proposed site and marine facility location. Not applicable; the proposed Project does not include an LNG terminal. 3. For natural gas facilities other than LNG terminal facilities and related

jurisdictional natural gas facilities, an explanation of why the prospective applicant is requesting to use the prefiling process under this section.

Northern believes that utilization of the prefiling process will provide the opportunity for Northern, landowners, other interested stakeholders and FERC staff to discuss and address routing and environmental issues in order to develop a complete environmental report prior to the filing of Northern’s Section 7 application. Northern believes that promoting stakeholder involvement in the early stages of the process will provide interested parties with an opportunity to raise questions and Northern an opportunity to respond accordingly, resulting in a more effective and efficient regulatory process to ensure an in-service date of November 1, 2017. Public involvement will be facilitated through the following tools and activities:

• Meeting with agencies and stakeholders and participating in public information meetings (open houses)

• Facilitating issue identification and resolution • Utilization of the different components of the Public Participation Plan which are

designed to promote open communication with stakeholders through i. Single point of contact available 24 hours a day, seven days a week

ii. Dedicated project website to provide timely information regarding the Project

4. A detailed description of the project including location maps and plot plans to scale

showing all major plant components that will serve as the initial discussion point for stakeholder review.

Northern Natural Gas Company Northern Lights 2017 Expansion The Northern Lights 2017 Project, which includes the facilities described below, is currently scheduled to meet a November 1, 2017, in-service date. Northern plans to hold an open season during October 2015 that would include all volumes eligible for the 2016 growth election. The Project will consist of construction of: (1) a new Lake Mills compressor station; (2) additional compression at Northern’s existing Faribault compressor station and (3) approximately 9.4 miles of branch line looping/loop extension, as more fully described below.

Pipeline Facilities: Chisago Interconnect Loop (Chisago Loop): Northern proposes to construct and operate a 16-inch-diameter loop of its existing 12-inch-diameter Chisago Interconnect pipeline (MNM-93201) The proposed loop line will tie in to the existing Chisago branch line at a point in Section 28, Township 35 North, Range 21 West (Sec 28, T35N, R21W) and extend approximately 5.3 miles where it will tie back in to the Chisago branch line located in Sec 4, T35N, R21W, all in Chisago County, Minnesota. To avoid residential areas and minimize disturbance to heavily treed areas, the new loop line will deviate from the existing branch line corridor. Belle Plaine Loop Extension: Northern proposes to construct and operate an extension of its existing 6-inch-diameter Belle Plaine branch line loop (MNB-84402). The proposed extension will originate at the end of the existing loop in Sec 5, T112N, R23W, Le Sueur County, Minnesota, and extend approximately 1.3 miles when it will tie into the existing 4-inch-diameter Belle Plaine branch line (MNB 84401) in Sec 31, T113N, R23W, Scott County, Minnesota. The proposed loop will be installed adjacent to the existing Belle Plaine branch line. St. Cloud Branch Line Loop Extension: Northern proposes to construct and operate an extension of its existing 12-inch-diameter St. Cloud branch line loop (MNB-77502). The proposed extension will originate at the end of the existing loop and extend approximately 2.8 miles where it will tie into the existing 16-inch-diameter St. Cloud

Northern Natural Gas Company Northern Lights 2017 Expansion branch line (MNB-77501), all located in Sec 22, T36N, R24W, Isanti County, Minnesota. The loop will be installed adjacent to the St. Cloud branch line. Compression Facilities Lake Mills Compressor Station: Northern proposes to construct and operate a 15,900-HP compressor station consisting of one Solar Mars turbine. The proposed compressor station will be located in Sec 32 & 33, T100N, R22W, Worth County, Iowa, and will tie-in to Northern’s existing D-line (IAM-60604) and E-Line (IAM-60605). Faribault Compressor Station: Northern proposes to construct and operate an additional 15,900-HP Solar Mars turbine unit (Unit #2) at its existing Faribault compressor station.1 The unit will be tied into Northern’s existing B-line (MNM-80102), C-line (MNM-80103) and D-line (MNM-80104). The Faribault compressor station is located in Sec 2, T109N, R21W, Rice County, Minnesota. The existing 1,400-foot by 500-foot station yard will be expanded to accommodate the additional unit.

