Once the Contractor has completed space plans indicating individual floor plans to reflect operational adjacencies, furniture footprints, and wall partitioning, the task of developing construction documents will be completed by the County; the County may issue a separate RFP for architectural/engineering services to develop construction documents. The selected bidders of this RFP shall not be eligible to participate in the following RFP opportunity.

Responses to Written Questions

Q1) Does the County require the prime to be a real estate company?) No. As stated on page 4 of the RFP, Section C (SCOPE), Item 1:

Alameda County seeks a Contractor with expertise in real estate project development and management.

The County is not limiting the bid to real estate companies; bidders, however, must have the required expertise and track record as cited on page 6 of the RFP, Section D (BIDDER QUALFICATIONS), Items 1.a. and 1.b.:

a. Bidder shall be regularly and continuously engaged in the business of providing real estate project development and management services, including, but not limited to, alternative work solutions and change management for at least five (5) years.

b. Bidder shall have completed at least two (2) projects of similar size and scope to this RFP within the last three (3) years. These projects must be verifiable through references.

Q2) On page 6 of the RFP, Section D (BIDDER QUALFICATIONS), Items 1.a. and 1.b. state:a. Bidder shall be regularly and continuously engaged in the business of providing

real estate project development and management services, including, but not limited to, alternative work solutions and change management for at least five (5) years.

Q3) How will the County release the Addendum?) The Addendum will be e-mailed to everyone in listed in Exhibit C (Vendor Bid List). Exhibit C

is comprised of those who responded to the RFI and/or RFP, or attended a Bidders Conference, and provided a valid e-mail address. Additionally, the Addendum will be posted on the County website’s Current Contracting Opportunities listing: http://www.acgov.org/gsa_app/gsa/purchasing/bid_content/contractopportunities.jsp

Q4) Does the County currently have any other alternative workplace solutions/initiatives in place? Or is this the first time?

) The Social Services Agency has a limited pilot program called Mobile Workforce that has approximately 150 participants.

Q5) How will the County address any training that is required as a result of his program?) Any training that may be required as a result of this program is envisioned to occur after

Phase 4 – Post Project Consultation described on page 10 of the RFP, Section E (SPECIFIC REQUIREMENTS), Item 4, and will be covered by a separate contract outside of this RFP.

4. PHASE 4 – POST-PROJECT CONSULTATION

The Contractor must be prepared to provide the following additional services to GSA or the client agencies, should they be required:

a. Participate in the development and review of construction documents to ensure that the essential attributes of the proposed AWS program are intact and remain viable

b. Assist client agencies with change management issues at all levels of the organization

c. Work with client agencies to develop a plan for transition and implementation of the proposed AWS program

d. Advise on methodology that will promote support for the programs and on specific ways to implement a program for the new environment

Q6) Will the County be providing furniture specifications?) The County does not intend to dictate specifications but instead expects collaboration

between the user Agencies and Contractor to develop specifications meeting the scope described on page 9 of the RFP, Section E (SPECIFIC REQUIREMENTS), Item 2. c.:

c. Development of typicals

(1) Create a menu of layout typicals for all job task/categories

(a) Typicals should be based on each job task/category’s associated weekly in-office time requirements, streamlined storage needs, meeting space, and adjacency requirements

(b) Each typical will include a detailed list of furniture components as well as 3D pictorials

(c) Additional information such as square footage and linear feet of storage and work surface required will be included

Q7) Does the County have a team currently in place to support the change management effort? If so, will the Contractor be supporting this team? Or, will the Contractor be leading the entire exercise?

) There is no current County team to support the change management effort. The Contractor is expected to be prepared to provide this additional service as described on page 10 of the RFP, Section E (SPECIFIC REQUIREMENTS), Items 4.b. – 4.d.

4. PHASE 4 – POST-PROJECT CONSULTATION

The Contractor must be prepared to provide the following additional services to GSA or the client agencies, should they be required:

) Yes.

Q9) What will happen to 400 and 401 Broadway?) Both sites will be redeveloped by the County.

Q10) Does the County own 400 and 401 Broadway?) Yes.

Q11) What is the reason for expediting the Calendar of Events?) The County desires to begin this project as soon as possible.

Q12) How does LEED fit if there is no construction?) Promotion of LEED points shall be considered by Contractor during its performance of the

scope of work as stated on pages 7, 9, and 10 of the RFP, Section E (SPECIFIC REQUIREMENTS), Item 1.a.(2), Item 2.b.(4), and Item 3.d. (respectively)

3. PHASE 3 – DEVELOPMENT OF SPACE PLANS

Using all the information gathered in Phase 1 and Phase 2, the Contractor will provide the following during Phase 3:

Q13) Is there a construction management firm already on the project?) No. That will be a later phase.

