The Drainage Manager’s monthly report and financial report on the operations of the Western Plains District Drainage Committee to January 2016 was presented. RESOLVED
THAT the drainage and financial report on the operations of the Western Plains District Drainage Committee to January 2016 be received.
WPDD16/02 Reid/Caddy CARRIED The Drainage report contained a report on the status and possible remedial works on the Mangawhero Stream flume. The report was presented for the information of members, and no decision on repairs or replacement is expected to be made in the immediate future. Any major

works will need to be signalled in the Long Term Plan. In the meantime repairs will be carried out on an as-needed basis, although some preventative maintenance works on replacing the bracing struts would be prudent. An update on the Muggeridge pump project was given by the Drainage Manager. A further project team meeting was scheduled for the Thursday following the Committee meeting. The Drainage Manager reported on the progress on the K2K section of the Hauraki Rail Train through the WPDD. Six tenders have been let for works to start on 11 March. There will be a construction period of 6-8 weeks. Most of the trail will be located on WRC stopbanks, but in the WPDD reach it will generally be on roadsides. Two bridges over the Karito and Hot Springs Canals will be placed on the same abutments as the road bridges. A short length of the Miranda North stopbank to provide a link to the private banks north of the WPDD boundary will be built on. GENERAL BUSINESS The members were invited to comment on any general drainage issues of interest in their areas.
• Don Challis commented on the falling dairy payout and the likelihood of reduced income to dairy farmers
• Harry van Eyk asked about the level of the Mahuta Drain stopbank • Brian Carter noted that the proposed drainage district tour in April should include an

Recommendation: THAT the report be received.
1.0 OPERATIONS
1.1 Chemical spraying
89.7 km of drains have been sprayed with land based gear. Drains sprayed by helicopter are yet to be entered into the database. The details are shown in the attached tables.
1.2 Machine cleaning 15.9 km of drains have been machine cleaned in the current year, including the Mangawhero debris trap. 300m of drain in Ngatea was machine cleaned.
1.3 Maintenance/Fencing/Culverts Routine maintenance items undertaken.
1.4 Pump operation Regular inspection runs were undertaken in this period. 107 pump hours were recorded in February. The summary for the 2015-16 year is attached. The total to the end of February of 8,783 hours is 85% of the annual average. Three man-hours were spent on weed screen cleaning in the month.
1.5 Floodgates No floodgate maintenance has been undertaken in the period.

1.6 Stopbanks No stopbank maintenance was undertaken in the month.
2.0 BYLAW APPROVALS
Bylaw approvals were granted in the period as follows:

3.0 SUBDIVISIONS COMMENTED ON

4.0 RAINFALL The table and graphs of the Ngatea Monthly Rainfall depths since 1993 is attached. The rainfall total for February was 167 mm which is the second highest February total since 1993. The total for the year to date is 867 mm, which is 122% of the annual average.
5.0 CAPITAL WORKS 5.1 Proposed Piping of Paul Leonard Drain
Work on the piping of the Paul Leonard Drain and creation of the swale channel is well advanced. The twin 900 mm diameter culverts at the entrance crossing has been completed and ‘Torrent’ flaps have been fitted. The major stormwater reticulation lines within Stage one of the development have been laid.
6.0 GENERAL 6.1 Proposed Muggeridge Pump Station
Waikato Regional Council Muggeridge Project team which includes HDC staff, has had discussions with the Department of Conservation (DoC) to attempt to gain their agreement to the proposals to allow a non-notified consent application. There are concerns with the long term sustainability of the Torehape Reserve due to the lowering of water tables in conjunction with the eventual settlement of the peat soils. At this stage WRC has put the consent application process on hold, pending further investigations and consultation with DoC. WRC is now considering widening the scope of the consent to include the eventual full catchment. Consequently the detailed design has also been suspended. It is possible that construction of the pumps may not now be completed until the 2017-18 season. Rates would not then be struck until the 2018-19 financial year.

