GRASS ROOTSADVOCACY BUILDSRELATIONSHIPS

Advocacy for many began long before Georgia’slegislative session opened in January; it beganduring the election process as the political partiesapproached their respective primaries.

Heidi Fernandez is the chairperson of theAdvocacy and Information Committee of theGovernor’s Council on Developmental Disabilities(GCDD) and the mother of Andrew, who hasautism. She collaborated with 13 organizations tosponsor a political forum in Cobb County.

“We were able to bring families and legislatorstogether – and for some families, it was the first timethey ever met a legislator,” Fernandez said. “It was

the beginning of building relationships that willcontinue throughout the legislative session, and itwas a great opportunity to educate legislators.”

Twelve candidates participated in the forum,which attracted over 100 people, as well as twounopposed legislators who attended to learn more.

“Give yourself enough planning time,”Fernandez advises those considering hosting apolitical forum. “Collaborate with otherorganizations and individuals in the community;work on getting the word out to as manyorganizations as you can.”

Generally, the debate is not whether a candidatewill support programs that help people withdisabilities, but where disability funding issues fallas a matter of budget priorities. Activists have toassure their disability questions are well thoughtout, and that candidates are measured on theircommitment to the disability priorities.

Steve “Thunder” Tumlin, (R-Marietta)participated in the Cobb forum. “Without thatmeeting, I would probably never have broughtmyself up to date on these issues.

“My awareness quadrupled, and I was impressedthat not only advocates were there but people withspecial needs were there, too,” Tumlin said.

GCDD developed a 23-page Guide to HostingForums to help people put a successful forumtogether. The strategy paid off, allowing thedisability community to connect with otherorganizations and legislators across the state.

GCDD FOCUSESON INDIVIDUALS

The Governor’s Council on DevelopmentalDisabilities has worked tirelessly toward supportingindividuals while building better communities. Weare committed to the belief that people want to becontributing members of their communities andmust have access to Real Jobs, Real Homes, RealLearning Experiences and have Real Influence overtheir own lives. Our role is to create change throughpublic policy, advocacy, public relations and programfunding.

While GCDD may focus on creating societalchanges, it cannot be successful without first focusingon the individual’s needs. Children must go toschool and receive a quality education. They must beadults who use their talents and skills in themarketplace and communities. Jobs must bemeaningful and pay real wages. Jobs allowindividuals to find affordable and safe homes. Allthis allows an individual to have greater influenceover what happens to them on a daily basis.

GCDD continued its efforts to create jobopportunities. As convener of the Jobs for AllSteering Committee, the initiative and GCDDadopted an Employment First policy statementemphasizing work as the primary option for peoplewith disabilities. Too many children graduate fromschool and have no opportunity for meaningful workopportunities.

This year marked the end of Project WINS. Thiseffort resulted in hundreds of children receiving thesupport necessary to be in the same classroom aschildren without disabilities. While Project WINSended, its legacy will be felt for many years as theDepartment of Education uses this model to supportinclusion statewide. GCDD has turned its effortstoward impacting the funding formula for specialeducation funding and the process for children

transitioning out of the school system. GCDD, together with the Georgia

Advocacy Office, the Institute onHuman Development and Disabilities,People First of Georgia and theStatewide Independent Living Councilannounced an initiative to move allchildren out of state and privateinstitutions and make sure they return to loving,supportive families. Passage of House Resolution 633urged the major state agencies to develop a plan tomove more than 140 children to the community. Wewill continue to monitor the progress of this effort.

GCDD elected Tom Seegmueller as its new

chairperson. Tom replaces Lynnette Bragg who servedas the chairperson since 1999. Through Lynnette’sleadership, GCDD emerged as a leader in supportingefforts to develop self-determination and familysupport; she also oversaw the expansion of GCDD’srole in advocacy and its work with policymakers. Sheput her heart and soul into GCDD and made surethat people with developmental disabilities and theirfamilies have a voice. GCDD is a much betterorganization and its future is bright because of herpresence and leadership.

GCDD has a strong foundation to build on andwill continue its efforts to both support individualswhile improving the world. We are uniquelypositioned through both our staff and members tohelp improve people’s lives, provide leadership to theadvocacy community, be a resource to policymakersand the media and operate as an effective andefficient organization. This is the vision that GCDDmust continue to promote into the future.

