning.
We hope that the ongoing visit of volunteers IOA Centre to the village will bring joy,
hope and knowledge especially to children since they are the future of this country.
We hope to introduce good environment awareness and the adoption of a better life
and healthy lifestyle.

5. Syahadah Fund Project
In 2011, the Syahadah Program was introduced at Masjid Sultan Mizan Zainal Abidin,
Putrajaya for the first time after Friday prayer. On the same day, volunteers distributed
flyers about IOA Centre, membership form and contribution form of RM5.00 each to
fund the Syahadah Project. When the fund is full, it will be surrendered to the convert
and IOA Centre.
IOA Centre also took proactive steps to launch the charity fund and the development
of the Muslim brothers or simply named "Tabung Syahadah IOA Centre" or IAO Centre
Syahadah Fund. This Fund will provide a steady source of funding to help Muslim
converts in learning, easing the burden of daily life and provide capital to start
business.
The new converts are in need of support from the Muslim community to allow them to
serve actively in the community. Thus, IOA Centre also took several steps to educate
the Muslim community to be concerned with the challenges faced by the Muslim
converts. Syahadah Awareness program were organized in masjids where Muslim
brothers will recite the Syahadah after Friday prayers and will be witnessed by
members of the locals. This program aims to provide exposure to the community on
the importance of the strength of the Islamic brotherhood throughout the community.
The locals will then help the converts of their daily life as a true Muslim.

6. Masjid Tour Guide (MTG) Program
The program has been started in 2003 at the Masjid Wilayah Persekutuan, Kuala Lumpur.
One of the main tourist destinations are the masjid since it was opened to non-Muslim
tourists in collaboration with the Department of Islamic Development Malaysia (JAKIM)
and Islamic councils across the country. MTG IOA Centre can be found operating in:
1. Masjid Negara , Kuala Lumpur
2. Masjid Jamek, Kuala Lumpur
3. Masjid Putra, Putrajaya
4. Masjid Sultan Mizan Zainal Abidin, Putrajaya.
5. Masjid Sultan Salahudin Abdul Aziz Shah, Shah Alam
6. Masjid Kampung Keling, Melaka
7. Masjid Sultan Abu Bakar, Johor Bharu
Objectives of the MTG program are to expound Islam through the guided tour that will
expose to non-Muslim tourists about the architecture and the role of masjids in the
Islamic world. In addition, they were also given exposure on the basics of the teaching
and way of life of the Muslim community in Malaysia.
Due to the determination of IOA Centre in developing the country's tourism and in
conveying the message of Islam, it had attracted not only domestic but also several
NGOs oversea. They want to learn from the experience from IOA Centre and now has
linkages with international fraternity and NGOS from 13 countries such as Bahrain,
Turkey, Australia, Brunei, Bangladesh and Singapore.
IOA Centre has also trained more than 1,000 volunteers through training programs
nationwide. Alhamdullilah we now have approximately over 200 active volunteers
who are willing to give their time and energy to deliver the message of Islam to the
non-Muslims in the compound of the masjid. As a result, many travelers who have
converted to Islam are on a voluntary basis. We hope that with Allah SWT guidance, it
will open the heart to Islam after gaining information in this program.

7. Orphaned-Poor Children’s Education, Welfare & Development Program
Orphaned-Poor children’s education, welfare and development program of IOA
Centre was launched on 17 March 2010. The program accomplished to sponsor
children coming from poor families, the converts and orphan. It sponsored their
schooling year from beginning until secondary school (up to form 5).
The form of assistances rendered, including the uniform and school shoes, text books
and examination fees. IOA Centre has sponsored more than 500 poor students. The
help covered the convert’s family, the poor and children of the aboriginal people.

8. Dai’e Development Program
Dai’e Development secretariat was established with the cooperation of the Dewan
Da’wah Islamiyah (DDI) Indonesia. This secretariat will train and nurture the young
dai’e as a competent dai’e of IOA Centre in future and they will be sent to places
that requires the services of preachers in a long run. In addition, IOA Centre also
intends to undertake a major role in creating a Hub, as well as creating a da’wah
training and research center which is called Regional Islamic Da’wah Centre (PDIS) to
formulate an effective da’wah plan. The program expanded and established an
international network of information and suggestions for the development of
knowledge in the field of da’wah that can be shared with each other. It is to produce
the next generation of dai’e who committed, competent, and competitive.
In terms of sociology, each country has different backgrounds in terms of ways of
preaching to the local community. It is the task of PDIS to create collaboration and
suitable preaching method to fellow humans without giving rise to a conflict between
religions in a plural society. Among the objectives of this program are:
1. Forming a da’wah institution which is collaborative and comprehensive in the
mission of conveying the Islamic message in the present and future.
2. As a platform to discuss a regional understanding in various perspectives,
particularly in the aspect of culture.
3. Creating a strong network in defending Islam as the main religion in this region
based on the beliefs of the sunnah wal jamaah.
4. Create the information collection center and the regional da’wah center that
are strategic and updated.
5. Able to move in a more effective way in creating a knowledgeable, good
character and visionary dai’es.