The project team met with DoC staff at Hamilton in late January. The meeting included staff from Engineering Consultants AECOM who have undertaken the initial environmental effects of the pump construction and operation as it potentially affects the Torehape wetland reserve. Further study has been commissioned. The meeting agreed that a partnership approach between WRC and DoC is the right model to progress the project. An email and minutes of the Project Team meeting held on 25 February are attached. DoC staff have advised that they will no longer be a party to the proposed agreement, citing resourcing issues, and potential re-writing of their Conservation Management Strategy (CMS)due to their pending Hauraki Settlement. The email notes that if it can be proved that the pump operation has no impact on the Torehape Reserve, then DoC would not oppose the project. The work that AECOM has done to date indicates that this would be the case.

1 Torehape Wetland Management Plan
DOC have pulled out of the Torehape Wetland Management Plan Project; • Very disappointing • DOC have cited capacity and capability issues
around supporting this work. • DOC also stated that they wouldn’t sit around the
table without iwi – wasn’t clear whether this would mean waiting until Hauraki Settlement
- In response to this comment Natalie told Gemma that the intention was never to proceed without iwi but there was recognition that this may be difficult timing for them and that we would work with them in whatever capacity they saw fit.
• Gemma has moved position within DOC and Avi Holzapfel and David Speirs will be the key contacts for this project.
• Clare is meeting with David Speirs on Friday 4/3/16. Natalie will prepare a briefing paper for Clare and get a better understanding of rationale and way forward.
• Wait to hear back from Clare following her meeting and then decide on approach.
• If David is open to proceeding with the plan then we will prepare a proposal for DOC. Natalie has sourced some funding to help with the set up of this project and there is potential for further funding in coming years through the Regional Plan Change for investigations etc. We would be asking for staff time only from DOC in this financial year.
• Draft MOU has been prepared. • Torehape is an asset for the community. • Pouarua Farms/Iwi are conflicted – land use and
protection of ecological assets.

2 Resource Consent Process
• Proceed with applying for a consent this financial year.
• AECOM are indicating that the effects from Muggeridges on Torehape will be less than minor.
• Monitoring will be required in excess of the proposal from AECOM.
• Best outcome for all parties would have been to work together on the Torehape Wetland Management Plan.

• If RUD award it without it being notified then DOC
would appeal it and it would be a judiciary review – then DOC would have to prove that the model was wrong.
• Engage with RUD staff - at staff level and higher. 3 AECOM Proposal • Gemma White (DOC) has written and raised
concerns about the Stage 2 Proposal. • Rebecca Eivers (WRC) has also raised some
concerns. • John Male has provided a response to Gemma
and Rebecca’s queries. • A response to Gemma’s letter will be sent back to
Gemma. • We will get the work by AECOM peer reviewed. • Agreement from Steering Group to proceed with
the Stage 2 proposal from AECOM. • Need to progress the consent application in
parallel - AEE - Steering Group agreed to proceed to consent.

4 Risk to Project Costs • WRC has commissioned BECA to prepare a report on the cost increases for construction projects. WRC Tender prices have been coming back significantly over the engineers estimate.
• A copy of the BECA report was provided to HDC. • The BECA report indicates that the market will
peak in 2018-2020 – this coincides with the planned construction time for Muggeridges.
• HDC’s recent experience with the tenders for the water treatment plant they are building has found that the price has come back 15% under the engineers estimate.
• Decision made to flag the costs as a risk but understand that we can’t make a decision on it yet.
• Need to indicate to stakeholders that there is a risk to the costs and keep them in the loop. But do not want to alarm them at this stage.
• Update to be provided to Councillors Husband and Vercoe and Robert Hicks.
• HDC to give an update at the next drainage meeting about potential price pressures.

Email from Natalie Young, Project Manager for the Muggeridge Pump 16 March 2016 Hi Attached are the minutes from our meeting on the 25/02/16 at HDC. I apologise for the delay in getting these out :-/ I have also attached the response from John Male (AECOM) to the feedback from Gemma White (DOC) and Rebecca Eivers (WRC) as promised in the meeting. At Clare’s meeting with David Speirs (DoC) on 4/3/16 they discussed Muggeridges and the Torehape Wetland Management Plan. David’s reasoning for their inability to be involved in the Torehape Wetland Management Plan at this time was that they were expecting the Hauraki Settlement in the next couple of months and that this would major implications for their CMS. It is expected that they will need to be rewrite a significant part of their CMS as a result and so they don’t want to put time into work that may need to be overridden or redone. David was clear that if we could prove that Muggeridges has no impact on the Torehape then they would not object against the project.
