Here it is summer. Once we get throughthe gun and craft/attic shows we can take a bitof a breather before heading into a busy fall.Keep an eye on your calendars and theFacebook pages for any information that maynot make this issue of the newspaper.
I want to thank everyone who helpedmake, in my opinion, our Spring Ceremoniala great experience for our new Nobles andtheir Ladies. I really believe we hit the nailsquarely on the head. With a little morepractice, we can only get better.
The Dixie Shrine Association Convention was an awesome time for allwho attended. The help with the hospitality suite made it one of the best inrecent memory. In the competitions, AR Noble Jimmy Turner took hometwo First Place Awards with the clowns and our Motor Corps walked awaywith two trophies. My only regret is that we had so few units participating inthe parade. I don’t know what it will take to change that and plan to speakprivately with our parading units.
Finally, I would like to encourage all of you to look at the AlabamaShriners License Plate Program when you next go to register/re-register yourmotor vehicles. Yes, this does have an additional cost to your vehicleregistration, but after a very low state administrative fee a good portion of thatextra cost comes right back to us. Show your pride in being a Shriner andhelp us out at the same time. Ask about getting a Shriner license plate whenyour vehicle comes up for renewal.

Garden Project. The goal is to beautify the front of ABBA Shrine surrounding our SilentMessenger Statue with a garden. The garden will be bordered with Etched Bricks toHonor ABBA Shrine Nobles. Donation cost of each Etched brick is $100. This is also agreat way to also commemorate our Nobles that have passed. Look for pictures in thenext issue. Shriners Hospitals forChildren Galveston takes burnpatients from all over theworld. This month was nodifferent, patients, one from ElSalvador, one from Ecuador,one from Mexico and otherswere recently admitted. Theone from El Salvador woundup with a TB of 70% and onefrom Mexico with a TB of80%. We ask all our Nobles tokeep these and all Children inShriners Hospitals for Childrenin your Prayers.
In addition, the Shriners Hospitals for Children Open,which is held in Las Vegas October 29th – November 4th isseeking volunteers. For anyone who may be interested ingoing to Las Vegas to attend or volunteer with the BoardMembers of Galveston Hospital, please visitwww.shrinershospitalsopen.com and click the volunteer linkfor more information. The 3 and 4-year-old Wonderful Wednesday class at FirstUnited Methodist Church in Linden Alabama recentlycollected stuffed animals that will be donated to ShrinersHospitals for Children in Shreveport. Noble George Osbornewas in attendance and article was in the local newspaper. Wewant to thank all these Children for their donations. A specialthanks to Noble Osborne for representing ABBA Shriners inLinden. Nobles this is the exact community awareness andinvolvement that we need for our fraternity. Lets get the wordout to our community that we are here and what we do.

Nobles and Ladies if you missed the 2018Dixie Shrine Association Convention on May16th – 19th, you missed out on a great time.ABBA Shrine turned out ready to have fun andcompete. Special thanks go out to all thosewho assisted Noble Steve and Mary Hicks andIll. Sir. Glenn and Judy Martin, who spent manyhours without rest to run the ABBA Hospitalityroom and provide entertainment for our guest.ABBA Shrine Motor Corp brought home someawards, and Noble Jimmy Turner competed inthe Clown competition securing two 1st PlaceAwards. On top of all these achievements ourvery own Illustrious Potentate Bob Trachsler
was nominated and elected as Dixie ShrineAssociation 5th Vice President. Congratulationsto Ill. Sir. Bob Trachler, Noble Jimmy Turnerand all the ABBA Shrine Motor Corp.
2019 Dixie Shrine Association Conventionwill be here before we know it. The ABBAShrine DIVAN urge anyone who can attend todo so. We also encourage all units that canparticipate in competitions to do so as well. Iwould be great to see the Street Camels andHillbillies and more of the Nomad Clownscompete in 2019. Our Units and Clubs are theheart and soul of our temple, so be sure to joinus in 2019 in Panama City Beach.

As there may be some confusion as to how funds are raised,the Fundraising Guidelines, and this article should clarify howand why we raise money. First is to understand how we arecategorized and registered with the IRS. ABBA Shriners isorganized under Internal Revenue Code 501(c)(10) DomesticFraternal Societies. Contributions for fraternal or social purposesare not deductible. Therefore on 50/50, Gun Raffle Tickets,Bikers Ball and other Ticket Sales you will see a disclaimer onthe ticket that reads, “Proceeds Benefit ABBA Shrine GeneralFund and are NOT Tax Deductible”. These funds support ABBAShriner Temple and the day to day operations of our facility.
