Under the major debt buyback agreement,
the country’s debt will be transferred to a
trust which will conserve the Seychelles’
ocean spaces. The Paris Club has also of-
fered an additional five percent debt forgive-
ness on the original amount.
The decision was taken in the French cap-
ital, Paris, on Wednesday February 25, 2015
and President James Michel broke the news
during his annual State of the Nation address
at the opening of the country’s National As-
sembly.
President Michel welcomed the agree-
ment of the Paris Club with Seychelles’ pro-
posal as a historic and decisive moment in
finding practical, market-based solutions to
tackle climate change and support the Blue
Economy.
“Our Blue Economy message is being re-
alised through innovation and concrete ac-
tion to reduce our vulnerability. Last
Wednesday, Seychelles once again created
history. Our proposal for a partial exchange
of our debt in return for financing action to
mitigate against climate change has been ac-
cepted by the Paris Club. This means that
about US $30 million of our debt will be
transferred in terms of a fund for the protec-
tion and development of our marine space –
our Blue Economy. In addition, our partners
are giving us a further 5% reduction in that
debt. Through this debt exchange, we shall
be better able to protect our oceans, create
opportunities for artisanal fishing, reduce
our foreign exchange payments, and keep
more money within our economy,” said the
President during the State-of-the-Nation Ad-
dress.
The President thanked all of Seychelles’
partners and creditors who made the agree-
ment possible, and who showed their confi-
dence in the country.
“I thank, in particular, France and Presi-
dent (Francois) Hollande, who expressed his
support for the cause of Seychelles when we
met in December last year. Once again Sey-
chelles has made history. Seychelles has
opened a door that other Small Island States
can enter and follow. And today, I renew my
commitment to seize every opportunity to
ensure that the voice of Seychelles is heard.
That the voice of Seychelles resonates. Al-
though we are small, we can make a real dif-
ference. A difference that brings the best
outcomes for Seychelles. And a difference
that offers examples in terms of sustainable
development, in terms of innovation, and in
terms of options for all small island states,”
added President Michel.
The unprecedented agreement means that
Seychelles will become only the third coun-
try to buy back its Paris Club claims at
below par through its market-based window,
and the first to do so with funds provided by
third parties. The agreed transaction will en-
able Seychelles to buy back over 90% of the
debt maturities falling due to the Paris Club
between 2015 and 2021 at a discount to face
value. This represents the highest rate of
creditor participation ever achieved in a mar-
ket-based debt buyback transaction involv-
ing Paris Club debt.
In a second phase of the operation being
pursued by the government, the debt to be
bought back from the Paris Club and South
Africa will be converted into new govern-
ment of Seychelles debt obligations to be is-
sued to the Seychelles Conservation and
Climate Adaptation Trust (SCCAT) – the
local trust created to fund and manage an
ambitious marine conservation and climate
adaptation initiative that seeks to ensure a
sustainable development of the Blue Econ-
omy on which the future well-being of the
Seychellois population depends.
The environmental initiative – which has
been designed in conjunction with The Na-
ture Conservancy, a US-based environmen-
tal NGO – is an integral part of the
government’s strategy to reduce the coun-
try’s overall levels of vulnerability and fur-
ther increase its resilience. As a single
operation, the agreed debt buyback and sub-
sequent debt-for-climate change adaptation
swap marks a world-first.
As a result, Seychelles’ fiscal and external
accounts will also benefit indirectly from the
operation through an effective lengthening
of debt maturities and a conversion of a por-
tion of debt currently denominated in foreign
currency, into debt denominated in local cur-
rency.
The new Finance, Trade and The Blue
Economy Minister Jean-Paul Adam, who
headed the Seychelles delegation, com-
mented: “We are delighted that the interna-
tional community has decided to back
Seychelles’ unprecedented efforts to increase
the resilience of its delicate but critical ma-
rine ecosystem in such a powerful way. Sey-
chelles is already recognised as a world
leader in climate change adaptation thinking,
and the deal we have been able to secure
from the Paris Club and South Africa will re-
lease an important environmental funding
package that will enable much-anticipated
environmental work aimed at transforming
oceanic spaces into development spaces to
get underway. We are grateful to our Paris
Club creditors and South Africa for their
support, and believe their participation in
this historic deal will enable us to continue
charting new waters, opening up a new
chapter in the strong Seychelles story along
the way.”
He said the Seychelles example can spur
new momentum towards real action on cli-
mate change at the Paris COP later this year.
Minister Adam was accompanied during
the negotiations by Pierre Laporte, former
Minister for Finance, Trade and Investment
in his capacity as an advisor, having led the
negotiations with the Paris Club prior to this
concluding round; Brian Charlette, director
for Public Debt at the Ministry of Finance;
Ambassador Bernard Shamlaye, and the
government’s financial advisors, Sebastian
on a five-year IMF-backed economic reform
programme in October 2008.
As part of the debt restructuring pro-
gramme which followed Seychelles con-
cluded and signed several agreements with
Paris club members which make provision
for the country to start repaying its debt in
January 2014.
The Seychelles government has pledged
to bring the country‘s public debt to 50 per-
cent of GDP by 2018.
The major debt buyback project was de-
signed in conjunction with US-based envi-
ronmental debt swap NGO, The Nature
Conservancy (TNC), which has been hold-
ing consultations with the Seychelles gov-
ernment and local stakeholders for several
years.
The agreement will eventually pave the
way for the creation of one of the Indian
Ocean’s largest marine reserves – up to 15
percent of Seychelles’ territorial waters
could in the coming years be demarcated as
no-take ‘replenishment zones’ to protect nat-
ural tuna feeding grounds.
Under the agreement, Seychelles will be
able to buy back over 90 percent of debt ma-
turities owing to the Paris Club over the next
six years at a discounted rate – the highest
rate of creditor participation ever achieved
in a market-based debt Paris Club buyback
transaction, according to the statement.
The Seychelles government will set up the
locally-managed Seychelles Conservation
and Climate Adaptation Trust (SCCAT),
which will purchase and restructure the debt,
manage the endowment and enforce the
terms of the debt forgiveness agreement.
After 20 years, the endowment is expected
to be fully capitalised and will pay out addi-
tional funds each year to sustainably fund
continued marine conservation and climate
adaptation activities.
“This deal demonstrates the tremendous
potential for impact investing to protect na-
ture,” said Mark Tercek, president and chief
executive at The Nature Conservancy in a
press statement. “Through NatureVest, we
are excited to bring together the Paris Club
creditors and the Seychelles government to
unlock a significant source of capital for ma-
rine conservation efforts that will help ad-
dress climate change.”
According to the statement, NatureVest is
a mechanism launched by the organisation
to ‘change the way we invest in nature.’
Meanwhile, Minister Adam visited the Or-
ganisation for Economic Co-operation and
Development (OECD) while in Paris to of-
ficially make Seychelles the 85th signatory
of the organisation’s Multilateral Convention
on Mutual Administrative Assistance in Tax
Matters.According to a press statement from the
OECD, the convention allows for adminis-trative assistance between jurisdictions in taxmatters, including the exchange of informa-tion, both automatic and upon request.
In November 2013, Seychelles signed itsintent to become a party to the conventionbut could only accede once its domestic leg-islation had been accordingly amended inline with the convention.

