Today, 8 recovered patients have been discharged from here while total 13 patients from various centres have been sent home extending good wishes for a healthy life. Disclosing this here today, Health Minister Mr. Balbir Singh Sidhu said that 51 recovered patients have been sent home from government isolation centers so far while 184 corona patients are being provided quality health services in various government centres. This is good news, at present the condition of all the admitted patients in the state is stable. Only 1 patient in the state put under oxygen support and 1 patient, who is critical, on ventilator support. The Health Minister further said that all the services ranging from ambulance to tests, treatment and nutritious food were being provided free of cost to the corona affected patients. Counseling was also being imparted to maintain the confidence of the patients. Talking about the Isolation Center established at Gyan Sagar Institute Mr. Balbir Singh Sidhu said that this 500 bedded hospital admits only corona positive patients from Mohali, Fatehgarh Sahib and Ropar districts. At present 43 patients has been admitted in this institute. Mr. Balbir Singh Sidhu said that services of Medicine, Anesthesia, Radiology, Microbiology and ENT specialists were being provided in all Isolation Centers across the State. Ventilators and special staff are also available for any emergency

It may also be mentioned here that as per the guidelines of Covid-19, samples of patients were being sent to PGI Chandigarh, Faridkot, Patiala and Amritsar Medical Colleges. Of the 7355 persons tested, 6769 were found to be negative and 251 were confirmed so far, while 335 cases have yet to be reported and unfortunately 16 patients died in the State till date. CAPT AMARINDER WRITES TO SHAH SEEKING PERMISSION FOR

RETURN OF STRANDED PILGRIMS FROM NANDED

CHANDIGARH, APRIL 21: Chief Minister Captain Amarinder Singh on Tuesday

urged Union Home Minister Amit Shah to allow the stranded Punjab pilgrims to

return home from Nanded, after his Maharashtra counterpart said the Centre’s

permission was required for the same.

Captain Amarinder first spoke to Maharashtra Chief Minister Udhav

Thackery, who said permission would be needed from the central government for

the return of the stranded pilgrims in view of the national lockdown.

The Punjab Chief Minister then wrote to Shah, urging him to allow the

return of the pilgrims, stranded at Gurdwara Sri Nanded Sahib in Maharashtra

amid lockdown due to COVID-19, by bus to Punjab.

In his letter, Captain Amarinder Singh said he had already spoken

telephonically to his Maharashtra counterpart in this regard as a follow-up to his

earlier letter of March 25. The Chief Minister also apprised Shah that the stranded

pilgrims, mostly belonging to farming families, were extremely anxious to return

Punjab in view of the Rabi harvesting season, which had commenced in the state

from April 15.

The Chief Minister assured the Union Minister that all the pilgrims would,

on their arrival in Punjab, be screened and quarantined as per the Government of

India’s health protocol.

Punjab Chief Minister Captain Amarinder Singh on Tuesday suggested to

the Centre a 3-pronged strategy to bail out the states from the COVID crisis,

including a 3-month special financial package and extension to the 15th Finance

Commission till October 2021 for submission of its final report.

Citing the collapse in revenues as a result of the lockdown of business and

industry, as well as the increased essential health and relief expenditure, the Chief

Minister, in a letter to Prime Minister Narendra Modi, urged him to ask the

Fifteenth Finance Commission to review its interim report for 2020-21 in the

context of the much lower revenue share for the states compared with what was

expected from the earlier projections which assumed 7 percent growth of GDP.

Noting that a zero growth scenario in GDP for India was not unlikely, he

said that some analysts were projecting even negative growth. Given the likelihood

of very low growth, which was expected to cause the revenue shortfall to last for

the whole year, Captain Amarinder requested the Prime Minister to direct the

Fifteenth Finance Commission to defer the submission of its full report to October,

2021, when they will be better able to make a realistic assessment of the likely

growth of the economy over the next five years.

“Nothing would be worse than getting committed to a five year revenue

sharing projection based on unrealistically high growth projections,” he warned,

suggesting that the Finance Commission could make another Interim report for

2021-22,

Observing that the 40-day national lockdown till May 3, 2020 was perhaps

necessary to curb the spread of COVID-19, Captain Amarinder said, however, that

it has resulted in massive economic disruption, which in turn had created very

serious fiscal difficulties for all states. Punjab was facing a huge stress on the State

exchequer, he said, adding that the near complete shutdown of trade, business and

industry had led to a collapse in revenues, and this had happened at a time when

essential health and relief expenditures needed to be massively scaled up.