Q14) Page 5 of the RFP, Section C (SCOPE), Item 3.b, states:PROBATION DEPARTMENT (Probation): Probation will be moving from 400 Broadway (Oakland, CA) where the department currently occupies 42,839 square feet of usable space distributed on four (4) floors plus a basement. A total of 176 staff will be relocated, representing 27 departments and 35 job classifications.

Is the Probation Department square footage based on current usage?) Yes. The Probation Department square footage is based on actual usage which may include

certain inefficiencies.

Q15) Are the hour estimations listed on the bid forms an example or estimation of how long each phase will take? Or, is the County mainly interested in the hourly rates portion of the Bid Form?

) Hourly rates are the County’s primary interest in the Bid Form. As stated on the Bid Form (Page 5 of Exhibit A):

[The “Number of Estimated Hours”] quantities are provided so that each Bidder’s cost can be evaluated on the same basis.

Q16) Will Contractors have to be “badged” meaning they will have a background check?) No. The County may require that all movement through buildings be performed under

escort. The County may also require, at its discretion, that Contractor indicate whether anyone working on the project, or anyone responsible for the project, is a convicted felon.

Q17) When was 1111 Jackson last renovated?) The most recent renovation was made in 2000-2001.

Q18) Will the Social Security Administration remain in the building?) No.

Q19) Will the restrooms be part of the scope?) No. The common area restrooms on each floor will not be a part of the scope of this

project.

Q20) Will client restroom facilities be part of the program for the Probation Department?) Yes. Client restrooms called for as a part of the tenant users’ functional requirements will

be a part of the scope.

Q21) What will be the involvement of the union members on the project?) The level of involvement of represented labor is unknown at this time and cannot be

estimated.

Q22) Is the basement part of the planned occupancy space?) Yes. A portion of the basement is available for occupancy as a part of this project.

Q23) Will the County help with digitization services and/or IT auditing?) Yes.

Q24) Will the County provide building plans of the past and original construction of 1111 Jackson?

) The County has only hard copies of building plans which will be provided to Contractor in PDF format.

Q25) Which architectural firm remodeled 1111 Jackson?) Daniel, Mann, Johnson & Mendenhall.

Q26) If a SLEB company forms a joint venture with a non-SLEB company, is the new enterprise still required to meet additional SLEB requirements?

) The County only accepts bid responses from a single entity. If the joint venture is a single entity (i.e., has a single Federal Tax ID Number), then the joint venture may be bid as the prime. In addition, if that single entity is an Alameda County certified SLEB, then it would meet the SLEB requirement.

However, two separate entities (i.e., two vendors each with its own Federal Tax ID Number) are not allowed to submit a bid response together; one of those entities must decide which will submit the bid response as the prime bidder.

Q27) Are there target dates for the completion of any of the phases of the project or its completion based on other plans for, or the availability of, the current Social Services and/or Probation Department buildings?

) There are no hard target dates. However, Contractor shall proceed as soon as practicable while delivering an effective set of deliverables that ensures successful achievement of the goal of the project as described in Section B (BACKGROUND). Time is of the essence in the performance of this project.

Q28) What is the desired completion date for each phase? ) There are no desired completion dates for each phase. However, Contractor shall proceed

6. The undersigned acknowledges that Bidder will be in good standing in the State of California, with all the necessary licenses, permits, certifications, approvals, and authorizations necessary to perform all obligations in connection with this RFP and associated Bid Documents.

7. It is the responsibility of each bidder to be familiar with all of the specifications, terms and conditions and, if applicable, the site condition. By the submission of a Bid, the Bidder certifies that if awarded a contract they will make no claim against the County based upon ignorance of conditions or misunderstanding of the specifications.

8. Patent indemnity: Vendors who do business with the County shall hold the County of Alameda, its officers, agents and employees, harmless from liability of an nature or kind, including cost and expenses, for infringement or use of any patent, copyright or other proprietary right, secret process, patented or unpatented invention, article or appliance furnished or used in connection with the contract or purchase order.

9. Insurance certificates are not required at the time of submission. However, by signing REVISED Exhibit A – Bid Response Packet, the Contractor agrees to meet the minimum insurance requirements stated in the RFP. This documentation must be provided to the County, prior to award, and shall include an insurance certificate and additional insured certificate, naming the County of Alameda, which meets the minimum insurance requirements, as stated in the RFP.

