A total of ELEVEN (11) port facilities in Brunei Darussalam are compliant to the ISPS Code in June 2004. The eleven port facilities are; Muara Conventional Terminal, Muara Container Terminal, Serasa Ferry Terminal, Kuala Belait Wharf, Brunei LNG, BSM Muara Base, Butra Heidelberg Cement Terminal, SMR-SBM Terminal, STL KB Terminal and MCY KB Terminal.

To conduct a National Port Facility Security Drill end of year 2004.

Strengthen joint efforts to curb terrorist threats against mass transportation and confront the threat posed by terrorists’ acquisition and use of Man-Portable Air Defense Systems (MANPADS) against international aviation by committing to: adopt strict domestic export controls on MANPADS; secure stockpiles; take domestic action to regulate production, transfer, and brokering; ban transfers to non-state end-users; and exchange information in support of these efforts.  The RBAF have long imposed strict controls on its inventories of weapons including its stockpiles of MANPADS. These include strict procedures with regard to the processes of receiving, storing, issuing and disposal.

 The bilateral MoUs on Defence facilitate cooperation between the MINDEF / RBAF with defence establishments of other countries. Cooperations encompass intelligence exchange dialogue and sharing of expertise through training and military exercises.

In line with the changing strategic environment, the Defence White Paper and Defence Strategic Plan 2004 identify the enhancement of counter-terrorism capability and doctrine as one of the priorities for MINDEF / RBAF.

 With regard to non proliferation of WMD, Brunei Darussalam strongly opposes the proliferation of WMD and this strong stand against proliferation is reemphasized in the Defence White Paper 2004.

 As part of its commitments to counter terrorism and proliferation of WMD, MINDEF / RBAF have been involved in

The Ministry of Defence, together with Director International Organisation Department and the Attorney General are directly involved in formulating the Draft Chemical Weapons Prohibition Order 2004, as one of the obligations under the Chemical Weapons Convention in which Brunei Darussalam is a state party. Brunei Darussalam is also at the moment in the process to setting up a National Authority, which is also one of the obligations under the Chemical Weapons Convention.
