New Legislative Session in OttawaAs a lead-up to the October 14th federal election and thesubsequent election of the new Stephen Harper govern-ment many of HAC’s Board and members met withMinisters and MPs across Canada. At the core of ourgovernment relations activities is the HAC PolicyDocument “Facing a New Reality - An Action Plan forCanadian Travel & Tourism”. More than 50 meetingstook place with the HAC calling on Ottawa to adopt anintegrated tourism strategy with an acceptance of thechanging circumstances confronting the Tourism sector.Specific recommendations on the two critical areas ofAccess to Canada and Availability of Labour include:

Government investment of at least 1.5% of directly related federal revenues, or $100 million for promo-tion;

Action to bring Canada’s air transportation costs down including removal of federal rents on the Nation’s air- port system;More aggressive development of measure to battle con-

gestion and delay at our land borders including the expansion of the NEXUS program;

Renewed commitment to more liberalized aviation agreements with other countries;Secure the Approved Destination Status (ADS) with China;Acceleration of federal program to make labour avail ability a leading economic priority.

The Fight Continues Against Bill S-213In the previous Parliament a Private Members Bill wasintroduced in the Senate that would ban Video LotteryTerminals outside of casinos and racetracks. The HACand its members all opposed this Bill which would havehad a devastating impact. We pointed out in meetingswith all political parties that this would have dire finan-cial ramifications for operators. In addition the HACunderlined that provincial and municipal administratorsare highly dependent on these revenues. Finally wecalled into question the issue of jurisdiction whereinprovincial governments have the power to legislate ongaming issues. The HAC and its members are aware anew Bill can and probably will be introduced.

SOCAN and Neighboring Rights UpdateThe HAC has formally objected to SOCAN’s proposedTariff 23 on Pay Per View in hotel bedrooms. We haveargued this is a pass-through service paid for by the serv-

ice provider and not the hotel. Furthermore, the HAC hasformally opposed NRCC Tariff 5 for use of music toaccompany live events. Hearings are not yet scheduled.

HAC Urges Politicians to Act on Credit Card Companies“Sticking it to Canadians”As part of a national coalition the HAC has called for amoritorium on credit card processing fee increases. Thefees hoteliers pay the credit card companies and thebanks are among the highest in the world. The HAC isurging the federal government to have the House ofCommons Standing Committee on Finance and Industryconduct public hearings.

WHTI: Ongoing Developments UpdateThe WHTI is a U.S. law that requires all travellers,including Canadian citizens, to present a valid passport orother approved secure document when travelling to,through, or from the U.S.

For air travel, the WHTI document requirements havebeen in effect since January 2007. Full implementationof the new WHTI document requirements to enter theU.S. via land and water will take effect on June 1, 2009.

The Canada Border Services Agency (CBSA) websitehas been updated to provide you with current informationon WHTI and its requirements, including a new sectionwith extensive information on the enhanced driver'slicence/enhanced identification card programs interestedprovinces and territories are in the process of developing.

Below is a link to the WHTI section on the CBSA web-site, which contains detailed information and backgroundon this U.S. law and how Canadian citizens can preparefor its implementation.

Green Key and Réservert Partner in QuebecThe Hotel Association of Canada(HAC) and the Quebec HotelAssociation (QHA) join their voices toencourage hoteliers to reduce theirecological footprint by using one of thetwo programs offered in Québec, Cléverte (Green Key) or Réservert.

The partnership between the twoorganizations sends a clear message:select your program of choice but doit! "There is no competition betweenthe two programs, the hotelier has firstto decide his involvement level," saysDanielle Chayer, Chief ExecutiveOfficer of QHA. "In fact, both pro-grams are different and complementa-ry," adds Tony Pollard, HAC President.

The environmental program GreenKey has been well known in Canadafor many years. It is a base-level pro-gram for hoteliers who are concerned

about their hotel's impact on the envi-ronment. Administered entirelyonline, Green Key is a self-directedassessment of a property's currentenvironmental efforts within theirmain areas of operations. The programis recognizable by its one to five keyrating system.

Launched in November 2007,RéserVert is a sustainable development(society, economy and environment)recognition program based on continu-ous training and personalized support.

It does require the active involvementof the entire team in order to maintainand increase the number of actionsevery year. The RéserVert programhelps to increase a hotel's Green Keyrating.

To the question " Why did you createanother program ?", Danielle Chayeranswers : "We wish to bring Québechotels to the sustainability develop-ment in accordance with the QuébecTourism Policy. Considering sustain-able development own stakes, the pro-gram needed to incorporate the lawsand regulations in force. All differentfor each province!"

"Both the Canadian and Quebec pro-grams favour the improvement of man-agement and allow hoteliers to savequite a lot of money," concludes TonyPollard.