The President of the Republic, James Michel, in his State of the
Nation Address last Thursday said that the people is building a mod-
ern, dynamic, visionary small nation in this corner of the world and
everybody, Seychellois and foreign need to be proud of Seychelles.
He also called on Seychellois in the private sector to continue to
launch in initiatives and partner with government to ensure more
progress.
Mr. Dugasse who retired as a minister in 2011, has now become
the first full-time Chief Executive Officer of the Societé Seychel-
loise d’Investissements, the SSI. Established in 2008, the SSI
holds shares on behalf of Government in commercial enterprises,
which are either wholly or partly owned by Government.
It advises the enterprises on strategic development, and serves as
an investment vehicle for Government. SSI has a board of six Di-
rectors appointed by the President, and which is presently chaired
by Ms Veronique Laporte.
Mr. Dugasse who was the Minister for National Development in
2008, knows that the economy of Seychelles has increased its pace
since the launch of the reform during the same year, with growth
in all sectors. The economy is doing better and in line with Gov-
ernment’s drive for more public and private partnership the role of
the SSI is expected to grow.
The new CEO is an accountant by training and he began work-
ing in the Treasury Department of the Ministry of Finance in
1979. From 1981 to 1985 he served as Financial Controller of the
Ministry of Education.
He worked as General Manager in Finance and Administration
Section of Air Seychelles from 1989 to 1993. He was first appointed
Minister in July 1993, in the first government of the Third Republic.
After 18 years of service as a Minister and 32 years in the public
service, he retired to join the private sector in 2011 g
Mr. Jacquelin Dugasse has accepted to
come back to give a hand in helping
government rise to the challenges of the
‘New Seychelles’.