NEW CHAIR URGESCOLLABORATION

Early in my professional career someone toldme, “If we continue to do what we have always donewe will continue to get what we’ve always gotten.”This seemingly simplistic philosophical nugget hasremain lodged in my subconscious for decades and

during this period I have beenamazed at the number oforganizations that becamestagnant by their inability tochange as the situationssurrounding them change.

As this report will indicate,the Georgia Governor’s Council onDevelopmental Disabilities(GCDD) cannot be accused offalling into this trap. This past year

GCDD not only continuedto look for new approachesto advocacy issues, self-determination, waiver slotsand peer support, but alsoaddressed a variety ofoperational, organizationaland staffing issues as well.

The continued growth ofDisability Day at the Capitolserves as an indication of ourgrowing numbers. However, I believe that we stillhave not made those outside the disabilitycommunity aware of not only our resolve, but of ourtrue strength at the ballot box, as well.

For this to happen, I believe it is now moreimportant than ever that we begin to come togetherto develop a list of common goals, talking pointsand sound bytes that serve to reinforce our messageand the fact that we are united. When it comes tothe issues of advocacy and legislative change, wemust not only let our common voice be heard butensure that our elected representatives know that we

vote our convictions and we vote as a sizable unitedblock. Unfortunately there are those in thelegislative community who doubt our true resolve.For them it is one thing to witness our unifiedpresence at the Capitol and another for our unifiedvotes to be counted at the polls.

I believe that we currently have anunprecedented opportunity to achieve this goal. AsAnne Frank said, “How wonderful it is that nobodyneed wait a single moment before starting toimprove the world.” A variety of actions thatoccurred during the past year have indicated whatour true potential is when we work in unison.

Personally, the end of this year served as aparticular challenge to me as I step forward toassume the chairmanship of GCDD. The changesthat have occurred within the Council make itimperative that each Council member and eachadvocate make a personal commitment to make thiscollaborative effort a reality.

To paraphrase one of Georgia’s greatestphilanthropists, Robert Woodruff once said whenasked about all that he had achieved behind thescenes as ‘Mr. Anonymous’, “There are no limits towhat we may achieve when we care not who gets thecredit.”

YEAR IN REVIEWDuring 2005, Georgia’s Governor’s Council on

Developmental Disabilities (GCDD) worked hard toimprove the lives of Georgians with disabilities.Some of the highlights of the year included:

Legislative SuccessesAdvocates forged relationships with new

legislators and leadership in 2005, laying thegroundwork for productive work on the multi-yearchallenges facing the development of adequatelyfunded, quality-driven services.

GCDD focused its advocacy efforts on a fewspecific items:

n Successfully opposing a fixed expenditure capfor the Independent Care Waiver Program(ICWP) as a result of joint efforts with the StateIndependent Living Council, the ShepherdCenter and Unlock the Waiting Lists! GCDD andits partners educated Georgia legislators and the

governor about the issue, in addition to hosting a press conference. As a result, the cap wasremoved, and $1.1 million was added to fund 46 more slots.

n Supporting a request for waiver slots in theDepartment of Human Resources (DHR) budget.Ultimately, the governor’s budget includedfunding for 925 slots.

n Supporting an increase in provider rates forservices currently reimbursed below theSoutheastern average. Community providers ofservices to Mental Retardation Waiver Program(MRWP) recipients received a 4.5% rate increase.

n Helping defeat a proposed premium on the KatieBeckett (Deeming) Waiver and receiving restoredfunding.

GCDD Comments on IDEA Changes

GCDD offered its thoughts on the newIndividuals with Disabilities Education Improve-ment Act (IDEA) of 2004 to Assistant Secretary ofthe Office of Special Education and RehabilitativeServices (OSERS) John H. Hager in 2005.

GCDD’s Executive Director Eric Jacobsonrecommended:n Transition planning begin no later than five years

prior to a student’s anticipated graduation.

n Establishing written regulations that would placethe burden of proof on school districts to showinappropriate behavior is not a result of adisability and prohibit authorities from with-holding instruction as a form of punishment.

n Parents be made aware they are entitled to“reconsider and require” the attendance of an IEP team member, even if previously excused.

Staff Hired, PromotedGCDD increased the depth of its staff in 2005,

by promoting current employees and hiring newpersonnel.

n GCDD Public Policy Director Patricia Nobbie,D.P.A., was promoted to deputy director in 2005.

n Danielle Doughman was promoted to advocacydirector.

n Valerie Meadows Suber joined the GCDD staff as its public information director and Making ADifference magazine editor-in-chief.

n Aimee R. Goodman filled a new project managerposition.

n Kim A. Personjoined GCDD as executivesecretary.

