When Canadians went to the polls on October 14,1935, a total of 2,174,188 Ontario residents were eligi-ble to cast ballots. Their names were recorded on voterslists – the very first voters lists put together by the fed-eral government.

New voters lists were compiled before every subse-quent federal election or byelection until 1997, whenthe system was scrapped. The lists from 1935 through1979 – representing fourteen general elections andmany more byelections – are available on microfilmthrough the National Archives of Canada.

These lists, which include the names, addresses andoccupations of everyone registered to vote, representone of the most important sources of twentieth-centuryinformation available to genealogical researchers.

It takes 10 microfilm rolls to include all of the votersin Ontario in 1935. The years that followed saw a steadyincrease in both the number of voters listed and thenumber of microfilm rolls needed to record them all. By1979, the Ontario lists filled 57 rolls with 5,328,123voters’ names.

The old voters lists are an indication of the change inour thinking about privacy. For years, the lists were dis-tributed to the people on them, or posted in prominentlocations in a community, such as on telephone polesand at the post office. People could then ensure theywere on the list and, of course, spy on their neighbours.The lists were also used by candidates and their agentsin canvassing neighbourhoods.

In many ways, voters lists are similar to two otherimportant resources, census returns and directories. Butthere are important differences as well. The informationfound on a voters list is similar to what is found in adirectory, but much less than what is found on a censusreturn. The voters lists from the middle of the twentiethcentury are, however, already available – and the censusreturns may never be opened for researchers to use.

The coverage of the voters lists is much more exten-sive than that of commercial directories, because thegoal was to include every eligible adult in the district.Directories usually did not cover small towns and ruralareas, and often didn’t bother to mention manuallabourers or farmers.

A voters list will also present a much more precisesnapshot of an area at a specific time than is possiblewith a directory or a census. That’s because enumera-tors had just six days to compile their lists of voters ineach polling district. By comparison, some census enu-merations dragged on for weeks, and it’s often hard todetermine even the month in which a directory wascompiled.

One thing all three sources have in common is inac-curacy – spellings of names cannot be trusted in voterslists any more than they can be trusted in directories orcensus returns. Legislators recognized that some nameson voters lists weren’t spelled correctly, so made it arule that a person could not be barred from voting justbecause his or her name was wrong on the list.

The federal government did not have its own lists ofvoters for the first 68 years after Confederation, relyinginstead on municipal or provincial lists. That changed in1935, with the introduction of a federal voters list thatwas open to public scrutiny.

The first federal list was actually put together in1934, when the government had a grand plan to com-pile a permanent list that could be kept current throughregular updates. After a couple of years the idea wasabandoned as unworkable, which meant an army ofenumerators had to be hired to compile a new list for the1940 vote, and again for each one after that.

Canada’s federal enumerators started work on theforty-ninth day before polling day, and had to be fin-ished their divisions within six days of starting. Twodays after that, the lists had to be turned over to the

returning officer in the correct order, which was geo-graphic for urban polls and alphabetical for rural polls.

The government’s distinction between urban enu-meration and rural enumeration resulted in differencesbetween the lists. In urban areas, two enumerators – onefrom each of the two top political parties in the previouselection – worked together, trying to compile lists asaccurate and comprehensive as possible. Urban resi-dents whose names were not included in the final list,which closed seventeen days before the election, werenot eligible to cast ballots.

Rural areas were covered by a lone enumerator. If arural resident was missed, it was not a great concern;anyone not on the list could still cast a ballot as long assomeone on the list vouched for them. As a result, it wasnot essential for the rural enumerator to be as thoroughas the enumerators in the urban areas. (In other words,today’s family history researchers have a better chanceof finding urban residents.)

The vast majority of the lists were typeset by localprinting companies, so they are quite easy to read anduse. The appearance of the lists, and even the size of thepages and the number of columns used, varied byregion, but the information contained was consistent.

The lists up to 1974 were supposed to follow thebasic format established with the 1935 list: The top ofthe first page of each polling division has basic geo-

graphic information. Urban districts are sorted by streetname and house number, and information in the listincludes street name, house number, surname, givenname and occupation. For the rural districts, with thenames in alphabetical order, the lists show surname,given name, occupation and post office address.

The major change in format after the 1935 list had todo with the way women were shown. In 1935, theywere shown as either “Miss” or “Mrs.”; men did nothave a “Mr.” To ensure there was no doubt about thegender involved, women also had a “(W)” beside theirnames. The redundant “(W)” was dropped from the listsin 1940.

Other than that, the information contained and thebasic format remained constant for thirteen of the four-teen lists covered in this guide. The major change camewith the 1979 list, which does not include the occupa-tion, and includes far less identifying informationregarding addresses. The 1979 lists were typed ratherthan typeset, as the vast majority of the earlier lists hadbeen. The typing often resulted in a “bleed” throughpages, making it harder to read the names.

The 1979 films contain a notice to electors for eachpoll. This is of little value to genealogists, but effective-ly doubles the number of films required to cover theelectoral districts.

1977, and are available through interlibrary loan fromthe National Archives of Canada as part of record groupRG113.

The lists themselves may seem to be an insurmount-able challenge, because there is a lot of material to gothrough. The voters lists for the fourteen general elec-tions and the byelections – the extra elections called asa result of the deaths or resignations of sitting Membersof Parliament – take up almost 300 microfilms forOntario alone. (More than 1,000 are needed to cover allof Canada.)

Voters lists, like census returns, need to be tackled ona geographic basis. The lists are grouped by province,then by electoral district, then by polling division.

