    The Office of the Assistant Administrator for FinancialServices/Chief Financial Officer (ABA) serves as theFederal Aviation Administration's (FAA) primary resourcesteward. Our team has responsibility for managing theagency's $16 billion budget, overseeing and maintainingfinancial systems, financial policy, financial reporting andspearheading cost efficiency as well as government-widemanagement reforms to ensure resources are managedwith integrity.

    ABA's key strategic efforts are anchored in the FAA's FlightPlan under the "Organizational Excellence" goal. We leadthe agency's efforts to achieve the Cost Control Programand Clean Audit Performance Targets. By providing FAA'sLines of Business (LOB) and Staff Offices (SO) with aneffective management environment and key business toolsand resources, we indirectly support the organization'sIncrease Safety, Greater Capacity, and InternationalLeadership goals.

    In addition to our strategic work directly tied to the agency'sFlight Plan, we have fundamental responsibilities key tomaintaining a strong agency-wide foundation ofaccountability and financial management. This work isorganized as Core Business in our Business Plan.

    Over the long-term, ABA's contributions to the agency'ssuccess will be measured by how well cost and financialinformation is integrated into the agency's businessprocesses and by the analytical contribution that ABA-generated information makes to data-based decision-making at the corporate and LOB levels.

    Our highest priorities include improving businessprocesses and resolving issues related to the Departmentof Transportation's (DOT) financial management system,DELPHI, and the FAA acquisition system, PRISM;maintaining a "clean" audit with a focus on managingagency assets; and spearheading the Cost ControlProgram in support of the Flight Plan. In support of ourpriorities, we will address the following emergingchallenges in FY 2011:

    - Continue to improve and simplify business processes- Obtain a clean audit opinion- Improve the quality, timeliness and usefulness of financialinformation for management decision-making.- Implement an aggressive agency-wide cost efficiencyprogram.- Provide analytic, resource-based support to the agency'sfinancial decision-making processes and in agencynegotiations with our labor unions.

    Organizational ExcellenceThe Office of the Assistant Administrator for FinancialServices/CFO (ABA) co-leads (with the AssistantAdministrator for Human Resource Management) andcontributes directly to the Organizational Excellence goal.

    The highest Organizational Excellence priorities for ABAinclude improving the business processes and resolvingissues related to the DOT's financial management system(Delphi) and the FAA's acquisition system (Prism). Wealso continue work to maintain a "clean" audit with a focuson managing agency assets. Finally, we spearhead theCost Control Program in support of the Flight Plan. Ourcore work includes:-- Development of FAA budget requests and providingappropriate budget justification -- ensuring budget needsare well justified and explained.-- Processing of all financial transactions as well as themanagement of the Delphi general ledger system andPrism, the FAA purchasing/acquisition system.-- Providing financial analyses required by the FAAAdministrator, as well as preparation of economic analysesto support any IT spending requiring approval by the ITExecutive Board.-- Hosting and operation of the FAA Cost AccountingSystem.

    ABA contributions to the agency's success will bemeasured by the quality and timeliness of financialinformation and how well we support effective decision-making in the agency.

    Flight Plan Target: Leadershipand Accountability(Objective) Make the organization more effective withstronger leadership, a results-oriented, high performanceworkforce, and a culture of accountability.

    Work with the Administration, Congress, andstakeholders to develop and implement FAAreauthorization legislation.