GCDD Participates in Search for Director of Office ofDevelopmental Disabilities

Stephen R. Hall, Ph.D., became director of theOffice of Developmental Disabilities of the GeorgiaDepartment of Human Resources (DHR), January 1,2005. Hall joined with 14 years of executive leader-ship serving people with developmental disabilities.

As DHR continues to expand and enhancecommunity partnerships, advocates served animportant role in the selection of the best person to support issues specific to Georgia’s disabilitycommunity. GCDD’s Executive Director EricJacobson participated in the selection process andstated, “We are excited about Dr. Hall’s appointmentand look forward to working with him to create anew vision for Georgians with disabilities.”

STAKEHOLDERS REVEAL HOPES FOR FUTURE

Fourteen advocates met during Disability Day todiscuss their vision for a brighter future for peoplewith disabilities. Facilitated by Dottie Adams, familyand individual support director for the Governor’sCouncil on Developmental Disabilities (GCDD), thegroup touched on topics from birth through old age.

The group hoped that in the future:n Parents should be made aware of available

services as early as possible. A referral system for early intervention programs was suggested.

n Agencies should know about each other,creating a one stop shop for services.

n Circles of support in the community should be linked with agencies.

n Respite care is critical at all ages, and peopleshould be made aware services are available.

n Schools should support different learning stylesfor students and teachers should be educatedabout behaviors to expect.

n Parents feel intimidated by the IEP process and training should be available so they canparticipate as they want.

n A diploma program should be developed sostudents with disabilities can further theireducation.

n Transition planning should be started from anearly age, and students should be involved inthe planning process.

n More resources should be put in place tosupport people with disabilities to find jobsthey really want.

n Lack of transportation, housing and trainedsupport professionals should be addressed.

n Health care providers should be trained to carefor patients with developmental disabilities,especially as these patients age.

n Help should be put in place for aging parents of adult children with disabilities.

More than 1,300 disability advocates gatheredfor the 7th Annual Disability Day at the Capitol inAtlanta on February 24 to educate legislators on theissues that affect them.

Sponsored by the Governor’s Council onDevelopmental Disabilities (GCDD), advocatescheered the governor’s proposed 925 waiver slotsand service provider pay increase, but were opposedto spending caps on the Independent Care WaiverProgram (ICWP).

“No caps. No levels on the ICWP,” the crowdchanted, along with “Our homes, not nursinghomes!”

Speaker of the Georgia House of RepresentativesGlenn Richardson (R-Hiram) said, “We are workingthrough one of the toughest budget crises since thedepression, but we look forward to releasing fundingto unlock the waiting lists,” he said.

The day also included speeches from:

n Dr. Margaret J. Giannini, directorof the Office on Disability,U.S. Department ofHealth andHumanServices;

n Gov. SonnyPerdue’s PolicyDirector TreyChildress; and,

n Arc of the United StatesAssistant Executive Directorfor Membership andProgram Services SueSwenson

After the rally at the Capitol, advocates marchedto the Georgia Freight Depot, which was filled tooverflowing. New Department of Human ResourcesDirector of the Office of Developmental Disabilities

Dr. Stephen Hall told the depot crowd hehad been asked about future plans for

the department, and he responded,“Which vision do YOU want? We’ll

work together to put dollarstoward that vision.”

Georgia’s tireless disability advocates helpedeffect great change in the state this year with thefunding of 925 waiver slots and the defeat of a capon the Independent Care Waiver Program. TheGovernor’s Council on Developmental Disabilities(GCDD) honored these advocates during its annualaward ceremony.

“He has been an outspoken advocatefor his sister’s needs . . . He is eloquent because hetruly understands the needs of individuals withdisabilities and their families,” said Dave Blanchard,public policy director for the Atlanta Alliance onDevelopmental Disabilities.

concerns and worked with providers oncompromises over rate increases. He also protectedthe waiting list slots,” Blanchard said.

“These seven individuals spoke at the pressconference on the ICWP and testified before severalcommittees. They did not just complain about whatwas being proposed, they also provided ideas forhow to address the problem. Without these tirelessefforts, we would not have experienced the successes

that we have witnessed,”explained Dottie Adams,director of individual andfamily support for GCDD.