The proposed branch line routes and the new Lake Mills compressor station site were selected after analysis and review of engineering options, route/site options, and Project alternatives with an effort to minimize impact to the environment and affected landowners. Both the Belle Plaine and St. Cloud proposed routes will utilize existing pipeline corridors. The proposed Chisago route will deviate from the existing pipeline corridor to mitigate impacts to residential and heavily treed areas. The proposed site for the Lake Mills compressor station was selected due to its strategic location on Northern’s existing system as well as having the least impact to noise sensitive areas (NSA) and wetlands when compared to the other sites reviewed. Aerial photos showing the location of the proposed facilities are included at Exhibit D. Plot plans for the compressor stations are also included at Exhibit D. Due to the specific details related to the operation and engineering of the stations, these plans have been segregated and labeled as Critical Energy Infrastructure Information.

In addition to the Section 7 facilities described above, Northern will also construct and/or modify facilities pursuant to the provisions of its blanket certificate granted at Docket No. CP82-401-000 and/or Section 2.55(a) of the Commission’s regulations. For informational purposes, a listing of these facilities is attached as Exhibit E:

5. A list of the relevant federal and state agencies in the project area with permitting

requirements. For LNG terminal facilities, the list shall identify the agency designated by the governor of the state in which the project will be located to consult with the Commission regarding state and local safety considerations. The filing shall include a statement indicating:

(i) That those agencies are aware of the prospective applicant's intention to use the prefiling process (including contact names and telephone numbers); (ii) Whether the agencies have agreed to participate in the process; (iii) How the applicant has accounted for agency schedules for issuance of federal authorizations; and (iv) When the applicant proposes to file with these agencies for their respective permits or other authorizations.

Northern has attached a table as Exhibit A, which identifies federal and state agencies, including the contact name and phone number, with relevant permitting requirements related to the Project. Northern will mail letters to each of these agencies providing notice that Northern is making a request to FERC staff to utilize the prefiling process for this Project and to solicit its participation as a cooperating agency in the prefiling process. These letters will be sent out during the week of September 28, 2015. Northern will provide updates to FERC staff upon receipt of notifications/responses from the agencies Northern has incorporated into its overall Project schedule the agency-specific schedules for issuance of required federal and state authorizations and permits. Northern anticipates filing for federal and state authorizations and permits at or prior to the time that it submits its certificate application for the Project to FERC. Submittal and anticipated response dates are referenced in Exhibit A. 6. A list and description of the interest of other persons and organizations who have

been contacted about the project (including contact names and telephone numbers). Attached as Exhibit B is a listing of Native American tribes that have been contacted about the Project. Northern will also be providing information regarding the Project to state and county public officials and local governing units. Updates will be provided to FERC regarding contacts and responses. 7. A description of what work has already been done, e.g., contacting stakeholders,

agency consultations, project engineering, route planning, environmental and engineering contractor engagement, environmental surveys/studies, and open houses. This description shall also include the identification of the environmental and engineering firms and sub-contractors under contract to develop the project.

Landowner Contact: Northern has reviewed tax records for potential compressor station sites and pipeline routes, including the sites/route proposed herein. Northern has identified 222 landowners that may be affected by the proposed project. This number includes landowners directly affected by and/or abutting the pipeline route and/or survey requirements; landowners that may be affected by access roads, and extra work spaces; residences within 50 feet of construction work areas; landowners within one-half mile of the compressor stations and NSAs within one mile of the compressor

stations. The landowners have been contacted for permission to conduct surveys. Northern is working with the landowner to obtain an option to purchase the preferred site for the proposed Lake Mills compressor station. Northern is in the process of planning five open houses for the Project, the dates and locations are provided in the table below.

