When National Monuments are created whether by legislaon or by Presi- dential Edict, removal of any Biological, Geo- logical, Archeological, Paleontological and His- torical items becomes a Federal Felony. There are of course excepons as has been seen in California in the Mojave Trails Naonal Monument where intervenon, by oversight, from Senator Feinstein, Recreaonal Rockhounding has been given a temporary excepon unl the formal Monu- ment Management Plan is finalized. Future Naonal Monuments will not allow Recreaonal Rockhounding unless the Monument Management Plans expressly allow for this acvity. The only way Recreaonal Rock - hounding will be allowed is if there is a united effort by all Amateur Rock and Mineral Collectors to make their voices and acons recognized by the government land managers, legislave bodies and execuve office responsible for the creaon of the monuments. The list below is a proposal of new Naonal Monuments, some are going through the legislave process but most are being proposed to be created by Execuve Orders. As can be read below not all proposed Naonal monu- ments are only in the west. Several are proposed in the mid west and eastern United States. Will the creaon of these monuments have an adverse effect on our Recreaonal Rockhounding? If there are any collecng areas with in the proposed Naonal Monuments, the answer is a definite YES and only you, the Recreaonal Rockhound, can influence this polical acon. The fu- ture of Rockhounding is in your hands, so you must get involved in the process to save your hobby for present and future generaons of Rockhounds. Maine The Maine Woods is the largest expanse of intact forest east of the Rocky Mountains. Rocky Mountain Front. Montana The Rocky Mountain Front is south of Glacier Naonal Park and west of Great Falls, Montana. Boulder-White Clouds. Idaho. The Boulder and White Cloud Mountains of Idaho rise just north of Sun Valley and Ketchum. Owyhee Canyonlands. Oregon The Owyhee Canyonlands have been proposed as naonal park or monument in the past. Cascade Siskiyou Expansion. Oregon The cur- rent 62,000 acre Cascade Siskiyou Naonal Monu- ment (CSNM) was created by President Bill Clinton in 2000. It was one of his leaving office, naonal monument presents to the American people, and now many feel the borders should be expanded. Sonoran Desert addions. Arizona There two proposed Naonal Conservaon Areas (NCA) pro- posed for the Sonoran Desert west of Phoenix—the Belmont Harquahala NCA and the Gila Bend NCA. Vermillion Basin, Colorado. The Vermillion Basin, located in northwest Colorado, is somemes billed as Colorado’s loneliest corner. Valles Caldera, New Mexico The 89,000-acre Valles Caldera northwest of Santa Fe, New Mexico is one of the largest calderas in the world and is an excellent example of a caldera advanced in history but sll retaining its essenal structures. The AFMS Moves On

Well,mytermasPresidentreallywentquickly.ItwasanhonortoservetheAFMSandtheindividualregionalFederations.

Atthetimeofthisarticle,IhavehadtheprivilegeofvisitingfiveregionalFed-erationconventions–inorder,Southeast(MelbourneBeach,FL),RockyMountain(Wichita,KS),SouthCentral(Lubbock,TX),Northwest(Albany,OR),andMidwest(SouthBend,IN).OnlytworegionalFederationconventionsremain–California(Placerville,CA)andEastern(Rochester,NY).EachconventionwasuniqueanditwasclearthatthehostclubswereproudtobemembersoftheirregionalFederationandtheAFMS.WhatimpressedmethemostwasthesheernumberofvolunteersfromeachhostclubandeachFederation.Severalconventionshadspecialexhibitsandthehostclubsgaveoutplentyofinformationonwhatactivitiestheydofortheiradultandjuniormembersandlocalcommunities.Inmanycases,itwasobvioustomethattherightpersonwasintherightjob.AlsoobviouswasthattheclubsandregionalFederationscouldalwaysuseafewmoreofthosemoversandshakers.

TherearemanyAFMSindividualsthatIwouldliketothankforhelpingmeinmyyearasPresident.Thelististoolongtomentionhere,butbelievemewhenIsaythatIcouldnothavedonethisjobwithouthelp.TheexperiencedOfficers(pastandpresent)andcommitteechairsarewhatmakestheAFMSwhatitistoday.Withthatbeingsaid,AFMScouldalwaysuseafewmorefreshfacessopleaseaskotherpeopleinyourFederationtobeapartoftheAFMS.