“With the states continuing to shoulder their committed liabilities and facing

new demands on relief, health infrastructure expenditure etc, it is only fair and just

that the Fifteenth Finance Commission should be requested to recommend a

Special Covid-19 Revenue Grant for the year 2020-21,” Captain Amarinder further

said.

In his letter, the Chief Minister sought an immediate 3-month special

financial assistance package to enables states to handle the additional health related

expenditure and basic relief expenditure, and suggested that the package should

give the states maximum flexibility to design, implement and execute it in a

manner that is customised to local problems and needs. The immediate 3-month

package may be adjusted against the Special Covid-19 Revenue Grant, as

proposed, he said.

The Finance Commission could continue the COVID grant for the next year

with some modification depending on what the situation looks like at the end of the

current year, and then submit its five year projection by October 2022, he

proposed.

Further noting that this grant would increase the fiscal deficit of the Central

Government, the Chief Minister suggested that the same should be financed

through a special borrowing programme outside the ambit of the FRBM

provisions. As the third pillar of second pillar of the 3-pronged strategy, he also

proposed increasing the deficit to make up the revenue shortfall, as was being done

by other nations.

Assuring him of the State’s full support in the efforts of Government of

India to manage and contain the threat posed by COVID-19, Captain Amarinder

requested the Prime Minister to take a decision on the proposed course of action

expeditiously.

ALSO TO BE HONOURED CHANDIGARH, APRIL 21: The entire 15-member team of the PGIMER that performed the plastic surgery on ASI Harjeet Singh, who lost his hand in the Patiala Mandi attack, has been chosen for the ` DGP Honour for Exemplary Sewa to Society’, along with Medical Officer Mansa and 70 police personnel on COVID frontline duty. This was disclosed here on Tuesday by DGP Dinkar Gupta, who said in a significant departure from norms, it has been decided to honour the entire team of doctors, technicians and nursing staff of the Plastic Surgery Department of PGI, who performed the prompt and successful re-implantation surgery for over 8 hours on ASI Harjeet Singh on April 12, 2020. The doctors include HoD, Plastic Surgery PGI, Dr. Ramesh Sharma, Dr. Sunil Gaba and Dr. Jerry R John (both consultants of the Plastic Surgery Team of the PGI), Dr Suraj Nair; Dr.Mayank; Dr Chandra and Dr Shubendu (all Senior Residents), Dr Ankur, Dr. Abhishek and Dr. Purnima (Anaesthesia team Consultant and members), Ms.Chanderkanta Saini, Mr. Naresh Gautam, (OT technicians) and S/N Arvind, S/N Sneha and S/N Arsh (nursing staff). Besides, Dr. Ranjeet Rai, Medical Officer, Police Hospital, Mansa has been chosen for the coveted `Honour and Disc’ for his significant role in contact tracing as well as quick sampling of COVID-19 suspects in Budhlada, said the DGP.

Apart from these, the DGP said that 70 Punjab Police officers of various rank across 27 police districts working on the frontline would be awarded. These include two ASPs, 22 DSPs, seven Inspectors, 13-Sub-Inspectors, nine ASIs and 17 HC/Constables. Gupta further said that the said awardees had been selected for the second award list after meticulous screening and examination of the various nominations sent by the Commissioners of Police and SSPs to recognise the exceptional work done by Punjab Police and other officials working on the front lines of the COVID-19 operations and response activities in the state. HC Jatinder Singh, who has emerged as one of the most active and popular Village Police Officers (VPO) of the State, is the VPO of village Muchhal, Sub division Jandiala (Amritsar-Rural). responded to a call from a lady in distress that her 3 days old newborn baby was in urgent need of medical attention and she didn't have anyone to help her. Jatinder, along with a village volunteer, rushed the lady and her child to an Amritsar Hospital in his car and facilitated her medical treatment. The video of this event went viral and his act won hearts all over Punjab. He has earlier motivated village volunteers to pool in their resources and distributed rations and meals to the needy. He has also facilitated holding of Medical camps in Muchhal village. Ajay Gandhi, IPS, ASP Under Training in Bathinda, who is presently posted as SHO PS Maur in Bathinda district has been awarded for his sustained efforts to create awareness among the people of his area about COVID-19. He took prompt and effective steps to locate the NRIs who had arrived in his jurisdiction very quickly and got them medically screened. ASI Jagtar Singh of Sangrur, after receiving a phone call from the family of pregnant lady namely Puneet Kumari w/o Vishal Pandit r/o Bihar (now based in Sangrur town) who was critical with a haemoglobin level of 4.5 g/dl. only at Civil Hospital, Sangrur. He immediately donated blood of the group which was not available in Sangrur at that time. Sh. Amroz Singh, PPS, DSP (Airport) S.A.S Nagar was instrumental in ensuring the medical screening of all the foreigners who landed at Chandigarh International Airport. As the nodal officer for COVID-19 support and response for Mohali