Northern will add Project information to a website developed by Northern for its expansion projects (www.northernnaturalgas.com/expansionprojects). The website will list the single-source-of-contact information for landowners, a description of the Project scope, maps, and timelines. The website is described in more detail in Item 11 (Public Participation Plan) below. Agency Consultations: Northern began contacting permitting agencies the week of September 14, 2015, to provide Project information. Letters will be sent the week of September 28, 2015 providing additional information and to inform them that Northern will be utilizing the prefiling process and to request their participation in this process. As indicated above, a table listing the agencies, including the contact name, telephone number and response is included as Exhibit A. Northern's environmental consultant, Merjent Inc., is currently scheduled to conduct wetland, biological and cultural surveys in the fourth quarter 2015 and prepare the reports for each of the surveys. Tribal Consultations: Northern has mailed letters to 24 Native American tribes to provide Project notice of the proposed project along with a request to identify whether they want to participate in the process. To date, Northern has received notification from one tribe, the Santee Sioux Nation, who has responded that they want to participate in the prefiling process. Project Engineering and Route Planning: Northern personnel evaluated multiple compressor station sites and pipeline route variations to determine the optimum locations to meet required pressure profiles on Northern’s system while factoring in the areas of least impact to the environment and landowners. Northern employees evaluated preliminary aerial photographs and walked or drove accessible portions of

the various routes to refine the proposed routes. Aerial maps depicting the Project locations and environmental clearance boundaries are attached as Exhibit D. 8. For LNG terminal projects, proposals for at least three prospective third-party

contractors from which Commission staff may make a selection to assist in the preparation of the requisite NEPA document.

Not applicable; the proposed project does not include an LNG terminal. 9. For natural gas facilities other than LNG terminal facilities and related

jurisdictional natural gas facilities, proposals for at least three prospective third-party contractors from which Commission staff may make a selection to assist in the preparation of the requisite NEPA document, or a proposal for the submission of an applicant-prepared draft Environmental Assessment as determined during the initial consultation described in paragraph (c) of this section.

Northern respectfully requests permission to produce and submit an applicant-prepared draft Environmental Assessment (EA) and to include the draft EA with its Section 7 application. Should the FERC agree to accommodate Northern’s request to produce a draft EA, Northern will use Merjent, Inc. as its environmental consultant to prepare the draft EA and to prepare the environmental reports; as indicated above, Merjent will complete the environmental surveys and prepare resource reports. Northern acknowledges that if FERC staff identifies a need for third-party assistance during the prefiling process, Northern will fund the effort. 10. Acknowledge that a complete Environmental Report and complete application are

required at the time of filing.

Northern acknowledges that a complete Environmental Report and a complete application under Section 7 of the Natural Gas Act and section 157 of the Commission’s regulations are required at the time of the filing.

11. A description of a Public Participation Plan which identifies specific tools and

actions to facilitate stakeholder communications and public information, including a project website and a single point of contact. This plan shall also describe how the applicant intends to respond to requests for information from federal and state permitting agencies, including, if applicable, the governor's designated agency for consultation regarding state and local safety considerations with respect to LNG facilities.

Please refer to Exhibit C which describes Northern’s Public Participation Plan (PPP). The PPP identifies the specific tools and actions Northern has and will use to facilitate stakeholder communications and public information. The proposed project does not include LNG facilities.

12. Certification that a Letter of Intent and a Preliminary WSA have been submitted to the U.S. Coast Guard or, for modifications to an existing or approved LNG terminal, that the U.S. Coast Guard did not require such information.

Not applicable, the proposed Project does not include an LNG terminal.

Northern Natural Gas Company Northern Lights 2017 Expansion

Public Participation Plan

Introduction Northern Natural Gas Company (Northern) has developed a comprehensive Public Participation Plan (Plan) designed to promote communications between Northern and the identified stakeholders in its Northern Lights 2017 Expansion (Project). The Plan is designed to provide timely information to stakeholders about the Project, encourage the participation of stakeholders impacted by the Project and identify and resolve, as responsively as possible, issues affecting the stakeholders. The Plan details multiple forums of communication, allowing Northern to work interactively toward a timely, fair and collaborative resolution of stakeholder concerns. Overall, the Plan is intended to develop and maintain communication efforts between Northern and affected stakeholders consistent with the Federal Energy Regulatory Commission’s (FERC) guidance related to the pre-filing process. FERC urges the pipeline industry to involve affected communities early in the project review process, before a Section 7 application is filed. Northern fully supports this approach and believes that being proactive is in the public interest and will result in the timely completion of the Project and an efficient use of resources. Consistent with FERC’s intent, Northern’s Plan has been created to:

1. Promote public awareness of the Project, its purpose and value to the regional economies within its footprint and its necessity in meeting the growing energy needs of Northern’s Market Area;

2. Provide ample opportunity for community residents and their leaders to ask

questions, voice concerns and present ideas about the Project within an atmosphere of openness and responsive disclosure; and

3. Identify impacted stakeholders and create forums so that stakeholders can openly

and fairly address issues and work with Northern to incorporate appropriate and reasonable solutions into the final project design.

OEP: Suggested Best Practices for Industry Outreach Programs In July 2015, the Federal Energy Regulatory Commission Office of Energy Projects staff issued a document titled, “Suggested Best Practices for Industry Outreach Programs to Stakeholders.” FERC staff noted that the document was intended “to present best practices and highlight the tools we believe can be used to effectively engage stakeholders in the application process for siting, construction, and operation of interstate

natural gas facilities.” A review of that document led Northern to the conclusion that most of the best practices discussed were already being applied in Northern’s public outreach. A review of the five described “best practices” and their application in this project are described below. Management commitment The FERC document emphasizes the value of senior management commitment to public outreach. Its main recommendation is the incorporation of the stakeholder outreach program into the budget of the project. Including a line item in the budget dedicated to public outreach, the FERC document explains, “elevates its importance and shows management commitment.” Although Northern does not have a line item in its project budget for public outreach, the project’s budget does include the necessary components of a public outreach program. Items such as the cost for open houses are included as a general part of the budget. Other Plan items, such as a dedicated project website, landowner letters, maps, etc., are low-cost items that do not require a separate line item in the budget. Northern’s management is committed to a broad and responsive public outreach program.1 Internal Collaboration The FERC document more explicitly labels this the practice to “integrate the thoughts and ideas of the entire project development team.” This is further explained as ensuring contact with key stakeholders at the appropriate stages in the project development. One key stakeholder is elected officials. Northern routinely includes state and local officials in its stakeholder list – going down to the mayor and city council level of cities and communities along a pipeline route and near compressor site locations. Northern already employs a multi-disciplinary approach to projects. Project managers routinely hold regular meetings to which all the parties in public outreach – right of way, marketing, certificates and communications/media – are expected to be actively engaged. General Training The FERC document recommends a “specific and detailed” training program not only for right of way agents but for the entire project team. The document explains that all project representatives, including contractors, who come into contact with the public should be provided outreach training. Through regular collaborative meetings, Northern project team members are knowledgeable on all aspects of the program. Northern’s dedicated website and information planned for the open houses include facts on natural gas, the company’s safety program, and the company’s commitment to the environment and to the community where they do business. Northern is largely in step with the document’s recommendations. Although a training program for all project members is not formalized, project expectations, objectives and

desired ongoing results with respect to safety and environmental compliance, are often communicated during project meetings, on-site with contractors, and with landowners. A prime example of this commitment was the development of a project fact sheet on the Northern’s Cedar Station Upgrade. The flyer, which was developed by Northern and Berkshire Hathaway Energy communications (in conjunction with Northern’s operations and marketing departments) for the use of right of way agents seeking survey permission, is an excellent example of using the FERC document recommendations in public outreach. Northern will employ a similar document for the Northern Lights 2017 Expansion Project. Stakeholder Engagement and Training Northern actively employs many described components e.g., dedicated websites, open houses and additional meetings, as necessary. Northern generally encountered a good working knowledge among agency personnel involved in the permitting of the proposed project facilities. In the past, Northern has coordinated stakeholder visits to proposed sites when interest warranted those visits. Northern does discourage visits to active construction sites (for safety reasons). Technology Utilization The FERC document encourages the use of technology in public outreach. Northern already employs many of the best practices described, including tracking of stakeholder lists, events, owner contacts and mailings. Northern tracks public outreach comments. Northern has also employed technology at open houses by providing landowners a computer printout that depicts an aerial look at their property in relation to project workspaces and facilities. Northern’s right of way department will develop a log tracking public outreach events for this and future Section 7 projects. In reviewing the remaining components of the document, Northern identified additions to its stakeholder lists and public outreach materials. Components of the Public Participation Plan This Plan provides an open forum for partnering with impacted stakeholders to bring the Project to a timely, fair and efficient conclusion by combining productive engineering and marketing strategies with open communication. Northern is committed to identifying and resolving stakeholder issues or concerns before filing its Section 7 application with FERC requesting authorization to construct and operate the facilities. To facilitate stakeholder communication and public involvement in the Project, Northern has begun, and will continue, to utilize the tools and actions described below in the pre-filing process. Single point of contact