The program will be established are as follows:
1. Recource Centre
The information and resource centre is to facilitate preachers with information on
relevant resources or reference materials to supplement their knowledge before
doing any da’wah mission. In addition, all research or field work will be kept as a
source of reference in case there is any violation of information from irresponsible
parties.
The main functions of the information center are:
a. Act as an information reference centre to interested parties, especially the
dai’e of all Islamic organizations and the government before doing
da’wah activities.
b. Become a one-stop centre for collaboration of different parties with the
purpose of da’wah discussions.
This information centre will create a network of information from existing
information taken from many sources such as the mainstream media, printed
media, websites and others. It also provide a variety of methods that can be
explored in delivering Da’wah.
2. Islamic Training Centre
Da’wah Training Centre is very significant in an organization because it's
necessary to produce leaders or dai’e to continue the works of the organization.
The role of PDIS is vital in order to provide training to the dai’es before entering the
field work. Specific training is very important when learning about the theory of
implementation. The objectives of creating the PDIS are:
a. To produce skilled dai’e and competitive in delivering da’wah.
b. Provide comprehensive study for the dai’e.
c. Give understading and effective da’wah training.
d. Da’wah training experience and exposure to the remote region.
e. Produce more volunteers as young dai’e.
3. Reasearch & Development Centre
This Research & Development Centre will review strategies and planning of
da’wah from time to time. It will empower all da’wah activities carried out
according to plan made every year. In addition, it is a source of strength for IOA
Centre in strengthening all geographical data, sociology, psychology of religion
and socio-economic of a place or area to be sent increasingly preaching at any
time.

9. Family Buddy Program
Family-buddy program introduced by the IOA Centre that is often heard off, but rarely
we see such a program being well-received from the Muslim community in general.
The Program would like to invite Muslims to understand priority in educating and
guiding the newly Converts towards understanding their religious.
This program is to empowered the Converts to see the essence of our religion. With this
program, it can be seen as Uslub Bil Hal to make them well-suited in the new
environment by having another muslim to help them build up their characters and the
challlege in real life.
In addition, the role of the program is to ensure that the Converts could reserved their
new faith and ease the burden or pressure they had to face as a muslim. The program
is dedicated to all Converts in the country or abroad.
The program was introduced as a system to the Muslim community who are interested
to be a foster family with IOA Center in an effort to develop, guide and empower faith
and piety among the Converts. Each foster family will be given guidelines on how to
be an adoptive families or individuals. Hopefully this program will be able to mak
ethem realize the objective of building a society that is conscious of Allah swt.

CONCLUSION
Allah says in the Quran :
“The example of those who spend their wealth in the way of Allah is like a seed [of
grain] which grows seven spikes; in each spike is a hundred grains. And Allah multiplies
[His reward] for whom He wills. And Allah is all-Encompassing and Knowing.”
[ Al-Baqarah, 1 : 261]
IOA Centre continues to grow and is currently expanding its da’wah works in this
region. It also creates various initiatives and efforts designed to further strengthen the
position of Islam in this country. Efforts to promote and show the image of an Islamic
society in the country should be further enhanced, especially in a world without
borders. IOA Centre always double all efforts and determination to glorify the life of
this world with the appreciation of Islam as a way of life and spread the message of
peace and harmony.
It is hoped that this prophetic mission cab be continued by those who is enlighten,
understand, determine and who is willing to establish cooperation toward this efforts
which is blessed and assisted by Allah. Indeed, Allah is with those who are patient.

the sweetness and happiness of Islam as a way of life. Our da’wah task initiative is based
on full contributions from you and anyone who feel this responsibility. To date, we've
been helping over 10,000 Converts locally and internationally through a variety of
programs that help improve understanding and build quality for themselves. We wish to
improve the quality of our services and expand this effort to a higher level with the help
from you.
Since its established in 1987, now IOA Centre already mobilizing programs that
consistently provide significant impact to society in general, as well as to non-Muslims
and Converts in particular. Class for Converts already benefits Converts from various
corners of the country. Da’wah Program such Masjid Tour Guide by IOA Centre has
become a model example by religious institutions from outside of this country with such
countries as Turkey, Bahrain, Korea and Japan which is being carried out in their country.
Through this program, the IOA Centre always receives visits from thousands of tourists who
get to hear a little about Islam. Alhamdulillah, we accept his life professing Islam every
week as a result of this program. Hospital Visitation Program, Aboriginal Education,
orphans, the poor and development programs for Dai’e open wider space again for us
to cover inevitable role in Da’wah.
Once again we welcome all parties to gives out generous contribution or infaq to further
develop this effort to promote Islam as a religion of goodness. Hopefully all forms of
cooperation of all the parties that we pray that you will be blessed by God and given the
barakah in this world and the hereafter.
