Disse er sammenlignet og analyseret. Benchmarks:Longlife will develop standards, criteria and specifications for a sustainable, resource savingresidentialbuilding inBalticSeaRegion.Therefore,comparable calculationsof regionally realizedEUEnergyDirective(2002/91/EG)withacomparableclimaticfundament,equallydefinedtermsandunitsandcomparedecologicalmaterialstandardsareneeded.Thefutureguidelineshouldshowthedifferentnationalmannersofplanning,permit,tenderingandconstructionmethodsintheinvolvedcountries inaclearlyarrangedmanner inorder tosimplify thework for internationalplanners.AunifiedEuropeandefinitionofoperatingcostsandlifecyclecostsandotherrelatedtermsshouldbemadeandpublicatedintheguidelineandinaEuropeanbenchmarkdatabase.AsustainableEuropeancertificationsystemforresidentialbuildingswillbedevelopedandappliedtoaprototypebuildingwithcomparablerequirementsandregionaldifferences. Inthisresidentialbuilding the rise of renewable energy consumption and the lowering of energy consumption ingeneralareadaptedtodevelopsustainablearchitectureandcities. Furthermore, itshoulddefinestandardizedmethods for sustainability in thewhole life cycle of a residential building thatcompletethenationalnormsforexampleinthesupervisionoftheconstructionorintenderingtoallowastandardizedcomparison.EU Benchmarks like the development of dynamic financial programmes for all countries onnationalorEUbasiswiththehelpofloansandgrantsareimportantaimsaswell.Forthatwehavetodefinethetermenergyanddevelopdifferentlevelsofenergysavingintheresidentialbuildingasbaseforthefinancialsupport.Existingsupportprogrammesforexampleforsocialhousingshouldbe part of these programmes. The national building permitswill bemade bilangual and can bereplacedbyacommonEuropeanbuildingpermitform inall languageswithnationaldifferences inpriceandtime.For the design and the construction of the prototype that will be developed to prove theguideline, the certification systemand theEU benchmarks wehave todefineparameters likeconstruction costs, target groups, amount of inhabitants per appartment andm per person. Adecision has to bemadewhich kind of ownership should be considered always in relationwithgeneral similarities like the proportion of floor space and living space and distinct regionaldifferences like rental cost in % of net household, temperature differences and approximatebuildingcostsperm.

MethodsLonglife has formed three transnational competence teams and five national units or regionalteams.The cooperation between the three transnational competence teams science, politics andeconomy team1,team2and team3 it is enabletowork inan integrativestyleandastriplehelix.Through thepublicprivatepartnership (PPP)composition thecooperation science,politicsandeconomy team1, team2 and team3 it is alsopossible tomove theproject aims faster andclosed.AllparticipatingcountriesDenmark,Germany,Lithuania,PolandandRussiahavemembersinthethreetransnationalcompetenceteams:scienceteam1:technology,energy,planningpoliticsteam2:administrationprocedureseconomyteam3:industry,costs,financing,qualityTeam 1 consists of universities, team 2 consists of administration aswell as housing and urbanDevelopmentAgenciesandteam3consistsof investorsandbuildingsocieties.Inthefigurebelowthetriplehelixisimagedtoshowthethreecompetenceteamsandfivenationalunits.
Allinvolvedcountriesworkinthethreecompetenceteams.Allprojectpartnersworkatthesametime inthesameworkpackage,theyaredevided inthethreecompatenceteams. Theysharetheknowlegde in thenationalunits.All three competence teamshave a team leader for thewholeduration of the project. The workpackage leader is responsible to coordinate the work in thecompetence teambetween thepartners from the involvedcountries.Aswell,eachworkpackagehasaworkpackageleader.The lead partner, the workpackage leaders and the team leaders follow the Lonflife projectstructure