“All the scientific reports suggest that such
a project will affect the environment of the
place and naturally, as President of this
country, it is my duty and responsibility to
take the best decision in the interest of
the Seychellois people, and for the protec-
tion of our heritage. I have therefore de-
cided that there will be no such project at

Commenting on the good and bold de-
cision, to the national media later, Presi-
dent Michel said that it had nothing to do
with politics. President Michel stressed
that the decision was taken to call off the
project when the results of the Environ-

as well as other scientific research and
evaluation were received.
President Michel noted that after all re-
search, the reports indicated that it would
adversely affect the environment and the
ecosystem of the place, especially the bay
where we have the most beautiful corals.
“If the results were to have been re-
ceived in two months’ time, they would
have been announced then,” he stressed.
“The decision I took after studying these
reports, was in the interest of Seychelles
and the Seychellois people and to protect
our environment for future generations. As
a responsible and civilised government,
we do not just impose our will and make
declarations...”
In an interview with “Today in Sey-
chelles” former President James Mancham
said that President Michel’s announcement
regarding the Cap Ternay hotel Project
demonstrated that he is sensitive to other
people’s viewpoints and sentiments.
“By so doing, he has abruptly taken the
wind out of the sails of those
who had alleged, he was all
on the side of the developer,”
Mr Mancham said.
The former President re-
marked that the decision was
whether to develop Cap Ter-
nay or not put on a collision
course the policy of eco-
nomic development and that
of conservation.
After the Cap Ternay proj-
ect was presented to the pub-
lic, there was opposition by
some people, who were gen-
uinely concerned by its loca-
tion on the Bay Ternay
marine park and the Morne
Seychellois national park.
Concerns were also raised
over the proposed dredging
of some cubic metres in the
marine park.
The promoters have now
agreed that they were un-
aware of the seriousness of
the situation and they would
not do anything that would
endanger or affect its leader-
ship role in the protection and manage-
ment of the environment. Inevitably, cer-
tain people have not shirked from playing
cheap politics with the Cap Ternay project.
Before they were dead against it, but for
political ends, with no concern for the en-
vironment.
Now that the project is off, they are
shouting that President Michel has bowed
down to political pressure- their pressure.
They include people like Wavel
Ramkalawan, who locked himself out of
the political area by boycotting the last
parliamentary election in 2011 and others
like Viral Dhanjee who could not collect
sufficient names to qualify as a candidate.
It is also interesting to note that some of
those vociferously opposing the Cap Ter-
nay project, are not principled enough to
put their hearts where their mouth is.
It is being alleged that a large estate in
the same area, called “Bonnetard Estate”
has been sold to Arab investors for several
millions of rupees. This is hypocrisy, typ-
ical of the opposition. Like it was with
Ramkalawan who enthusiastically voted
the Constitutional Emoluments act in 2007
and whole-heartedly pocketed a higher
salary, gratuities and pension, only to call
it unfair in 2014 to state that he and his
cronies donate 5% of the total to the SNP’s

