HILITARIZATION OF POLITICS: ANALYTICAL PRAHEWORK
1. T r a d i t i o n a l R o l e o f H i l i t a r y
The m i l i t a r y is t h e main armed wing o f a s t a t e . I t is
a p a r t o f s o c i e t y ' s p o l i t i c a l s t r u c t u r e and an i n s t r u m e n t of
t h e p o l i c y p u r s u e d by t h e r u l i n g c l a s s e s i n r e g a r d t o
i n t e r n a l and e x t e r n a l a f f a i r s . The o r g a n i s e d s e t t i n g up o f
t h e m i l i t a r y s t a r t e d when t h e s t a t e emerged .
A l though i t is i m p o s s i b l e t o d e t e r m i n e p r e c i s e l y when
and how t h e s t a t e s y s t e m emerged , it is u n d e n i a b l e t h a t
f o r c e was a p o s i t i v e f a c t o r i n b r i n g i n g i t a b o u t . The
m i l i t a r y came i n t o b e i n g , among o t h e r t h i n g s , t o m a i n t a i n
i n t e r n a l p e a c e and o r d e r and p r o t e c t i n g t h e s t a t e f rom
e x t e r n a l d a n g e r s . T h i s c o e r c i v e power, t h e power t o e n f o r c e
d e c i s i o n , was employed by t h e s t a t e i n t h e p e r f o r m a n c e o f
i t s f u n c t i o n s . Thus , n a t u r a l l y , t h e s e p o l i c e f u n c t i o n s of
t h e s t a t e n e c e s s i t a t e d t h e m a i n t e n a n c e of a mach ine ry
c a p a b l e o f a c h i e v i n g t h i s e n d . I t is i n t h i s c o n t e x t t h a t
t h e army began t o p l a y i ts r o l e i n p o l i t i c s i n t r a d i t i o n a l
s o c i e t y .
I n an a n t a g o n i s t i c s o c i e t y , t h e army as a whole was an
i n s t r u m e n t i n t h e h a n d s of t h e e x p l o i t i n g c l a s s e s and
c o n f r o n t e d t h e p e o p l e a s an a l i e n and h o s t i l e f o r c e .
I n s t a n c e s o f t h i s c a n b e c i t e d f rom h i s t o r y . The a r m i e s o f
s l a v e s l e d b y S p a r t a c u s i n a n c i e n t Rome, and p e a s a n t s
f i g h t i n g i n p e a s a n t w a r s , u p r i s i n g s i n F r a n c e and England i n
t h e 1 4 t h c e n t u r y , Germany i n t h e 1 6 t h c e n t u r y , t h e armed
w o r k e r s ' d e t a c h m e n t s and m i l i t i a b o d i e s s e t up d u r i n g t h e
P a r i s Commune i n 1 8 7 1 and t h e f i r s t R u s s i a n R e v o l u t i o n o f
1905-1907, e t c . The a r m i e s o f t h e e x p l o i t i n g c l a s s e s , on
t h e o t h e r hand , have a l w a y s been formed f o r t h e s i n g l e
p u r p o s e o f s u p p r e s s i n g t h e e n s l a v e d classes and c o n q u e r i n g
o t h e r c o u n t r i e s and n a t i o n s .
The armies o f b i g c o u n t r i e s i n t h e w o r l d have a l w a y s
been i n t h e f o r e f r o n t o f p r o m o t i n g c o l o n i a l i s m and neo-
c o l o n i a l i s m . I n t h e c o u r s e o f f o u r c e n t u r i e s , B r i t a i n , t h e
o l d e s t c o l o n i a l m a s t e r , u n l e a s h e d more t h a n two hundred war s
t o s e i z e f o r e i g n l a n d s and e n s l a v e o t h e r p e o p l e s . The
h i s t o r y o f U.S i m p e r i a l l i s m a l s o abounds i n wars and
p u n i t i v e e x p e d i t i o n s t o c o n q u e r f o r e i g n l a n d s o r t o s u p p r e s s
i n d i g e n o u s p e o p l e s . I n t h e U.S .S .R, t h e S t a l i n i s t r eg ime
u s e d its m i l i t a r y t o widen t h e h o r i z o n s o f i t s power and
i n f l u e n c e i n t h e n e i g h b o u r i n g c o u n t r i e s . The m i l i t a r y was
a l s o u s e d t o f o r c i b l y implement t h e i r i d e o l o g y and power i n
t h e E a s t e r n European c o u n t r i e s . I n A s i a , t h e m i l i t a r y was
n o t p a r t o f t h e r u l i n g e l i t e o r t h e p r i v i l e g e d c l a s s a t t h e
t i m e o f c o l o n i a l r u l e . A s l o y a l s o l d i e r s t h e m i l i t a r y
a c c e p t e d t h e i r c o n f i n e m e n t t o t h e b a r r a c k s and t o obey t h e i r
masters. Over t h e y e a r s , t h e r o l e of t h e m i l i t a r y h a s
e n t i r e l y changed e v e r y w h e r e . Today , t h e armed f o r c e s of
i m p e r i a l s i t s t a t e s p r e s e r v e and e x t e n d t h e i r d o m i n a t i o n even
i n t h e a r e a o f n a t i o n a l i n d e p e n d e n c e s t r u g g l e s .
Ro le o f Mil i tary and C i v i l - H i l i t a r y R e l a t i o n s i n D e v e l o p i n g C o u n t r i e s
The a s c e n d e n c y of m i l i t a r y o v e r p o l i t i c a l power i n many
of t h e d e v e l o p i n g c o u n t r i e s is a p e r v a s i v e phenomenon. The
m i l i t a r y had p l a y e d c o v e r t and o v e r t r o l e i n t h e p a s t b u t
t h e e x p a n s i o n o f i t s r o l e i n t h e p o l i t i c a l a r e n a , e s p e c i a l l y
i n t h e d e v e l o p i n g c o u n t r i e s , h a s been overwhelming d u r i n g
t h e p a s t t h r e e t o f o u r d e c a d e s . A l a r g e number of
c o u n t r i e s i n A s i a , A f r i c a and L a t i n America succumbed t o
m i l i t a r y i n t e r v e n t i o n o r p o u ~ d 'e - and c o u n t e r - c o u p s . I n
t h e s e c o u n t r i e s , t h e m i l i t a r y e i t h e r assumed power o r it
emerged as a f o r m i d a b l e a c t o r i n p o l i t i c a l p r o c e s s e s .
The r o l e o f t h e m i l i t a r y i n d e v e l o p i n g c o u n t r i e s h a s
u n c o v e r e d a number o f f e a t u r e s t h a t c o n s i d e r a b l y expand
t r a d i t i o n a l p e r s p e c t i v e s on t h e n i l i t a r y i n s t i t u t i o n . I n
t h e p a s t , a ' m i l i t a r y r e g i m e ' was u n d e r s t o o d m i l i t a r y
c o n t r o l l e d , a d m i n i s t e r e d and l e g i s l a t e d government a t e v e r y
l e v e l . Too o f t e n , t h e l a b e l a l s o s u g g e s t e d t h a t " p o l i t i c s "
was s e p a r a t e f rom t h e m i l i t a r y . But it is s e e n t h a t i n t h e
d e v e l o p i n g c o u n t r i e s , a c o a l i t i o n o f m i l i t a r y and c i v i l i a n
e l i t e s a s well as t o t a l m i l i t a r y r e g i m e s r u l i n g . E q u a l l y
i m p o r t a n t , p o l i t i c s is as i n t e n s e i n m i l i t a r y as i n c i v i l i a n
c o n t r o l l e d s y s t e m s . D e f i n i n g t h e r o l e of m i l i t a r y r e g i m e s ,

