A endment Proposal Agreements Submitted by the Harlingen PAGA Subject: Proposal to amen Section 26 of the National Agreements regarding Code of Conduct The Code of Conduct read as follows: "Code of Conduct: Conte~tants are to observe proper golf etiquette at all times. Any abuse or disiespect of fellow competitors, employees and other players of the host fa I ility, or other persons conducting or attending a National or Local PAG~ sanctioned event can be grounds for disqualification from the e ent, and possible rejection of entry into future events. Such abuse may e verbal, physical or by threat and includes, but is not limited to: the use of bscene language, physical damage to property or equipment of the host facility and abuse of alcohol or controlled substances during a competitive round. A member in bad - standing will not be allowed to join the local Chapters. Local Chapters are asked to submit individual cases to the National Organization for consideration to join the Chapter." 1. A. Remove: "Contestants are to observe proper golf etiquette at all times." B. Add: "Participants are to observe proper golf etiquette during tournament play and at the events hosted by the National and Local PAGA Chapter." 2. A. Remove: "A mem~er in bad standing will not be allowed to join the local Chapters. Local ~haPters are asked to submit individual cases to the National Organization frr consideration to join the Chapter." B. Add: "Prior to disqualification, the person will be provided with formal verbal notice of his/her indiscretion and written formal notice of disciplinary action that ma~ be taken. An appointment will be setup to provide the member with air opportunity to contest or dispute the allegations made against his person as a member. Disciplinary Action: First Offense - A me/Imbermay be put on a probationary period of up to 2 years.

Second offense - A ember shall be deemed in bad standing for aperiod of one year and not lIowed to participate in National or local PAGAevents. The member must -apply for membership with a letter to besubmitted to the National Bard from the Local Chapter for considerationof reinstatement of membe hip.

Third offense - A me ber will be suspended indefinitely, and notallowed membership into th PAGA. The name of person will besubmitted to all Chapters a Member in bad standing indefinitely."

The Code of Conduct that t is organization abides to is vague and absentof any policy guidelines or rocedural elements to be followed. As anorganization that prides its If in the observance and enforcement of all"National rules and regulations" it seems for the sake of consistency andfairness a governing princidle has not been articulated to its fullest extent.

Harlingen PAGA is requesting that Mr. Zeke Cano be reinstated hismember status his Situatiol is explained in the attached letter his statuswas revoked under the Co e of Conduct agreement.

Harlingen PAGA asks that· he changes proposed be accepted for thereasons stated above. IRegards,