Northern has designated its existing Operations Communication Center (OCC) as its single point of contact. The OCC’s toll-free number (1-888-367-6671) will be included in all communications with property owners and other identified stakeholders. The OCC is

staffed around the clock every day of the year. When a call is received regarding the Project, trained OCC personnel will record the information and notify the project manager, who will either address the concern or contact the appropriate company expert for a timely response. A call-tracking system will be employed to ensure all calls will be handled in an appropriate and timely manner. Northern has successfully employed the OCC as a single point of contact for stakeholders during the construction period for other projects, and believes that the OCC served as an excellent mechanism for receiving and responding to landowner and other stakeholder issues. The project manager’s name and contact information will be included in all communications with property owners and other identified stakeholders.

Dedicated Website

A website (www.northernnaturalgas.com/expansionprojects) was developed and made available to the public July 29, 2005. The website was added for previously filed and approved FERC projects. Northern plans to add a drop-down link for the Project. The website address will be noted on all outreach materials and other communications. The information on the website will include background information on Northern, a description of the scope of the Project; a general project schedule; a preliminary project map; a set of initial potential inquiries that Northern has labeled, “Frequently Asked Questions” (FAQs); a brief summary of the role of federal review; project updates; the project contact information; and regulatory developments and announcements. Links will be included to direct the user to the Northern Natural Gas website, including links to Northern’s corporate statements on its commitments to safety and the environment. Also, a link to the FERC website and eLibrary will be included for access to filed information on the Project as well as the pamphlet published by the FERC that addresses landowner questions. In addition, a link will be provided to view an illustrative review of the process of pipeline construction. This website is intended to be a source of timely information related to the Project. Thus, new information will be added to this site as appropriate. Northern will also place open house information on this website. Once the certificate application is filed, appropriate public repository information will also be added to the website. Open houses

Northern intends to hold five open houses in convenient locations throughout the Project area. The table below provides the dates and locations of the open houses.

All identified stakeholders will be invited and encouraged to attend these information-sharing open houses. Each open house will be publicized via the local newspapers and through direct mail invitation to property owners, customers, Native American tribes, regulatory agencies and public officials of political subdivisions along the proposed route corridor and compressor station sites. Open houses will include informational booths staffed by company personnel knowledgeable in issues related to the Project. Subject matter experts with knowledge on planned surveys and the proposed route will also be present. Printed project materials and other resources

Question forms and self-addressed stamped envelopes will be provided at the open houses to make it easy and convenient for stakeholders to submit written questions or comments after the open house. These envelopes will be pre-addressed to Northern’s project manager. Northern will promptly respond to the question forms that are received. At the open houses Northern will provide landowner-specific information on the potential impacts to their properties. Northern will either provide hard copies of the landowner’s property’s alignment sheets or use a computer to provide the data electronically, depending on resources available at the open house location. The alignment sheets will allow landowners a resource to identify how the Project may affect their property. The information at the open houses will also include maps of the Project route; photos of past construction projects undertaken by the company (before, during and after) to demonstrate Northern’s commitment to land restoration and construction techniques used to minimize land disturbance; and printed copies of FERC’s pamphlet, An Interstate Natural Gas Facility on My Land? What Do I Need to Know? At the open houses, Northern will also provide information about pipeline safety, including Northern’s pamphlet Living Safely with Natural Gas Pipelines, which provides One Call and general safety information. This pamphlet is distributed regularly to the persons who live and work near Northern’s existing pipeline.
