The California Off Road VehicleAssociation (CORVA) is a variedgroup of outdoor recreationalists whoare extremely active in promotingthe positive aspects of vehicularaccess on public lands and protectingthat right.

The group is composed of the ownersof “Green Sticker” vehicles such asATV’s, motorcycles, 3-wheelers, trialsbikes, and dune buggies, as well as“street-legal” 4X4 vehicles, dual sportmotorcycles, bajas and desert racers.

The main purpose of CORVA is towork with the land managers forresponsible off-highway vehicularaccess and recreation opportunities.Secondarily, we educate ourmembership on the constantly changingrules and regulations and promoteconservation, clean-up and trailmaintenance projects.

We are very active in the politicalarena and pay for a lobbyist inSacramento. We work closely with theState Department of Parks andRecreation providing input to the Off-Highway Motor Vehicle Recreation(OHMVR) Program from the users’standpoint. We provide a valuableresource to land managers in the formof dedicated OHV enthusiasts whobelieve in responsible vehicular access.

A portion of the budgets for California’snational forests and the public landsadministered by the BLM is funded bygrants from the Green Sticker Program.We work with the land managers toformulate the grants and give our inputabout the grants to the OHMVR Programwhich administers them. We also reviewhow effectively our Green Sticker moneywas used in each program.

We are active at all levels of the landmanagement public process with boththe BLM and USFS. We do this bycommenting on environmentaldocuments on as many issues aspossible and maintaining closerelationships with personnel in the fieldas well as the staff.

We coordinate with other multipleuse organizations ranging from snow-mobiles to horse enthusiasts to protectmultiple-use rights from theenvironmental extremists. We are“dedicated to protecting our landsfor the people, not from the people.”

You’ve heard the word “Perception”.Just what does that mean?

According to Webster’s on-lineDictionary, the definition is:

“The quality, state or capability, of beingaffected by something external; sensation;sensibility.”

Why do I even bring this up? I wasrecently told that CORVA is nothing but a“motorcycle” organization. They stated“Look at Ed’s picture; he is always on amotorcycle.” Well, folks that is perception.As the definition states, you are “beingaffected by something external”.

So many times in life that is all weseem to do — take something and cometo quick judgment on a person or thing.

For the record, I do ride motorcycles,as it is my first choice of off-roading, but Ialso own 4 four wheel drive vehicles, somequads, sand rails and lot of water sportstoys. They all get used, (and they all get achance to be in the shop, because as youknow something always has to be fixedwith these toys).

Some of the environmentalists usetheir “Perception of off roaders” against usall the time. They have no clue how muchwe work to ride responsibly and the workwe do to keep public lands open and clean.All they talk about is “their” form ofrecreation, hiking or bicycling. It seems thatrecreation is their perception of what theworld should be doing.

At the Bakersfield SVRA Kern CountyPlanning Commission meeting onSeptember 28, 2006, off-roaders came torally in support of the proposed BakersfieldSVRA. Thankfully, the park plan waspassed by the Commission with a vote of4 to 0. Unfortunately, the environmentalistswere there to protest, as usual. Theenvironmentalists had the audacity to tellus, “You should just shut your engines offand take your kids for walks.” Again, thatis their perception of what we should bedoing. They put this in their perception ofoff–roaders…never thinking that we haveother lives as well.

It’s sad to report that CORVA’s annualSouthern Jamboree was officiallycancelled the afternoon of Tuesday,September 19, 2006 from a catastrophicfire that began on September 4th.

District Superintendent Pete Yarbroughcalled me at approximately 1:00 PMinforming me that OES (Office ofEmergency Services), the agency whichoversaw the Katrina aftermath, had officiallydeclared the Castaic Fire as the #1 fire inthe nation. He reported that it had reachedan emergency level which required shuttingdown the entire area, including evacuationsfor Lockwood Valley and the town of FrazierPark.

A week earlier, I was informed by Jerry“Bear” Weil the Chief Ranger of HungryValley SVRA, where our event was to takeplace, that the fire was stopped at USFSHardluck Campground just outside thesouthern boundary of the SVRA. Hereported that the fire was 15% containedas the fire moved west and beganconsuming 80,000 acres. Unfortunately,the winds shifted pushing the fires northand back East towards the SVRA

A battle line with bulldozers along GoldHill Road, the main road running north andsouth along the west side of the SVRA, wasformed.

