JAKIM - government agency responsible Islamic Affairs in Malaysia – Competent Halal Certification Authority in Malaysia

BACKGROUNDHISTORY ON RECOGNIZING FOREIGN HALAL CERTIFICATION BODIES

Malaysia do import meat and meat based product – all products must be HALAL (started in 1974)

Jakim Auditors have to inspect (compliance audit) all the Establishment intended to export to Malaysia

Competent Local Halal Certification Bodies in the respective countries to monitor the processes – gaining public trust

Applied for :

• The FHCB applying for Jakim’s

recognition;

• The FHCB which have been

recognized by Jakim; and

• The Jakim’s assessors while

conducting the assessment.

APPLICATION PROCESSES

APPOINTMENT & RECOGNITION

the validity of the appointment is 2 years;

the FHCB shall submit annual report to

JAKIM;

JAKIM shall carry out the review audit

due to the expiration of the appointment

period; and

the appointed FHCB shall be listed on

JAKIM’s website as the Recognized

Foreign Halal Certification Body.

HALAL CERTIFICATION

BODY REQUIREMENTS

The FHCB shall comply with the following requirements before applying for JAKIM’s recognition:

Legal responsibility

The FHCB: organization owned by Muslim;

shall be a recognized and registered as a legal body in the country of origin;

shall have their own logos/marks to identify the FHCB’s organization;

HALAL CERTIFICATION

BODY REQUIREMENTS

The FHCB shall comply with the following requirements before applying for JAKIM’s recognition:

Legal responsibility

for FHCB doing other certification (e.g. ISO, HACCP, GMP), the FHCB head office shall owned by Muslim and shall be registered and operated in Muslim countries; and

for Muslim countries which have no FHCB, the government shall appoint a body to verify/endorse the halal certificates.

MANAGERIAL & OPERATIONAL

The FHCB:

shall have been implementing/operatingtheir halal certification system for at least6 months;

shall operate in an office (legal building);

shall operate within the country of origin;

shall have the records of the certifiedabattoirs or food processing plants undersupervision;

MANAGERIAL & OPERATIONAL

The FHCB:

shall have systematic managingadministration and documented HalalPolicy or Programme or Procedures andGuidelines (e.g. Halal Assurance System;Halal Training Programme, HalalTraceability System, Halal MonitoringSystem etc;

shall agree to comply with any standardsand procedures for halal certificationrecommended or approved by JAKIM forthe imported products.

PERSONNEL

The FHCB personnel:

shall practice Islamic values;

shall have a sufficient number of competent

Muslim personnel. For shariah auditors and

expertises, shall have Islamic background, and

education on halal.

shall have permanent board of shariah;

PERSONNEL

The FHCB personnel:

shall have adequate number of auditorsaccording to the following ratio :

> 10 plants : 3 auditors (2 syariah + 1 technical); and

< 10 plants : 2 auditors (1 shariah + 1 technical)

shall not appoint external or thirdparty/organisation for auditing, supervisory andmonitoring activities; and

shall inform JAKIM if the FHCB appointedauditors other than the FHCB’s permanentstaffs.

OTHER RESPONSIBILITY

Monitoring / Supervision

The FHCB shall maintain up-to-date records onmonitoring and supervisory on theabattoirs/processing plants/premises.

Social Commitment/Contribution

The FHCB shall contribute for Muslim communitiesin their countries as a part of responsibility anddakwah ie contribution for the mosques, schoolsand other Islamic development.
