2. अहयता मािदंड / Eligibility Criteria :–

तितिदा दस्तािेजो ंको केिि उन्ी ंको जारी की जाती है जो तिम्नतिखित र्ोग्यता मािदंड को पूणय करते हैं :-/The agency shall fulfil the following conditions.

Completion certificates for works issued by Private parties shall be supported by TDS (Tax Deducted at Source) certificates.

Note: i. Similar work shall mean agency having experience in execution of “Civil Works

including RCC works” of magnitude as per eligibility criteria.

ii. तकए गए कार्ों के मूल्य को सािारण दर 7 प्रततशत प्रततिर्य के िास्ततिक कार्य मूल्य को बढािे पर

ितयमाि िागत स्तर तक िार्ा जाएगा। तजसका पररकिि काम को पूरा करिे की तारीि से बोिी

के आिेदिो ंको प्राि करिे के अंततम तारीि तक तकर्ा जाएगा। /The value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum, calculated from the date of completion to last date of submission of bids.

iii. अनिुक्षण/मलुयाांकन के ललए उप-ठेका के रूप में ककया हुआ कायय या सांयकु्त-कायय को मान्यता नह ां ि जाएगी।

Work executed as sub-contract or joint-venture will not merit for eligibility/evaluation.

b. केिल अनुिक्षण कायों के ललए ह लागू है- पी एफ तर्ा ई एस पी एफ ि ई एस आई पांजीकिण की प्रनत

Copy of PF and ESI registration

आई पांजीकिण होना आिश्यक है।

Applicable only to maintenance works-Should have PF and ESI registration

3. तितिदा दस्तािेज ई- तितिदा िेबसाइट www.tenderwizard.com/ISRO से डाऊििोड तकर्ा जा सकता है।

केिि तितिदा दस्तािेजो ंको डाऊििोड करिे से तितिदाकताय को बोिी िगािे में भाग िेिे हेतु र्ोग्य िही ंमािा जाएगा।

तितिदाकताय द्वारा अपिोड तकरे् गरे् दस्तािेज को तिभाग द्वारा तदंितर, सत्यातपत तकर्ा जाएगा। आिश्यकता को पूणय

ि करिे पर, ऐसे प्रस्तािो ं को िकारा जाएगा।/The tender document may be downloaded from e-

tendering website : www.tender wizard.com/ISRO. Downloading of tender documents alone

will not make a tenderer eligible for participating in the bidding. The documents uploaded by

the tenderers will be subjected to verification subsequently by Department. If found not

meeting the requirement, such offers will be rejected.

4. तितिदा के साथ उपरोक्त अिु. - 1 में तििायररत मूल्य के तिए बर्ािा जमा को तकसी भी अतिसूतित बैंक से

जारी जमा फामय जो कॉि रसीद/मर्ादी जमा रिीद / मााँग डर ॉफ्ट के रुप में ‘िेिा अतिकारी, रू्.आर.एस.सी.

उपिह कें द्र, बेगिूरु – 560 017 (र्ा) अतिसूतित बैंक द्वारा बैंक गारंटी फामय में जारी तकर्ा गर्ा है के साथ

भेंजे। बर्ािा जमा तितिदा प्राखि के तििायररत तततथ से 180 तदिो ं के तिए िैि होगा। र्तद ई.एम.डी को

डी.डी. के रुप में प्रसु्तत तकर्ा गर्ा तो उसे तितिदा के िोििे के तुरंत िकदीकरण तकर्ा जाएगा और

असफि तििेदको ंको ई.एम.डी की िापसी िैक/इिेक्ट्र ातिकी से तिभाग द्वारा तकर्ा जाएगा।

(a) Tenders should be accompanied with Earnest Money Deposit for value specified in Para 1

above, in the form of Deposit at Call receipt/ Term Deposit Receipt / Demand Draft of any

Scheduled Bank issued in favour of “Accounts Officer, U.R. Rao Satellite Centre,

Bangalore – 560 017” (or) in the form of Bank guarantee issued by a Scheduled Bank.

Earnest Money Deposit shall be valid for 180 days from the due date of receipt of tenders.

In case EMD in the form of DD is furnished, the same will be encashed immediately on

opening of tenders and refund of EMD for unsuccessful tenderer will be made through

Cheque/ electronically by the Department.