REQUIRED DOCUMENTATION AND SUBMITTALS

All of the specific documentation listed below is required to be submitted with the REVISED Exhibit A – Bid Response Packet in order for a bid to be deemed complete. Bidders shall submit all documentation, in the order listed below and clearly label each section with the appropriate title (i.e. Table of Contents, Letter of Transmittal, Key Personnel, etc.).

1. Table of Contents: Bid responses shall include a table of contents listing the individual sections of the proposal and their corresponding page numbers. Tabs should separate each of the individual sections.

2. Letter of Transmittal: Bid responses shall include a description of Bidder’s capabilities and approach in providing its services to the County, and provide a brief synopsis of the highlights of the Proposal and overall benefits of the Proposal to the County. This synopsis should not exceed three (3) pages in length and should be easily understood.

3. Key Personnel: Bid responses shall include a complete list of all key personnel associated with the RFP. This list must include all key personnel who will provide services to County staff and all key personnel who will provide maintenance and support services. For each person on the list, the following information shall be included:

(a) The person’s relationship with Bidder, including job title and years of employment with

Bidder; (b) The role that the person will play in connection with the RFP;(c) Address, telephone, fax numbers, and e-mail address; (d) Person’s educational background; and(e) Person’s relevant experience, certifications, and/or merits

4. Description of the Proposed Services: Bid response shall include a description of the terms and conditions of services to be provided during the contract term. The description must contain, but is not limited to, the following:

(a) Estimated start and completion dates for each of the first (3) phases;(b) Bidder’s methodology and approach in providing the services required in each of the

first three (3) phases, including a projected timeline;(c) A list of the number of Bidder’s personnel involved in each of the first three (3) phases,

corresponding scope of work to be performed by each personnel, and hours needed by each personnel to complete their work. (Please use Bid Form – Table C Table D to list any additional personnel and rates not listed Table A or Table B);

(d) Detailed information of how the services in the bid response will meet or exceed the requirements of the County;

(e) Identification of any limitations, risks, and/or potential problems in providing the services to the County, along with proposed mitigation or resolution thereof

6. References:

(a) Using the templates on pages 12-13 of this REVISED Exhibit A – Bid Response Packet, Bidders must provide a list of five (5) current and five (5) former clients. References must be satisfactory as deemed solely by County. At least two (2) references must have similar scope, volume and requirements to those outlined in these specifications, terms and conditions, and have been completed within the last three (3) years.

Bidders must verify that the contact information for all references provided is current and valid.

Bidders are strongly encouraged to notify all references that the County may be contacting them to obtain a reference.

(b) Using the templates on pages 14-15 of this REVISED Exhibit A – Bid Response Packet, Bidders must provide a list of five (5) current and five (5) former clients for each subcontractor to be used (print additional templates pages as necessary). Subcontractor references must demonstrate experience with projects of similar scope, volume and requirements to those outlined in these specifications in relation to the subcontractor’s role in the project.

Bidders must verify that the contact information for all references provided is current and valid.

Bidders are strongly encouraged to notify all references that the County may be contacting them to obtain a reference.

(c) The County may contact some or all of the references provided in order to determine Bidder’s performance record on work similar to that described in this request. The County reserves the right to contact references other than those provided in the Response and to use the information gained from them in the evaluation process.

7. Exceptions, Clarifications, Amendments:

(a) This shall include clarifications, exceptions and amendments, if any, to the RFP and associated Bid Documents, and shall be submitted with your bid response using the template on page 16 of this REVISED Exhibit A – Bid Response Packet.

SMALL LOCAL EMERGING BUSINESS (SLEB)PARTNERING INFORMATION SHEET

RFP No. 901082 – Alternative Work Solutions Relocation Space Planning Services

In order to meet the Small Local Emerging Business (SLEB) requirements of this RFP, all bidders must complete this form as required below.

Bidders not meeting the definition of a SLEB (http://acgov.org/auditor/sleb/overview.htm) are required to subcontract with a SLEB for at least twenty percent (20%) of the total estimated bid amount in order to be considered for contract award. SLEB subcontractors must be independently owned and operated from the prime Contractor with no employees of either entity working for the other. This form must be submitted for each business that bidders will work with, as evidence of a firm contractual commitment to meeting the SLEB participation goal. (Copy this form as needed.)

Bidders are encouraged to form a partnership with a SLEB that can participate directly with this contract. One of the benefits of the partnership will be economic, but this partnership will also assist the SLEB to grow and build the capacity to eventually bid as a prime on their own.

Once a contract has been awarded, bidders will not be able to substitute named subcontractors without prior written approval from the Auditor-Controller, Office of Contract Compliance (OCC).
