THE BOARD OF EDUCATION MEETING IS VIDEOTAPED AND THE VIDEO IS AVAILABLE FOR REVIEW OR A COPY CAN BE OBTAINED BY CONTACTING THE TREASURER'S OFFICE AT THE HELEN H. "SUE" OSBORN ADMINISTRATION BUILDING. The Mentor Exempted Village Board of Education held its Regular Meeting on Tuesday, May 14, 2019 at 7:00 p.m., at Paradigm, 6465 Center Street, Mentor, Ohio. Members present: Mrs. Mary L. Bryner, Mr. E. Kenneth Buckley, Mrs. Virginia E. Jeschelnig, Mrs. Deanne M. Roberts, and Mr. Thomas V. Tuttle. Mr. Tuttle led the assembled in the Pledge of Allegiance. At this time Mr. Tuttle asked for a moment of silence in remembrance of Autumn Issa, Shore Middle School Student, who passed away April 30, 2019. Mrs. Roberts moved, seconded by Mrs. Bryner to approve the minutes of the regular meeting held April 9, 2019. Roll Call: Ayes: Ms. Roberts, Mrs. Bryner, Mr. Buckley, Mrs. Jeschelnig, Mr. Tuttle. The motion carried. 2019-5-61 At this time, Mr. Tuttle stated that there would be a hearing of the public on agenda items only. There were none. Mr. Buckley moved, seconded by Mrs. Bryner that the Board of Education approve the consent agenda as presented by the Superintendent. Approval of the Change Order in the deduct amount of $43,000.00 for the Service Building paving project by Chagrin Valley Paving. The original contract amount was $678,700.00. The final contract amount will be $635,700.00. Approval of the Change Order in the deduct amount of $13,117.50 for the Ridge Elementary paving project by Chagrin Valley Paving. The original contract amount was $401,600.00. The final contract amount will be $388,482.50. Roll Call: Ayes: Mr. Buckley, Mrs. Bryner, Mrs. Jeschelnig, Ms. Roberts, Mr. Tuttle. At this time Mr. Bill Porter, Superintendent, and Mrs. Jeschelnig recognized Mr. Bob Zonneville for his dedication and commitment to the Mentor Public School District. At this time Mr. Tuttle called for a brief recess. Time: 7:45 p.m. Mr. Tuttle reconvened the meeting to regular session. Time: 7:50 p.m. Mr. Buckley moved, seconded by Mrs. Jeschelnig that the Board of Education approve the Mentor High School Graduating Class of 2019.
WHEREAS, the High School Principal has certified that members of the 2019 graduating class of Mentor High School (see Attachment A) have or will have completed all requirements set forth for high school graduation by the State of Ohio, including passing all proficiency examinations on or before the date set for graduation; and WHEREAS, the High School Principal has certified that members of the 2019 graduating class of Mentor High School have or will have completed all requirements set forth for high school graduation by the Board on or before the date set for graduation. NOW, THEREFORE, BE IT RESOLVED THAT:
1. The students of the 2019 graduating class of Mentor High School who have or will have met all requirements for high school graduation as set forth by the State of Ohio and the Board shall be graduated, subject to the completion of all graduation requirements.
2. Pursuant to Ohio Revised Code 3313.61 and Board Policy 6.15
(“Graduation/Diploma Requirements”), the Board President, Chief Financial Officer of the Board, Superintendent, and High School Principal shall sign the diplomas of the students of the 2019 graduating class of Mentor High School and such diplomas shall bear the date of their issue.
3. The diplomas of the 2019 graduating class of Mentor High School shall
be paid for from the general fund. Roll Call: Ayes: Mr. Buckley, Mrs. Jeschelnig, Mrs. Bryner, Ms. Roberts, Mr. Tuttle. The motion carried. 2019-5-63 Mrs. Jeschelnig moved, seconded by Mr. Buckley that the Board of Education approve the certified/licensed, classified, non-contractual compensation, supplemental contracts, job description, and administrative appointment.