I n t h e T h i r d World phenomena o f m i l i t a r y i n t e r v e n t i o n s ,
i t is t o o o f t e n s e e n as i n t e r v e n t i o n by a c o h e s i v e and
m o n o l i t h i c m i l i t a r y i n s t i t u t i o n . I n d e v e l o p i n g c o u n t r i e s ,
m i l i t a r y i n s t i t u i o n s have i n t e r n a l d i s a g r e e m e n t s , d i s p a r a t e
l o y a l t i e s , and d i f f e r i n g p e r c e p t i o n s o f t h e i r r o l e .
Sometimes a h a n d f u l o f m i l i t a r y o f f i c e r s and s o l d i e r s a r e
s u f f i c i e n t t o o v e r t h r o w e x i s t i n g r e g i m e s i n a number o f
d e v e l o p i n g c o u n t r i e s . One of t h e e s s e n t i a l a s p e c t s o f a
s u c c e s s f u l m i l i t a r y i n t e r v e n t i o n is f o r t h e coup
p e r p e t r a t o r s t o i n s u r e t h e b a c k i n g , n e u t r a l i t y , o r a t l e a s t
i n d i f f e r e n c e o f t h e r e s t o f t h e m i l i t a r y . Ano the r i m p o r t a n t
a s p e c t o f m i l i t a r y r o l e is " r e t u r n t o t h e b a r r a c k s "
phenomenon. F o r example , u n d e r what c i r c u m s t a n c e s d o
m i l i t a r y men r e l i n q u i s h f o r m a l c o n t r o l o f a c o u n t r y and
r e t u r n t o t h e i r " t r a d i t i o n a l " r o l e , l e a v i n g p o l i t i c s t o
p o l i t i c i a n s ? T h i s phenomenon r a i s e s q u e s t i o n s a b o u t t h e
v e t o r o l e of m i l i t a r y who a r e i n t h e b a r r a c k s , a b o u t c i v i l -
m i l i t a r y r e l a t i o n s h i p s and a b o u t t h e d e g r e e o f c i v i l i a n
c o n t r o l .
The m i l i t a r y ' s r o l e i n d e v e l o p i n g n a t i o n s d o e s n o t
always s y n c h r o n i s e w i t h i ts i m p l e m e n t a t i o n o f a coup o r w i t h
t h e number o f s e a t s i t occu 'p i e s i n t h e o f f i c i a l s t r u c t u r e o f
a gove rnmen t . Bu t t h e power o f t h e m i l i t a r y e x i s t s
b a s i c a l l y i n i t s c o n t i n u i n g s t r e n g t h and a b i l i t y o r v i s i o n
t o i n f l u e n c e t h e p o l i t i c a l p r o c e s s o r s y s t e m o f a c o u n t r y .
The l a b e l " m i l i t a r y gove rnmen t " o r " m i l i t a r y r e g i m e s " was
t r a d i t i o n a l l y u s e d when a m i l i t a r y o f f i c i a l came t o power as
t h e head o f a s t a t e o r when a m i l i t a r y j u n t a became
e x e c u t i v e . But i n r e a l i t y , t h e m i l i t a r y is a l s o c a p a b l e o f
e x e r t i n g power f rom t h e b a r r a c k s .
The i n t e r a c t i o n be tween m i l i t a r y and c i v i l i a n e l i t e s is
a n o t h e r i m p o r t a n t a s p e c t o f t h e r u l e o f t h e m i l i t a r y . its
i n f l u e n c e and i m p a c t on t h e p o l i t i c a l s y s t e m is d e t e r m i n e d
i n no small way by c o a l i t i o n s be tween m i l i t a r y / c i v i l i a n
e l i t e s . The more r e a l i s t i c f o c u s , t h e r e f o r e , is t o examine
c o a l i t i o n b u i l d i n g and f a c t i o n a l p o l i t i c s w i t h i n t h e
m i l i t a r y and c i v i l i a n e l i t e g r o u p s and be tween m i l i t a r y and
c i v i l i a n faction^.^ The r e l a t i o n s h i p be tween m i l i t a r y and c i v i l i a n g r o u p s have an i m p o r t a n t b e a r i n g on p e r f o r m a n c e .
The smooth p e r f o r m a n c e and r u n n i n g of c i v i l i a n r e g i m e s a l s o
is n o t s o l e l y d e t e r m i n e d by t h e c i v i l i a n s who occupy t h e
o f f i c i a l s e a t s o f power . M i l i t a r y b e h a v i o u r and a t t i t u d e of
any c i v i l i a n r e g i m e h a s an i m p o r t a n t impac t on t h e f i n a l
p e r f o r m a n c e of any t y p e of r e g i m e . T h e r e f o r e , t o
a r b i t r a r i l y c a t e g o r i s e g o v e r n m e n t s a s m i l i t a r y o r c i v i l i a n
is t o m i s s t h e f u n d a m e n t a l mix of m i l i t a r y and c i v i l i a n
e l i t e s i n d e v e l o p i n g s t a t e s . A s s u g g e s t e d by S a r k e s i a n , by
a p p l y i n g t h e m i l i t a r y c i v i l i a n c o a l i t i o n one c a n e a s i l y
t r a n s c e n d n a t i o n a l b o u n d a r i e s and f o c u s on common p o l i t i c a l
f a c t o r s t h a t c u t a c r o s s r e g i m e s . 5
I n t h e c a s e o f a new n a t i o n , it is more e a s y f o r t h e
m i l i t a r y t o s e i z e power and more d i f f i c u l t t o g o v e r n t h e
c o u n t r y . Whi le e x a m i n i n g r u l e r s and t e c h n i q u e s of r u l i n g ,