आधाि ज्ञापन या जजला उद्योग कें द्र (डी.आई.सी.) खाि ि उद्योग बोडय (के.िी.आई.बी.)/कॉपि बोडय / िाष्ट्र य लघ ुउद्योग आयोग (एन.एस.आई.सी.)/हस्तलशलप औि हर्किधा ननिेशालय या एम.एस.एम.ई.

मांत्रालय द्िािा ननजश्ित ककसी भी अन्य सांस्र्ा द्िािा जाि पांजीकिण प्रमाणपत्र प्रस्ततु किें।

(b) The MSME units claiming exemption of Tender cost / EMD should submit MSME UDYOG

ADHAR MEMORANDUM or registration certificate issued by District Industries Centre (DIC)

/ Khadi & Industries board (KVIB)/ Coir board/ National Small Industries Commission

(NSIC)/ Directorate of Handicrafts and handlooms or any other body specified by Ministry

of MSME. The memorandum/certificate shall be valid as on due date/extended due of the

tender.

5. तितिदाओ ंको समूह प्रिाि, तिमायण ि अिुरक्षण समूह, इसरो उपिह केन्द्र, एिएएि एर्रपोटय रोड, बैंगिूरु – 560017

(दूरभार् :,फैक्स) के कार्ायिर् में उपरोक्त पैरा 1 में तििायररत तदिांक ि समर् पर िोिा जाएगा।/ Tenders will be

opened at the Office of the Group Head / Head, Construction and Maintenance Group/

Division on the stipulated date and time specified in Para 1 above.

6. ईएमडी के मूि उपकरण को तितिदा िोििे के तििायररत तदिांक तथा समर् पर समूह प्रिाि, तिमायण ि अिुरक्षण

समूह, इसरो उपिह केन्द्र, एिएएि एर्रपोटय रोड, बैंगिूरु के कार्ायिर् में प्रसु्तत करिा िातहए। र्तद िैि ईएमडी

तितिदा िोििे के तििायररत तदिांक तथा समर् के पहिे प्राि िही ंहो तो तितिदा प्रस्ताि संके्षप में अस्वीकृत मािा जा

सकता है। / (a) Original instrument of EMD shall be submitted to the Office of the Group

Head, Construction and Maintenance Group on or before due date and time of opening of

tender. If valid EMD is not received on or before due date and time of opening of

tender, the tender offer shall be summarily rejected.

एम.एस.एस.ई यनूनट जो ननवििा मलूय/ई.एम.डी के छूट का िािा कित ेहैं को एम.एस.एम.ई उद्योग

आधाि ज्ञापन की प्रनत की सत्यावपत हाडय कॉपी या उपिोक्त अन-ु4 (बी.) में उजललखखत पांजीकिण प्रमाण

पत्र प्रस्ततु किना होगा। उपिोक्त ज्ञापन/प्रमाण पत्र की हाडय कॉपी को ननवििा के खोलने हेत ुननधायरित

नतथर् औि समय तक समहू प्रधान, ननमायण औि अनिुक्षण समहू के कायायलय में प्रस्ततु किना होगा। यदि

हाडय कॉपी ननवििा के खोलने की ननधायरित नतथर् औि समय से पहल ेप्राप्त नह ां होती है। तो ननवििा प्रस्ताि सिसि तौि पि अस्िीकाि ककया जाएगा।

(b) The MSME units claiming exemption of Tender cost/ EMD should submit attested hard

copy of MSME UDYOG ADHAR MEMORANDUM or registration certificate as indicated in

para 4 (b) above. The hard copy of above memorandum/ certificate shall be submitted to

the Office of the Group Head, Construction and Maintenance Group on or before due date

and time of opening of tender. If hard Copy is not received on or before due date and

time of opening of tender, the tender offer shall be summarily rejected.

