• The recommendations of the Nehru Report were not acceptable to Jinnah. He proposed

certain amendments in the Nehru Report at the All Parties Conference held at Calcutta in

1928 but his demands were not accepted. Jinnah in 1929 gave fourteen points in reaction

to the Nehru Report, which were to become the basis of all future propaganda of the

Muslim League. The demands included:

• Federal Constitution with residual powers to provinces.

• Provincial autonomy.

• No constitutional amendment by the centre without the concurrence of the states

constituting the Indian federation.

• All legislatures and elected bodies to have adequate representation of Muslims in every

province without reducing a majority of Muslims in a province to a minority or equality.

• Adequate representation to Muslims in the services and in self governing bodies.

• One-third Muslim representation in the Central Legislature.

• In any cabinet at the centre or in the provinces, one-third to be Muslims.

• Separate electorates.

• No bill or resolution in any legislature to be passed if three-

fourths of a minority community consider such a bill or

• Separation of Sindh from Bombay.

• Constitutional reforms in the NWFP and Baluchistan.

• Full religious freedom to all communities.

• Two Home Rule Leagues were started in 1915-16, one under

the leadership of Lokmanya Tilak, and the other under the

leadership of Annie Besant, an English admirer of Indian

• The Ghadar (Rebellion) Party was established in 1913 in the United

States of America and Canada by Indian revolutionaries. Most of the

members of the party were Punjabi Sikh peasants and ex-soldiers, who

had migrated there in search of livelihood and who faced the full brunt of

racial and economic discrimination. Hence, statement 1 is not correct.

• It was based on Har Dayal plan of action: ‗Do not fight the Americans,

but use the freedom that is available in the US to fight the British; you

will never be treated as equals by the Americans until you are free in your