district, he worked tirelessly to coordinate with medical teams for on field testing, shifting of patients to medical facilities, contact tracing and home quarantine of all the foreign visitors. Ms. Deepika Singh, PPS, DSP SBS Nagar, the Police nodal officer for COVID-19 of SBS Nagar district, enforced an effective lockdown of Pathlawa village when the first COVID case of the State of village tested positive. She prepared the Standard Operating Procedure (SOP) documents for the steps to be followed in the detection and surveillance of COVID-19 cases. Head Constable Rohit Meelu, 977/R of Ropar district was effective in tracing medical screening of all the contacts of the COVID positive case village Chitamali (Ropar) on 4.4.20. SI Arshpreet Kaur, SHO PS Jodhewal, Ludhiana was actively involved in devising a system for orderly operations at Sabzi Mandi Ludhiana, including implementation of social distancing measures. Even though she turned COVID positive on 17th March and is admitted in DMC Hospital Ludhiana, she is inspiring and encouraging the entire rank and file of the Punjab Police force through her powerful video messages. Constable Lovepreet Singh of Amritsar City played a major role in ensuring the cremation of Bhai Nirmal Singh. Besides, has been serving the poor and the needy in a totally sincere and selfless. Lady Constable Jindo Rani of Sri Muktsar Sahib district has been spending her salary since the last 2 months for providing rations to the poor and underprivileged people. She also rescued a poor lady recently who had suffered a paralytic attack and spent her salary on her medical treatment. Heena Gupta, DSP Hqrs., Sri Muktsar Sahib organised health check-ups of underprivileged pregnant women and also took steps for distribution of fruit, iron and folic acid tablets to them. Chandigarh, April 21

Struggling to meet the COVID battle costs in the absence of any support

from the Centre, the Punjab Government on Tuesday announced a series of cost-

cutting measures, including an immediate 25% reduction in existing entitlements

for Petroleum product expenses of all government departments, except the

frontline Departments of Health, Medical Education, Police, Food and Agriculture.

The reduction will remain in force till the Department of Finance resubmits

its proposal to review the vehicle entitlements, vehicle models and Petrol/Diesel

limits for the consideration of the Chief Minister.

The decision was taken at a VC meeting of the Sub-Committee on Finance,

chaired by Chief Minister Captain Amarinder Singh, who stressed the need for an

exit strategy, pointing out that the state could not be kept under lockdown

indefinitely. The report of the 20-member expert committee working on the

strategy is expected this week.

Amid serious concerns expressed by Finance Minister Manpreet Badal over

the critical fiscal situation in the state in the light of all revenue receipts drying up,

the meeting decided that tough decisions needed to be taken, as an interim

measure, to help the state tide over these difficult times.

The meeting also decided that the norms and expenditure on security of

people not holding public office any longer/have never held public office would be

reviewed by May 15 to decide on possible cuts on this count. It may be recalled

that the security of several protected persons in the state, including the Chief

Minister, has already been cut down to divert police personnel to the much-needed

curfew enforcement and Covid relief duties.

In another step to generate the much-needed revenue for the state, all the

Administrative Departments in the state have been asked to deposit the balances

available with the Societies under them in the state treasury by April 30, after

retaining 2 months of O & M expenditure of the Society. There are around 40 such

societies functional in various departments, according to an official spokesperson.

The VC also approved budgetary cuts/deferments, amounting to Rs. 1625.87

crores, suggested by the various Administrative Departments, subject to a review

again in June 2020.

The meeting gave it formal approval to the Chief Minister’s earlier

announcement that dependents/legal heirs of an employee of the State Government

who contracts COVID-19 infection in the line of duty would be paid an ex-gratia

of Rs 50 lakhs.

Meanwhile, the Chief Minister has asked the Health Department to prepare a

comprehensive budget for COVID related expenditure. It was decided that the

Department of Finance, after meeting requirements of Health and Medical

Education Departments, as also the requirements of relief and rehabilitation, would

provide for committed liabilities only till 30th June 2020, and the fiscal position of

the State would be reviewed again in the first week of June 2020. Capt Amarinder

expressed concern over the inadequate number of testing kits available with the

state government, and asked the concerned departments to find ways and means of

boosting the tests.