A r e g i m e c a n s u r v i v e f o r a t i m e when t h e c i v i l i a n b u r e a u c r a c y o p p o s e s it . . . But no r eg ime can s u r v i v e i f t h e m i l i t a r y d o e s n o t a t least a c q u i e s c e i n i ts r u l e . . . Most c i v i l i a n l e a d e r s i n new s t a t e s , t h e r e f o r e , a r e a m b i v a l e n t i n t h e i r f e e l i n g s toward t h e i r a r m i e s . Answering t h e s e q u e s t i o n s J a n o w i t z c o n t i n u e d ; "Once
p o l i t i c a l power h a s been a c h i e v e d , t h e m i l i t a ry must d e v e l o p
mass p o l i t i c a l o r g a n i s a t i o n o f a c i v i l i a n t y p e o r it must
work o u t v i a b l e r e l a t i o n s w i t h c i v i l i a n p o l i t i c a l g r o u p s . .. 7 I n s e v e r a l c o u n t r i e s t h e m i l i t a r y found it e a s y t o s e i z e
power. B u t , when it came c l o s e r t o t h e r e a l i t y , it was much
more d i f f i c u l t f o r t h e m i l i t a r y t o g o v e r n t h e c o u n t r y and
l o o k a f t e r t h e w e l l - b e i n g o f t h e p e o p l e . The r o l e o f t h e
m i l i t a r y i n t h e p r o c e s s o f m o d e r n i z a t i o n h a s i m p o r t a n t
i m p l i c a t i o n s i n t r a d i t i o n a l s o c i e t i e s . J a n o w i t z o b s e r v e s
t h a t t h e r e is a w i d e s p r e a d n o t i o n o f t h e m i l i t a r y b e i n g
' t e c h n o c r a t i c i n o r i e n t a t i o n ' and c o n c e r n e d w i t h