The day before our Jamboree wassupposed to begin, I talked with PattyBlumlee the SVRA Office Technician. Sheinformed me that 112,000 acres have been

consumed with back burns from the GoldHill Road areas back to Piru Creek. Thesewere started during favorable conditionsin order to create the cold spots and firecontainment needed.

I appreciate the patience and timegiven to me that included numerous returncalls from the SVRA by Pete Yarbrough,“Bear” Weil and Patty Blumlee as wediscussed fire conditions day to day inhopes of giving the Jamboree the greenlight. I know that these folks were under alot of pressure as they and their crews werespread thin 24 hours a day and were doingtheir best to accommodate our interests.

A last ditch effort was held on Tuesday,Sept. 19th via a 7:00 PM conference callwith 14 Jamboree Committee memberspresent. We discussed moving the eventto Jawbone Canyon at the last minute. Afteran hour and a half discussing the logisticsand numerous concerns, the committee

Bob Ham, who said he was bitten by“off-roaditis” when he was attending SanDiego State in the mid-60s, has been a

one-man army working to preserve ourrights to use the desert and other open

lands. Bob’s first off-road experience

was a trip to Baja with some friends,

but it didn’t take him long to get

equipped for Glamis and Pismo. He

started with a new ’69 Bronco, joined a

Jeep club in Pasadena, and eventually

became a part of a pit support group.

In about 1970, he started

going to the NORRA races

down in Baja, and he was

doing some pre-running with

a racer friend.

At about the same time

the environmentalists

discovered the desert and off-

roading. Bob tells us that they

(the environmentalists) were

already closing sand dune

areas like Pt. Mugu, Marina

Beach, and Morro Bay and had

set their sights on Pismo. He

was by now the proud owner of a “sandrail”

that he’d built and equipped with a 36 hp

motor, so he had first hand knowledge of

they were all closed down.

So Bob became involved with some

other dunebuggy people, and they formed

the California Off Road Vehicle Association

(CORVA). And CORVA teamed up with a

few clubs from the Bay area and

“Mr. Speaker, I rise to acknowledge twoextraordinary men who have beenrecognized for their contributions to Off-Road Motorsports. Bob Ham and the late“Corky” McMillin were inducted into the Off-Road Motorsports Hall of Fame on August26th of this year.

Bob Ham has been a long timeadvocate for “off-roaders”. In 1969, he co-founded the California Off-Road VehicleAssociation (CORVA) and went on to createthe Off-Road Vehicle Legislative Coalition

in 1983. Bob worked with PresidentReagan’s Interior Secretary, James Watt,to successfully re-establish the “Barstowto Vegas Motorcycle Race”.

He has worked diligently to preservedesignated funds for off-highway vehiclesand created a trust fund to stop Californialegislators from taking allocated moneyfrom off-highway vehicle programs. Boblater forced the state to return 30 milliondollars to off-highway vehicle programs. Hisefforts have made it possible for many ofmy constituents to enjoy the Californiawilderness in their off-road vehicles.

Unfortunately, the off-road motorsportsindustry lost one of their most adamantsupporters last year after Corky McMillin

passed away last September. Corky wasposthumously inducted to the Hall of Fameafter supporting the industry for more than29 years.

He was a champion off-road racer,winning many competitions multiple times.Corky never wavered from his commitmentto the sport and gave generously to variousoff-road events. He sponsored numerousraces, and he was the title sponsor of theSuperstition Championship Series, heldin Plaster City, California. He was a truestatesman to off-road racing and will begreatly missed.

I am pleased to recognize these menon their induction to the Off-RoadMotorsports Hall of Fame.”

For the year 2007, the CORVA Board ofDirectors has decided to do somethingdifferent for our convention. We are goingto do something we have never done for aconvention before — that is the 2007CORVA Convention and Family Fund Daywill be held in California City, and we willbe camping! What is camping with off-roaders without our toys? That’s right, wewant everyone to join us around the CORVAoff-road campfire for a convention like noother!

The Convention will be starting Friday,March 30, 2007 and will continue untilSunday, April 1, 2007. The actual agendais still being decided by our ConventionCommittee, but planned activities include:A Hospitality Campfire and time to visit withold off-roading buddies and meet newones; trail rides lead by our own President

and Off-Road Hall of Fame Inductee EdWaldheim; family off-road games andevents for all ages and skill levels, similarto our Southern Jamboree, with lots oftrophies.

