1.0 INTRODUCTION
This document is Fremont Environmental Inc.'s (Fremont's) Comprehensive Investigation (CI)
for Kaneb Pipe Line Operating Partnership, L.P.'s (Kaneb's) pipeline release east of Andover,
Kansas. The objective of this report is to summarize the data generated during the site
investigation. The investigation was conducted to determine the extent of hydrocarbon impacts to
the soil and groundwater. This report discusses the findings of the CI required by the Kansas
Department of Health and Environment (KDPHE's) Bureau of Environmental
Remediation/Remedial Section and defined in the guidance document entitled Scope of Work
(SOW) for a Cl/Corrective Action Study (CAS).
2.0 HISTORICAL EVALUTATION AND SITE DESCIPTION
2.1 PROPERTY LOCATION The release site is located near the town of Andover in Butler County, Kansas in the northeast
quarter of the southeast quarter of Section 8, Township 27 South, and Range 3 East. As shown
on Figure 2, the release occurred on the private property of Mr. Charles Rector located at 1511
Capital Street in the Easter's 1st Addition.
2.2 PROPERTY HISTORY On April 20, 1990, Mr. Charles Rector reported to Kaneb the presence of petroleum staining on soil
near his garage over a subsurface petroleum transportation pipeline operated by Kaneb. Kaneb
responded by excavating and replacing the section of pipeline in the affected area. Forty-six feet of
pipeline were replaced. A hairline crack was observed in the pipeline. Soil surrounding the
pipeline showed visual contamination of gasoline and/or diesel fuel. Approximately two to three
cubic yards of visibly petroleum-contaminated soil were removed and treated by land farming at a
Kaneb facility in El Dorado, Kansas.
On December 18, 1992, Charles Rector reported possible petroleum contamination of his drinking
water well to Kaneb. Kaneb collected a water sample from his tap on the same date. Laboratory

analysis of the sample indicated the presence of 11.0 micrograms per liter (pg/L) of benzene which
exceeded the federal Maximum Contaminant Level (MCL) of 5.0 pg/L for this contaminant. Ethyl
benzene, toluene and xylenes were also present in the sample but at concentrations below their
respective MCLs. A subsequent sample of the Rector tap water, collected on December 22, 1992,
showed 4.0 pg/L of benzene as well as trace levels of toluene and xylenes.
KDHE sampled the Rector well and two other nearby residential water supply wells at 16185
Capital Road and 1701 Glenda Court on December 29, 1992. 1,2-Dichloroethane was detected at a
concentration below its MCL in the Rector well. The residential well at 1701 Glenda Court
contained 8.6 pg/L of benzene and a low concentration of xylenes. No other petroleum constituents
were detected in these samples.
Kaneb began providing bottle water to the Rector residence and the Laymon residence at 1701
Glenda Court in December 1992. Kaneb had a carbon canister filtration system installed at the
Rector residence in January 1993.
2.3 PREVIOUS INVESTIGATIONS A limited Preliminary Site Investigation was conducted in January 1994 by Superior
Environmental Company (SECO). Field activities included drilling of five boreholes and field
screening of subsurface soil samples. Four of the five boreholes did not have observable
indications of petroleum contamination. However, petroleum contamination was observed at SB-
5, which was ultimately completed as monitoring well MW-1. The other four boreholes were not
completed as monitoring wells. SECO's report recommended further investigation of the site.
3.0 STUDY AREA INVESTIGATION
3.1 SITE SUBSURFACE CONDITIONS The vadose zone soil is generally composed of clay from the surface to a depth of approximately
15 feet. Thin limestone layers were encountered in the southern-most borings at 13 to 17 feet
below grade. The clay layer is underlain by a weathered claystone containing silt and/or sand,
and/or a siltstone. The boring logs and a cross-section (Figure 6) are provided in Appendix C.
The depth to ground water is approximately 22 feet below the ground surface (bgs). Based on the
water table elevation data, the ground water flow direction is towards the south.

