1. Introduction

1.1 Purpose of report

1.1.1 The modification MOD-1 for Bean North roundabout is being promoted by Highways England as a modification to the Published Orders. The purpose of this report is to assess the implications of the modification on highways engineering and design, safety, traffic and operation, cost and environment. Appendix C sets out the implications of the modification on the Published Orders.

2. Appraisal of Bean North roundabout MOD-1

2.1 Highways Engineering

Bean North roundabout – Published scheme

2.1.1 The Bean North roundabout is enlarged and signalised to improve the capacity and operation for future traffic demands. The circulatory carriageway consists of 3 lanes except for the west section of the circulatory carriageway (between the approach of the eastbound off slip road and the approach of the B255 southbound) and the south section (just for the length between the Bean southbound bridge and the Bean northbound bridge).

2.1.2 The A2 eastbound exit slip to Bean North roundabout is converted from a lane drop at taper diverge to a ghost island lane drop diverge. The existing physical Segregated Left Turn Lane (SLTL) is designed allowing for a larger curvature and improving the visibility throughout the SLTL.

2.1.3 The northbound B255 is widened on the exit from Bean North roundabout and tapers to the existing two lanes just before the B255 overbridge. The southbound B255 is also widened to three lanes on the approach to the roundabout.

2.1.4 The layout of the Bean North roundabout as per the preliminary design is shown in Figure 2.1 below (also refer to Appendix A).

Bean North roundabout – Modification layout

2.1.5 The size and signalisation of the roundabout remains unchanged.

2.1.6 The SLTL is redesigned to follow (as much as possible) the existing alignment. As a result, the impact on the existing carriageway edge is minimised.

2.1.7 The A2 eastbound exit slip road is realigned at the approach to the Bean North roundabout to match the existing carriageway. An additional lane to the approach is to be provided (3 lanes instead of 2 lanes in the Published Scheme).

2.1.8 The northbound and southbound B255 are also redesigned (following new SLTL configuration) by moving the alignment towards the East.

2.1.9 The Bean North roundabout is redesigned as per standards requirements although the maximum inscribed circle remains the same as in the published layout. The circulatory carriageway consists of 3 lanes throughout the gyratory.

2.1.10 The modified layout of the Bean North roundabout is shown in Figure 2.2 below (also refer to Appendix B).

2.2 Safety Risk Assessment

2.2.1 The SLTL layout in the Published Scheme has been modified to match the existing carriageway at the northwest side of the Bean North roundabout. After the modification, the area would be affected by the following departures from standards:

• An existing departure for Stopping Sight Distance (visibility) on the current operating layout would remain. The achieved Stopping Sight Distance (approx. 55m) for the section of the SLTL between the end of the entry taper and the start of exit taper, is less than the Desirable Minimum SSD as per DMRB TD 51/17, cl. 2.4.3. The accident records for the current operation of the SLTL do not highlight this section as an area of concern. Therefore, as there are no existing concerns, keeping the current layout as is would not have an impact on safety on the revised layout.

• A departure is proposed for the SLTL entry taper length achieved (approx. 50m) which is less than the standard length of 102m stipulated in TD 51/17, cl. 2.6.7. However, the impact of this reduced taper is considered to be low as drivers destined for the SLTL would have to make the decision before the A2 mainline diverge. Appropriate signing and road markings would be in place in advance of the diverge to inform drivers of the decision they need to make and to enable them to select the correct lane in advance of the slip road taper preventing/discouraging vehicles from weaving on the approach to the roundabout. Should a driver destined for the B255 northbound inadvertently select the right-hand lane on the approach to the slip road, the layout would still permit the northbound manoeuvre at the roundabout entry. If a vehicle destined for Bean Lane inadvertently selects the left-hand lane, that vehicle would need to travel to the next roundabout at Bluewater Parkway where they can make a 360deg turn and return to Bean North Roundabout.

• It should be noted that a 2D design of the modified option has been undertaken at this stage. During the detailed design phase, the layout shall be designed in 3D and potential existing vertical alignment departures would need to be retained. These existing departures are not expected to result in any safety issues. They have been discussed with the safety experts at Highways England and where it has been indicted that any departures would be likely to be approved at detailed design stage as the impact on safety is low/negligible and adequate mitigation measures through signing and road marking would be in place.

2.3 Impact on Published Orders

2.3.1 The modification does not impact on the scheme boundary. Modifications to the Made Side Roads Order and Draft Line Order would be required if the alternative design for Bean North Roundabout is taken forward. However, no modifications would be required to the Compulsory Purchase Order. Further details of the impacts on the published Orders are included in Appendix C.

2.3.2 In addition to the information contained in Appendix C, copies of the revised documents and plans can be found in the separate documents:

2.4 Impact on Traffic and Operation

2.4.1 A high-level traffic operational performance test was undertaken for the 2038 PM peak scenario which indicated that there is no operational impact on the roundabout as a result of the modified layout except for an increased queue length on the proposed Bean North Bridge, from 4 vehicles in the published preliminary design, to 10 with the modified design for Bean North Roundabout. However, with the modified layout the Bean North Roundabout is predicted to operate within capacity, which is similar to the published preliminary design.