7. तििायररत िोििे के तदिांक पर केिि िैि ईएमडी प्रसु्तत करिे िािे तितिदाकतायओ ंकी तकिीकी ि िातणखिक बोिी

को िोिा जाएगा। तकिीकी ि िातणखिक बोिी को िोििे पर, आगे तिसृ्तत छािबीि /मूल्यांकि तकर्ा जाएगा।

तकिीकी – िातणखिक बोतिर्ो ंके मूल्यांकि के दौराि, तितिदाकताय द्वारा प्रसु्तत तकए गए दस्तािेजों को तिसृ्तत रुपसे

छािबीि की जाएगी। र्तद कोई भी तितिदा, र्ोग्यता मािदंड को पूणय ि करते हुए पाए जािे पर इसे उस िरण पर

अस्वीकृत तकर्ा जाएगा। तथा ऐसे प्रस्ताि को आगे की प्रतक्रर्ा हेतु तििार िही ंतकर्ा जाएगा। ऐसे तितिदाकतायओ ंकी

मूल्य बोिी, तजसको छािबीि के दौराि तथा तकिीकी मूल्यांकि के दौराि र्ोग्य मािा गर्ा है को पृथकरुप से तितिदा

प्रतक्रर्ा / तितितदयष्ट् तदिांक को िोिा जाएगा (अहय बोिीदारो ंको समर् पर सूििा देिे के साथ) तथा आगेकार्यिाही की

जाएगी।/On the due date of opening, the Technical & Commercial bid of those tenderers who

furnished valid EMD only will be opened. On opening of Technical & commercial bid, further

detailed scrutiny / evaluation will be carried out. During the evaluation of techno –

commercial bids, the documents furnished by the tenderers will be scrutinized in detail. Any

tender, found as not fulfilling the eligibility criteria will be rejected at this stage and such

offers will not be considered for further processing. The price bid of only those tenderers

who have been qualified during the scrutiny and technical evaluation will be opened

separately on a specified date (with due intimation to the qualified bidders) and further

processed, as per tender procedure/ stipulations.

8. सफि ठेकेदार का बर्ािा िि को तिष्पादि गारंटी में पररिततयत तकर्ा जाएगा। कार्य के समापि पर, उसे सुरक्षा जमा में

पररिततयत तकर्ा जाएगा। अतिम िि की अदार्गी हेतु ररर्ार्त मामिो ंमें, स्वीकृतत / कार्य आदेश की प्राखि पि पर

तत्काि प्रसु्तत तकए जािेिािे तितिदा के अिुमातित िागत के 2 प्रततशत पर तिष्पादि गारंटी को प्रसु्तत करिा

होगा।/Earnest Money of the successful contractor will be converted into Performance

guarantee. On completion of the work, the same will be converted as security deposit. In

cases of exemption for payment of Earnest money, separate performance guarantee at

2% of the estimated cost put to tender to be submitted immediately on receipt of letter of

acceptance / work order.

9. इचु्छक तितिदाकताय, तितिदा प्रसु्तत करिे के पहिे समूह प्रिाि, सी.एम.जी / इंजीतिर्र एसजी/ इंजीतिर्र

एसएफ/इंजीतिर्र-एसई/ इंजीतिर्र – एस डी की पूिायिुमतत से स्थि का तिरीक्षण कर सकते हैं। /Intending

tenderers may inspect the site before submitting the tenders, with the prior permission of

Group Head, CMG/ Head CMG / Engineer-SG/ Engineer –SF/ Engineer –SE/ Engineer –

SD.

10. भारत के राष्ट्र पतत की ओर से तितिदा स्वीकृत करिे िािे प्रातिकारी नू्यितम र्ा कोई भी तितिदा को स्वीकृत करिे हेतु

बाध्य िही ं है तथा तकसी भी कारण ि देते हुए प्राि तकए तितिदाओ ंको र्ा सभी तितिदाओ ंको अस्वीकृत करिे का

अतिकार है। सभी तितिदाएाँ तजिमें तििायररत तकसी भी शतय पूरा िही ंतकर्ा गर्ा है र्ा तितिदाकताय द्वारा प्रसु्तत सशते :

ररर्ार्त सतहत कोई शतो को संके्षप रुप में अस्वीकृत मािा जाएगा।/ The Tender accepting authority on

behalf of President of India is not bound to accept the lowest or any other tender and

reserves the authority to reject any or all the tenders received without assigning any

reason. All tenders in which any of the prescribed condition is not fulfilled or any condition

including that of conditional rebate is put forth by the tenderer shall be summarily

rejected.