I n t h i s c o n n e c t i o n , as V.R,Berghahn h a s p o i n t e d o u t ,
i t was, o f c o u r s e , one t h i n g t o s t a t e t h a t t h e m i l i t a r y i n
d e v e l o p i n g c o u n t r i e s d i d n o t f u l f i l a m o d e r n i s i n g r o l e , b u t
q u i t e a n o t h e r t o p u t f o r w a r d p l a u s i b l e e x p l a n a t i o n s o f
t h i s . On t h e a n a l y s i s o f Samuel P . H u n t i n g t o n - s
m o d e r n i z a t i o n t h e o r y m i l i t a r y i n t e r v e n t i o n i n p o l i t i c s a r e
n o t m i l i t a r y . Bu t p o l i t i c a l and r e f l e c t n o t t h e s o c i a l and
o r g a n i s a t i o n a l c h a r a c t e r i s t i c s o f t h e m i l i t a r y
e s t a b l i s h m e n t , b u t t h e p o l i t i c a l and i n s t i t u t i o n a l
s t r u c t u r e o f ~ o c i e t y . ~ He s t a r t s f rom t h e b a s i c a s s u m p t i o n
t h a t " t h e g e n e r a l p o l i t i c i z a t i o n o f s o c i a l f o r c e s and
i n s t i t u t i o n s ' is t h e most i m p o r t a n t f e a t u r e o f a l l
d e v e l o p i n g s o c i e t i e s .
When we compare t h e r o l e and f u n c t i o n o f m i l i t a r y i n
d i f f e r e n t c o u n t r i e s , a v a r i e t y o f p a t t e r n s on m i l i t a r y r o l e s

m i l i t a r y o f f i c e r s are g e n e r a l l y a t t a c h e d t o t h e i r midd le -
c lass i n t e r e s t s and v a l u e s y s t e m s .
Whi le a n a l y s i n g t h e m i l i t a r y in>lvement i n d o m e s t i c
p o l i t i c s and its c o n s e q u e n c e s f o r f o r e i g n and d e f e n c e
p o l i c i e s , T.W.Park and F . A b o l f a t h i o b s e r v e d t h a t ' c o u n t r i e s
w i t h a s t r o n g p o l i t i c a l r a t i n g o f t h e m i l i t a r y t e n d t o s p e n d
a h i g h e r p r o p o r t i o n o f t h e i r g o v e r n m e n t a l r e v e n u e s f o r

I t is c l e a r t h a t t h e r o l e o f t h e m i l i t a r y i n A s i a ,
Africa and L a t i n Amer ica d i f f e r s c o n s i d e r a b l y f rom Western
p e r c e p t i o n s o f t h e r o l e o f t h e m i l i t a r y i n d o m e s t i c
p o l i t i c s . I n t h e 1 9 6 0 ' s , l e a d i n g American p o l i t i c a l
s c i e n t i s t s r e g a r d e d t h e m i l i t a r y a s t h e o n l y i n s t i t u t i o n

The f e a t u r e s and c h a r a c t e r i s t i c s o f m i l i t a r y e l i t e s a r e
n o t a l w a y s t h e same w i t h i n d i f f e r e n t n a t i o n s . They d i f f e r
f rom c o u n t r y t o c o u n t r y and r e g i o n t o r e g i o n . However,
t h e r e a r e c o m m o n a l i t i e s s u c h as a c t i n g as a c o n s e r v a t i v e
f o r c e , a s a n a t i o n a l i s t i c o r r e v o l u t i o n a r y f o r c e o r as a
c o m b i n a t i o n o f c i v i l - m i l i t a r y a l l i e s o r as a n i n s t r u m e n t i n

m i l i t a r y c o n s t r u c t s c i v i l i a n f r o n t o r g a n i s a t i o n s o r s t a f f s
o f c a b i n e t s w i t h p o l i t i c a l t e c h n o c r a t s . A s a r e s u l t o f
t h i s , t h e m i l i t a r y r e m a i n s a f o r c e b e h i n d t h e s c e n e t o
s t r e n g t h e n t h e c i v i l i a n r u l e r s , and a t a minimum a p o w e r f u l
p r e s s u r e g r o u p whose i n t e r e s t s and v i e w s must be t a k e n i n t o
a c c o u n t . Norma l ly , a u t h o r i t a r i a n r u l e r s i n t h e d e v e l o p i n g
c o u n t r i e s u s e t h e m i l i t a r y t o p r o t e c t t h e i r i n t e r e s t s .

3. F a i l u r e o f P o l i t i c a l P a r t i e s and X i l i t a r y I n t e r v e n t i o n
The m i l i t a r y g e n e r a l l y t a k e s o v e r a c o u n t r y on t h e
p r e t e x t o f c l e a n i n g u p t h e mess c r e a t e d by t h e p o l i t i c i a n s .
The a rgument advanced is t h a t t h e d e m o c r a t i c i n s t i t u i o n s
have been r e n d e r e d i n e f f e c t i v e d u e t o t h e c o r r u p t i o n o f
p o l i t i c i a n s a n d , t h e r e f o r e , t h e a d m i n i s t r a t i o n n e e d s t o b e
s t r a i g h t e n e d o u t . I t is t o some e x t e n t a f a c t t h a t most
s o c i e t i e s i n t h e T h i r d World f a i l e d t o e v o l v e a s t r o n g and
v i a b l e p o l i t i c a l s y s t e m . C lemen t J o h n , a P a k i s t a n i l awyer

