Operation Wealth Creation was launched by HE thePresident in July 2013 as an intervention to efficientlyfacilitate national socio-economic transformation, withfocus on raising house hold incomes and wealth creation.
Although there has been impressive economic growthand GDP expansion, household incomes have remainedlow.
68% of Ugandans are not yet in the money economy(earning less than 20million/year).

The aim of this presentation is to enlighten WealthCreation ambassadors on the functions of OperationWealth Creation.

The following will be covered: Function of OWC Understanding Poverty levels in Uganda OWC strategy Group dynamics OWC enterprises OWC achievements Challenges Possible role by the Wealth Creation Ambassadors New strategic direction Agri-led initiative Prospects and Assurance.
FUCTION OF OWC

Operation Wealth Creation function is to transform the 68% homesteads from subsistence to the money economy.

OWC is strategized into Four Phases to achieve itsoverall objective:
Phase One - mobilization, sensitization and deploymentof coordinators and liaison officers. This involvesidentification of the 68% and changing their mindsets.
Phase Two – Stabilization. Addressing the subsistencechallenge, and enhancing agricultural productivity,farmers integration with agro-manufacturing industries.This entails, organizing farmers into producercooperatives, add value to farmers’ produce, enhancebasic irrigation, and minimize post-harvest losses,among others.

Phase Three - Consolidation, Facilitating marketaccess for agricultural products through exportdevelopment, working with the Private Sector andthe local communities to lead the developmentprocess through affordable financing and engagingthe MDA through the Local Government structures.
Phase Four – Handover and exist.
Rural based groups; basic minimum number is 61members including:
Management committee (09members)
Supervision committee (07members)
Finance committee (05members)
Technical Committee (05members).

The following are some of the technologies supplied under OWC:
Livestock
Poultry
Apiary
Aquaculture
Seeds and seedlings
Farm and value additions equipment.

There is improved food security across the country
(Banana, Fruits, Coffee, Tea, Cereals like maize, Milk etc)

OWC ACHIEVEMENTS

Increased interaction between government and thepeople; 7.2 million Ugandans have responded to OWCand eager to participate.
Many make requests for inputs and value additionequipment which are inadequate in quantities.
Mobilization and sensitization of farmers for mindsetchange and still on going.
OWC ACHIEVEMENTS
High incidence of pests and diseases.
Late delivery of inputs.
Delivery of low quality and quantity of inputs.
High mortality rate of planting material and breeding
stock attributed to drought and poor management.
Delivery of inputs to wrong agro-ecological zones.
Poor post-harvest handling and processing.
Supply of “air”. 15
OWC CHALLENGES
H.E the President issued guild-lines for theimplementation of OWC in Feb 2015 where he urgesstakeholders to support OWC as such the Wealth CreationAmbassadors can support OWC by;
Strengthening monitoring
Reinforce mobilization:
- Mobilization involves knowing and identifying the 68%of the households in Subsistence.

ROLE BY WEALTH CREATION AMBASSADORS
Mindset change in pattern ship with other keystakeholders such as Local councils, Media, Faith basedorganization, cultural institutions as agents of change.
Promoting zone specific enterprises according toUganda’s ecological zones.
Registration of farmers by OWC coordinators inpatternship with parish chiefs.
Establishment of Regional Farm Service Centre and use ofthe E-voucher.

NEW STRATERGIC DIRECTION
Agri-LED initiative is a Presidential Initiative toPromote Agro-Industrialization for Local EconomicDevelopment.
It is a transformative strategic national initiative oftransforming LG financing system to facilitate effectivebusiness oriented local development with a focus onpoverty reduction and sustainable wealth creation.

APPROACH:
This can be by promoting:
Tourism in the local ecological zones.
Agro processing and value addition.

The Agri-LED initiatives support the country’s strategyof implementing private sector-led economicinterventions, it tackles unemployment and paves wayfor Local Governments to generate their own revenuein order to deliver delegated services to the people ofUganda.
The Initiative fits well with the long-term vision ofUganda to industrialize and transform the structure ofthe economy by 2040.

Uganda is endowed with good farming soils and minerals.

Peace and stability.This has stood a test of time, thegovernment experience in ensuring peace, security andmacro-economic stability is a good conduit for socio-economic transformation of the country.

Socio-Economic transformation of a country requires aconcerted effort of all stakeholders interested in thecountry’s national development and stability.
Whilst economic transformation and development of allUgandans is fundamental, there is need to createmindset change in subsistence homesteads to embracethe money economy.
All in all, Ugandans need to get organized in incomegenerating groups with the passion on what they intendto achieve
