Executive Summary

When Rev. Guy Treweek, the new Priest in Charge, started in the parish in late 2011 there was no Mission Action Plan in place. The development of a formal 5-year plan will be shaped over the next

12~18 months, and will be shaped by lived-experience as our projects develop.

(For more information see Dynamic Mission Planning on page 9).

Core StrategySt Andrew’s seeks to love our neighbour, and thereby to bring the Transformation of the Gospel to this place and to those we encounter. Our strategic vision for bringing this about starts with the introduction of social gospel projects which increase the flow of people the parish church encounters. For us, an ideal project practically addresses the needs of one

group, whilst also creating volunteer or supporter opportunities for a different set of people too. In this way, two or more disparate groups of people are brought into relationship (with each other, and with the Church) through a single church-facilitated project.

DifferentiationAs far as we are aware, St Andrew’s core strategy is sharply distinct from any other church in the City Deanery. Our nascent joint mission partnership with two church entities in the East End is an area of great opportunity intended to benefit a wider catchment area / target group than would be the case through solitary working. We are not aware of any other City churches following a similar

path. Our hope is to share God’s generosity -- not hoard it to one small corner of the vineyard.

We seek neither to copy nor compete with other churches in the Two Cities area. Rather we will shape our activity to cover gaps between existing missional efforts and add to the rich diversity of the Church in inner London.

Background

SettingSt Andrew-by-the-Wardrobe (“St Andrew’s” or “SAW”) is a parish church in the City of London. It

encompasses the area to the south of St Paul’s Cathedral and

north of the river Thames. Two underground & mainline stations are in the parish (Blackfriars & City Thameslink) giving massive throughput of

City workers (c. 25 million entries & exits in a year). This is expected to increase yet further as Crossrail comes online. The parish contains the

northern end of the Millennium Bridge, which is now the largest entry point into the City

(overtaking St Paul’s underground station). In the north of the parish, the Carter Lane / Ludgate Hill area is seeing

considerable development as a “go to” destination for night-time socialising, with new bars, restaurants and a five-star hotel.

St Andrew’s benefits from a good-sized church building, which is under-used and with capacity for alteration. The parish has two disused churchyards nearby, currently used by office workers at break time. These provide excellent opportunities for outdoor mission activities.

St Andrew’s and its sister church, St James Garlickhythe, have deep-rooted relationships with over a dozen City Livery Companies (including three of the “Great Twelve”) and the City of London

Corporation. It is in an excellent position to access this donor-base/funding once momentum is gathered.

HistoryThe parish’s history in the 18th & 19th centuries was intimately involved with mission. Rev.

William Romaine, described by Bishop J C Ryle as one of the four most important evangelicals of the 18th century, was Rector between

1766~1795. Ryle described his ministry like this: “Man after man, and family after family, gathered around his pulpit, until his congregation became the nucleus of a vast amount of good in the

metropolis. His constant, unflinching declaration of Christ’s whole truth insensibly produced a powerful impression on men’s minds.”

At the end of the same century, the Rev. William Goode, another

incumbent of the parish, together with the Rev. John Venn, William Wilberforce and others founded the Church

Missionary Society (“CMS”) with its fundamental commitment to three great enterprises: the abolition of the slave trade, social

reform at home, and world evangelisation. CMS held its management meetings in the Rectory at St Andrew’s for twelve years, and appointed its very first

overseas missionaries from what is now the kitchen.

The church was completely gutted by enemy action in WW2 and refurbished to a high standard in the early 1960s.

TodayThe Rev. Guy Treweek has been Priest-in-Charge since September 2011. Guy is half-time in the parish & half-time in the parish directly to the east, St James Garlickhythe. For various reasons Guy’s predecessor was unable to minister effectively in the Parish for a number of years prior to

his resignation. Little recent missional activity is apparent, and over the last six years the financial situation at St Andrew’s had sharply deteriorated (see Parish Finance section below).

Since 2006 the (largely gathered) worshipping community has hollowed out. Present attendance at the principal weekly Holy Communion service is 2~4 people, despite a nominal electoral roll of 40. There are four long-serving churchwardens (a peculiarity of merged ancient City parishes),

none of whom are able to worship weekly at St Andrew’s. Their attendance is a work of charity and duty. Due to distance and other commitments, none of the current PCC are able to make the kind of sustained ongoing contribution to the life of the Parish that would be typical in a more residential / suburban area.

DevelopmentsOver the last fifteen months much work has been done to stabilise and improve the administrative and financial situation of the church. This was critical in creating a stable platform on which new missional endeavours could be based.

The new minister has worked to rebuild confidence and excitement in the existing community and the (small) PCC is fully supportive of plans to reach out to the surrounding community -- the vast majority of whom work in the area but reside elsewhere.

Already in OperationSt Andrew's has entered into a partnership with the

charity Suited & Booted, which helps the long-term unemployed back to work.  Their Director, Dr Maria Lenn, is based in the church, and her clients (all referred by Social Services or other agencies) visit her and her staff (who are all volunteers) there in order

to be given tailored clothing and interview-technique training.  The volunteers come from all kinds of backgrounds - including ex-clients - and some ex- Rev. Guy Treweek & Dr Maria Lenn, Director of Suited & Booted

clients have helped do the catering for church functions.  Some have also already attended church services.  Further, as word spreads about the presence of the charity, local workers are now

coming into the church in order to drop off used interview clothing and find out more about S&B’s work.