Incoming GCDD Chairperson Tom Seegmuellerexplained why outgoing Chairperson Lynnette Braggearned the award. “Since 1999, Lynnette has put herheart and soul into GCDD and to making sure thatpeople with developmental disabilities and theirfamilies have a voice and are heard bypolicymakers.”

EXECUTIVESDISCOVER PEOPLEWITH DISABILITIESCAN AND WANTTO WORK

During the Governor’s Council on DevelopmentalDisabilities’ 2005 Discovery Tour, top executives fromlarge, mid-sized and small companies in Atlantawere invited to learn about the disabilitycommunity.

Discovery Tour co-host Gloria Johnson-Goins,vice president of diversity at The Home DepotCorporation, said that corporations should seepeople with disabilities as people who can beproductive employees. “We want a Georgia thatemploys all its citizens who want to work.”

During the tour, participants learned:

n People with disabilities want to work. KateGainer, disABILITY LINK advocacy coordinator,said, “I challenge you to provide us with theopportunities to become full, productiveAmericans.”

n Recruiting managers don’t always know thatpeople with disabilities are an untappedmarket. Discovery Tour Co-Host Dave Altman,vice president of corporate communication at theSouthern Company, said, “We’ve got to raiseawareness with people in business.”

n Project SEARCH, a program at Emory CrawfordLong Hospital has resulted in successfulemployment for a number of people withdevelopmental disabilities. “One thing I didn’task for, we’ve gotten: an increase in quality,”noted Chief Operating Officer Albert Blackwelder.

n Assistive technology (AT) can make workingpossible for people with disabilities. Manycompanies see AT as a financial barrier, but inmany cases, AT can be as simple as a piece ofplywood to prop up a piece of equipment.

“Assistive technology plays a vital role inhelping people with disabilities, their families and their employers,” Altman said.

ReBoot – Assistive Technology Resource Center(ATRC) in Tucker, Ga., offers a “try before youbuy” option so people don’t make costlyinvestments in the wrong technology.

n Stereotypes and attitudes affect peoplewith disabilities in the workplace. Beforebecoming an attorney for the GeorgiaAdvocacy Office, Crystal Beelner, who hasdwarfism, was able to land initialinterviews, but once people saw her, shewasn’t called back for a second interview.“That’s why it’s so important to crossattitudinal barriers,” she said.

n East Lake Commons, a visitablecommunity in Decatur, has simplefeatures that allow people in wheelchairsto be able to visit, including no-stepentrances, wider doorways andbathrooms with room for wheelchairs.

“Without these tireless efforts, we would not have

experienced the successes that we have witnessed

over the last few years.”

“We want a Georgia that employs all its citizens

who want to work.”

PEER SUPPORTPROJECT FOSTERSINDEPENDENCE

After her accident, Cheryl Laurendeau was afraidto leave her home because she didn’t feelcomfortable with her wheelchair.

“I was scared when I first became disabled,” sherevealed.

But all that changed when she turned to a peersupporter. “My first peer supporter invited me to anIndependent Living Center. I was afraid because I’dhave to ride MARTA, but it was easy. Nobody couldhave told me that except someone who’d beenthrough it,” she said.

Since that first breakthrough, Laurendeau, a member of the Governor’s Council onDevelopmental Disabilities (GCDD) has beendedicated to helping other people with disabilitiesbecome more independent, and is now a facilitatorfor a new program, organized by GCDD, that helps train peer supporters, the Georgia Peer Support Project.

“Our goals for the project are to strengthen peersupport; make it available to more people; and, helppeer support be recognized as a skill that can bepaid for by Medicaid,” explained Linda Pogue, ofdisABILITY Link, who provides administrativesupport and coordination to the project.

The formal curriculum was facilitated by LindaKendall Fields, who had worked with Georgia’sDepartment of Community Health developing agingand disability services and policies, but the bulk ofthe training curriculum was developed by peoplewith disabilities.

“There’s not much published for peer supporttraining,” Kendall Fields said. “So the curriculumcommittee brought the experiences they had in peersupporting at their Independent Living Centers.

The training sessions are three days long, withthe first day focused on providing backgroundinformation on peer support and defining why it isimportant.

Training sessions help participants build anetwork of other peer supporters with whom theycan share information and experiences.

According to Laurendeau, “Someone has toshow people with disabilities they can beindependent, and that should be someone who isindependent . . .we had to find more innovative waysto do things, and we can share that,” she said.