t h i s is n o t d u e t o t h e s h o r t c o m i n g s o f t h e p e o p l e o r

w i t h complex p r o b l e m s r e l a t i n g t o r a c e , c u l t u r e , r e l i g i o n ,

b r u t e f o r c e w i t h o u t t a k i n g i n t o c o n s i d e r a t i o n t h e d e s i r e s
o r w i l l o f t h e p e o p l e . I n r e a l i t y t h e i s s u e s a r e n o t
r e a l l y s o l v e d t h e y o n l y submerge f o r a w h i l e . Meanwhile t h e
r e s e n t f u l f e e l i n g s o f t h e p e o p l e keep b u i l d i n g u p b e n e a t h
t h e s u r f a c e and p o l a r i s a t i o n becomes d e e p be tween d i f f e r e n t
s e c t i o n s o f t h e s o c i e t y .

p o l i t i c a l i s s u e s c a n n o t be r e s o l v e d b y s u p p r e s s i o n o f t h e

4 . M i l i t a r i z a t i o n and C i v i l i a n Regimes
M i l i t a r i z a t i o n is i d e n t i f i e d as a m u l t i f a c e t e d
phenomenon. The r u l i n g g r o u p e n f o r c e s i t a s a s y s t e m t o
c o n t r o l t h e economic , p o l i t i c a l and s o c i a l s p h e r e s o f l i f e .
I t s d i v e r s i t y l i e s i n t h e d i f f e r e n t y e t i n t e r r e l a t e d
i n t e r p r e t a t i o n s t h a t c a n be a t t a c h e d t o i t . ' D e f i n e d
o p e r a t i o n a l l y , m i l i t a r i z a t i o n c a n r e f e r t o t h e d e f e n s i v e
r e a c t i o n of a t h r e a t e n e d economic and p o l i t i c a l o r d e r , t h e
p o s t u r e o f wh ich o f t e n t e n d s t o m i l i t a r y a b u s e s and t h e
c u r t a i l m e n t o f c i v i l l i b e r t i e s . I t c a n a l s o mean t h e

The r ise o f m i l i t a r i s m i n g e n e r a l and o f a m i l i t a r y
e l i t e i n p a r t i c u l a r is now a common phenomonen i n most As ian
c o u n t r i e s . Those d a y s a r e gone when G e n e r a l s b e l i e v e d i n
and a d h e r e d t o a h i g h d e g r e e o f p r o f e s s i o n a l i s m , one
s i g n i f i c a n t a s p e c t o f which was t o keep t h e army c o n f i n e t o
t h e b a r r a c k s . Today i t is t h e r e v e r s e . S e v e r a l o f t h e
c i v i l i a n r u l e r s who u s e t h e m i l i t a r y c o n t i n u o u s l y f o r t h e i r
own s a k e , c l a i m a r o l e f o r t h e m i l i t a r y i n t h e c o u n t r y ' s
p o l i t i c s as a matter o f r i g h t . Keeping t h e s o l d i e r s away
f rom c i v i l l i f e was c o n s i d e r e d n e c e s s a r y i n o r d e r t o p r e v e n t
them f rom succumbing t o i ts t e m p t a t i o n s . M i l i t a r y , t h e n ,
had a s p e c i f i c and r e s t r i c t i v e r o l e t o p l a y i n t h e power
s t r u c t u r e s . The r i g h t t o r u l e was c o n s i d e r e d t h e domain o f
t h e c o l o n i a l m a s t e r s , who u s e d t h e s e r v i c e s of t h e
b u r e a u c r a t s and t h e p o l i t i c i a n s f o r t h e p u r p o s e . The
m i l i t a r y was t r a i n e d and c o n d i t i o n e d and groomed t o s e r v e
t h e n e e d s o f t h e c o l o n i a l s y s t e m , which r a n g e d f rom b e i n g
u s e d as cannon f o d d e r t o b e i n g u s e d t o s u p p r e s s and c o n t r o l
t h e p e o p l e .
Over t h e y e a r s , c i v i l i a n r u l e r s i n T h i r d World
c o u n t r i e s s h a r p e n e d t h e r o l e of t h e m i l i t a r y and beceme
authoritarian with the support of the military. Military is
being used to advance the cause of the vested interests and
the ruling civilian elites. With increase in military power,
the ruling elite become more and more repressive in
suppressing political dissent. And thk military officers,
who enjoy a lot of privileges under the patronage of
civilian rulers, are not answerable to any one. This
obviously leads to abuse of power and authority. The
military succeeds in keeping the lid on the situation by
increasing the process of militarization in society.
Australian political scientist Richard Tanter describes
some characterstics of a militarised society. First, the
presence of the military in government, either as a military
government or immediately beneath the executive power.
Second, the military's presence in that society's economic
life. The level at which this intervention takes place may
vary from village level coercion to something close to a
corporatist national security role for the military in
economic developement. Third, is the militarization of
social instituions where the traditional values and norms
are bent, or are in the process of being bent, toward
military values and norms. Fourth, is the administrative