Supervisor of School Nutrition Services
I. Major Function
Under the direction of Director of Business Operations, the immediate supervision of his/her designee to plan, direct, administer the food and nutrition service of the school district, to include program planning, personnel management, program review and evaluation resource allocation and financial management, facilities planning, organizing and implementing a program of nutrition education and wellness and establishing a program of marketing and communications.

II. General Responsibilities and Duties
A. Work closely and cooperatively with central office and building administrators as
part of the development, implementation, and maintenance of the system-wide school nutrition services program.
B. Establish a procedure for developing, implementing, and evaluating goals and objectives for the school nutrition services program.
C. Administer, direct and supervise the implementation of school nutrition programs within the school district in compliance with local, state and federal regulations (i.e., menu planning, procurement, food production, inventory, budget, record keeping, personnel needs and customer satisfaction).
D. Establish program standards and direct implementation to ensure operation of a nutritionally sound program that meets all rules and regulations.
E. Determine facility equipment needs and schedule replacement equipment and repairs.
F. Implement sanitation standards and devise a system including training for proper handling of food products.
G. Implement standards and controls for safety in each school food service unit. H. Coordinate and assist in implementation of the student and staff wellness
programs, serving on the district wellness committee. I. Supervise food service managers and staff, assigning and scheduling staff as
necessary. J. Supervise the planning, ordering, and implementation of daily menus, as well as
the non-routine operations such as any catering needs in the district. K. Supervise procedures associated with accounting, inventory recordkeeping and
security. L. Supervise the implementation of the Treasurer’s directives concerning handling
and security of collected monies. M. Prepare annual budget for recommendation to the Director of Business
Operations. N. Assist in the recruitment, selection, and training of regular and substitute
employees. O. Serve to initiate and supervise the implementation of new and/or promotional
programs. P. Develop short- and long-range financial objectives to ensure the food service
program is self-sustaining. Q. Develop rapport with students, staff and public.
III. Essential Skills, Knowledge and Abilities
A. Knowledge of the nutrient content of foods, recommended daily allowance (RDA), and the influence of proper nutrition on the physical development of children.
B. A complete working knowledge of the total school food service program at local, State, and federal levels of authority.
C. Knowledge as to proper methods of storage, preparation and serving of foods. D. Knowledge of applicable state and local health and sanitation department
regulations. E. Knowledge and skill in the application of portion control and cost accounting. F. Knowledge of required reports and procedures associated with commodities,
operational costs, and personnel. G. Knowledge of the surplus commodity program and regulations of federal and
state authorities. Participate in the review, revision, development and implementation of Board of
Education policies and procedures associated with the school nutrition service programs.
I. Perform on-going review of school operations to ensure compliance with school nutrition service program standards.
IV. Relationship Within Staff A. Works well under the direction of the Director of Business Operations.
B. Works to coordinate the school nutrition services program with principals and other administrative staff.
C. Demonstrates the ability to work effectively with school personnel and the school district constituency.

V. Qualifications
A. Bachelor’s degree from an accredited college or university, or equivalent educational experience, with academic major in specific areas (food and nutrition, food service management, dietetics, family and consumer sciences, nutrition education, culinary arts, business, or a related field).
B. Registered Dietitian with the Commission of Dietetic Registration. C. Licensed Dietitian in the State of Ohio or eligible for licensure. D. Practical management experience in the field of institutional or commercial food
service; three years supervisory experience in institutional food service is preferred.
E. Have the ability to communicate and work cooperatively with others, to include students, parents, citizens and other school personnel.
F. Possess the willingness to work, display initiative, assume responsibility, and take pride in work.
G. Pass physical examination.
VI. Special Competencies Preference will be given to candidate who possesses a college degree in a foods related
program of studies and on-the-job, in-service training experience in school food service programs.

VIII. Evaluation
The Supervisor of School Nutrition Services will have his/her performance
evaluated annually by the administrator or supervisor to whom assigned in accordance with the Mentor Exempted Village Board of Education and detailed in current Ohio Revised Code.