You may ask then, is any donation made during fundraisingtax deductible. Yes, Shriners Hospitals for Children is organizedunder Internal Revenue Code 501(c)(3) as a CharitableOrganization. We have many fund raisers that fall under thiscategory. Paper Sales, Plaque Program and Donations toTransportation all fall under this category. You may also askwhen we donate to ABBA Shrine Transportation Fund is thatTax Deductible. This is where we must clarify what we aredonating to, especially when we approach the public seekingdonations. The ABBA Shrine Transportation Funds is anaccount we maintain to transport Children to and from theHospitals and expenses incurred in association withtransportation of these children. ABBA Shrine TransportationFund does not exist as an entity, therefore public donations thatare intended for this purpose should always be made to ShrinersHospitals for Children and not ABBA Shrine TransportationFund as this is the legal entity and donations are Tax Deductiblefor donors.
Some Noble may ask then, how do we get to keep
donations made payable to Shriners Hospitals for Children?How can transportation survive without these much-neededfunds? Shriners International has made this a quite simpleprocess. All temples work under the 2X Rule. This is where bytemples can retain two times their expected annual expenses fortransportation. When monies come into the temple in the nameof Shriners Hospitals for Children, the Temple Recorder sendsin the funds to Imperial along with a form to request retentionof funds. Once funds are received, recorded and approved to beretained by Imperial, funds are dispersed back to the temple tobe placed in the Transportation Account for transportationpurposes. Excess funds over the 2X rule however typically willgo into Shriners Hospitals for Children for our Philanthropy.This allows temples to operate their transportation units andexcess funds directly benefit Shriners Hospitals for Children.
Now we have discussed the types of fundraisers, Fraternaland Charitable, how do we organize our next fundraiser. Firstany Noble, Unit or Club should decide first who the fundraiserwill benefit. If it benefits the Temple, Club or Unit this is a Non-Tax-Deductible Fundraiser. If you wish for this to benefit ShrinersHospitals for Children or to Raise Monies for Transportation thiswill be a Tax-Deductible fundraiser. For ALL tax-deductiblefundraisers ensure checks are payable to Shriners Hospitals forChildren. Remember we have two very different fundraisingmissions. One for fraternal purposes to operate our Temple andthe other is to our Philanthropy Shriners Hospitals for Children.

AN EXCERPT FROM GENERAL ORDER NO. 1: FUNDRAISING ACTIVITIES
It is natural to associate the fez with Shriners Hospitals for Children. Because of this, meticulous attention must be given to all fundraising activities, including circuses, to make certain that such activities comply with the law of the land and that a contributor is not led to believe that his money will be used for the Hospitals when all or a portion thereof will be used otherwise. The integrity of our charity and of our fraternity must remain above reproach.
Your specific attention is called to the following fraternal and charitable bylaws: §335.3 USE OF NAME “SHRINERS HOSPITALS FOR CHILDREN.” The use of the name “Shriners Hospitals for Children” or reference to the Hospitals in connection with any fundraising activity by a temple or Noble without the written consent of the Imperial Potentate and the Chairman of the Board of Trustees of the Hospitals is prohibited. §503.11 COMMERCIAL USE OF NAME The use of the name “Shriners Hospitals for Children” or reference to the Hospitals in connection with any commercial product or business enterprise is prohibited unless the written consent of the Board of Directors and Trustees has been f irst obtained.
Now, therefore, IT IS HEREBY ORDERED: 1. Fundraising for Fraternal Purposes:
(a) No Noble (in his capacity as a Shriner), club, unit, organization of Nobles or affiliated or appendant corporations shall engage in any fundraising activity without the express written consent of the potentate of the temple having jurisdiction thereof.
(b) There can be no representation, express or implied, that the proceeds will be for the benefit of Shriners Hospitals for Children.
(c) The temple potentate shall carefully examine all phases of the advertising, promotion and solicitation to determine that it complies with §335.3 and §503.11 of the fraternal and charitable bylaws and that there is no representation, expressed or implied, that would lead a reasonably prudent person to believe that the proceeds will be for the benefit of Shriners Hospitals for Children. If the potentate is in doubt, he must receive the opinion of the Imperial Potentate who, after consultation with the Director of Temple Accounting, shall make the final determination.
(d) The temple potentate must approve the terms and provisions of any contract for a fundraising activity after receiving the advice of the temple attorney, and additionally, as may be required by the temple bylaws.