The same AGM also re-elected Dolor
Ernesta as Vice-Chairman and elected
Herbert Hoareau as Treasurer.
Francis, 37, has told this newspaper that
his re-election means continuing the dia-
logue with Government that has been on-
going for the past two years.
“We are mandated by the business com-
munity to look for solutions and not to be
critical about everything.”
The PeOPLe: What exactly do you
mean by continuing the dialogue with
government?
mr Francis: I shall emphasise how
we maintain the dialogue by a meeting we
held on Praslin on Friday, the day follow-
ing the election. The gathering at the Bahai
Centre at Baie Ste Anne, was attended by
some 50 businessmen from Praslin, such
as hoteliers, guesthouse owners, restaura-
teurs, bakers and taxi drivers.
The Minister of Finance, Mr Jean-Paul
Adam was there with his team and so was
the Minister for Investment, Entrepreneur-
ship and Business Innovation, Mr Micheal
Benstrong. My objective was to bring pol-
icy makers to members to discuss and find
solutions together.
The businessmen spoke of issues, such
as high operating costs, inter-island trans-
portation.
Some of the issues, for which no imme-
diate solutions could be found will be
taken up by SCCI at the monthly Cross-
Ministerial meeting at which we have a
minimum of six ministers present.
The PeOPLe: how do you assess
your first mandate at the head of the
SccI and what are your priorities now
that you’ve been re-elected?
mr Francis : Over the last two
years, the SCCI has been both visible and
transparent. We have practiced an open
door policy, welcoming small, medium
and large business ventures.
We attend to members to help them find
solutions. We also attend to non-members
and welcome them to join the Chamber.
Our membership over the past two years
have trebled to over 400.
One priority now is to set up the Arbi-
tration Centre, to open another avenue for
dispute settlement.
This mediation will allow trade disputes
to be settled fairly quickly and effectively
instead of going through protracted and
costly cases in the Supreme Court. We
have been assured financial and other sup-
port from the European for this purpose.
We want to do our bit on that side.
This year, we also plan to start building
Chamber House. This is on a site on the
reclamation area not far from “Palais de
Justice”. The site was negotiated and ob-
tained during the tenure of Dr Vaithin-
sasamy Ramadoss as then head of SCCI.
Now, we must build on it.
The PeOPLe: Who shall be funding
chamber house?
mr Francis: That is planned as a
five-floor building complex. Five SCCI
members are willing to put up the funds.
Obviously most of the space will be rented
out. SCCI shall in return enjoy a whole
floor entirely rent free?
The PeOPLe : you are also planning
a big trade fair this year?
MR fRANcIS: Yes, the SCCI is plan-
ning a big trade expo this year, which will
coincide with FetAfrik in June. We have
been assured the participation of islands in
the region, notably Mauritius, Madagascar
and Reunion, along with Kenya, Tanzania
and Egypt. Oman is also considering its
participation.
At the same time, this will give Fet
Afrik a new elan and revamp the cultural
event.
Last year, SCCI organised the House
and Garden Hospitality Expo. This year’s
event promises to be a much bigger event.
The PeOPLe: The AgM at which
you were re-elected was rather tense.
There was opposition from a group,
headed by lawyer clifford Andre, which
had brought in their own list and pro-
gramme. Many people were seen slipping
several proxy votes into the ballot box?
mr Francis: I would like to state
that despite the party affiliations of the
vice-chairman and treasurer, the SCCI is
entirely non-partisan. We do not take into
consideration political affiliations of any
member. We have members and even
councillors from all political back-
grounds.
Our list consisted of only the candidates
for the three high-profile posts. That is the
Chairman, Vice-Chairman and Treasurer.
Beyond that, members could vote for any
other councillor as far as we are con-
cerned. There were a total of 35 candi-
dates, of which 12 were elected.
As for “proxy votes” the SCCI constitu-
tion allows any member unable to be pres-
ent for the AGM to authorise someone else
to vote for him/her. It is the constitutional
right to participate. He or she can give
somebody else the power to vote on his or
her behalf.
Actually, the “proxy vote” was based on
the recommendations and amendments for
the AGM from some of the same persons,
now opposing it.
The first SCCI Council meeting soon
will set up a special committee to re-assess
the SCCI constitution. We shall appoint
such lawyers as Joel Camille to make rec-
ommendations. The next AGM shall focus
on these recommendations as the next
election is not due then.
The PeOPLe: how do you assess
President Michel’s State of the Nation ad-
dress?
MR fRANcIS: I can say it was a very
good speech. It called for the private sector
to work in closer partnership with Govern-
ment. This partnership is the only way for-
ward.
The President called on the private sec-
tor to partner with Government in housing
and commercial development.
We also welcome the commitment to re-
duce electricity and fuel costs. These two
components affect production. If their
costs are more reasonable, eventually, the
benefits can be passed on to the con-
sumers.
We also support schemes already set up
by the Government and hope to go even
further, to reduce energy costs, through
solar panels and other renewable energy.
That means we shall be less reliant on
PUC.
There is still a lot of scope for clean en-
ergy sources.
At the SCCI, we plan to continue with
our ongoing dialogue. Whenever we dis-
agree with Government, we do not hesitate
to say so and we point out that this is what
we recommend.

ment iS the Only way FOrwardMarco Francis, an offshore agent and chairman of the Seychelles-India Business As-
sociation was last Thursday re-elected for another two year term as Chairman of
the Seychelles Chamber of Commerce and Industry (SCCI).
This is the second visit here by an Indian Head of Govern-
ment, since the late India Ghandi in 1981.
Relations between Seychelles and India have been growing
steadily over the past decade or so .
This has covered maritime surveillance, cultural exchanges
and financial assistance for a wide range of projects.
According to Indian High Commissioner Sanjay Panda,
Prime Minister Modi views such relations with Seychelles as
very special. Premier Modi is very hopeful that such ties will
be further deepened during his prime Ministership.
High Commssioner Panda noted that during the visit of Pres-
ident Pratibah Patil in 2012, it was announced that Seychelles
was to receive a $50 million credit line and a $25 million grant
from India.
The credit line is being disbursed by the Exim Bank of India
over a 5-year period to fund government -approved projects.
In 2014, the Seychelles India Day was held for the second
consecutive year and saw the participation of high profile stars
from Bollywood and celebrity chefs.
Seychelles residents also got acquainted with Indian craft,
food and other aspects of the subcontinent’s culture during the
three day fiesta.
India also attaches a lot of importance to the patrolling and
tapping of the Indian Ocean “which unifies” the two countries.
Last year saw the gifting of a second patrol boat “Constant” to the
Seychelles Coastguards.