IX. Terms of Employment
Number of days and number of hours per day are to be determined by the Mentor Exempted Village Board of Education. The Mentor Exempted Village School District shall comply with all Federal laws including the Americans with Disabilities Act and the Occupational Safety and Health Act and all requirements and regulations of the U. S. Department of Education. ADMINISTRATIVE APPOINTMENTS, STIPENDS, SALARIES AND SALARY RANGES Appointments for the 2019-2020 School Year Recommended Vaccaro, Ginni will be hired as Supervisor of School Nutrition Services. Mrs. Vaccaro will receive a two-year contract and will be placed at Step 5, 1.30 Index ($70,069) of the Supervisor of School Nutrition Services Salary Schedule. Effective 08-01-19 Roll Call: Ayes: Mrs. Jeschelnig, Mr. Buckley, Mrs. Bryner, Ms. Roberts, Mr. Tuttle. The motion carried. 2019-5-64 At this time Mr. Tuttle recognized Ginni Vaccaro as the new Supervisor of School Nutrition Services.
Mrs. Jeschelnig moved, seconded by Mr. Buckley that the Board of Education approve the resolution commending the Mentor Public Library.
WHEREAS, in 1819, the Mentor Library Company was formed, making it the earliest library association recorded in Lake County; and
WHEREAS, since 1926 the Board of Education and the public library have had a formal joint operating partnership; and
WHEREAS, the Board of Education and library trustees cooperatively serve the Mentor, Mentor-on-the-Lake, portions of Kirtland Hills, and portions of Concord Township; and
WHEREAS, the library has grown from a collection of 79 volumes to its present collection of more than 200,000 books, DVDs, CDs, magazines, video games, hotspots and more; and
WHEREAS, the library has expanded from housing its collection in private homes and then a single room in Mentor Village Hall to now having four branches throughout its community; and
WHEREAS, the library – through its partnership with Mentor Schools –makes state-of-the-art technology available to the community, providing them with access to a laser engraver, vinyl cutter and video recording and editing studio within The HUB’s makerspace; and
WHEREAS, for 200 years, the library has always been and always will be an inviting place for the community to gather, learn, be entertained, and connect with the outside world.
NOW THEREFORE, BE IT RESOLVED that the Mentor Exempted Village School District Board of Education does hereby commend and congratulate the Mentor Public Library on two centuries of supporting and uniting our community. Section 2. Start-up Community Schools/College-Preparatory Boarding Schools. This Board finds, determines and declares that there are no community schools and/or college-preparatory boarding schools to which this Board must offer the Property for sale or lease pursuant to Sections 3313.413, 3313.41(G) and 3313.411 of the Revised Code. Section 3. Authorization of the Sale of the Property. This Board hereby approves and authorizes the sale of the Property by public auction in accordance with Section 3313.41(A) of the Revised Code, including selling the Property as an entire tract or as separate and smaller parcels, subject to the terms and conditions of the sale provided for in this Resolution, to the highest bidder after giving at least thirty (30) days’ notice of the public auction by publication in a newspaper of general circulation in the School District or by posting notices in five of the most public places in the School District. Section 4. Terms and Conditions of the Sale. The sale of the Property shall be upon the following terms and conditions and such other conditions of sale for the Property that are consistent with this Resolution and in the best interests of this Board and the School District as may be determined by the Treasurer: a. The auction shall be conducted on a date as
determined by the Treasurer. b. The sale shall not be final until the successful bidder’s
bid and offer to purchase is accepted by duly adopted Resolution of the Board and written notification of such acceptance is delivered to the successful bidder by the Treasurer. The Board reserves the right to reject any or all bids.
c. At the time of the completion of the auction, the
highest bidder shall deliver to this Board a security deposit in the form of a certified, cashiers, business or personal check in an amount as determined by the Treasurer for faithful performance should the bid be accepted. The deposit shall be applied to the purchase price in the event the bid is accepted by this Board.
d. Final payment for the Property, which shall be the
difference between the security deposited with the Board and the amount of the bid, shall be made by wire transfer or by certified, cashiers, business or personal check payable to the Board, at the time of transfer of title.
