    AABA board and staff celebrated along with over

    60 members and guests who stopped by to help

    open the new office in late February. Spon-

    sored by ABC Security Service, Jelks GroupDynamics and all AABA directors, the party

    provided the opportunity to meet, greet, and

    enjoy food and wine aplenty.

    The Art Sign Company created beautiful

    steel-surfaced signage that proudly

    announces AABA to those who visit the

    office.

    The new office provides a venue to host

    meetings with both members and nonmem-

    bers, work with interns and volunteers, and

    make accomplishments toward the better-

    ment of the Aiport-Coliseum district of

    Oakland. Thank you to Business Improve-

    ment District supporter Kennedy Wilson for

    its generosity in providing AABAs office

    space.

    planning and Coliseum City was also discussed as

    related to properties west of I-880.

    A third tour will visit the Airport-Coliseum areas industrial

    corridors -- San Leandro Street and Coliseum Way -- togain a better and

    current under-

    standing of the

    types of busi-

    nesses currently

    operating there,

    potential land uses

    vacancies, infra-

    structure improve-

    ments, and

    planned new

    development.

    The tours serve to

    better inform BAG members as the Group proceeds

    forward with its mission to attract business to the district.

    While there are challenges yet to be overcome, as con-

    veyed at AABAs recent Economic Development Committee

    meeting, the

    Airport-Coliseum

    area of Oakland

    presents a golden

    opportunity to

    potential investors.

    AABAs Business Attraction Group has conducted two of

    three area tours in examination of our key commercialproperties within:

    1) Oakland International Airports North Field

    2) Hegenberger Corridor, and

    3) Our local industrial area

    Arranged by BAG member Mark Bryant of Port of Oakland,

    the first tour provided an introduction to the various land

    uses at North Field

    and included an

    overview by Airport

    Properties staff ofthe environmental

    and FAA regulations

    that impact new

    development there.

    A tour of Rolls

    Royces service and

    maintenance facility

    was a highlight, as

    was an exclusive

    trip to the top of the new FAA tower before it goes live this

    summer. (See photos later in this newsletter).

    A second tour, led by JRDV Urban International principal

    Ed McFarlan, focused on opportunity sites in the

    Hegenberger Corridor including Oakport, Edes,

    Hegenberger Road, Edgewater Drive, and Pardee. Sev-

    eral stops provided current status of selected vacant

    Recently hired to consult with OPD on crime and safety

    issues, Robert Wasserman of Strategic Policy Partner-

    ship, at a March 20th Citywide BusinessAlert meeting

    that included Coliseum, West and newly-formed

    Central Estuary BusinessAlerts, summarized the

    services his firm will deliver via City of Oakland con-

    tracting arrangement:

    1) to conduct a best practices review

    2) to develop a short-term crime reduction strategy

    3) to create a long-term strategy to improve overall

    safety and security

    Mr. Wasserman emphasized it is his firms role to put

    in place strategies that serve to change the nature of

    Oakland relevant to safety and crime. A best prac-

    tices review now in progress has identified a series of

    initiatives to be implemented, one being a return to

    geographic policing that calls for five policing districts

    in Oakland. Policing of each district will fall under the

    command of a captain, who will have at his/her

    disposal an advisory council that represents the

    diversity of each Oakland neighborhood.

    The community will be tangientially brought into the

    process of police officer training. Each new officer will

    be assigned to a community organization within their

    policing area for at least one week to be oriented tothe specific crime issues occurring there and to

    become familiarized with community leadership. This

    is one recommendation of a series that will be put

    forward to Chief Jordan for consideration. Respon-

    siveness to victims of crime needs to improve, includ-

    ing customer service provided by officers and follow-

    up target hardening assessments in cases of robbery.

    Oaklands short-term crime reduction strategy is being

    guided by former LAPD police chief William Bratton.

    New strategy will address not only violent crime but so-

    called lesser crimes such as auto theft and burglary. A

    short-term strategy will be presented to the public and

    be fully implemented within 90 days.

    Mr. Wasserman described the Oakland citizenry as

    implementer of best practice recommendations, with

    his firm serving as driver and capacity builder to do so.

    Crime reduction results will be sought within 90 days,

    while a long-term strategy will take five months to

    prepare. It will be important, as Mr. Wasserman

    stressed, that the plan, once developed, not sit on a

    shelf and result in wasted taxpayer dollars.

    Strategic Policy Partnershp was hired by the City of

    Oakland earlier this year.

    AABA is pleased, this month, to present a new

    Coliseum Case Study to MBA students participating

    in Dr. Edelsteins Real Estate Course 284.

    With the guidance of AABA Economic Development

    Group Chair Randall Whitney and JRDV Principal Ed

    McFarlan, Haas graduate Michael Anichini is com-

    posing a case study that students will soon reviewin preparation for in-class negotiation.

    Real estate students will be split into three teams as

    part of a facilitated role-play exercise -- one each

    representing City of Oakland, a site development

    firm, and Oakland sports franchise -- to negotiate

    the finer points of getting a new team stadium

    constructed at the Coliseum complex.

    The outcome remains to be heard. But if last years

    class is any indication, Haas students will certainly

    be up to the task of negotiating through the com-

    plexities of what amounts to a real life Coliseum

    Case Study.

    In November, PG&E small and medium business

    customers moved from a single flat electric rate totime-of-use rates. Most California businesses will

    transition over the next several years as part of a

    statewide plan mandated by the PUC to ensure

    greater power reliability and a better energy future.

    Time-of-use rates are slightly higher during summer

    weekday afternoons when electric demand is higher,

    typically noon to 6 p.m., May through October. In

    return, time-of-use rates are lower at all other times.

    This means that when you use energy, is just as

    important as how much you use.

    International Airport. Thank you to Mark Bryant of Port of Oaklands Airport Properties for coordinating the tour that allowed access to the

    new facility. Once complete this summer, it will not be open to the public. Our tour provided the opportunity to go all the way to the cab, to

    see what air traffic controllers will see, and yet beyond to the very top where the only landings are made by a few wayward seagulls intent on

    enjoying the Bay view.
