The Background

• Harmonization session was an outcome of the integration of NEPAD into the AU structures and processes

• 1st session was held in 2009• 2nd session was held in July 2011• 3rd session was held in March 2012

Principles of Harmonization• There should be an alignment of institutional strategic plans with the

overall AU goals and objectives;• Common goals and objectives inform the basis of joint plans,

programmes and projects;• Parties must exhibit an appreciation of the dynamic relationship

inherent in the AU system, that whilst we all working towards the same AU goals and objectives, we do so within our the different institutional mandates (the principle of similar but differentiated roles);

• The exercise must lead to high level synergies, coherence and complimentarity in the implementation of continental programmes; and

• The division of labour must be based on the respective mandates of institutions.

AU Framework for Planning and Budget

• AU principles• Process led by AUC• Convene the

The Framework of Harmonization

Implementation

• Based on the differentiated mandates and roles of the AUC and NPCA

Monitoring and Evaluation

• Conduct Regular quarterly sessions

• Produce quarterly reports

Annual Assessment and Evaluation

• Conduct an assessment report

• Ensure that the annual report reflects the contributions of each institution

• Integrate to the AU planning and budgeting process

• Link to the Monitoring, Evaluation & Reporting

Institutionalization

• Meet regularly (twice p.a.)• Appoint Cluster conveners• Designate cluster members