3.2 HUMAN/TARGET POPULATIONS The Kaneb release site is located east of Andover, Kansas in Butler County. While the release
occurred in a residential section, the land use surrounding the release site is primarily agricultural.
The 1st Addition neighborhood comprises approximately 20 acres and is surrounded by
agricultural property towards the north, south, east and west. Highway 35 is located just north of
the neighborhood. The population of Andover is approximately 7,000.
3.3 AREA WATER WELL SURVEYS There were no state or federal registered water wells or public water supply systems identified
within a half mile radius of the property. However, we are aware of several private unregistered
wells, including the wells at 1511 Capital Road, 16185 Capital Road, and 1701 Glenda Court.
3.4 ECOLOGICAL TARGET SURVEYS
As described above, the Kaneb release site is located in a rural area east of Andover. There were
no designated critical habitats for threatened or endangered wildlife species identified on or
adjacent to the site. The majority of contamination identified at the site includes petroleum-based
constituents detected in the ground water. As no surface sources of contamination exist,
ecological exposure to contaminants is not expected. •

4.0 SOURCE CHARACTERIZATION
A medial vestigation was initiated on April 21, 2003 to determine the source and extent of
impac e soil and ground water. This investigation was based on the October 4, 2002 Dr
Work Plan and subsequent modifications as agreed to with KDHE. Eight soil borings were
drilled and five were completed as ground water monitoring wells. After this initial phase of
investigation, additional monitoring wells were proposed to further define the extent of
contamination; four additional wells were installed on August 5, 2003. The results of this
investigation are described below.
4.1 CONTAMINANT SOURCE AREAS The 1992 pipeline release is considered the only source of contamination at this location. There are
no other known petroleum releases in the area. The pipeline is located approximately three feet
below ground. The release from the hairline crack in the pipeline occurred over an unknown period
of time.

4.2 IMPACTED SOIL AND GROUNDWATER
4.2.1 SOIL Soil samples were collected from the initial borings on April 21 through 23, 2003 as shown on

and the CI Work Plan. These samples were submitted to Pace Analytical Services Inc. (Pace) of
Lenexa, Kansas for analyses of Total Petroleum Hydrocarbons (TPH) — Gasoline Range Organics
(GRO) by Method OA1; benzene, toluene, ethylbenzene and xylene (BTEX) b EPA Method
8021; and Total E xactable Hydrocarbons (TEH) by Method 0A2.
Soil samples were also ollected from the borings advanced on Au 5, 2003. These samples
were submitted to Techn logy Laboratory, Inc. of Fort Collins, C orado for analyses of TPH-
GRO using EPAModified Method 8015B, BTEX by EPA Marhod_ 8260B and TPH — Diesel
Range Organics (DRO) by EPA Method 8015B. Soil analytical data from both sampling dates
are summarized on Figure 5 and in Table 1.
4.2.2 GROUND WATER Ground water samples were collected from the initial five monitoring wells (MW-1, F1, F2, F5 and
F8) and three private wells in April 2003 and from the additional four monitoring wells (F-9
through F-12) in August 2003. Additional water samples were collected from all nine monitoring
wells, as well as the water wells at 1701 Glenda Court and 1511 Capital Street, on October 2, 2003.
The samples were collected in accordance with the protocol outlined in Appendix A. The ground
water samples collected on April 23, 2003 were sent to Pace for OA1, 0A2, and 8021. The
October 2, 2003 samples were submitted to Technology Laboratory for analyses of TPH-GRO
using EPA Modified Method 8015B, BTEX by EPA Method 8260B and TPH — DRO by EPA
Method 8015B.
The October 2, 2003 ground water chemistry is illustrated on Figure 4. Ground water analytical
data are summarized in Table 2. A copy of the laboratories' reports, quality control data, and chain-
of-custody documentation are presented in Appendix B.