International Women’s day Message
The Leader of Government Business in the National Assembly, Ms. Marie-An-
toinette Rose, has emphasised that President James Michel was wise and correct
in taking bold decisions that removed Seychelles from the brink of insolvency and
placed it firmly on the road of economic recovery. Hon. Rose talked lengthily about
these decisions in her reaction, on Monday, to the State of the Nation Address which
the President delivered last week.
The bold decisions
The Leader of Government Business in the National Assembly declared that the
State of the Nation shows clearly that Seychelles has successfully embarked on the
road of progress after engaging in a reform programme in 2008. She reminded that
there were politicians at the time who took to the streets in an attempt to destabilise
the country after Parti Lepep had taken the decision to introduce economic re-
forms.
“History has proved that President James Michel was correct in his decision
to bring fundamental changes in our country, and that those politicians who were
just criticising had no notions how the reforms would benefit the country,” Hon.
Rose remarked. “This is what separates politicians who are capable and able to
lead from cowboy politicians who just shoot down everything that happens in our
country without proposing any concrete and solid alternatives.”
The outside world expects to negotiate with a reasonable leader, said Hon. Rose.
The President, through his travels, has demonstrated that all the efforts to negotiate
the country’s debts with the Paris Club have born fruits. He has proved once again
to his political opponents that those who thought that the world would
not support Seychelles were wrong.
Despite the challenges, President Michel decided to invest
in the provision of more land for development. His think-
ing was that economic growth depended on a growing
private sector and the only way to allow this growth was
to make available such resources as reclaimed land.
Hon. Rose remarked that the opposition of those days
was too short-sighted to realise the soundness of Pres-
ident Michel’s decisions.
The courageous decision to fight piracy (now
under control) in our waters; to establish the Univer-
sity of Seychelles (now set to welcome its first for-
eign students); the decision to keep the Seychelles
Trading Company as a measure to hold in check
prices of essential commodities – all these deci-
sions were opposed. History has proved that Pres-
ident Michel was right. Hon. Rose emphasised
that this was an indication that his political op-
ponents were in no way qualified to lead this
country because of their record of bad decisions.
A new approach to deal with problems
The Leader of Government Business in the
National Assembly said that the New Seychelles
needs a new approach to dealing with people.
“The only way to move forward is for us to talk,
to propose, to contribute, to accept criticism, to
become reasonable people.” She pointed out that
a lot has been achieved since the President set up
the High-Level Forum, which is made up of people from
diverse backgrounds and beliefs but who are ready to help
the President take the country to another level.
The people of this country have worked very hard, Hon.
Rose said. The results are evident, all because of Parti Lepep’s
efforts to give and maintain an adequate lifestyle to the Sey-
chellois people. But she pointed out that much still needs to
be done to solve problems that exist in healthcare, in edu-
cation and in public service delivery, to address people’s con-
cerns and to support the country.
The point the Hon. Rose wanted to make in her discourse
was that a change in government would not make all problems
disappear. There was no guarantee that suddenly the schools
would be full of qualified teachers, that the necessary quantity
of doctors would be available, that the social ills would evap-
orate, that everyone in the public sector would work diligently
and that everyone who needs assistance from the Seychelles
Protection Agency would get it. “There is no guarantee that
with a new administration all politicians will have clean hands,
there will be no corruption, there will be no mismanagement,
there will be no bad decisions,” she stressed g

the National Assembly this week. Mrs. Jeovana Charles
called them the staunch pillar behind all that this nation
has accomplished. The Honourable Member for Roche
Caïman dedicated the concluding remarks of her reaction
to President James Michel’s State of the Nation Address
to honouring the country’s women, mindful that women all
over the world will be celebrating International Women’s
Day on Sunday.
Hon. Charles said that the country owed
much to the women who have remained for
many years the pillar of the family and the
pillar of the struggle for a better society.
“Our Party, of which determined women
form the majority, salutes all Seychellois
women who have worked hard for Sey-
chelles and who continue to play a produc-

