OUR MESSAGE
CCA, UP (East) firmly presents this Annual Report for the financial year 2016-17
to highlight our achievement and growth during the year. Since its inception in
October, 2000, the office of CCA UP (E) has been expanding its gamut of
activities. This is a small office in size, but definitely having much importance.
Today we are the face of DOT, at the ground level, in UP (E) circle and an all-
important interface between the Department and the operators, the operators
and the rural public. We feel privileged and honored to be a part of the rural
development programme of India. We have become very much involved in the
ambitious project of communication-infrastructure building in rural India in
recent years.
The work entrusted to us is diverse in nature and touches accounts and
technology as well as economic and social development. It also involves various
strata of the society, -- the rural public which constitute 63% of the population
of the state, the senior citizens, i.e. the retired employees of BSNL and the big
operators who provide telecommunication services to the people.
We are going all out to help our pensioners so that they get their dues in time.
For the benefit of our customers, we have updated our office website
http//www.ccalucknow.up.nic.in and provided all the latest information related
to them. We are serving the service providers with all sincerity. We are reaching
out to the rural people through our various activities under Universal Social
Obligation Scheme.

INTRODUCTION
The office of Controller of Communication accounts, Uttar Pradesh (east) came
into existence on October 1st 2000 as a field unit of Department of
Telecommunications simultaneously with the formation of BSNL. The initial job
of this office was to perform residual functions of DoT like settlement of
Pensionary benefits to the retiring BSNL/DoT officers/officials and it was
named as DoT Cell. Subsequently, the sphere of activities of this office
increased and it became more diversified than mere pension settlement office
and hence name of this office was also changed to the Office of Controller of
Communications Accounts. At present this office is entrusted with specific
functions like License Fee management, management of USO Claims, keeping a
vigil on Rural Telephony and collection of Spectrum Charges besides settlement
of all the Pensionary benefits of the retiring BSNL employees and management
of GPF of all the employees working in BSNL/DoT. The jurisdiction of the CCA
UP (East) is spread over 31 SSAs of eastern Uttar Pradesh. This circle serves
around 7712 serving employees of BSNL/DoT for GPF and other Loans and
advances like HBA and about 17865 pensioners of BSNL and DoT. The office of
CCA UP (East) is headed by an SAG level officer.

FUNCTION OF CCA
Major functions of the CCA office may be divided into following categories:-
Revenue Collections: - Collection of License Fee and Spectrum Charges from cellular, basic or unified access service licensee operating in the UP
East Telecom Circle as revenue share. Verification of deductions claimed in AGRs of LF relating to various operators and management of their

Settlement and disbursement of USO Claims of USPs: - The Universal
Service levy is 5% of AGR of all telecom service providers except the pure value added service providers like Internet, Voice Mail, E-Mail service
providers. The Universal service Support Policy came into existence from 01.04.2002 which involves financial support from Universal Service Fund to meet the net cost of providing the specified Universal Service
Obligation. This covers both public access (VPTs and RCPs) as well as provision of Household telephones (RHDELs) in rural and remote areas.
USPs which were selected through bidding process to provide rural telephone are eligible for the support from USOF after scrutiny of detailed claims submitted by them. There are three Service Providers under the
Universal Service Obligation Scheme for the UP (East) Telecom Circle:-
1. Bharat Sanchar Nigam Limited (BSNL) providing VPTs, RHDELs
and RCPs 2. Reliance Communications Limited (RCL) providing RCPs and
RHDELs 3. Tata Tele Services Limited (TTSL) providing RHDELs.
USO Claim settlement consists of many steps viz. Receipt of the claim within 30 days of the end of the quarter, reporting to the USOF HQ
regarding receiving of the claim with all the statistical details, scrutiny of claims and requisition of fund from the USOF HQ, disbursement of the subsidy after receiving authorization from the HQ, intimation to USOF HQ
regarding payment of the claim, inspections and physical verifications of the claims to establish the veracity of the claims, etc.
Mobile infrastructure sharing program has been launched in this year by
the USOF HQ in UP (East) area, under which 491 towers have been erected. In this program, whole UP (East) area is divided into four clusters. In cluster no. 74, GTL is the Infrastructure provider (IP) and in
the remaining clusters 75, 76 and 77, BSNL is the Infrastructure Provider. The Mobile towers are shared by three service providers. There are four service providers which are sharing towers in different clusters. These are: RCL, BSNL, Vodafone and Bharti Airtel. O/o CCA was
entrusted with the monitoring of the progress of the work of the
infrastructure sharing and settlement of the claims received from various IPs and USPs.

Bharat Net Project agreement has been made for Creation, Operation and
Maintenance of the National Optical Fiber Network (NOFN) for Provision of Broadband Connectivity to the Panchayats, to be executed by Bharat
Broadband Network Limited (BBNL) under Universal Services Obligation Fund vide agreement No. 30-166/2014-BB-USOF dated 25.02.2014 is under process. Agreement has also been made with BSNL vide No. 80-
156-8/2013-USF dated 30.09.2014 to provide mobile services from mobile towers at 2199 locations identified by the Ministry of Home Affairs.
Pensions and other Retirement Benefits: - The pension cases and other retirement cases are processed by the SSAs of the field units in BSNL and
are sent directly to the office of Controller of Communication Accounts. Office of Controller of Communication Accounts unit issues PPOs and the
authorities for DCRG, Commutation payment, family pension authority, authority for payment of the accumulation under CGEGIS – 1980, CGEGIS – 1977, & GPF final payment authority to those on deemed
deputation to the BSNL and also for those who have opted to get absorbed in BSNL. The audit of the pension vouchers is also being done by the
office of Controller of Communication Accounts unit.
Accounting Functions: - Accounting functions of this office include some
major works related with Voucher Auditing of Pension paid Vouchers, settlement of GPF accounts, maintenance of employee-wise GPF
broadsheet in respect of employees working in BSNL, Inter circle GPF transfer, submission of monthly Circle Abstract to DoT HQ in standard TACT package, settlement of outstanding balances under remittance and
suspense head before transfer of firm figures to the balance sheet of the Corporation, etc.
Role as CPIO:- As per the provisions of section 5 (10 of the RTI Act, 2005)
Jt. CCA of this office is designated as Central Public Information Officer (CPIO) and CCA as Departmental Appellate Authority (DAA) to deal with
cases under the RTI Act.

Disbursement of Subsidy
