testing at the site to ensure that the fill is placed in accordance with the project specifications. At the end of the works, compile a report – LEVEL ONE TYPE REPORT AS PER APPENDIX B OF AS3798 – setting out the findings of all inspections, instructions issued and test results, including any failure results and what action was taken to rectify any failure.

1. SITE DESCRIPTION:

This project involved the construction of a new subdivision for residential housing. The earthworks for the preparation and filling of building blocks and construction of roadways were carried out by Bayport Industries Pty Ltd, under the Level 1 supervision of Civiltest Pty Ltd.

2. PREVIOUS GEOTECHNICAL INVESTIGATIONS ON THE SITE:

Nothing was provided. 3. DOCUMENTS SUPPLIED:

Construction Drawings and notes by Reeds Consulting Pty Ltd, Drawing Numbers 15R1 and 15R2.

4. SITE PREPARATION REQUIREMENTS:

4.1 Site Stripping Requirements

Topsoil and all vegetable matter to be stripped from the fill site prior to filling.

4.2 Subgrade Assessment Requirements

Nothing was stated therefore no comment can be made. 5. REQUIREMENTS OF FILL MATERIAL

Filling in properties and road reserve is to be carried out using approved clay fill. All fill material to be in accordance with EPA clean fill guidelines and to be approved by the engineer.

6. REQUIREMENTS FOR THE PLACEMENT OF FILL:

6.1 Layer Thickness

All filling to be carried out in 150mm layers.

6.2 Density Requirements

Fill shall be compacted to achieve 95% of maximum dry density.

6.3 Moisture Content Requirements

Nothing was stated therefore no comment can be made.

6.4 Type of Tests Required

Filling works and fill compaction to conform to AS1289 5.1.1-1993 and any revisions thereto.

6.5 Number of Tests Required

Nothing was stated but it was assumed that the frequency of field density testing shall be in accordance with AS3798-2007 Table 8.1 large scale operations using test method AS1289 5.8.1(determination of field density using a nuclear gauge).

7. THE PERIOD OVER WHICH THE WORK WAS CARRIED OUT:

Civiltest Pty Ltd carried out inspections and testing at Somerfield Estate Stage 15A between the 11th of November 2011 and the 2nd of October 2012.

8. EQUIPMENT USED:

The equipment used for the stripping, placement, conditioning and compacting of the fill was as follows:

Compactor (CAT 815) 30 tonne excavator (CAT 330) Dump Trucks Roller (BOMAG 12 TONNE)

9. EARTHWORKS SUMMARY:

9.1 Description of Earthworks Undertaken

Fill areas were stripped of vegetation, debris and all soft/wet material removed , then inspected prior to filling by Civiltest Pty Ltd. The fill material used was natural and imported clays and sands with topsoil placed on top to obtain final fill levels as shown on plans.

9.2 Observation of Stripping and Site Preparation

Civiltest Pty Ltd carried out inspections on all areas to be filled and found that all stripping complied with the specification.

9.3 Observation of Fill Materials

All fill material placed was free of topsoil, oversize material and deleterious matter. The fill material was placed in a manner that complies with the specification.

9.4 Tests Carried Out

A total of sixteen compaction tests (Hilf Rapid Method) were undertaken during the filling, of which zero (0) tests failed to achieve the required compaction or moisture content requirements.

9.5 Results of Testing

The compaction results show that the fill was placed and compacted at a density between 95.0% and 104.0% of AS1289 5.7.1 Hilf Rapid Compaction.

10. CONCLUSION:

The specifications for this project have stated that the fill is to comply with AS3798/1996 ‘Guidelines on earthworks for commercial and residential developments” Appendix B, LEVEL 1. However this standard is not a specification (refer to AS3798 1.1 SCOPE Page 5) and is meant to be used as a guide to those preparing the specification. The works therefore have not been specified in a manner that has allowed the contractor to unambiguously carry out the works and for Civiltest the geotechnical testing authority to be able to interpret the design and administer the filling works However regardless of the above, Civiltest Pty Ltd carried out supervision, inspections and testing on this project in a manner that would allow a level one type report to be completed as set out in Section 8 of AS3798 “Guidelines on earthworks for commercial and residential developments”.

After reviewing the specifications for the project, the intended use of the fill areas, the observations made during the works and the results of tests carried out, it has been concluded, as far as can be determined, that the contractor Bayport Industries Pty Ltd has exceeded the requirements of the project specifications and drawings and produced fill areas that are suitable to sustain a residential subdivision.