Peer support can be accessed through themajority of Georgia’s Independent Living Centers,and most supporters are volunteers. Projectorganizers hope this increased professionalism will lead to paid peer supporter positions, fundedeventually by Medicaid.

“Peer supporters are going to be an essentialpart of self determination. They have a backgroundin finding resources and can help individuals dowhat they want to do,” Laurendeau said.

ADVOCATESWORK TO FREECHILDREN

When disability advocates at the GeorgiaAdvocacy Office (GAO) discovered 141 childrenunder the age of 22 were still living in state-runinstitutions, intermediate care facilities, nursinghomes and a private facility, they knew somethinghad to be done.

“The GAO knew of some children and hadasked the state of Georgia for a list of children instate-run facilities,” explained Patricia Nobbie,D.P.A., deputy director of the Governor’s Council onDevelopmental Disabilities (GCDD). Once the GAOreceived the list, it joined with its federal partners,GCDD and the Institute on Human Developmentand Disability (IHDD).

The federal partners, along with People First andthe Statewide Independent Living Council (SILC)lobbied for a resolution in the Georgia House ofRepresentatives in 2005.

The Children’s Initiative Resolution (HouseResolution 633) urges the Department of HumanResources (DHR), the Department of CommunityHealth (DCH), the Department of Education(DOE), the Department of Labor (DOL) and theDepartment of Juvenile Justice (DJJ) to present theGeneral Assembly with a plan to provide home and

community-based supports to children under theage of 22 who are living in state-run facilities and toimplement the plan within five years. It also calls forthe Speaker of the House to appoint an oversightcommittee to help develop the plan that includespeople with disabilities, members of the legislatureand members from GAO, GCDD and IHDD.

Rep. Judy Manning (R-Marietta), chair of theChildren and Youth Committee, brought theresolution to the House. “Children don’t needinstitutions. The committee will take the lead tooffer the state departments solutions to solveproblems and get kids out of institutions and backinto their communities.”

GAO is gathering information on the children.“Essentially, their stories are: ‘When I needed help –either with physical or emotional support – therewas no place to go. That’s when I was advised toplace her into an institution.’ No one is asking theparents what supports they need to keep theirchildren home,” explained GAO Project DirectorGillian Grable.

SILC Executive Director Pat Puckett stressed howimportant being in the community is. “We stronglybelieve people with disabilities should be integratedinto society and included in the world around them.It is especially important to start young becauseeverybody gets used to them and understands that’show it should be.”

GAO, GCDD and IHDD also help fund theinitiative. “We expect the planning process to costabout $100,000,” Nobbie said. The organizationsalready hosted a summit on the topic in August.

EMPLOYMENTFIRSTAdvocates Want Jobs, Not Programs

Imagine a place where people with disabilitieswho can work, must work. Where day habilitationprograms are no longer an option, and the use ofemployment and day program funds for working ageadults are used to establish employment supports.

This scenario is more than a daydream. For thepeople of Washington State, it will become realityJuly 1, 2006. And the disability community inGeorgia is watching the process carefully.

David Mank, director of the Institute onDisability and Community at Indiana University,helped Washington create this newpolicy that hits on several key issues:

n People with disabilities, including significantcognitive or physical disabilities, must beemployed or engaged in activities clearly intended to end in employment.

n Only people with serious continuous health careissues or those who are dangerous to themselvesor others are exempt.

Mank hasadvice for stateslike Georgia thatwant to movetoward a similarmodel. “As longas the state pays aservice providerthe same amountof money to putsomeone in a segregated workshop as they do forsupported employment, it won’t change. The statehas to say ‘we value the outcome of employmentmore than we value segregating people,’” he said.

Georgia is taking the first step towardimplementing similar employment policies. “The‘Employment First’ initiative says that for adults

with developmentaldisabilities, theprimary choiceshould beemployment,” Mank said.Disability advocatesfrom the Governor’sCouncil onDevelopmental

Disabilities, the Georgia Advocacy Office and theInstitute on Human Development and Disability arediscussing how to improve employment options forGeorgians with disabilities.

“First, they need to concentrate on getting jobsto everyone who wants one. Then they have to makeit worth the money – service providers would getless money for segregated settings than for findingjobs,” Mank said.

Mank has high hopes for the success of a betteremployment policy. “The leadership is organized inthe state of Georgia, and there’s a core of excitementthere,” he said.