2.5 Environmental Review

2.5.1 This modification to Bean North roundabout has been reviewed against the assessment findings for each environmental topic presented in the Environmental Statement (ES) Volumes 1-3. A qualitative assessment has been undertaken for air quality, noise and vibration, and road drainage and water environment, in the absence of specific quantitative data. In addition to considering the assessment results presented in the ES, the qualitative assessment for air quality, and noise and vibration, has taken account of the distance of the nearest sensitive receptors to the proposed modification. The qualitative assessment for noise and vibration has also considered the extent of the change and the distance from the nearest property to the modification. For road drainage and water environment, the review is based on WEBTAG (Transport Appraisal Guidance (TAG) Unit A3 (DfT, December 2015) as this provides more of a qualitative assessment based on professional judgement, in the absence of specific quantitative data.

Air Quality

2.5.2 The modification is unlikely to have any effect on the findings of the air quality assessment presented in the ES during either the construction or operational phases. During construction, the area which could potentially be affected by construction dust emissions is considered unlikely to change from that in the ES.

2.5.3 During operation, any changes in road alignment or traffic with this modification are expected to be less than the DMRB criteria for assessment, therefore it can be considered unlikely that there would be a measurable change in air quality at any sensitive receptors within 200m. The nearest receptors to the Bean North Roundabout are in any case over 140m to the south at Hope Cottages and would be more affected by changes on the closer road sources of the B255 and Bean South Roundabout, than by any modification at the Bean North Roundabout.

Noise and Vibration

2.5.4 The modification is unlikely to have any effect on the findings of the noise and vibration assessment presented in the ES, for both the construction and operational phases.

2.5.5 At the nearest residential receptors, Hope Cottages, the noise contribution from the A2 and B255 far exceeds the contribution from the modification at the Bean North Roundabout, which is at least 100m from the property. The same is true for other properties close to the modification. Therefore, the alignment change would be negligible, and not perceptible, above what has already been predicted in the ES.

2.5.6 The modification is unlikely to have any effect on the findings of the noise and vibration assessment presented in the ES, for both the construction and operational phases.

2.5.7 At the nearest residential receptors, Hope Cottages, the noise contribution from the A2 and B255 far exceeds the contribution from modification at the Bean North Roundabout, which is at least 100m from the property. The same is true for other properties close to the modification, such as Brickfield Nursery in the Bean Triangle and the new properties to the north, within Ebbsfleet Valley. Therefore, the alignment change would be negligible, and not perceptible, above what has already been predicted in the ES.

Biodiversity

2.5.8 The modification would involve the retention of the A2 eastbound off slip embankment and B255 southbound link, which would both be maintained as existing, along with the associated vegetation. Therefore, vegetation clearance would no longer be required along the embankment. This would be a beneficial change to the published scheme for biodiversity receptors, as overall temporary habitat loss and subsequent effects on hazel dormice, nesting birds, common species of reptile and badgers would be reduced. Due to habitat loss affecting other parts of the published Scheme during construction, mitigation measures regarding the potential presence of protected species identified above (including the requirement to carry the works out under a European Protected Species mitigation licence for hazel dormice) provided within the ES would still be applied. Habitat creation measures provided in the ES would also remain unchanged due to the proposed loss of woodland and trees within other areas of the scheme.

2.5.9 Although the retention of the existing vegetation reduces the impact of the scheme on biodiversity receptors, the significance of effects remains unchanged due to the overall loss of habitats and the resulting temporary effects on hazel dormice. There would therefore be no change in the findings of the biodiversity assessment presented in the ES during the operational phase.

Road Drainage and the Water Environment

2.5.10 Likely impacts during the construction phase are reported in the ES. These impacts would apply to any configuration of the design. Subject to the correct implementation of all mitigation measures, the overall residual effect on the water environment has been assessed as neutral which is not considered significant.

2.5.11 Likely impacts from the operation of the road are reported in the ES. There would be no anticipated residual effects on the water environment, on the assumption that this modification would result in minor changes to the catchment and the mitigation measures published in the ES would be implemented. As for the Preliminary Design, these assumptions would be reviewed once infiltration tests and further surveys have been undertaken during detailed design.

Landscape

2.5.12 The retention of the existing vegetation to the embankment to the eastbound off slip would be a beneficial change to the published scheme for landscape and visual receptors. The retention of the existing embankment planting would retain vegetation on the skyline for receptors south west of the junction and screen views of traffic on the B255 during operation.

2.5.13 The significance of effects of the modification on the following receptors during year 1 of the Operation phase would reduce from moderate adverse to slight adverse:

• Receptor 21 – Restricted byway DR27, between Lower Bean Farmhouse and Bean House.

• Receptor 23 – Lower Bean Farmhouse,

• Receptor 24 – Footpath DR26, Between Darenth Wood SSSI and Lower Bean Farmhouse.

• Receptor 25 – Footpath DR26, between Shellbank Lane and Lower Bean Farmhouse.