The Waterside Inn, MississaugaBreakwater Restaurant received the 4Diamond rating (7th Year in a row).

Simon Cooper, President of RitzCarlton has been awarded the GlobalCorporate Hotelier of the Year awardby Hotels Magazine.

Holiday Inn Winnipeg Airport Westreceived the IHG 2008 QualityExcellence Award for distinction in allaspects of its operations.

HotelsThe Waterside Inn, Mississauga, ON has completed arefresh of their guest rooms, added a new Business Centre,has a new hotel partnership with "Spa Direct", and plans toadd 3 more guest suites in 2008/2009 for a total of 91.

The 125-room Best Western Dartmouth Hotel and Suiteshas opened in Dartmouth, NS and features 84 suites, a 1,125sq. ft. conference centre and the Trends Café and Wine Bar.

The Red Deer Lodge and Conference Centre completeda major renovation of their 124 courtyard rooms and haveadded a high efficiency state of the art heating/cooling sys-tem to greatly reduce the hotel’s environmental footprint.

The first Ontario Holiday Inn Express Hotel & Suites hasopened in Vaughan with 125 rooms, meeting space and fit-ness area.

Football fans…the Ramada Conference CentreEdmonton has created an authentic Edmonton Eskimos-themed suite. The hotel recently completed stage 1 of an$8-million renovation which included the 900-square foot,two room, two bath themed suite, decorated to capture therich history of the team and featuring rare memorabilia. Thenext stage of renovations are slated to finish next spring.

The Crowne Plaza Niagara Falls-Fallsview, ON, former-ly the Brock Plaza Hotel, has completed renovations to thehistoric hotel exceeding 8 million dollars.

The newly branded Radisson Hotel Edmonton South hascompleted a $5.3-million renovation (rooms and hallways).

Days Inns Canada has announced the openings of the newconstruction 84-room Days Inn - Bonnyville, AB and thenewly constructed 86-room Days Inn - Dawson Creek, BC.

Hotel CompaniesRealstar Hospitality has begun construction for the new75-room Motel 6 Kingston which is part of an urban devel-opment project in the City of Kingston.

Hyatt Hotels & Resorts announced it will operate andmanage the new 394-room Hyatt Regency Toronto slated toopen January 2009. The property is currently undergoing amulti-million dollar renovation.

Sequel Hotels and Resorts announces a managementagreement has been signed with the award-winningChateau Beauvallon in Mont Tremblant, Quebec.

The Sandman Hotel Group has unveiled the newSandman Signature Hotel Toronto Airport. The new 256-room property launches Sandman Hotel Group's foray intothe upscale market.

Starwood Hotels & Resorts Worldwide plans to open theSheraton Vancouver Airport Hotel, Richmond, BC. The389-room hotel is set to debut as a Sheraton on or beforeJanuary 1, 2010, following an extensive upgrade and refur-bishment project. The company also plans to open a newlyconstructed 158-room Four Points by Sheraton hotel inEdmonton, AB. Scheduled to open March 2010, this hotelwill be the third new-build Four Points by Sheraton inAlberta and the sixth in western Canada.

Choice Hotels Canada welcomes the 96-room convertedQuality Hotel Fireside, Niagara Falls, ON and the 50-roomQuality Inn Mont Laurier, QC.

OtherThe new $20 million Centre for Hospitality and CulinaryArts at George Brown College, Toronto is now open.Central to the new school is the Chefs' House restaurant, the$2 million centrepiece of the renovation project. An openkitchen is centrestage and flat-screen TVs are mounted onwalls to broadcast the action in the busy kitchen to guests.

SilverBirch Hotels & Resorts will be donating a portion oftheir holiday bookings to charities through the Friends inNeed program. Starting December 20, for each nightbooked at a SilverBirch Hotel, $10 will go to local charities.Launched in 2000 the program has raised close to $800,000to date.

HAC Launches New Allied/Educator BenefitIn October the Hotel Association of Canada (HAC)launched The President’s Club, a new member benefitdesigned exclusively for our Allied and Educator Members.

The President’s Club will meet by conference call fourtimes annually and will consist of a presentation by HACPresident Tony Pollard or a guest speaker on topics that notonly impact the hospitality industry but also those that sellto the industry and those that educate the future stakehold-ers of the industry.

The topic of the first Allied Club call was titled “How toSell to the Lodging Industry in a Changing Economic

Environment”. Conversation focused on how current eco-nomic conditions are affecting the Canadian Lodging indus-try and what it means for suppliers. The Educator Club calltopic was similarly titled “How the Changing EconomicEnvironment is Affecting the Industry” and pinpointed howcurrent economic conditions are affecting the CanadianLodging industry and what it means to educational institu-tions and their students.

Attendance at both inaugural President’s Club calls was out-standing and we look forward to having you join us forJanuary’s call (topic and date to be determined).