A l l t h e s e f e a t u r e s d e v i a t e f rom t h e t r a d i t i o n a l c o n c e p t
and r o l e of t h e m i l i t a r y . A c c o r d i n g t o t h e c o n v e n t i o n a l
2 0 t h c e n t u r y p o l i t i c a l mode l s , t h e m i l i t a r y ' s t a s k s a r e
s i m p l y t o d e f e n d and p r o t e c t t h e e x i s t e n c e o r i n t e g r i t y o f
t h e s t a t e a g a i n s t a n y p e r c e i v e d e x t e r n a l o r i n t e r n a l t h r e a t
o r a t t a c k . I n t h i s c o n n e c t i o n F e r n a n d o V.Cao s t a t e s :
S i n c e t h e m i l i t a r y owes its l o y a l t y o n l y t o t h e s t a t e and n o t j u s t t o any o f its b r a n c h e s , t h e m i l i t a r y s h o u l d n o t e n g a g e i t s e l f i n t h e p o l i c y making p r o c e s s e s i n t h e gove rnmen t , e x c e p t p e r h a p s f o r m a t t e r s d i r e c t l y c o n c e r n i n g i t . Thus , t h e m i l i t a r y e s t a b l i s h m e n t is c o n s t r u e d t o b e s t r i c t l y a p o l i t i c a l and n o n - p a r t i s a n , an o b e d i e n t e n f o r c e r of l a w a g and p o l i c i e s a r r i v e d a t by o t h e r s t a t e o r g a n s .
U n f o r t u n a t e l y t h e e v i l s o f a u t h o r i t a r i a n o r d i r e c t
m i l i t a r y j u n t a s r e s u l t i n t h e m i l i t a r y ' s n o t i o n o f i ts
responsibility as covering all state processes; that it no
longer is a component of the state but the latter's
synonym. Here, we must understand from our Asian
experiences, especially of the civilian democratic regimes,
the fact that militarisation is not just military
leadership. In fact, it is merely one of its more blatant
features. This phenomenon has often developed under
civilian leadership or where the military is kept on a
fairly tight leash by civilian politicians. In developing
nations where a civilian government is in power,
militarization has become the most important cause of
increased political instability. F-V-Cao reveals the fact
that the emergence of authoritarian strongmen were generally
preceded by dramatic political and social unrest or tragic
events which dramatize the apparent impotence of civilian
rulers operating under the conventional democratic
processes. Usually, the situation appears to be so chaotic
that to let things deteriorate means the collapse of that
society. 20
In order to exaggerate t h e gravity of the
internal situations, normally civilian authoritarian rulers
p r o p a g a t e an i d e a t h a t t h e c o u n t r y is i n d a n g e r and t h a t
r e v o l u t i o n a r y g r o u p s are o u t t o s e i z e power . Amid a l l
t h i s p r o p a g a n d a would emerge a u t h o r i t a r i a n f i g u r e s a s t h e
r e a l " p a t r i o t s " i n t h e c o u n t r y , o r m i l i t a r y o f f i c e r s who
c l a i m t h a t t h e i r i n t e r v e n t i o n i n d i s p e n s a b l e t o meet t h e
" g r a v e s i t u a t i o n " . A c l a s s i c example o f t h i s was t h a t o f
P r e s i d e n t Marcos o f t h e P h i l i p p i n e s who, t i l l he was d e p o s e d
u s e d t o j u s t i f y h i s d i c t a t o r s h i p s a y i n g t h a t i t was
n e c e s s a r y " t o s a v e t h e n a t i o n and r e f o r m s o c i e t y " .
The P h i l i p p i n e s is a t y p i c a l example o f how a c i v i l i a n
d e m o c r a t i c r e g i m e t u r n e d i n t o an a u t h o r i t a r i a n d i c t a t o r s h i p
u n d e r t h e s u p p o r t g i v e n by t h e m i l i t a r y . B e f o r e M a r t i a l law
was imposed i n 1972, t h e c o u n t r y was p a s s i n g t h r o u g h a g r a v e
s i t u a t i o n . P e o p l e were d i s g r u n t l e d . The economy o f t h e
c o u n t r y had d e t e r i o r a t e d , w h i l e t h e r u l e r s p roved t o be
p r o d i g a l s . The s o c a l l e d communist i n s u r g e n c y was n o t a t
a l l a t h r e a t t h e n , b u t a s n a l l g u e r i l l a g r o u p ; b u t , t h e r e
was p o l i t i c a l u n r e s t r o c k i n g even t h e p r e s i d e n c y . Even
t h o u g h , t h e r e was n o d e c i s i v e p o l i t i c a l o p p o s i t i o n which was
s t r o n g enough t o c a p t u r e s t a t e power - o n l y t h e Marcos gove rnmen t and its m i l i t a r y backup were sup reme .
T h i s k i n d o f a c i v i l i a n gove rnmen t shows a t e n d e n c y t o
s e i z e a l l g o v e r n m e n t a l powers and c o n s o l i d a t e i ts a u t h o r i t f .
T h e s e r e g i m e s , t h e n , d e v e l o p d e p e n d e n c e i n t h e West by
enmeshing t h e m s e l v e s i n t h e I n t e r n a t i o n a l economic and
p o l i t i c a l o r d e r . They e n c o u r a g e f o r e i g n i n v e s t m e n t s i n
t h e i r economies and r e s o r t t o c o u n t e r - i n s u r g e n c y o p e r a t i o n s
a t home. They r e c e i v e huge m i l i t a r y a i d f rom t h e West t o
s t r e n g t h e n t h e i r m i l i t a r y s o as t o b e a b l e t o s u p p r e s s t h e i r
p e o p l e ' s c o l l e c t i v e i n i t i a t i v e s .
Somehow, t h e r e have been s p r e a d two n o t i o n s , t h a t t h e
p r a c t i c e o f democracy h i n d e r s deve lopmen t i n T h i r d World
c o u n t r i e s and t h a t d e v e l o p m e n t c a n come o n l y f rom t h e West.
Behind t h i s is t h e b e l i e f t h a t u n d e r d e v e l o p e d n a t i o n s are
u n d e r d e v e l o p e d b e c a u s e o f t h e i r p o l i t i c a l i m m a t u r i t y , which
is t r a c e a b l e t o c i v i l i a n p o l i t i c i a n s and t h e i r p o l i t i c k i n g k .
5 . G l o b a l M i l i t a r i z a t i o n : Its C a s u s e s and Consquences
S i n c e 1700 A . D . t h e r e have been 4 7 1 w a r s , ( c o n f l i c t s
i n v o l v i n g t h e d e a t h o f 1,000 o r more p e r y e a r ), r e s u l t i n g
i n 1 0 1 , 5 5 5 , 0 0 0 f a t a l i t i e s . 21 To convey a t r u e s e n s e of t h e
r e a l i t y b e h i n d t h o s e numbers - t h e human t r a g e d i e s and f u t i l e w a s t e o f l i f e -- is beyond t h e l i m i t e d l i t e r a r y