We will also have a Barrel Race hostedby the American Buggy Association and theIncline Ramp run by Point Mugu 4x4 Club.(More club events will be added as weprogress though our planning stages.) Wewill also have safety seminars presentedby N2Dirt for the kids and the young at heart.Additionally, we will be having a guestspeaker or two (speakers are still to beconfirmed, but we are trying for one of themost known figures in offroading).

Additional activities will include a hugebarbecue, music, possible dance, grownup events and many kids events.

As usual, we will have to take care ofCORVA business while we are there. Thiswill include the CORVA Annual Meeting tonominate and elect new officers, provide

reports of CORVA’s work from 2006, andprovide insight into our work in 2007. Thiswill include reports of our legal efforts.

We will have our announcement of theCORVA Awards, including “Off-Roader ofthe Year”, “Club of the North”, “Club of theSouth”, and various awards for charity,conservation, etc. Award guidelines willbe printed in future newsletters, so watchfor the details and send in yournominations for your club, friends, or familymembers that are most deserving of theserecognition awards.

Sunday we’ll have a CORVA “PancakeBreakfast” that our Chef Ed and othermembers of CORVA will be cooking for you.Sunday activities are still undecided, butmay include an open day for riding andtouring of the popular area, including CalCity, Randsburg, Jawbone, Dove Springs,Rand Mountains, El Paso Mountains, andRed Rock Canyon State Park.

And even though we will be in thedesert, for those of you that want to bringyour toys but do not have a RV, there will bea new hotel that is scheduled to becompleted near our camping area.

So mark your calendars for theweekend of March 30-April 1, 2007 for aweekend of fun and games with CORVA inCal City! Watch upcoming issues of “OffRoaders in Action” for more information.

George Thomas Memorial Trophy For“Off Roader Of The Year”

This trophy was sponsored by Cranley’sDesert Cats and is presented to the one individualwhose contributions to the betterment of off-roading during the preceding year are worthyof this very special recognition. The recipientmay be any individual who has provided specialhelp to off roading. The person does not haveto be a member of CORVA or any affiliatedorganization. The nomination should be

submitted to the above address with anexplanation of the individual’s accomplishments.

Looney Duners Trophy to CharityTo be eligible for this award, the club must

belong to CORVA. The award goes to the clubthat donates the most time and effort to charity. Money is not a factor.

Northern & Southern Club AwardThis award is given annually to one club in

each region. Each club shall submit what itdeems to be its outstanding project for the year. These projects will be considered by the Boardof Directors, which shall award the trophy tothat project it deems best bolsters the image ofoff roading.

Los AventurerosState Conservation Award

This award is presented to the individualclub, which during the year, has contributed themost towards conservation. (For Awardscriteria, please see CORVA website at: http:/www.corva.org/ )

Final plans are nearly done and the 12th

Annual Truckhaven Challenge is going tobe another great one! In fact, we areplanning for this to be the best one yet!

For those that have not participated inthis event before, here is an overview.

The Truckhaven Challenge is usuallyheld on or about the 3rd weekend in Januaryeach year (January 20-21 in 2007) just westof Salton City, California. The terrain isprimarily decomposing, dry mud hills withsome sand washes and rocky sectionsthrown in for good measure. The area islaced with trails ranging from tight and twistyto steep and hairy. In other words, greatoff-roading!

It is in this ever-changing terrain thatwe mark an approximately 20 mile course(changing it each year) for the SaturdayPoker Run. There will be severalcheckpoints. At each checkpoint you willdraw a card to assemble a poker hand,and also participate in a “game of skill”.The top three winners of both the pokerhands and game scores will all win greatprizes!

There will also be marked “Alternate”routes which will be much more difficultthan the main route. These are for thosefolks really keen on abusing their vehicles!After the run, we will have a BBQ dinnerprepared by the Trailmasters Club, and adrawing for great prizes donated by the offroad industry!

The event is open to all Off Roadvehicles, but please remember not all fourwheel drive vehicles are suitable for off roaduse. Stock SUV’s with novice drivers runthe biggest risk of getting stuck/damaged.Similarly, young children on 50cc- 60ccbikes and ATV’s may have a problem withsome hills and technical spots.