(e) A copy of the temple potentate’s written consent shall be mailed to the Executive Vice President, Shriners International. Further, such written material pertaining to the fundraising activity, as requested by the Executive Vice President, Shriners International shall be promptly mailed to him.
2. Fundraising for Charitable Purposes: (a) No Noble (in his capacity as a Shriner), club, unit, organization of Nobles or
affiliated or appendant corporations shall engage in any charitable fundraising activity other than for Shriners Hospitals for Children. Permission therefore must be f irst obtained in writing from the temple potentate. The temple potentate must then obtain written permission from the Chairmen of the Boards of Directors and Trustees. This request for written permission shall be sent to the Executive Vice President, Shriners International, P.O. Box 31356, Tampa, FL 33631-3356. No charitable fundraising activity shall be held in the jurisdiction of another temple without the written permission of the Potentate of that temple. (1) A joint charitable fundraising activity with another 501(c)(3) charity may
be authorized provided that a minimum of 50% of the net proceeds are for the benef it of Shriners Hospitals for Children, and the Chairmen of the Boards of Directors and Tr ustees determine, on a case by case basis, that it is in the best interest of Shriners Hospitals for Children and they grant their written permission for the activity.
(2) A charitable fundraising activity conducted by a temple located outside of the U.S.A may be authorized for other charities, provided that the chairmen of the board of directors and trustees determine, on a case by case basis, that it is in the best interest of Shriners Hospitals for Children and they grant their written permission for the activity.
(b) 100% of net proceeds (as defined in the Charitable Fundraising-Approval And Reporting provisions of the current General Order) from charitable fundraising must be given to Shriners Hospitals for Children except for such portion thereof as may be permitted to be retained for the temple Shrine Hospital Patient Transportation Fund, pursuant to the Special Purpose Funds provisions of the current General Order. Provided, however, if the chairmen of the boards of directors and trustees determine for good cause shown, that the law of the land requires that a portion of the net proceeds must be distributed locally, then they may, if they determine it to be in the best interest of Shriners Hospitals for Children, grant their written permission for such distribution.
(c) The temple shall report the result of each charitable fundraising activity within sixty days of the activity, pursuant to the Charitable Fundraising–Approval And Reporting provision of the current General Order.
(d) This section shall not apply to activities exempt under §335.4(b) of the bylaws of Shriners International.
(e) Each independent corporation or entity that receives the permission of the chairmen of the boards of directors and trustees to raise moneys for Shriners Hospitals for Children, and which does not have its financial statements reviewed pursuant to §334.6 & §337.8 of the bylaws of Shriners International, shall have its financial statements audited by a certified, chartered or licensed public accountant and shall submit such audit report to Shriners International within 120 days of the activity.
3. Statement of Purpose and Disclosure: (a) Every fundraising activity must contain factual information on its solicitation
material, tickets, programs and documents, including all electronically transmitted materials, regarding the use of the proceeds. Examples: “Proceeds are for the benefit of ( Shriners) (
Shrine Club) activities.” “Proceeds are for the benefit of Shriners Hospitals for Children.”
(b) Every fundraising activity which is not entirely for the benefit of Shriners Hospitals for Children shall prominently state on the solicitation material, tickets, programs, documents and electronically transmitted material that “payments are not deductible as charitable contributions.”
(c) There must be compliance with the Revenue Act of 1987 provision of any existing general order by U.S. temples.
4. Compliance with Applicable Laws: It is the responsibility of the temple potentate, after receiving the advice of the temple attorney, to determine that there is compliance with all applicable laws in its jurisdiction for the temple’s fundraising activities.
5. Financial Records: (a) The temple shall maintain detailed f inancial records pertaining to all
fundraising activities involving Nobles, clubs, units, organizations of Nobles and affiliated and appendant corporations. Details of all revenues and expenditures shall be maintained in such financial records.
(b) The temple must retain such detailed financial records for a period of seven (7) years.
(c) There must be compliance with Financial Reporting on Charitable Funds and Activities provision of the current general order.
6. Notification to Nobility: A copy of the Fundraising Activities provisions of the current general order shall be printed in the temple publication at least once every calendar year. If there is no temple publication, then a copy shall be mailed to each Noble in the temple not later than the last day in March of each calendar year.
7. Discipline: Any officer, Noble or temple which violates a provision of Fundraising Activities is subject to discipline pursuant to the bylaws of Shriners International.