5.0 NATURE AND EXTENT CHARACTERIZATION
5.1 SOILS AND VADOSE ZONE The primary contaminants present in the soil at th site include BTEX and TPH-gasoline. Soil
contamination was identified near the water table in borings F-3 and F-7. Screening of soil
samples in the field using a photoionization detector (PID) identified VOCs at or near the water
table in borings F-2, F-3, F-4, and F-7. Petroleum constituents were identified between depths of
15 and 30 feet adjacent to the release only. Contaminant concentrations identified in the
subsurface soil are presented on Figure 5 and in Table 1.
Only one soil sample (F-7) collected at 20 feet bgs exceeded the KDHE Tier 2 risk-based levels
for residential scenarios for the soil pathway. It is located approximately 5 feet north of the
release location. The concentration of TPH-GRO detected in the soil at this location was 1,300
mg/kg. The corresponding KDHE Tier 2 value for TPH-GRO is 220 mg/kg.
5.2 GROUND WATER Elevated BTEX and TPH concentrations in ground water are present at the site as shown in Table
2 and Figure 4. The extent of contamination appears to be defined and concentrated at the release
location.
5.3 CONTAMINANT FATE AND TRANSPORT Petroleum contamination is not present at the ground surface at the site. Therefore, migration of
the contamination will primarily be restricted to transport via ground water flow. Minimal
migration in the vadose zone may occur within the soil vapor. Due to the presence of the water
table in fractured sandstone with clay at the site, contaminant migration via ground water flow
may occur in the lateral direction; significant vertical migration is not expected or evident.
Excavation of contaminated soil and natural attenuation have assisted in decreasing the
magnitude and extent of contamination.
5.4 IDENTIFICATION OF POTENTIAL RECEPTORS AND LAND USE The unregistered water wells adjacent to the release location are potential receptors of the
petroleum contamination. Kaneb has supplied bottled water to the residents at 1511 Capital
Street and 1701 Glenda Court since it was determined that these wells were impacted with

petroleum hydrocarbons. In addition, Kaneb maintains a carbon canister system for the well at
1511 Capital Street.
The data collected in April and October 2003 do not indicate that the private wells are currently
impacted. A December 2002 sample from the 1701 Glenda Court well was reported to contain
low levels of benzene and ethylbenzene, which is surprising in view of the groundwater flow
direction and absence of dissolved hydrocarbons at the Rector well. Subsequent samples from
the 1701 Glenda Court well have not had petroleum constituents that exceed the laboratory
detection limits.
6.0 IDENTIFICATION OF CORRECTIVE ACTION ALTERNATIVES
Based on the data collected during the CI, several remediation alternatives may be appropriate for
soil and ground water contamination at this site. The soil contamination consists of diesel fuel .
and gasoline in a localized area and in clay soil. The ground water contamination is present in a
fractured sandstone unit and is also localized. It should be noted that, since the release occurred
in a residential neighborhood, the potential noise level and hours of operation of temporary or
permanent treatment/remediation equipment of each proposed remedy must be considered.
Fremont believes the following remedial technologies may be effective and appropriate
individually or in combination for this site.
• Chemical oxidation utilizing Fenton's Reagent chemistry via injection for ground
water/smear zone remediation
• In-situ oxygen curtain (iSOC) for ground water remediation
• Temporary soil vapor extraction (SVE) for soil/smear zone remediation
• Natural attenuation for both soil and ground water contamination
6.1 GROUND WATER REMEDIATION ALTERNATIVES For the remediation of petroleum hydrocarbons in ground water, Fremont considers the options
listed below to be feasible approaches.
• Chemical oxidation using Fenton's Reagent chemistry
• In-Situ Oxygen Curtain (iSOC)

• Monitored Natural Attenuation
A remediation approach of chemical oxidation using Fenton's Reagent chemistry would utilize
the in-situ injection of hydrogen peroxide and ferrous sulfate directly into the water-bearing
weathered sandstone unit. Injection points would likely be on 5 to 10 feet grid spacing in the
localized area of ground water contamination. Fenton's chemistry creates the hydroxyl radical
which is a strong oxidizer of organic compounds. Considering the residential setting of the
ground water contamination, a slow injection process would be required with appropriate
subsurface soil vapor monitoring to ensure that the generation of petroleum vapors would not
result in a health and safety concern at the residential dwellings. It is likely that more than one
injection event would be required.
In-situ oxygen curtain (iSOC) units can also be considered for this site. The iSOC units are
submersible devices that are connected via tubing to above-ground, industrial-grade oxygen
bottles. These units allow the diffusion of oxygen into the ground water thereby promoting the
aerobic biodegradation of petroleum hydrocarbon contamination in ground water. This
technology is fairly new to the ground water remediation industry and limited full scale treatment
data is available. However, given the limitations at this site, the use of iSOC units may be
appropriate.
Monitored natural attenuation (MNA) is also a feasible approach at this site. The ground water
contamination plume is localized and does not appear to have migrated significantly since 1990.
However, elevated concentrations of dissolved petroleum hydrocarbon constituents remain in
monitoring well MW-1, which is in close proximity to the release location. Further, the benzene
concentrations in this monitoring well have not decreased over the last two years. Therefore,
MNA does not appear to be an appropriate approach for this site at this time. However, it may be
a feasible approach after other measures are taken to lower the magnitude of dissolved
hydrocarbons near the release point.
6.2 SOIL REMEDIATION ALTERNATIVES For the remediation of the contaminated soil in the vadose zone, Fremont considers the options
listed below to be feasible approaches.