OnthesamesubjectofacknowledgingtheserviceofourmemberstoAFMS,Iwouldliketoremindeveryoneoftherecipientofthe2016AFMSRecognitionAward.AttheAnnualConventioninAlbany,OR,PastPresident,MarionRobertspresentedthe2016RecognitionAwardtoDr.BobCarlson.TheAFMSandthehobbyaresignificantlybetterbecauseof“Dr.Bob”.Hisactionsprovethatheisatrueambassadorforthehobby.

Iwanttowishtheincomingcrewofofficersandcommitteechairs,especiallyPresident,RonCarman,allthebestastheyassumetheirresponsibilitiesandtermofofficeonNovember1st.AFMShasagoodblendofexperienceandnewbies.Asforme,IamnotgoingawaysinceIhaveseveraldutiesasimmediatePastPresident.Simplyput,Iwilljustbewearingadifferenthat.

Iwouldpersonallyliketothankthoseindividualswhoareworkingbehindthesceneswithoutanyfanfare.AFMSacknowledgesyourtimeandeffortforhelpingclubs,Federationsandallthedifferentfacetsofthehobby.

TheAFMSwillprosperifwecontinuetosupportourcauses,whicharetheAFMSScholarshipFoundation,AFMSEndowmentFund,thefivemajorcompetitions,competitiveandnon-competitiveexhibits,alongstandingjuniorsactivityprogramandthecontinuouseffortsofdedicatedpeoplethatkeepourcollectinglocalitiesopen.

Iwouldliketoberememberedasthesmallguycontinuouslybangingonthebigrock.

Inclosing,IwillcontinuetobearesourceforAFMSintothefuturewheneverandwhereeverIcan.ThanksagainforyoursupportandforhelpingtheAFMSmoveforward.

GoldButte,NevadaGoldButteisthenameofalargeareaofdesertlandsmanagedbytheBLMthatlieseastofLasVegasbetweentheGrandCanyon/ParashantNationalMonument,Arizona,andLakeMeadNationalRecreationArea,justsouthoftheCityofMesquite.

Hidden Gems, ColoradoTheHiddenGemsareproposedwildernessareasprimarilyontheWhiteRiverNationalForest inColorado.Legislationhasbeen introduced by SenatorMarkUdall and iscompanionlegislationtoabillsubmittedbyCon-gressmanJaredPolis. Browns Canyon, ColoradoBrownsCanyonontheArkansasRivernear Salida andBuenaVistaColoradoisapopularareaforwhitewaterraftingandkayaking.

Big Bend Marine Reserve, Florida TheBigBendofFlorida’sGulfCoastisoneofthemostpristineandleastdevelopedinthestate.StretchingfromFlorida’spanhandle, it includes theareaaroundApalacheeBay,anarmoftheGulfofMexico. Greater Canyonlands Utah is the heart ofsomeofUtah’scanyoncountry’swildestcorners.Theoriginal proposal for CanyonlandsNationalParkwasfargreaterthantheacreagethatfinallywasdesignatedbutthereisstillanopportunitytocorrectthisdeficiency.Counting1.8millionacresof surroundingunroadedBLM landsadjacent to

it,GreaterCanyonlandsremainsoneofthelargestroadlessareasleftinthelower48states.

TheBears EarsareapairofbutteslocatedinSanJuanCountyinthesoutheasternUtah.TheBearsEarsareborderedonthewestbyDarkCanyonWil-dernessandBeefBasin,ontheeastbyCombRidge andonthenorthbyIndianCreekandCanyonlandsNationalPark.Rising2,000feet(610m)aboveCe-darMesatothesouth,theBearsEarsreach8,700feet(2,700m)inelevationandarenamedfortheirresemblancetotheearsofabearemergingfromthehorizon. TheBodie Hills are a lowmountain rangeinMonoCounty,California, iswhere theminingdistrict and townofBodie,California is located. TheHillsarebetweenBridgeportandtheNevada border,wheretheybecometheBodieMountains inMineralCounty,Nevada.TheSierraNevada(U.S.) Rangetowerstothewest.