While we test the course with a high-clearance Jeep in 2 wheel drive and opendifferentials, this does not mean the runwill be easy. We do this so we feel thecourse “should” be navigable by most 4wheel drives and other OHV’s. Since there

is no way we can anticipate the experiencelevel of every rider/driver, please considerthis paragraph as a “heads-up”!

We promise you will be kept busy allday and boredom will not be an option!

Back by popular demand for 2007 willbe the Satellite Safari. The Satellite Safariis for those people who have jumped onthe hot GPS (Global Positioning System)bandwagon and are having fun utilizingorbiting satellites to determine theirposition in the backcountry.

Using your portable or built-in GPSunits, you will be sent on a “treasure hunt”into the hills of Truckhaven tofind………….something. You will have nocourse markers or maps, but will followonly the directions on your GPS screen.Pick your own route! This is great fun! Notsure how to use your GPS unit in the “GoTo” mode? No problem! We will show youhow in an informal meeting an hour beforethe Safari starts!

The Satellite Safari will be held onSunday, January 21 between 9:00 AM andNoon. Participants will have enough timeto run the Safari before they need to packup and head for home.

At press time we are putting together avendors row and an area set aside forclubs to set up a booth and promote theirmembership.

This was sad for all. Not only for ourcommunity of members that love ourannual family event, but especially forCORVA whose hard working Boardmembers wrestle daily over sustaining ourland use efforts amid a very small budget.

Numerous committee members at theconclusion of the conference promised ahealthy donation that they would normallyspend in expenses associated with theirJamboree volunteer efforts – like the $150to $200 they would have spent had theycome to the event.

This group of bylaws changes is intendedto conform the bylaws to currentprocedures and implement simplerelection processes. One of themproposes staggered elections. Anotherpertains to dues. They are presentedseparately so that each may be voted uponat the next Annual Meeting to be held theweekend of March 31 - April 1, 2007..

Each proposed bylaw change has anexplanation attached. The current bylawsare typed for your review. The wording tobe removed is strikedout. The newwording is underlined.

1. CORVA is known as the “Off-RoadPolitical Powerhouse” and that is animportant arena for land use issues.CORVA needs to express its political willto the full extent of the law but will remainnon-partisan.

ARTICLE IIIOBJECTIVES & GOALS OF CORVA

Section 2, E

Politics – CORVA shall be non-partisan.

2. The cost of fighting land access issueshas increased dramatically becauselitigation is usually involved. CORVA’sdues have been stable for many years,but an increase is clearly justified. Thischange requires a two-thirds vote of theBoard of Directors to change dues.

ARTICLE VDUES

Section 1

Dues shall be decided by the Board ofDirectors.

2A. This alternative to Change Twocontains a fixed increase and will stillrequire a membership vote. If both areapproved, the one with the most votes willprevail, if a tie, Change Two will prevail.

ARTICLE VDUES

Section 1

Dues for Family Membership shall be$0.00 $40.00.

3. This change would align the Associate

Membership dues with current businesspractice. The Associate Members havebeen willing to pay this in our experience.This is only a raise of the minimum. Thischange requires a two-thirds vote of theBoard of Directors to change dues.

Section 2

Dues for Associate Membership shall bea minimum donation of $100 $365.00 peryear. Dues shall be payable within 60 daysof expiration date.

4. This group of changes eliminates thenominating committee, which hasn’t beenused in decades. It states that allnominations will be made from the floorand encourages potential candidates toprovide a short biography for publication.

It also staggers officer elections by settinga one-year term for the president,secretary, and vice president of land useelected in 2008.

ARTICLE VIOFFICERS OF THE ASSOCIATION

AND THEIR DUTIESSection 4

Vacancy of Regional Officers

In the event of vacancy of any RegionalOfficer, the remaining officers plus the twomembers of the Association NominatingCommittee from that region, shall appointa successor to the vacant office. Theappointee shall meet all requirements forthat office and shall serve until thescheduled election.

ARTICLE VIINOMINATION AND ELECTION

OF OFFICERSSection 1

Association Officers

A. The Nominating Committee shallconsist of two members from each region.They shall select their own Chairman fromthose appointed. The NominatingCommittee members shall be appointedby the Region Officers at the first RegionMeeting to serve for the next followingelection.

Any member of CORVA in goodstanding may run for any office. Allcandidates will be nominated from thefloor at the beginning of the electionprocess during the annual meeting.