The first step in using the lists for Ontario is to deter-mine which electoral district – also known as riding orconstituency – to search. Electoral district boundariesare often obvious, because their names reflect the areascovered. It is harder to determine boundaries in largecities, where there might be five or six districts, and inrural areas which do not obviously fall into any one dis-trict.

Almanacs may help in identifying the electoral dis-trict for a community. For some areas the researcherwill have to rely on old-fashioned trial and error. TheParliament web site, at www.parl.gc.ca, includes a his-tory of federal electoral ridings since 1867; the geo-

graphic descriptions may help narrow the search.The microfilmed lists for Ontario have the electoral

districts in alphabetical order, with the districts forMetro Toronto following the ones for the rest of theprovince.

The names of the electoral districts may be deceivingat times, because they were not used consistently on thevoters lists themselves. The district of Kenora-RainyRiver was sometimes listed as Rainy River, for exam-ple. Carleton was sometimes shown as Ottawa. GreyNorth was sometimes listed as North Grey, and so on.And at times, a list does not show the name of the elec-toral district at all.

The districts were hardly constant from 1935 through1979 – their boundaries were regularly redrawn, and thenumber of districts was increased in response to thegrowth in Ontario’s population.

The fourteen lists covered in this guide can be divid-ed into five basic groups, based on four changes inboundaries between 1935 and 1979. These groups are:1935-1940-1945; 1949; 1953-1957-1958-1962-1963-1965; 1968-1972-1974; and 1979. An address will be inthe same district for the six elections from 1953 through1965, but there is no guarantee it will be the same for1949 or 1968.

Within electoral districts, lists were generally filmedin order of polling divisions – and there could have been

as many as 300 to choose from. These divisions werealso based on geography, and it is usually possible tonarrow a search by scanning quickly through the divi-sions in a district, looking for locations close to theaddress of interest.

In urban areas, where names are listed by addressrather than alphabetical order, it would pay to look in adirectory for a likely address before starting a search.

In rural areas, names are in alphabetical order, whichmakes a search relatively easy – as long as you knowwhere to look. Many small- to medium-sized townsthroughout Ontario were considered rural, so they fol-low the rural (alphabetical, but not necessarily com-plete) rule in the lists.

Once a person is found in one list, it’s generally easyto find him or her in other lists. It may be possible todetermine a pattern, based on the geography of the area,that will make a search easier. As an example, if pollingdivisions are numbered from south to north in a districtin one election, it’s likely the same system was used inthat district for other elections.

Voters lists aren’t likely to have the names of everyadult living in a polling division, because there wererestrictions on who was eligible to vote. If it’s any con-solation, however, many lists have been found to havetoo many names, because they include people whoshould not have been allowed to vote.

Rules about who could vote varied over the years. Inthe 1940s, for example, all British subjects, men andwomen, who were at least twenty-one years old and hadbeen in Canada for twelve months before the pollingday, and resident in the electoral district on the date theelection was called, were generally allowed to vote.

There were, however, exceptions:• Judges appointed by the Governor General in

Council.• The returning officer for each electoral district.• Inmates in penal institutions.• Indians ordinarily resident on an Indian reservation

who did not serve in the world wars.• People restrained of their liberty or management of

their property by reason of mental disease.• Eskimos.• Doukhobors living in British Columbia.• People of Japanese descent.

• People disqualified from voting.• Inmates of institutions maintained by any govern-

ment for housing the poor.Despite those restrictions, the lists for Ontario for the

1945 election still contain the names of 2.45 millionpeople.

Beyond that, the Royal Commission on ElectoralReform and Party Financing in the 1990s was told thatthe poor were often left off lists because enumeratorswere afraid to set foot in their neighbourhoods. Thatdoesn’t mean efforts weren’t made; there were reportsof enumerators visiting homeless shelters in an attemptto register every eligible voter.

There were other problems as well. Sometimes, enu-merators could not convince anyone to let them enterapartment buildings. And sometimes, entire streetswere missed. Today’s genealogists would be wise tokeep those concerns in mind. Voters lists, like censusreturns and many other sources, are not perfect.

Also, there were occasional problems with the quali-ty of the printing, of the microfilming, or both. Qualityis especially bad with the lists from the 1972 and 1974elections; some are not legible at all.

In some cases, pages that had been missed or poorlyexposed were microfilmed again, then spliced into thestart of the appropriate reel. Check these corrections incase they include the pages of interest.

If a person is found in the voters lists, it will confirmnot only that the person was alive when the enumerationwas taken, but his or her address and occupation as well.This information can lead to further research in manysources, including local histories and newspapers.

The list from 1940 can be particularly useful becauseit was done in the same year as the wartime registration.To get a document from the registration files aresearcher needs to know the address of the person inquestion – and in most cases, the address will be thesame as the one shown in voters lists.

The voters lists created for the fourteen electionsfrom 1935 through 1979 represent a resource that canprovide valuable clues in family history research.

The passage of time will bring more emphasis totwentieth-century research – and these lists will beregarded as some of the most important source docu-ments available.

Containing millions and millions of names, voters lists are one of the most important20th-century sources for family history researchers. They record the names andaddresses of adult Canadians at precise periods – a few weeks before federal generalelections and byelections.

This finding aid is the first published guide to federal lists in Ontario – a collectionof almost 300 rolls of microfilm available through the National Archives of Canada. Itlists the federal electoral districts for each election, and provides the numbers of themicrofilm reels and the page numbers for those districts.

Federal Voters Lists in Ontario 1935-1979 will open a vast new resource for geneal-ogists. It makes it possible to trace people through more than four decades in the mid-dle of the 20th century.