Women’s Organisation will remain the force
and the voice of all Seychellois women in

cause our raison d’être as a political move-
ment is to ensure that the next generation of

the pace for 2015
G ive young people opportunity to express theirviews and show their worth, and they will seize the
moment without hesitating. Allow them to showcasetheir talents, and the results will amaze more than one.This was evident on Saturday 28th February 2015when a vibrant group of youths of Anse Royale gath-ered to discuss the way forward for their district forthis year in an activity organised by Lazenes Lepep andthe District Youth Committee of Anse Royale.
It was an energetic gathering of approxi-
mately 70 people that reviewed the work done
by the district last year and exchanged ideas
to pave the way for the work to be done in
2015. Addressing the youths present, Hon.
Dereck Samson encouraged them to dedicate
their time and energy on the numerous posi-
tive elements our country has to offer and to
be mindful of negative influences. This way,
he said, they will be able to enjoy the fruits of
their hard work. The chairperson of Lazenes
Lepep, Rama Lesperance, echoed the words
of Hon. Samson, encouraging his peers to use
the power of their voice constructively to
make their district move forward. Citing the
numerous examples given by President James
Michel in his State of the Nation Address, Mr.
Lesperance pointed out that opportunities
abound and that the youths should make good
use of them.
The young people present addressed the
quality as well as quantity of activities organ-
ised in the district. Whilst they were recog-
nised that effort has been done in the past, they
called for the organisation of more youth-
friendly activities that will develop their latent
skills, strengthen their generation against neg-
ative peer pressure and help them elevate the
already good status of Anse Royale. Those
types of activities, they said, attract the youths’
attention, keep them away from social ills and
engage them in the life of their community.
The event was also a time for ‘Congratula-
tions and Celebration’. The organising com-
mittee congratulated the achievements of the
S5 leavers of their district and presented them
with a certificate of recognition. They also ex-
pressed their appreciation and gratitude for the
youths who have participated actively in the
life of the district. The committee assured the
young people of the continuous support of
Parti Lepep. With this promising start, it can
only be expected that the youths of Anse

Airtel music awardsFinalists for the third edition of Seychelles Music Awards known since last year as the Airtel Music Awards have been named, in all seven cate-
gories. The selection of artists some well-known to the publics, whilst others relatively new ones are contenders having been nominated by their
producers or members of the public to partake in this competition.
The seven categories include: Best Male
and Female Recording Artists of the Year,
Best New Male and Female Recording Artist
of the Year, Best Group/Duet / collaboration
of the Year, Best Song Recording of the Year
and Best Traditional, and Seymas award.
Mr. Terry Carolla, representing Telly’s
Agency, who is the main organiser for the
event says “The main criteria to qualify for
this year’s edition was that artists must have
released their work between 1stJan 2014 and
31st December 2014, and that their produc-
tions are original pieces of work”
The main aim of such an event is to show
recognition and appreciation for new and
original artistic creation, which will bring
about development in the country’s musical
industry. Each year new artists features in the
award ceremony, where new talents are dis-
covered and rewarded. This has been very en-
couraging for artists and their producers.
Well known artist Jean-Marc Volcy who
has just released an album at the beginning of
the year, has been nominated in four cate-
gories which includes: Best song of the year
(DYELELO) Best collaboration with Jany for
the song Roul Ponm Damour, Best Traditional
for his album En Leokri, which is also the
bestselling album in Seychelles at the mo-
ment, and he also features in the best male
artist category.
“It’s a great feeling to see my name in all
those different categories, it shows that people
out there are really appreciating the contribu-
tion I am making in the music arena, my latest
album has taken Seychelles by storm, and it’s
a great feeling really, to see that they are en-
joying it and think that I should be rewarded
for what I have produced” says Jean-Marc
Volcy.
Another artist with four nominations is fe-
male artist, Sandra, who won no less than
three awards in the first edition of such a com-
petition. This time she has been nominated for
Best female, Best song, Best traditional and
best group collaboration with Jahkim for the
song ‘Mon pa en Sen’
Whilst there has been no finalist in the new
male artist category, we are seeing some new
female artists featuring in several categories
such as Lana and Ashley Barallon (Best fe-
male and New female). Lana has a third nom-
ination for her song butterfly which was one
of last year’s best hit. Tania is another artist
worth mentioning as her name came up for
Best female, and best song with ‘Lanmour en-
posib’.
“The new addition this year is the Seymas
awards, where the members of the Seychelles
Music Association have decided to award one
artist who has been playing music since the
day he was born, so to say, it’ a great initiative,
and we are very grateful for such a brilliant
contribution, the artists will be very happy”
says Mr Carolla. Those nominated for this cat-
egory are: Marcel Crea, Bruce Freminot, John
Vital, Brian Matombe and Pat Prosper.
The next step in this competition is public
voting, whereby everyone will have the
chance to select their best artist by voting
through SMS. This will be happening in the
forthcoming weeks, prior to the big event