To ensure that the procurement process continues smoothly, without any

hassle or payment delays for the farmers, it was decided that the Department of

Food, Civil Supplies & Consumer Affairs would get the issues with GoI on the

various components of the cost sheets resolved before the beginning of KMS 2020-

21, so that no CCL gap accrues to the State. It was decided that the Departments of

Food & Civil Supplies and Agriculture would take every possible measure to

ensure COVID free smooth procurement of wheat.

The issue of stubble burning was also discussed during the Video

Conference, with the Chief Minister directing all ministers to ensure strict

implementation of the state government’s directives on this count, in order to

check such burning.

The Chief Minister also directed the Department of Revenue to prepare a

comprehensive memorandum to Government of India for compensation of loss on

account of COVID-19. It was decided that if it was not possible to assess the

complete loss to the State immediately, an interim memorandum may be submitted

to the central government, seeking compensation for loss of State's revenue and

other requirements for relief and rehabilitation for the first quarter ending 30th

June 2020. Thereafter, a complete final memorandum would be sent to GoI by end

June 2020.

Chandigarh, April 21 Punjab Vidhan Sabha Speaker Rana KP Singh on Tuesday sought monetary relief and required health infrastructure including test kits for the state to fight against the deadly COVID-19 pandemic. He raised the demand during a video conference of the Presiding Officers of All India Legislative Bodies. Apprising about the situation in the state, Rana KP Singh appreciated the initiative of Lok Sabha Speaker Mr. Om Birla for listening their views. He also urged the Lok Sabha Speaker to impress upon Central Government to provide extra financial support and health infrastructural help to the State of Punjab particularly to win the battle against the pandemic. Rana KP Singh assured all his counterparts that all migrants, who got stranded in the state due to lockdown, are safe and Punjab Government is taking good care of them and all arrangements have been made for their screening and safe stay.

Stressing on the need of long term policy for monetary support to the states in this distressed situation, Punjab Vidhan Sabha Speaker pointed out that Central Government has not provided any special financial help to Punjab particularly to fight against the Coronavirus. He further said that only ten thousand test kits have been provided to the state against the requirement of one lac test kits. He also raised the issue of safe transit of Punjabi pilgrims stuck in Maharashtra, who had gone to pay their obeisance at Takht Hazur Sahib (Nanded Sahib) . During the discussion, it has been decided that a control room in each Legislative Body to be set up to coordinate with each other for any kind of help regarding COVID-19 including safety of students/people stranded in other states due to lockdown/curfew. Similar control room will also be set up in Lok Sabha (Parliament) to coordinate with state assembly control rooms. Mr. Om Birla also asked all states to download Aarogya Setu app saying it is a fantastic use of technology to combat coronavirus. Rana KP Singh also apprised of contribution of Members and Staff of Punjab Legislative Assembly towards the Chief Minister's Relief Fund to help the state fight COVID-19. Discussions were also held as to how state legislatures are working in this situation and how MLAs are contributing and helping in relief works in collaboration with the State Executive. Chandigarh, April 21:

Pointing to the alarming resource gap between the state’s anticipated receipt

and committed expenditure, Punjab Chief Minister Captain Amarinder Singh on

Tuesday demanding interim compensation to the tune of Rs 3000 crore for the

month of April on account of the COVID-19 national disaster, along with

immediate release of Rs 4400 crore of pending GST arrears.

In a letter to Union Home Minister Amit Shah, the Chief Minister also asked

for expediting the release of the state’s GST arrears of Rs 4400 crore for the last

four months, to help the state overcome its resource constraint.

Citing the lockdown that had substantial fiscal consequences for all states,

Captain Amarinder said the Government of India should compensate Punjab for its

loss of revenue due to COVID-19. While the Rs 3000 crore for April was an

estimate, he said “detailed assessment of loss and requirement of funds for relief

and rehabilitation will be submitted in due course.” However, he stressed, “the

Government of India should provide interim assistance so that the fight against

COVID-19 is not allowed to weaken in any way.”

Punjab, said the Chief Minister, was facing a huge stress on State exchequer

on account of the required health and relief measures that are being continuously

scaled up, “with hardly any revenue receipts accruing to the state during these days

due to near complete shutdown of trade, business and industry.”

The state government had made a provision of revenue receipts of Rs. 3360

crore for the month of April 2020 in the State Budget 2020-21. These included:

GST- Rs 1322 crore; VAT on Petroleum products - Rs. 465 crore; State Excise

243 crore, Stamp duty- Rs.219 crore, and Non-tax revenue- Rs.392 crore.

However, Captain Amarinder observed that these receipts are expected to

decline sharply as most economic activities in the State remain closed on account

of the Lockdown. The receipts on account of SGST, IGST, VAT, Excise, Stamp

Duty and Motor Vehicle Taxes are almost negligible and the reduced electricity

consumption has resulted in a drop of 60% of the expected revenue from electricity

duty during April 2020, he noted.