11. भारत के राष्ट्र पतत की ओर से तितिदा प्राि करिे िािे प्रातिकारी कार्य आदेश की जारी करिे के पहिे कार्य कीमािा

की संभाििा को बदििे र्ा कम करिे का अतिकार भी प्राि है तथा तितिदाकताय इस तिर्र् पर कोई भी तरह का दािा

िही ं कर सकता है।/ The tender accepting authority on behalf of President of India also

reserves the right to alter the scope/or reduce quantum of work before issue of work

order and the tenderer shall not have any claim what so ever on this account.

12. भारत के राष्ट्र पतत की ओर सेपूणय तितिदा र्ा तितिदा के तकसी भी भाग को स्वीकृत करिे का अतिकार है तथा

तितिदाकताय कोट तकर्ा गर्ा दर पर उसे तिष्पातदत करिे के तिए बाध्य है।/ The tender accepting authority

on behalf of President of India reserves the right of accepting the whole or any part of the

tender and the tenderer shall be bound to perform the same at the rate quoted.

13. तितिदा के संबंि में प्रत्यक्ष र्ा परोक्ष रुप में प्रिार करिा सख्त मिा है तथा तितिदाकताय द्वारा प्रसु्तत तितिदाएाँ अस्वीकृत

करिे र्ोग्य होगें। /Canvassing directly or indirectly, in connection with tender is strictly

prohibited and the tenders submitted by the contractors who resort to canvassing will be

liable for rejection.

14. तितिदा प्राि करिे िािे प्रातिकारी समर् पर सरकार की तिततर्ो ंके अिुरुप प्रस्तािो ंको मान्यता देिे का तिकल्प रिता

है। /The tender accepting authority reserves the option to give preferences to the offers in

accordance with the policies of the Government from time to time.

15. ठेकेदार, तजसका ररशे्तदार केन्द्र के ऐसे तिशेर् प्रभाग जो तितिदाओकंो देिे र्ा कार्ायन्वर्ि करिे के तिए उत्तरदार्ी है,

में कार्य के तिए तितिदा प्रसु्तत करिे हेतु अिुमतत िही ंदी जाएगी। उसको तकसी भी रीतत में अपिे साथ काम करिे

िािे िोगो ंके िाम र्ा अपिे द्वारा तिरु्क्त िोगो ंके िाम तथा अंतररक्ष तिभाग में तकसी राजपतित अतिकारी के तिकट

संबंिी की सूििा देिी होगी। ठेकेदार द्वारा इि शतो का पािि ि करिे पर तितिदा को अस्वीकृत र्ा रद्द तकर्ा जा

सकता है। /The contractor shall not be permitted to tender for works in the Division of that

particular Centre of the Department responsible for award and execution of contracts for

which his/her near relative is working. He/ She shall also intimate the names of persons

who are working with him in any capacity or are subsequently employed by him and who

are near relatives to any Gazetted Officer in the Department of Space. Any breach of this

condition by the contractor would render him liable for rejection of tender or cancellation

of contract.

16. तितिदा, उपरोक्त पैरा 1 में तितितदयष्ट् तितिदा की प्राखि के तििायररत तदिांक से 120 तदिो ंकी नू्यितम अिति के तिए

मान्य होगा। र्तद कोई तितिदाकताय िैिता अिति के अंदर प्रस्ताि िापस िेता है र्ा तितिदा के शतें और तिर्म में कोई

आशोिि करता है जो तिभाग को अस्वीकृत है तो तबिा तकसी पूिायिह र्ा समािाि तदए बगैर अतिम िि तिके्षप के 50

प्रततशत को जब्त करिे की स्वतंिता रिती है। आगे, तितिदाकताय को कार्य के पुि: तितिदा प्रसु्तत करिे की प्रतक्रर्ा में

भाग िेिे की अिुमतत िही ंदी जाएगी। /The tender should be valid for minimum period of 120 days

from the due date of receipt of the tender specified in Para 1 above. If any tenderer

withdraws the offer within the validity period or makes any modifications in the terms and

conditions of the tender which are not acceptable to the Department, the Government

shall without prejudice to any other right or remedy, be at liberty to forfeit 50% (Fifty

Percent) of the Earnest Money Deposit absolutely. Further, the tenderer shall not be

allowed to participate in the re-tendering process of the work.

17. तितिदा समाि करिे पर सफि तितिदाकताय के साथ एक करार तकर्ा जाएगा।/On concluding the tender, an

agreement shall be drawn with the successful tenderer’s
