Advertiser announced that Hon.Marsden was going to be sent on thenext steamer to Goa, to inquire intothe possibilities of immigration ofIndians from there.

Now, without questioning thequalifications of Hon. Marsden foran undertaking of that nature, it

Z?ZZXTS5Zthey ought to have sent to Goa theman who first offered thm the sug-gestion of procuring immigrantsfrom the Portuguese India. He isknown to be a clever young Portu-guese, well esteemed and respectedhere. Ha knows Goa himself, andhe speaks the language, whilst Hon.Mareden does not.

It appears, furthermore, that thefirst requirement of a mission of thatkind, to make a success of it, mustbe the selection of a man conversantwith the language; in this case, ifnot the author of the proposition, atleast, some other Portuguese-speakin-g

person, otherwise the plantersmay deservedly expect to meet withfailure, such as they have alreadymet by sending such men as Hon .

Muller to Portugal and P. A. Diasto Madeira, who were not the pro-per, competent persons for the kindof work.

Another sure point is that, outsideof the difficulty of the language,Hon.Marsden will find out that he, aforeigner, will not be allowed to doanything in the matter, unless theGovernor General of Goa has re-ceived the proper instructions fromthe Home Government.

The Ostrich I arm.During the past two weeks the birds

at the Ostrich farm have been relievedof their beautiful plumage. The workrequired to pluck these birds is nochild's play. It takes two brave, expertmen to catch one of these vigorous" kickers." The men carefully approachthe bird, taking pains to keep from be-

fore the bird, which is the direction itstrikes, and then throw a sack over itshead. As soon as this is done the ostrichat once gives up, and it is forced into abox and relieved of its feathers, Thereare about thirty birds at the farm, whichprove to bo a great attraction to themany people who visit Santa Monica.'Rut the ostriches are not the attraction.There is quite a collection of other birdsand animals: An elk, monkeys, coyotes,raccoons, badgers, wildcats, rattle-snakes, parrots, cockatoos and otherbirds. The grounds are also neatly im-

proved with flowers and grass plats.One can spend an hour pleasantly at theOstrich farm most any time, and it isalways a source, of great interest andmerriment to the youngsters. SantaMonica Outlook.

THE NEW SAMOAN CHIEFJUSTICE.

It baa been announced that thenew Chief Justice of Samoa, Mr.Decederkrantz, will be a passengeron the steamship Alameda, due hereto-da- en route for the south. Hisappointment to this position wasmade by King Oscar of Sweden, towhom the selection was entrusted,and has been confirmed by the approval of the three treaty powersinvolved in the ofthe Samoan government. Therecan, therefore, be no doubt that hopossesses qualifications which fithim for the distinguished positionwhich he is to occupy. His work willprobably be very much of the natureof that to which Chief Justice Leewas called in the service of the Ha-

waiian Government, in the year18-IG- , viz.: The framing of a judiciarysystem adapted to the peculiar wantsof the people -- of the Hawaiian Isl-

ands half a century ago. They werethen in somewhat the same conditionas the Samoans are to-da- y, the word

of the King and the Chiefs being thesupreme law of the land. Combinedwith this framing of a judiciary sys-

tem was the work of settling the landtitles, in which Judge Lee took anactive, perhaps the leading part. Ifthe new Chief Justice of Samoa shallbe as successful in his great task asJudge Loe was, he will cam thegratitude not only of the people ofSamoa, but of the countries involvedi 1 the arbitration and land disputes.

"We trust that the proper officialsof the Hawaiian Government will beable to bring the matter of the ex-

pulsion of Hawaiians from Samoabefore Chief Justice Decederkrantzand interest him in their behalf. Wealluded to this matter a few dayssince, and refer to it now simply as areminder, that it may not be over-

looked during the stay in port of theAlameda.

I'elton Water Wheels.The Union Iron Works Co. of this city

recently supplied the Wainaku Mii!,Ililo, Mr. John A. Scott, manager,with two Pelton Water Wheels, one fordriving the Electric Light and the otherfor driving the centrifugals.

The Pel ton Wheel has had phenom-enal success on the Pacific Coast, andwill probably be used in the utilizationof power from Niagara Falls, whichM'licme is receiving very favorable no-

tice in the United States.There is such an abundance of water

running to waste in this country thatthere would seem to be an extensivefield for the introduction of these waterw heels especially as they are cheap andvery efficient.

Shooting Match.A shooting match will probably

be held to day at the new range atKahauiki, about a mile and a quarterbeyond the Palama terminus of theTramway Company's line, betweenteams from H. 13. M. S. Nympheand the Hawaiian Rifle Association.

This will practically be the opening of the new range which is a fineone in every respect, and a decidedimprovement over the old Kingstreet one, where shooting had to bedone towards tho sea. At the newrange where 1,000 yards can easilybe obtained, the shooting will betowards the mountains. Tho accom-modations are ample and sixteentargets will be shown at a time. Anew shed has been erected withevery convenience.

The Association will have its tenthsemi annual target practice on NewYear's Day, which we shall havesomething to say about in a futureissue.

Freshet in the Nuuanu Stream.Heavy rain was falling on the

mountains on either side of the Paliyesterday forenoon, and at about tenminutes after noon a freshet camedown the Nnuanu stream passingunder the One Mile Bridge with aroar and with a sudden vertical riseof between two and three feet. Thewater ri se rapidly till it reached fouror feot vortical above its level inthe morning and reached its highestat a quarter to 2, when it began tosubside gradually. No rain beyond avery slight sprinkle fell in the lowerpart of Nuuaun Valley up to thistime.