Onelastnote,ThePresidentjustcreatedthelargestNationalMonument in thehistoryof theUnitedStates in thestateofHawaii. Themonu-mentislargerthanWashington,Oregon,California,Utah,NevadaandArizonacombined.ThoughitisamarinemonumentandtraditionalRockhoundasweknowit,isnotarealproblemfortheaverageAmericanRecreationalRockhound,itstillremainsthatnocollectingofanykindfrominsideitsbound-aries.ThismonumentwillhavecurrentandfutureimpactonthelivesoftheresidentsandvisitorsofthestateofHawaii.

Firsttimerswereremindedofthestandingrulesofthemeeting.Ifanyonewasgoingtospeak,heorshemustidentifyhimself.DougTruegavetheinvo-cation.MattCharskyledthePledgeofAllegiance.He then read the listofpastAFMSOfficerswhohadpassedawaysincethelastmeeting.Thosein-cludeJonSpunaugle,AFMSScholarshipfoundationTreasurer;EdReis,AFMSPastPresident(1995-96);EdRomack,AFMSPastPresident(1991-92);LewisElrod,AFMSPastPresident (1998-99); and FredWard,Photographerofpresidents,popstars,gemsandauthorofninebooksonvariousgemsandpre-ciousstones.EachFederationPresidentthenaddedthenamesofmembersofhisfederationwhohadpassedawaythisyear.

PresidentCharskythennotedthatthisisanex-citingtime,theAFMSisgrowing,weareconformingtochange,andgroupsareworkingtokeepcollectingareasopen.Headdedthat theAFMShas inspiredpeopletocometogethertokeepvibrant.Wehavemadeover70yearsofprogress.Manyindividualshavecontributedtotheaccomplishmentsofourgroup.Hetoldthedelegatestoenjoywhatthisconventionhadtooffer.Hethankedeveryoneforattending.Heremindedpeoplethatwerepresentnotonlythefed-erationbutalsoourclubs.

HidemaKira,PresidentoftheNorthwestFeder-ationthenwelcomedeveryonetoAlbany,Oregon.Hesaidtheweatherhadbeencool,butyesterdayitstartedgettingquitewarmandwasthankfulourfacilitywasair-conditioned.Hesaidthehostclub,WillametteAgateandMineralSociety,hadworkedreallyhardforthisshow.Therewere170casesandseveralspecialdisplays.43dealerswereattheshow.

JaniceVanCura, showchairman, greeted thedelegatesandnotedthattheirclubhadhostedin2005.Thistimethereareelevenlecturessched-uled. Thebanquetwouldbeatthesamefacilitydown thehallway. The show is air-conditioned.FridaythroughSundaythereisafeedigforpetrifiedwood.FortycasesofTreasuresoftheNorthwesthadbeenpreparedbytheclubs.PresidentCharskyasked all those at the front table to introducethemselves. Alldirectorsandofficerswerepres-entexceptthevicepresidentfromtheSoutheastFederation,whoarrivedlater.

As I’ve been do-ing off-and-on for tenyearsnow, I servedasjudge for juniors ar-ticles in the annual AFMSBulletinContest,and I was pleased tomakeanoteworthyob-servation. Last year Ilamented a disturbingtrend, namely, year-on-yeardeclines inboth thenumberof regionalfederationssubmittingentriesandinthenumberofentriestojudgeinthetwojuniorscategories(ages12-17andunder12yearsold).Well,I’mhappytoreportthatthetrendhasfinallyreversed!

Lastyear saw just fourof the seven regionalfederationsparticipatingwithfiveentriesforjuniorsinthe12-17agecategoryandfiveforjuniorsunder12.Thisyear?Wesawparticipationbyfiveoftheregionalfederationswithsixentriesinthe12-17agegroupandabigjumptonineentriesforjuniorsunder12.Here’shopingthisisjustthebeginningofstillmoreentriessubmittedfornextyearwhentheAFMSShow&ConventionwillbehostedinmyveryownCaliforniaFederationbymyveryownVenturaclub.