B. The Nominating Committee shallselect suitable candidates who arebondable and willing to fulfill the duties ofan Association Officer. Members of theNominating Committee shall also beeligible to run for office. Candidates foroffice must be members in good standingof CORVA. The Nominating Committeemust meet prior to the Annual MarchMeeting and shall mail their report to allmembers of CORVA sixty (60) days priorto the election. The election shall be heldat the Annual Association meeting inseparate successive sequence, at whichtime additional nominations from the floorwill be accepted

Potential candidates may submit ashort biography to be published in thenewsletter, space and time permitting.

E. Term of office for all elected Association

Officers shall be for a period of two years

except as follows: In 2008, the president,

secretary, and vice-president of land use

will serve for one year.

A. ARTICLE XIMEETINGSSection 1

Annual Meeting

A. Annual meetings shall be heldbetween the first of March and the end ofMay of each year at a location determinedby the Board of Directors. When elections

are to be held at an annual meeting thepresidential election is scheduled at anannual meeting, the location shall, iffeasible, be in the region other than theregion where the prior presidentialelections were was held.

6. Changes reference to the managingdirector to “his or her”.

ARTICLE XVIMANAGING DIRECTOR

Section 1

The Board of Directors may designate aManaging Director to be employed by theAssociation and shall f ix his or hercompensation.

7. This bylaw requires notification ofproposed changes be mailed to themembership. The change anticipates thepossibility that members will choose not

to receive the printed version of themagazine and allows publishing of thechanges on the web site with emailnotification as an alternative form of notice.

ARTICLE XVIIBY-LAWS AMENDMENTS

These by-laws may be amended orrepealed by a 2/3 majority vote of themembers represented at any AnnualMeeting, provided a copy of the proposedchange is mailed to each member at hislast recorded address no less than forty-five (45) days prior to the time of themeeting which is to consider the change

.If a member has elected to forgo a mailedcopy of the newsletter, the proposedchanges will be posted on the CORVA website and an email notification made to thatmember’s last known email address. Itis the member’s responsibility to notifyCORVA of his/her current email address.

Bill Ingram, retired helicopter mechanic for President Reagan, andBLM Park Ranger, passed away in September. Friends of Jawboneand BLM are very saddened. His wife Vickie asked that donations bemade to Friends of Jawbone in his honor. Bill worked on trails withthe tractor, did trail signing, and provided visitor services. At nextyear’s Moose Anderson Days, we will honor this event in his name.

Everyone in our paid-membersdatabase recently received a special pleafrom President Ed Waldheim. The purposewas twofold. First, he wants you tounderstand the financial battle we arefighting. The opposition spends enormousamounts on lobbyists and lawyers in theattempt to close the riding areas – yes, allof them - where you ride. If you think thatyour area is exempt, think again. Theopposition is rich, educated and will keepfighting every angle, every day. You have achoice – give up and take up knitting orvideo games, or fight the fight and getinvolved.

Yes, you have heard this all before. Yes,someone has to do it. Yes, that someoneis YOU.

That is the second purpose for Ed’sfinancial plea. We need your donations -desperately! As his letter explained, ourlawyers are making a difference – but theyare expensive. The opposition has moremoney – but we are giving them quite afight with what we’ve got. We will not giveup! We will not go quietly into the dark nightor anywhere else! By sending the letter toyou, explaining our financial condition, wehoped to involve each of you personally.Like everyone else – we know you are very

As I discussed with you in a previousnewsletter, we are in the process ofupdating our database. Many of you wereentered twice, or incorrectly. Some of youhave moved, and we didn’t update ourdatabase correctly. Whatever the problem,by sending out our “Member DonationRequest” via 1st class mail, we were ableto purge and refine our database. In thefuture this means a savings in processingand that means we are working moreefficiently with your membership fees anddonations.

Finally, everyone that has become aNEW or RENEWED member since aboutJune 2006 has not received a membershipcard. It is not that we don’t want to sendyou one – we are just changing our systema bit. A new and improved version iscoming, plus we will have our N2Dirtstickers available to ship out at the sametime. Every member should proudlydisplay both the CORVA and N2Dirt stickeron his or her car, truck, Jeep or RV. Let alloff-roaders know that you support CORVA /N2Dirt – and when asked, enthusiasticallytell them why! If we are enthusiastic aboutsaving our off road areas, we might justsave them for our future generations to use.

