Highway Subcommittee on Bridges and Structures (HSCOBS)

• Develops & Maintains AASHTO Bridge related Publications:

– Specifications (AASHTO LRFD BDS)– Manuals and other Guidance Material– Special Studies

• Make recommendations for research and development of new technology in the area of bridge engineering

HSCOBS Membership• Members are appointed by member departments (52 total),

acting in their capacity as members of the AASHTO Board of Directors

• All member departments may nominate up to three members to serve. The Primary Member is the voting member

• Only one vote (by the voting member) is permitted from each member department on Subcommittee ballots

Virginal DOT and a member of the Standing Committee on Highways (SCOH)

HSCOBS Executive Committee• The Executive Committee consists of the chair of each of the

Subcommittee’s Technical Committees to assist in managing the overall Subcommittee responsibilities

• There are a total of twenty “Technical Committees”

• The Executive Committee normally meets during the Annual Meeting and at other times as determined by the Chair.

• The Executive Committee was formed on January 1, 2008 (formerly called the LRFD Oversight Committee)

• Primary purpose - Review and update various AASHTO bridge related publications through the voting members and ballot process

• To serve as a liaison with industry representatives and the research community.

• Committees meet at least once a year during the annual meeting of the Subcommittee.

Research – NCHRP Process Steps1. July – SCOR solicits problem statements from three sources.

• AASHTO member DOT’s• AASHTO Committee and Subcommittee Chairs• FHWA Administrator

2. September – FHWA and NCHRP evaluations are performed. NCHRP Panels are used for key areas such as bridges, materials, etc.

3. December – Continuing projects and new problem statements go to SCOR and the Research Advisory Committee (RAC) and are prioritized.

4. March/April – Final priority and program is developed by SCOR5. May/June - SCOR sends a report to the AASHTO Board of Directors

requesting approval of the program.