H i s t o r i c a l l y , as many c i v i l i a n s a s p r o f e s s i o n a l
s o l d i e r s have been k i l l e d i n wars. I n t h e 1 8 t h , 1 9 t h and
t h e 2 0 t h c e n t u r i e s , c i v i l i a n s r e p r e s e n t e d a b o u t 50 p e r c e n t
o f w a r - r e l a t e d d e a t h s . R e c e n t l y , t h e p r o p o r t i o n o f t h e
c i v i l i a n d e a t h t o l l h a s been g o i n g u p . I n t h e 1 9 6 0 ' s ,
c i v i l i a n s a c c o u n t e d f o r 52 p e r c e n t o f t h e d e a t h s ; i n t h e
1 9 7 0 ' s f o r 73 p e r c e n t ; and s o f a r i n t h e 1 9 8 0 ' s f o r 8 5
p e r c e n t . 22
Europe was t h e p r i n c i p a l s i t e o f wars and war r e l a t e d
d e a t h s o v e r t h e p a s t t h r e e c e n t u r y s p a n . But t h e g e o g r a p h y
o f w a r f a r e h a s changed r a d i c a l l y . S i n c e t h e Second World
War, o n l y o n e c o n f l i c t , (U.S .S .R i n t e r v e n t i o n i n t h e

Both t h e U.S and t h e U.S.S.R a b e t m i l i t a r i z a t i o n
b e c a u s e m i l i t a r i z a t i o n t i e s d e v e l o p i n g n a t i o n s t o them, as
ASEAN c o u n t r i e s f o r example , a r e t i e d t o t h e U.S and Vietnam
t o t h e U.S .S .R, and f u e l s t h e a m b i t i o n s o f t h e s u p e r - powers t o r u l e t h e w o r l d . Militarism p r o v i d e s t h e s u p e r
powers w i t h t e s t i n g g r o u n d s f o r new weapons, and a r e a s i n
which t o f i g h t p roxy w a r s , u s i n g t h e a r m i e s o f t h e i r
s a t e l l i t e s t o t e s t e a c h o t h e r ' s s t r e n g t h of w i l l w i t h o u t
c o m m i t t i n g t h e i r own t e r r i t o r i e s o r r i s k i n g t h e s a f e t y o f
t h e i r own p e o p l e .
I n 1987 t h e r e a r e s i x t i m e s a s many Amer icans u n d e r

m i l i t a r y p r o f i l e o f t h e c o u n t r y . I n two ma jo r r e s p e c t s U.S
p o s t - w a r g o v e r n m e n t s assumed m i l i t a r y commitments which
expanded t h e i r c o u n t r y ' s g l o b a l r o l e . One r e l a t e d t o t h e
c o n t a i n m e n t o f S o v i e t and C h i n e s e e x p a n s i o n i s m i n Europe and

s i z e o f t h e b u d g e t , was t h e i n c r e a s e d p o l i t i c a l power o f t h e
m i l i t a r y - i n d u s t r y complex .
A f t e r t h e f o r m a t i o n o f NATO i n 1949, a l a r g e body o f
U.S f o r c e s r ema ined i n Europe , and t h e U.S h a s , f rom t h e
e a r l i e s t y e a r s , c a r r i e d t h e ma jo r s h a r e of t h e o v e r a l l

