We are experienced developers and builders in the care sector, and our portfolio includes the following successful care developments:

Malsis, Skipton - The scheme involved careful conversion and refurbishment of Grade II listed Malsis Hall and a new build specialist care unit.

Sutton Grange, Southport- The scheme was specifically designed to provide high-quality residential, nursing and respite care to the elderly, including those living with dementia and Alzheimer’s disease.

Telford Court, Crewe - The scheme comprises a newly built 84-bed dementia care home offering high specification facilities to residents.

Deanston House - The scheme involved the conversion of a former Grade B listed 30-bed nursing home into a 26-bed specialist trauma care facility catering for a wide range of individuals suffering from post-traumatic reactions for the care provider ECHO.

WHO WE ARE

The site extends to approximately 1.33ha within Cheshire Oaks Business Park. Access to the site is provided from the south via two points on Lloyd Drive. The site is currently allocated for commercial development in the Cheshire West and Chester Local Plan (Part 2).

The surrounding area is characterised by commercial office buildings to the south-east, residential development to the west and retail development at Cheshire Oaks.

The site is situated 2 miles south of Ellesmere Port and 5.8 miles north of Chester. The site is well-connected to strategic road network being approximately 0.5 miles to the east of junction 10 of the M53, which connects to the M56.

The site is currently vacant, overgrown and rather untidy due to fly tipping. There are wooded areas occupying the site’s eastern and western boundaries but these are unmanaged.

The site is located within Flood zone 1, and at low risk of flooding.

Seddon proposes to deliver two separate elements as part of the proposals:• An 80 bedroom older persons’ care home located in the north of the site; and, • A 24 bedroom registered care home (offering mental health rehabilitation) situated in the south of the site.

Both elements of the scheme will be operated by Enhanced Community Healthcare Options Group (ECHO). ECHO provides personalised services for people with learning disabilities, mental health conditions in hospitals, care homes with nursing, residential care home setting and supported living services.

Both elements of the proposals will include separate access from Lloyd Drive, car parking and attractive hard and soft landscaping.

THE SCHEME PROPOSALS

Seddon has appointed an expert team of experienced technical consultants for the project to ensure that a high quality, sustainable development can be delivered. A comprehensive suite of technical studies and reports has been commissioned and the planning application will be supported by the necessary range of technical assessments.

Moreover, there are numerous benefits that the proposed development will bring to the local area, including:

• Provision of an additional choice of care in the borough and county with reduced pressure on local care services because of extra capacity that the development will provide;

• Additional indirect job creation in the associated local supply chain that will benefit the local economy (e.g. increased spending in local goods and services; further employment benefits including delivery & cleaning staff;

• A sensitively designed soft landscaping scheme which will include native tree and shrub species where possible, along with planting selected to be of value to wildlife, particularly bees and other insects. If possible, small areas of wildflower meadow or species rich lawn may be used;

• Enhancements to the landscape to improve the physical environment for the proposed residents and visitors, including the sensitive management and protection of the wooded area surrounding the site;

• The creation of a significant number of new jobs (expected to be in excess of 150 new jobs at the site);

• A negligible impact on the local highway network and reduced car trip generation when compared to commercial or office use. A Transport Statement and Travel Plan will be submitted alongside the planning application;

• Securing the long term sustainable management of a currently vacant and untidy site which is prone to anti-social behaviour such as fly tipping;

• The introduction of a care use which is entirely compatible with, and will maintain and respect the amenity of surrounding office and residential uses.
