What is OES?

Federal-state cooperative program Semi-annual mail survey Produces employment and wage estimates

for over 700 occupations Produces estimates by geographic area and

for over 450 industry classifications


Who uses the data?

The sample

• Full and part-time wage and salary workers in non-farm industries

• Includes probability and certainty units

• Stratified, weighted sample based on FIPS, MSA, industry, and size

• Up to 200,000 establishments per panel


The survey

• Industry-specific forms

• Collects raw employment by occupation and class of wage

• Collected by state workforce agencies and nationally

• Survey Processing And Management system


The calculation

• Up to six panels combine to produce a single set of estimates

• Uses imputation for non-response• Employment cost index updates old data• Weighted employment is benchmarked against the

Files provided to states

• Finished estimates for the following geographies and industries– National, Statewide, MSA, and BOS– Cross-industry, division, NAICS-3, NAICS-4,

and partial NAICS-5

• "Establishment" and "detail" microdata files • Imputation donor lists• ALMIS files


• Produces estimates for areas other than MSA/BOS• Custom occupation and industry rollups• Ad-hoc requests• Tools for data review and post-estimation

screening• Can update finished estimates using ECI factors• Exports for Almis, MM, and a Q&D web presence

What is EDS?


• Currently two versions, 3.3 and 4.1– 3.3 based on Visual Foxpro desktop database– 4.1 uses MySQL

• A questionable schedule that seems to negatively affect results

• Effect is based on contribution of all questionable schedules as a percentage of final result– Small contribution, little effect

– Larger contributions “kill” the result

• Work like waivers, applied to both current and future cells involving the schedule

What is a poison schedule?

• Based on O*Net nearest neighbor matrix• Six possible (adjustable) salary relations

– Pays much less– Pays somewhat less– Pays about the same– Pays somewhat more– Pays much more– N/A

• Related cell must be publishable to be compared