COUNCIL MEMBERSGail Bottoms, a self-advocate, is married to Johnny, and

has a son, David, who was diagnosed in third grade with a

learning disability.

David Cowan, a self-advocate, is a coordinator for the Georgia Interpreting Services Network. He has had a hearing impairment since birth.

Regina “Reggie” Heinrich is a parent advocate. Heinrich’s son, Jeffrey, has autism and a heart condition.

Chris Hunnicutt is a former insurance and investmentprofessional who is now a stay-at-home dad. His son,Christopher, was born with Down syndrome.

Tameeka L. Hunter, a self-advocate, is ADAPT’s coordinator for Georgia Institute of Technology. Hunter was diagnosed with cerebral palsy at 18 months.

Julia (Julie) M. Lee, Ph.D. is a professor of SpecialEducation at Valdosta State University. Lee helps trainprofessionals to serve infants, toddlers, preschoolers and schoolage students with disabilities and their families. She is theparent of a son with disabilities.

Jane Massey is a community initiatives coordinator, HousingFinance Division, Georgia Department of Community Affairs.Massey has a younger brother with a developmental disability.

Lenora Maynard is a self-advocate at the City Club ofMacon. She has cerebral palsy.

Darlene M. Meador, Ph. D., directs the Office of Collaborative Planning, Division of Mental Health,Developmental Disabilities and Addictive Diseases, GeorgiaDepartment of Human Resources.

Ruby Moore is executive director of the Georgia Advocacy Office.

Norma Jean Morgan is director of Aging and CommunityServices in Georgia Medicaid. She lives in Clyo, Ga. and isresponsible for long-term care services, including MRWP andCHSS home and community-based services.

Phil Pickens is director of the Division for ExceptionalStudents, Department of Education.

Millicent P. Powell is membership associate/educator at Zoo Atlanta. Powell’s daughter, Sagirah, is legally blind and has mild cerebral palsy and a hearing impairment.

Zolinda Stoneman, Ph. D., directs the Institute of HumanDevelopment and Disability. Stoneman has spent the past 26years working in various areas of the disability community.

Michael L. Thurmond, J.D., is the commissioner, GeorgiaDepartment of Labor. Thurmond is the former director ofRehabilitation Services, which provides services to Georgianswith disabilities.

Dr. Licheng Tian, M.D., Ph.D., born in China, is aphysician and medical director, Center for Community Healthat University Hospital in Augusta. He also serves in part-timepositions as physician/officer of the day at Georgia RegionalHospital and Veterans Affairs Medical Center, both in Augusta.Tian’s son, Evan, was diagnosed with autism at age 4.

GRASS ROOTSADVOCACY BUILDSRELATIONSHIPS

Advocacy for many began long before Georgia’slegislative session opened in January; it beganduring the election process as the political partiesapproached their respective primaries.

Heidi Fernandez is the chairperson of theAdvocacy and Information Committee of theGovernor’s Council on Developmental Disabilities(GCDD) and the mother of Andrew, who hasautism. She collaborated with 13 organizations tosponsor a political forum in Cobb County.

“We were able to bring families and legislatorstogether – and for some families, it was the first timethey ever met a legislator,” Fernandez said. “It was

the beginning of building relationships that willcontinue throughout the legislative session, and itwas a great opportunity to educate legislators.”

Twelve candidates participated in the forum,which attracted over 100 people, as well as twounopposed legislators who attended to learn more.

“Give yourself enough planning time,”Fernandez advises those considering hosting apolitical forum. “Collaborate with otherorganizations and individuals in the community;work on getting the word out to as manyorganizations as you can.”

Generally, the debate is not whether a candidatewill support programs that help people withdisabilities, but where disability funding issues fallas a matter of budget priorities. Activists have toassure their disability questions are well thoughtout, and that candidates are measured on theircommitment to the disability priorities.

Steve “Thunder” Tumlin, (R-Marietta)participated in the Cobb forum. “Without thatmeeting, I would probably never have broughtmyself up to date on these issues.

“My awareness quadrupled, and I was impressedthat not only advocates were there but people withspecial needs were there, too,” Tumlin said.

GCDD developed a 23-page Guide to HostingForums to help people put a successful forumtogether. The strategy paid off, allowing thedisability community to connect with otherorganizations and legislators across the state.

“Collaborate with otherorganizations and individuals

in the community; workon getting the word out to

as many organizations asyou can.”