As I was going through the donationsthat have been coming in, I read a quotesent in by CORVA member Don Kemp, whoquoted Walter Cottingham (Canadianbusinessman) who said, “Merit begetsconfidence, confidence begetsenthusiasm; enthusiasm conquers theworld.”

We don’t have to conquer the wholeworld – just the right to continue to use theoff road areas that already belong to us.Show your confidence and enthusiasticallysupport CORVA. Bless all of you who sentyour donations and support.

The Dumont Dunes area in the BarstowField office is one of those jewels for offroading that many have enjoyed for manyyears. CORVA clubs make this their annualtrip on Thanksgiving, where many of us nowhave 3 generations of families coming outto recreate in the Dunes.

As a past OHVMR Commissioner, Ihave been to the Dunes many times andhave worked to make sure that we continueto have this area for recreation. OHV Grantshave been provided to manage theseareas.

Friends of Dumont Dunes was formedby CORVA and it now has its own board.The California Desert Advisory Councilrequested that a TRT (Technical ReviewTeam) be formed as a means whereby thepublic can participate in what goes on inDumont Dunes.

This team now has had 4 meetings andthe last one was the best as the TRTmembers voted to expand the crossing onAmargosa River to accommodate two

lanes. This is something that for a longtime has been a source of congestion.

How are they able to do this? Well,your Recreation Fees are going to pay forthis. Yes, monies from fees are used toalso manage the area because there justare not enough appropriated monies(money from the federal government) andOHV funds to do everything that has to bedone. We hope this will be a greatimprovement for all of those visiting thedunes.

Another issue that the TRT wasinformed about was CongressmanMcKeon’s bill HR5149, which you readabout in my commentary (Oct. 2006). Weare pleased to say that by working withCongressman McKeon’s staff, wordingwas added to the bill’s language to makesure that “Motorized” Recreation isprotected in the crossing of the AmargosaRiver.

As of this writing, we do not know if thisbill will move forward in this session ofCongress or not, so say tuned to our website, www.corva.org.

With nearly 20,000 documented hours of volunteer work time,the Friends of the Rubicon (FOTR) have set new records forkeeping a trail alive and well! 2006 was another spectacular yearwith our final work weekend being August 19-20 with 80 volunteershard at work.

FOTR started in 2001 when rumor hit the Internet that a gatewas going up on the Tahoe side. We said, “NO GATE,” and FOTR

launched fullblown into historyto save the trail andkeep it OUR trail.

Since thosedays FOTR hasgrown to be thestrongest andmost activevolunteer forceimaginable, with as u b s t a n t i a lamount of politicalclout. With nodues and only onemeeting a year,people areamazed whatFOTR can do.Every year weachieve newheights in projects,management andinvolvement.

This has been one of our best years yet. In June, we had twomajor work weekends. One weekend in July we workedextensively on the Tahoe side. And in August, we had our big workweekend to develop erosion control measures on and near WalkerHill of the Rubicon Trail. Projects included construction of a logbridge with rock abutments; closed off bypasses; a log ramp builtat the base of the hill; construction of erosion measure waterbars; and general trail maintenance.

We ended the work day with a huge Mexican food buffetsponsored by Hummer and put on for us by Robbs Resort(www.dorobbs.com). Hummer has been a generous donor tothe trail this year, and holds the title as the first manufacturer todonate directly to the Rubicon Trail Foundation and FOTR. THANKyou Hummer.

FOTR prides itself in getting the job done while having fun –and being productive. Every task is clearly laid out and properlyplanned. Every volunteer has a job and gets credit for the workthey do. We use the Recreational Incident Command System(RICS) as developed by the author to ensure our projects come

off organized, safe and productive. Most all team leaders withinFOTR have had some sort of leadership training, either one of thea u t h o r ’ scourses, orsome form ofb u s i n e s sl e a d e r s h i ptraining. It makesa difference to theend result.People walkaway feelingsatisfied andproductive afteran FOTR project.

FOTR is trulya team effort. Byu s i n gs p e c i a l i z e demail networksand lists, wee n s u r ecommunications are on-going and thorough. All opinions count.There are no Robert’s Rules of Order; no formal bureaucraticstructure; and no delegates. With the help of www.pirate4x4.com,we share opinions and ideas on the Rubicon Trail Talk forum.Anyone can chime in and help.

We do rely heavily on our Team Leaders and email networkadministrators to provide the leadership that is sorely needed inour sport.