In addition, said the Chief Minister, the GST compensation of approximately

Rs 4,400 crore for the last four months - from December, 2019 to March, 2020 -

was also pending for disbursement by the Union Government.

On the other hand, he pointed out, the committed expenditure of the state i.e., Debt

servicing, pensions, salaries, relief measures for COVID-19, health care and

infrastructure etc., is budgeted at Rs 7,301 crore for the month of April 2020,

resulting in the huge resource gap between the anticipated receipts and committed

expenditure.

Pointing to the critical fiscal situation of the state, the Chief Minister also

sought the Centre’s permission to allow sale of liquor, in a phased manner, to mop

up VAT and Excise revenue. The Ministry of Home, GoI, should “allow the state

to take a conscious decision to allow the sale of liquor in certain areas in a phased

manner with strict social distancing and other measures to prevent COVID-19,” he

said.

This, said Captain Amarinder, would help the state immensely in its efforts

to scale up the relief and health care measures to combat COVID-19 and meet

some, if not all, of its committed liabilities and other day-to-day expenses.

The Chief Minister requested the Home Minister for early action, while

assuring him of the State's full and continued support in the efforts of the

Government of India to overcome the present crisis by effectively managing and

containing the COVID-19.

Ensuring prompt redressal of complaints and issues regarding wheat procurement, the State Control Room setup by the Punjab Mandi Board has effectively resolved 2046 telephonic complaints/issues related to wheat procurement out of total 2257 received so far to the satisfaction of the farmers while the remaining ones in pipeline. As many as 14 queries/complaints received through email have also been sorted out till April 20.

Divulging details in this regard, the Additional Chief Secretary Development Viswajeet Khanna said that the officers/officials deployed at State Control Room, Mohali were working round the clock to instantly

address the issues of farmers and Arthiyas relating to ongoing procurement operations for all 22 districts amid COVID-19.

Detailed instructions have already been issued to officers/officials of Control Room to immediately address the queries and complaints related to wheat procurement especially in the trying circumstances of COVID-19, when the ongoing procurement operations have emerged as a major challenge before the state Government to ensures seamless purchase of wheat on one hand and ensuring health & safety of all stakeholders involved in this gigantic task on the other, he added.

Khanna further stated that the teams of mandi board after registering the complaints/queries immediately get the issues resolved amicably in consultation with the concerned authorities. To regulate and guard the safety and well-being of frontline workers engaged in war against Covid-19, the State Health Department on Tuesday issued detailed advisory for all state government offices asking them to install thermal scanners at the entry gates where ever feasible to screen any symptoms besides a direction to encourage WFH (Work from home) and mandating the use of hand sanitizers and masks as must for all times.

Disclosing this here today, an official spokesperson of the Health Department said that only such staff required in person for essential reasons should only be asked to attend the office. The comprehensive plan with regard to such staff who has been specifically called be drawn up which shall include the sitting arrangement by keeping a minimum distance of 1 metre amongst the employees, flexible timings of reporting for duty, flexible timing of leaving the office, flexible timings of lunch and tea breaks in between with an objective to avoid clustering and cluttering of the staff.

He divulged that the advisory further asks the departments to ensure availability of alcohol-based sanitizer (minimum 70% ethyl alcohol v/v) to be mounted at the entrance wall of the office for the staff to sanitize their hands before entering the premises besides mandating wearing of cloth masks at all times immediately from leaving the house till the entry back into the house.

The Spokesperson added that in case of multi-storied offices where the elevators are to be used, sanitizers shall be mounted near the entry door of the elevator at each and every floor, the advisory reads adding hand sanitizing stations should be installed in office premises and near high contact surfaces.

Underlining the process to disinfect the office spaces, he said that it has been advised that indoor areas including conference rooms should be cleaned every evening after office hours or early in the morning before the rooms are occupied. If the contact surface is visibly dirty, it should be cleaned with soap and water prior to disinfection. Prior to cleaning, the cleaner should wear disposable rubber boots, gloves (heavy duty), and a cloth mask.

He added that all indoor areas such as entrance lobbies, corridors and staircases, escalators, elevators, security guard booths, office rooms, meeting rooms, cafeteria should be mopped with a disinfectant with 1% sodium hypochlorite or equivalent disinfectants.

Urging the employees to scrupulously adhere to the health protocol, the advisory asks them to voluntarily report any symptom for early treatment

besides exhorting to not indulge in gossip/rumors with regard to COVID-19 without verifying the facts.