A f t e r t h e Vietnam war , . t h e U.S a d o p t e d a " n e v e r a g a i n "
s t a n c e on t h e u s e o f U.S combat t r o o p s i n i n t e r n a l c o n f l i c t s
i n t h e T h i r d World - t h i s b e i n g t h e s o c a l l e d "Vietnam
Syndrome". Under t h e N i x o n D o c t r i n e , Amer icas
c o u n t e r i n s u r g e n c y f u n c t i o n was d e l e g a t e d t o " s u r r o g a t e
gendarmes" s u c h a s I r a n and ~ r a z i l . ~ ~ With t h e f a l l o f t h e
Shah , however , U.S l e a d e r s l o s t c o n f i d e n c e i n t h e Nixon
D o c t r i n e , and began moving t o w a r d s t h e r e i n s t a t e m e n t o f

d e f i n e d more as a p rob lem o f t h e s e c u r i t y o f i t s b o u n d a r i e s .
The Warsaw P a c t is t h e d e f e n c e r e s o r t t h a t would impede a
c o n v e n t i o n a l a g g r e s s i o n o f t h e S o v i e t Union f rom Europe . I n
a d d i t i o n t o t h i s , s i n c e t h e 1 8 6 0 ' s t h e r e is t h e p r o t e c t i o n
t o c e r t a i n a l l i e d c o u n t r i e s l i k e Cuba, Vie tnam, Ango la ,
E t h i o p i a and Mozambic. The i n v a s i o n o f A f g h a n i s t h a n is p a r t
o f t h e d e f e n c e - b o u n d a r y l o g i c and t h e s e c l u s i o n and
c o n f i n e m e n t p s y c h o s i s , a f t e r t h e U.S.A-China a p p r o x i m a t i o n .

6. H i l i t a r i z a t i o n i n t h e T h i r d World
I f t h e g l o b a l m i l i t a r i z a t i o n ' s mos t o u t s t a n d i n g
f e a t u r e s a r e t h e n u c l e a r and c o n v e n t i o n a l a rms r a c e , an
i n c r e a s i n g t e n d e n c y t o r e s o r t t o f o r c e and i n t e r v e n t i o n i s m ,
and t h e t r e n d t o w a r d s u s i n g m i l i t a r y c o n s i d e r a t i o n s t o
d o m i n a t e i n t e r - s t a t e r e l a t i o n s , e q u a l l y p e r t u r b i n g t r e n d s
c a n be n o t i c e d a t t h e n a t i o n a l l e v e l . T a k i n g i t i n t h e
g l o b a l c o n t e x t , m i l i t a r i z a t i o n c a n assume t h e c h a r a c t e r o f
supe rpower n a t i o n s s t o c k p i l i n g and p r o d u c i n g n u c l e a r - a r m e d
weapons i n t h e s e e m i n g l y u n e n d i n g race f o r m i l i t a r y
sup remacy . But m i l i t a r i z a t i o n is n o t j u s t m e r e l y m i l i t a r y
l e a d e r s h i p o r n u c l e a r and c o n v e n t i o n a l a rms p r o l i f e r a t i o n .
I n f a c t , t h e s e a r e m e r e l y i ts more b l a t a n t f e a t u r e s .

A number of external and internal factors promote
militarization, whether it is at the global level or at
national level. However, common factors can be seen in both
cases, such as: 1. Militarization was the product of fear;
fear of the people in one case, and fear of the ousted elite
and colonial power in the other; 2. Militarization required
the collaboration of technocrats with the military: without
the former's know-how, the latter's coercive power was not
enough to govern the country; 3. Militarization would not
have succeeded or lasted for as long as it has were it not
abetted and aided by the superpowers. 43
When we analyse the causes of Third World
militarizsation, we can find several internal factors such
as unjust social system, racial structures, national
security syndrome, authoritarianism, internal violence,
insurgency, growth of popular movements, etc. And there are
also external factors such as superpower interventions, arms
race, etc.
In the Third World countries,normally a small segment
of the total population enjoys privileges and owns a major
part of the wealth of the country. The privileged class has

a c c e s s t o t h e government o r r u l i n g e l i t e s . A t t h e same

l i v e i n " s a n c t u a r i e s o f w e a l t h " s u r r o u n d e d by and p r o t e c t e d
f rom t h e i m p o v e r i s h e d m a s s e s . 44 Same is t h e c a s e o f any
s o c i e t y where t h e r e is u n j u s t r a c i a l d i s c r i m i n a t i o n . I n s u c h
s o c i e t y , t h e d o m i n a n t r a c i a l g r o u p i n g t e n d s t o r e l y on f o r c e
t o d i s c o u r a g e and overcome r e b e l l i o n on t h e p a r t o f t h e
o p p r e s s e d . 45 I n o r d e r t o p r o t e c t t h e i n t e r e s t s o f t h e
p r i v i l e g e d c l a s s e s , o n c e t h e m i l i t a r y is u s e d t o s u p p r e s s
t h e o p p r e s s e d masses o r a s o c i e t y h a s c r e a t e d a p o w e r f u l
m i l i t a r y a p p a r a t u s i n r e s p o n s e t o some r e a l o r imagined