Each level ofl e a d e r s h i pprovides cleare x p e c t a t i o n sand objectives tothose on theirTeam.

For the mostpart, leadershipis earned inFOTR – notgiven. FOTRfolks earn theirplace in line by hard work and a demonstrated passion to help.

In addition to FOTR, we have developed a separate 501.c3non-profit educational foundation called the Rubicon TrailFoundation.

This Foundation intends to raise money and help supportFOTR and the Rubicon Trail into the future. Eventually we hope tobuy land as funds become available. FOTR and the Foundationwork hand in hand to keep the Rubicon Trail our icon of four-wheeling.

promoting of the Baja races) helping him with “environmental/

political stuff”. And then, in 1974 he moved to Sacramento to

work for the Reagan Administration in the last year of the

governorship. Bob ran the fuel allocation program during the

embargo and was able to ensure that there was always plenty of

gas available at the old Glamis store, at Barstow for the Fireworks

Race, at Pismo and wherever off-roaders were likely to need fuel.

Bob stayed on in Sacramento and in 1978 helped get a District

37 motorcycle racer named Bob Hayes elected to the State

Legislature. In 1979, he worked for the State Assembly as a

policy consultant on energy, land use and transportation. After a

few years of doing that, the lobbyist for the motorcycle industry

retired and Bob was hired to replace him.

At that point he put together an organization called the Off

Road Vehicle Legislative Coalition which was comprised of

CORVA, California 4 Wheel Drive Associations, AMA National, AMA

Districts 36 and 37, the California/Nevada Snowmobile

Association and a few others. Then, for the next 14 years he was

the spokesman for motorcycle and ORV enthusiasts in the State

Legislature.

One year in the mid-80s, Bob got the help of Sal Fish

(SCORE’s president) to borrow a Jeep Cherokee, and he drove it

in a Baja 1000 in the Safari class (which unfortunately no longer

exists). He took a “fairly liberal” Assemblyman, who was about to

be named Chair of the Transportation Committee as his co-driver.

After a weekend of participating in a Baja 1000 he became a real

supporter of our cause. Bob says the “enviros” could never

understand how this guy, who normally voted their way, would

always be there for the off-roaders when we needed a vote.

Bob continued to lobby for off-road causes until the mid-90s,

when the Republicans took control of the State Assembly and he

went back to work for the Assembly again. After the Democrats

took over control once again, he left and decided to work in El

Centro. This kept him close enough to his house in San Felipe,

on the east edge of Baja, to satisfy his need for what he calls a

“fish taco fix.”

In March of 2002 Bob went to work for the County of Imperial.

He says he still gets “to fight for the rights of off-roading, since

that is a BIG deal in our county.” He is also still on the Board of

Directors of the California League of Off Road Voters, which is

the successor organization to the Off Road Vehicle Legislative

Coalition. He’s also active in a handful of other organizations

that work for our right to use the land.

I know many off roaders who hike, snowski, bicycle, etc. I have also been a BoyScout leader who has had lots of hikinginvolved in the program. We do take ourkids for walks. We just also like to takethem for motorcycle & quad rides, dunebuggy excursions, 4x4 tours, and a funfamily day of mud whompping at thereservoir — all in legal riding areas, ofcourse.

So back to CORVA, all of our boardmembers have different off roadinginterests as do our members. I am proudto say that CORVA covers every aspect ofoff-roading as long as it has a motor on it.

Many, but definitely not all, CORVABoard members are four wheel driveenthusiasts. You have hold outs like methat will keep riding my bike until I can’t getmy leg over the seat any more, but riding ismy exercise regiment. We actually havesuch a broad range of vehicle owners onthe CORVA Board that it makes us very wellrounded; we are as diversified as themembers we represent — some loverocks, some desert, some dunes, someforests.

Frankly, no mater what you ride, thereis no replacement for the enjoyment wehave going off roading in the backcountry, Idon’t care what form it is. Off roading is thetop of any chart as far as I am concerned.So let’s not label folks or organizations fortheir method of riding off-road. Let’s jointogether with all the forms of off-roadingand make sure that those against us knowwe are here to stay…. and stay we will.

CORVA’s Mission statement, aspresented to us by former Governor PeteWilson, is: “We are dedicated toprotecting our lands for the people, notfrom the people.” That is our driving force.