2.5.14 Although the retention of the existing vegetation reduces the impact of the scheme on landscape character areas C1-C3 Darenth and Bean Woods and G2 A2 Corridor North (Open and Closed), the significance of effects remains at moderate adverse due to the overall loss of vegetation at the junction.

Cultural Heritage

2.5.15 It has been assumed in the historic environment assessment, as stated in the ES, that groundworks could occur anywhere within the Scheme boundary. Therefore, the modification does not have any effect on the findings of the historic environment assessment for the construction or operational phases as presented in the ES.

Geology and Soils

2.5.16 It has been assumed in the geology and soils assessment, as stated in the ES, that groundworks could occur anywhere within the Scheme boundary. Therefore, the modification does not have any effect on the findings of the geology and soils assessment for the construction or operational phases as presented in the ES.

Materials and Waste

2.5.17 With this modification, the existing vegetation and earthworks along the North-West banks to Bean North Roundabout will be retained. Therefore, the modification does not have any effect on the findings of the materials and waste assessment for the construction or operational phases as presented in the ES.

People and Communities

Private Dwellings: Amenity

2.5.18 As a result of the modification, an improvement to visual amenity during the operational phase at Lower Bean Farmhouse has been identified in section 2.5.10. At this receptor, no residual significant amenity effects arising from noise or air quality were identified as part of the Scheme and therefore there was no overall significant in-combination amenity effect. Whilst there is a recognisable improvement at this receptor, this change would not impact the overall assessment of no overall amenity effect during operation.

2.5.19 The above air quality and noise assessments state that impacts are unlikely to change as a result of the change to Bean North roundabout. Therefore, no changes to overall amenity assessment are anticipated.

Non-motorised Users (NMU)

2.5.20 DR26 and DR27 are anticipated to see an improvement in visual amenity during operation (section 2.5.10) as a result of this modification. This effect would see an overall change in significance of amenity effects from slight adverse (in balance) to neutral (in balance). No change in noise or air quality effects are identified.

Driver Stress

2.5.21 The modification is not anticipated to have any significant effect on flow or speed and therefore, no changes are anticipated to the overall driver stress assessment.

Effects on Climate Change

2.5.22 The changes to the material quantities and construction required for the modification are likely to be minimal and would not have a discernible impact on overall greenhouse gas emissions from the Scheme. As the effect of the Scheme on climate has been assessed to not be significant due to the small magnitude of emissions compared with overall national budgets, this modification is also unlikely to have a significant effect on climate.

Vulnerability to Climate Change

2.5.23 The modification is closely aligned with the existing alignment. It is therefore considered that the modification would not change the climate vulnerability assessment in the ES.

Cumulative Effects

2.5.24 The above visual, air quality and noise assessments state that impacts are unlikely to change as a result of the modification. Therefore, no changes to the assessment of cumulative effects are anticipated.

2.6 Cost estimate

2.6.1 This detailed modification would generate a saving of approximately £3.85m. It reduces the extent of construction works required at Bean North roundabout and reduces the delivery programme for the works. Quantities of earthworks and pavement works are reduced, and utility diversions are avoided as a consequence of the modification.

3. Conclusions

3.1.1 The modification proposes a value engineered solution at a reduced implementation cost while keeping a similar operational performance and a neutral-positive impact on the environmental assessments presented in the Environmental Statement. In summary, the modification provides the following advantages and disadvantages.

Advantages:

• The environmental disciplines have assessed the modification to the design and consider there are neutral or positive impacts compared to the results presented in the Environmental Statement (ES). In general, the mitigation measures already proposed in the ES are not expected to require amendment to accommodate this modification and the assumptions made in the ES for the mitigation measures are still applicable.

• The modification is unlikely to have any effect on the findings of the air quality, noise and vibration, cultural heritage, geology and soils, materials and waste, climate effects and vulnerability and cumulative effects presented in the ES during either the construction or operational phases.

• The road drainage and water environment assessment is in line with the ES findings based on a qualitative assessment.

• For biodiversity and landscape, the modification would be a beneficial change as some associated vegetation loss would be avoided. However, the mitigation and the habitat creation measures identified in the ES for biodiversity and mitigation proposed in the landscape chapter are remaining the same as the overall significance of effects remain unchanged.

• For people and communities, there would be an improvement to visual amenity for a private dwelling due to the modification, however the overall assessment for amenity is not changed from the ES findings. For non-motorised users there would be a change in the overall significance of amenity effects from slight adverse (in balance) to neutral (in balance). Driver stress is unlikely to have any change from the findings in the ES.

• This detailed modification would generate a saving of approximately £3.85m. It reduces the extent of construction works required at Bean North roundabout and reduces the delivery programme for the works. Quantities of earthworks and pavement works are reduced, and utility diversions are avoided as a consequence of the modification.

Disadvantages:

• The modification requires departures from standards, although some of these also apply to the original design. Proposals have been discussed with HE SES specialists and based on these it is believed these have a low level of risk associated with them. These would need to be progressed to conclusion during detailed design stage

• Traffic is largely unaffected, other than increased queue lengths during peak periods on Bean Lane northbound bridge (from 4 to 10 cars at peak period in design year 2038).
