General assumptions

� The city logistics deals with local delivery of goo ds following an integrated and systemic approach with reference to the principles of sustainability and p articipate planning.

� The participative approach has developed through pu blic-private cooperation towards the implementation of c ity logistics tools.

� Go beyond from a “widespread logistic” to a “systemic logistic”.

� Fulfillment of an IT localized platform, open and modular, able to integrate utility suppliers and content oriented to manage logistic process and carriage of goods.

� The Municipality of Parma identified CAL (Centro Agro Alimentare e Logistica/Agroindustrial and Logistic Center) to realize the operating activities connected to “Ecologistics” project.

� Main activity of the project: supply an innovative and eco-friendly service urban goods delivery for the c ity of Parma (EcoCity).

Peculiarity of the project

� The project starts from the assumption of not identi fy an univocal and rigid resolution (such as the obligati on to give goods to a logistic platform).

� The idea is to allow dealers to choose between 2 opt ions:� CREDIT their trucks (thus obtaining a special authorization)� GIVE goods to a credited platform which conveys goods in spite of

them in the “last mile”.

Credit principles

� A truck is credited if close to the following requi rements:

� delivery of goods belonging to the following categories: fresh goods, dry goods, packaged cargo, clothes, Ho.Re.Ca. (Hotel, Restaurant, Caffè) towards the historical city centre (inside the road ring);

� use of eco-friendly vehicles (GPL, methane, bifuel or electric) and/or in keeping with Euro 3, Euro 4, Euro 5;

� use of vehicles with a total mass in full rate < 3.5 t;� filling rate percentage up at least to 70% to total vehicles full rate (in

volume/weight);� start of a location systemallowing the traceability of the vehicle.

� Credited subject declared, according to artt. 46 e 47 of the DPR 12.28.2000 n. 445, the conformity of their vehicles to minimum requirements to be credited to Ecologistics.

Confront and Devise

� The Municipality started a Planning Board to elabor ate an Agreement Document between Municipality and Trade Associations signed on 12/1/2005. In the present st age of the project, the Planning Board changed its name in Mon itoring Committee, with the presence of members of the Trad e Associations.

� The Committee meets twice a month to share the proj ect problems and try to solve them.

Platform credit

� There is also the chance for logistic operators to credit to the platforms.

� It deals with managers and/or owners of logistic platforms or road-rail distribution hubs who want t o manage and move goods also for other companies to the historical city centre.