all those who have made this award possible,
and wishes the best of luck to all artists, and
also adds these few words of advice:

portant because a song is first of all about
what you say to the listener in a positive way.

artists, otherwise you will not be able to ad-
vance in the music industry. Always respect
your fellow artists and their artistic creations”
This Award has also been created to encour-
age musical artists as well as producers to set
the professional standard for artists and music
in the Seychelles music industry, so we can
better compete in the regional as well as in-
ternational music markets g
Competitions among
districts and schoolsPeople with talents, even in sports can be found all over the country and it is a matter
of organising events to get them out into the open. NSC is working towards this ob-
jective, targetting the schools.
To name two disciplines; competitions be-
tween secondary schools in volleyball and bas-
ketball will ensure there are always young
players replacing those who are retiring.
It is part of government’s plan, through the
NSC, to set up sports regional centres and school
sports regional centres in the country, as part of
Seychelles’ strategic plan for sports develop-
ment.
Anse Royale has been carrying out a pilot
project since last year, organising competitions
according to the centre’s plan, to see the strength
and weaknesses of such a plan but it is said to be
advancing well.
As mentioned before in a previous article in
this newspaper, a centre will comprise of four to
five districts and a secondary school will be at-
tached to each one of a total of nine regions ex-
pected to be set up across the country.
The Anse Royale regional centre comprises of
the district itself, plus Au Cap, Baie Lazare and
Takamaka. The district’s secondary school is at-
tached to the centre.
“The centre’s sports committee is already in
place and its calendar of activities for the whole
year is ready too,” explained the co-ordinator
overseeing the setting up of the centres, Terrence
Barbe.
Concerning the schools attached to the re-
gional sports centre, the aim is to get them to pro-
duce talents for two disciplines in particular:
basketball and volleyball.
‘What we want to see is continuity and par-
ticipation of more youths in basketball and vol-
leyball competitions. Personally, I have worked
in schools for many years and I have achieved
much too but when I look at the situation of bas-
ketball and volleyball in schools I am disap-
pointed. We have to make sure that in future we
have young players joining the national teams
and replacing those who are retiring. If we are
spending money we have to do it well,” Barbe
explained.
How will the Schools Sports Centres run?
Each centre will have eight teams: under 16
and under 18 boys and girls for both volleyball
and basketball. They will play home and away
in inter-region competitions. For example, the
boys and girls of say Anse Boileau will be look-
ing forward to travelling to Praslin to play against
the centre’s team there. Or La Digue will know
that they will be travelling to Mahe for their
matches.
“It will be some sort of incentive for them and
the ones who want to play volleyball or basket-
ball throughout the year will be able to do so. It
will not be the same as when federations organise
one-day competition. The players come and
enjoy themselves and then they forget about it.
On the other hand, in the home-and-away com-
petitions they will have to be serious,” Barbe
stressed.
“We will also definitely include private
schools in the centres because we do not want to
leave anyone with potential outside of the pro-
gramme. The Praslin Vijay School will be
grouped together with the island’s secondary
school.”
Competitions in the schools sports pro-
gramme of the centres are expected to start at the
end of May and are expected to be intensed.
“We will provide the school teams with qual-
ified coaches who will be able to monitor the
players. Further, we want to link the schools re-
gional sports to the community where we will
welcome parents to come and play the roles of
managers, administrators and medical assis-
tants.”
Next year the co-ordinators are planning to in-
clude handball in the programme of activities.
NSC plans to have other services attached to
this youth sports development programme.
“We have our own medical centres plus other
health centres that will be helping out. Each term
several tests will be carried out on the children,
such as body mass index (BMI), or the heart rate.
If we detect any small irregularity, say in the
heart beat, we will contact the parents to take the
child to see a doctor. In this way we can detect
any irregularity early.”
There are also other specific tests, such as
arms span. We can then compare the various
tests. If the tests were carried out for the first time
when the players were under 16, they are done
again when the players join the under 18 group.
At the same time we are preparing these players
for when they join under-21 squads of the feder-
ations.”
The government, through the NSC, will be in-
vesting quite a sum of money in particularly the
schools competitions. It will be providing bus
passes and paying boat fares for the teams mov-
ing in between the three main islands.
“We are planning to have fifteen players in
each team, to make amend for drop out or injury.
So we will have sixty in volleyball and basket-
ball, making a total of 120. Multiply the sum by
the nine centres. The Youth Development of
NSC will bare the cost.”
Earlier, the article mentioned the districts and
schools making up the Anse Royale sports re-
gional centre. Another example is the Anse
Boileau centre, which will comprise of the dis-
trict itself plus La Misere, Port Glaud and Grand
Anse. Anse Boileau secondary school will be at-
tached to the centre.
There might be the necessity to merge two
schools into one centre, for
example Mont Fleuri falls to-
gether with Plaisance and
English River with Belonie,
making up Victoria One and
Victoria Two.
As for the districts, the ones
making up the centres com-
pete amongst themselves be-
fore there is a selection and
they will compete against
other centres in the country.
“We know that districts can
be lively and that when they
regroup people are active and
are not loitering by the road or
involved in anti-social activi-
ties. In this programme if it happens that there
are not activities at district level then for sure
there will be at regional level.”
“We did have such sports activities in the past
and good sportsmen and women, who had been
staying in their little corner, come out during such
events.”
“Apart from districts around town, Grand
Anse Mahe is one of the districts outside Victoria
which had produced good footballers. They were
first spotted during mass sports activities.”
An assistant coordinator, who will liaise with
the federations, will work with each regional
centre and school attached to it.
The NSC will be looking for people who have
knowledge of their sports disciplines and who
have done well too but they must have the ped-
agogical baggage. They must also be able to or-
ganise.
This is because there will be three regional
competitions per year.
Federations, such as basketball, are training
their junior officials so the activities under the re-
gional porgrammes will give them the chance to
put into practice what they have learnt.
Also to complement the programme, the NSC
will organise, during every school holidays,
workshop for coaches to analyse the effective-
ness of the plan.