• Excavation
• Soil Vapor Extraction
• Monitored Natural Attenuation
A small amount of petroleum contaminated soil was removed during the initial excavation in
1990. Additional excavation to a deeper depth could be attempted at this time; however, it is
unlikely that a substantial mass of petroleum would be available for removal. In addition, due to
the anticipated depth of the excavation to remove most of the residual petroleum contamination
(approximately 27 feet), the integrity of the garage at 1511 Capital Street will be threatened.
Therefore, soil removal is not recommended.
Temporary SVE may have some beneficial effect at this site, particularly if there is an unsaturated
interval in the fractured water-bearing sandstone. Petroleum contamination in this interval would
likely be due to smearing caused by a fluctuating water table. SVE would have little or no effect
on residual petroleum hydrocarbons in the clay unit. A short term pilot test could be conducted
on monitoring well MW-1 to determine if significant petroleum vapor removal could be
accomplished before water table mounding sealed the fractured sandstone in the monitoring well.
If mounding did seal the fractured sandstone unit, the air flow from the SVE blower could be
reversed to determine whether fresh air could be injected into the unsaturated zone. If this
relatively oxygen-rich air can be injected into the unsaturated zone, it may stimulate aerobic
biodegradation of petroleum hydrocarbon contamination.
If air injection or removal in the unsaturated zone is possible, the operation of this equipment
would be limited by noise considerations. It may be necessary to limit the run time of this
equipment to weekdays during typical business hours to minimize or preclude the disturbance to
the residents.
6.3 ADDITIONAL STEPS In order to further define the appropriate remedial approach for this site, Fremont proposes the
following steps:

• Conduct an SVE pilot test to determine the radius of influence, petroleum hydrocarbon
mass removal opportunity and mounding effects.
• Conduct a chemical oxidation pilot test to determine radius of influence, anticipated
petroleum hydrocarbon degradation and potential health and safety concerns.
Utilizing this additional data, Fremont can make a proposal for the appropriate corrective action
for this site.

FREMONT'S STANDARD SAMPLING METHODS AND PROCEDURES
METHODS AND PROCEDURES
Water Level Measurements
All ground water level measurements were obtained using an electric measuring device, which indicates
when a probe is in contact with ground water. Measurements were obtained by lowering the device into the
well until the water surface had been encountered, and by measuring the distance from the top of the inside
riser pipe to the probe. All of the measurements were recorded to the nearest 0.01'. To minimize cross-
contamination, the water level indicator was decontaminated with isopropyl alcohol and distilled water
between each well.
Monitoring Well Sampling
All monitoring wells were sampled from historically "cleanest" to "most contaminated" according to the
protocols listed below.
Field Protocol
Step 1 - Measure water level in each well.
Step 2 - Purge each monitoring well by evacuating a minimum of three well bore volumes using a
disposable polyethylene bailer.
Step 3 - Collect water samples using a disposable polyethylene bailer.
Step 4 - Cool samples to approximately 4°C for transportation.
Step 5 - Store water samples and transport to a specific laboratory, following all documentation and
chain-of-custody procedures.
Upon completion of ground water sampling, a chain-of-custody log was initiated. Chain-of-custody records
included the following information: project, project number, shipped by, shipped to, suspected hazard,
sampling point, location, field identification number, date collected, sample type, number of containers,
analysis required, and sampler's signature.
The chain-of-custody records were shipped with the samples to the laboratory. Upon arrival at the
laboratory the samples were checked in and signed by the appropriate laboratory personnel. Laboratory
identification numbers were noted on the chain-of-custody record. Upon completion of the laboratory
analysis, the completed chain-of-custody record was returned to the project manager.