St Andrew by the Wardrobe Girls' Choir

St Andrew's is home to the St Andrew by the Wardrobe Girls' Choir.  This choir, run by Mr Ben Saul, is the only girls' choir in the City.  The girls are taught by staff from the Guildhall School of

Music and instructed in traditional church music.  They have sung at St Andrew's services and at the Mercers' Livery Company.  The girls largely come from Sir John Cass school (an East End primary school), and are mostly not from Church of England families.  Their parents come into the City to attend services where their daughters are singing.

Pipeline for new projects

“Between Shifts”

The parish of St Andrew by the Wardrobe has a 24-hour workforce.  During the early hours of the

morning caretaking staff, security staff, cleaners and others are working in the area.  We intend to create a late-night / very early morning breakfast project, targeted at low-income night workers, in order to provide a safe refuge in a warm environment. 

Working with the East End

St Andrew’s is also in the early stages of a partnership with two church entities in the East End --

the Contextual Theology Centre (“CTC”) and St Peter’s Bethnal Green (“SPBG”). The overarching vision of this is to share the relative strengths and opportunities of our very different, yet nearby, parishes; supporting and enriching each other in our common mission. The two parishes and the Centre share a commitment to a holistic form of mission which involves individual and social transformation - embodying and proclaiming a Gospel which speaks to every part of the human

condition. The partnership calls St Andrew’s back to the longstanding reality that the City of London is set at the heart of a much larger metropolitan area and surrounded by an impoverished inner city from which it draws much of its talent and economic raw material. In the past the City has been much more active in sharing its bounty in areas like the East End. Together we seek to reclaim this.

In particular SPBG and CTC bring numerous links with east London, together with recent experience of community development (through the Shoreditch Group), community organising

(through London Citizens and the Jellicoe Internship programme), and of the synergies between this work and the making of new disciples of Jesus Christ.

All three partners are hugely excited by the possibilities of cooperative working. The first project scheduled (Q1 2013 start) is the establishment & marketing of a City collection hub for the

Hackney Foodbank.

Other likely joint projects have been identified and are being developed further: these include a Financial Advice clinic (enhanced debt counselling) and a social enterprise delivery-food business.

Another project identified for possible future action would be aimed at aiding sex workers. Many

of these work with men employed in the City of London. However, due to City of London Corporation’s licensing restrictions, Sexual Entertainment Venue licenses are declined in the City. Consequently a number exist just outside the boundary of the Square Mile. Displacing the responsibility in places with more limited resources to call on.

VisionWe trust that when we obey the Great Commandment to love our neighbour as ourself (Matthew 22.39), that opportunities will naturally appear for us to meet the Great Commission (Matthew

28.19f); and that in doing so -- through introducing the Lover to the Beloved -- we may all come to Love the Lord our God (Matthew 22.37) in newer and deeper ways. We intend to be crystal clear about why we are investing in such work -- and that his name is Jesus.

Our vision foreshadows that of Capital Vision 2020 in that we seek:

1. To take the Gospel of Jesus Christ to the large nearby working population

2. To make their parish church a blessing to the people of the area

3. To share that blessing with the wider City -- re-connecting the Parish to the inner city that surrounds it and from which it draws so much of its talent

Key Outcomes we long to see grow out of this wider vision are:

1. relevant and authentic forms of worship and prayer supplementing the existing traditional forms

2. organic demand for teaching to help deepen individual discipleship

Parish FinanceIn the relatively recent past St Andrew-by-the-Wardrobe was in good financial health. However, over the last six years the historic investments of the parish have been materially depleted, with major expenditures and a declining income stream.

As can be seen from the following table, parish financial resources have declined by 36% since 2006. A considerable amount remains to:

1. continue to meet our obligations to the Diocese through Common Fund. It should be noted that during the period of financial decline, the parish consistently increased its Common Fund payments, using its capital reserves to do so

2. be invested in mission activity in the parish

3. maintain a Grade 1 listed Wren building in which the 1960s-era electric heating system has entirely failed and the replacement of which is likely to cost £250K+.

Addressing the Problem

Since Guy’s appointment aggressive action has been taken to stem the haemorrhage in the parish

reserves. Notable success has already been achieved, with the mid-November management accounts showing net incoming resources of +£3K -- a sharp improvement on the recent past (CY2011: -£36K, CY2010: -£51K).

Dynamic Mission PlanningThe development of a formal 5-year plan will be shaped over the next 12~18 months, and will be shaped by lived-experience as our projects develop.

The St Andrew / Contextual Theology Centre / St Peter’s Bethnal Green partnership proposal envisages Tim Thorlby, CTC’s Development Director, working 0.5 days a week for 6-months (from early 2013) to:

1. develop a business plan for the new partnership,

2. help prepare funding bids for specific projects, and

3. co-ordinate them strategically.

A grant from St Peter’s Parish Charity, if made available, will be seed funding for this process. One of Tim’s tasks will be to secure funding for the ongoing work of co-ordination and development after the initial grant period. We believe such funding to be available.