Patron keeps update on youth
development in footballYouth are generally regarded as an agent for change and development because they have
tremendous strengths, ideas and energies to contribute. But these assets must be chan-
nelled towards constructive engagement at the household, community, and national levels
if youth are to catalyse positive changes for themselves and their communities.
It is the reason why the Patron of the Sey-
chelles Football Federation (SFF), President
James Michel regularly meets with the Chair-
man Mr. Elvis Chetty to get an update of the
development taking place, targetting the youth.
Both the President and Mr. Chetty are aware of
the power of sports to promote social cohesion
and engage youth in development issues.
The President has commended the Federa-
tion for its remarkable job in organising youth
football academies around the country where
800-1200 young people are taking part in 12
academies, where they train three times a week.
“The Government fully supports the SFF ini-
tiative to develop young sporting talent. It is an
important sports programme that contributes to
the social wellbeing of the community by giv-
ing young people skills in the sport, good exer-
cise, and discipline as well as keeping them
away from negative social influences,” said the
President.
They also discussed the SFF’s progress in the
organisation of the upcoming CAF Beach Soc-
cer Championships, to be hosted in Seychelles
in April this year. The development of SFF’s
cooperation with FIFA (Fédération Interna-
tionale de Football Association) and SFF’s
plans for developing infrastructure together

amazing, it is my
second visit here
and my first was
around January
last year. I’m

beauty of nature and no
other country in the world
could compare. We look
around the world and see
so much happening but we
are still rejoicing peace. I

since our last visit to Mahe
and now we have decided
to make this trip from La
Digue. After all it is our

and see this paradise that I had

is a tropical country and it was
just amazing to see the biggest

an “invisible hand” in forging the destiny
of our nation.
To discern our collective DNA we need
to ‘dissect’ the events that have occurred
in both our natural and human history, by
interrogating them. The pattern that
emerge at the end this process is what con-
stitutes our collective DNA.
The thing that strikes one when contem-
plating the natural and human history of
Seychelles is the persistence recurrence of
the notion of movement. The land that we
have occupied was shaped by movement
as it detached itself from the landmass
known as Gondwanaland then drifted over
the mass of water that became the Indian
Ocean before settling in the middle of it.
The same notion of movement reemerges
when trying to make sense of our human
history.
The settlement of the islands was made
through successive waves of immigration
of people from other parts of the world.
The slaves, colonisers and merchants
who made Seychelles their new home
saw here the opportunities for a better life
