    PROJECT NEWS

    Commission staff Samantha Cothern and Dave Wartel are working to schedule a March meeting withrepresentatives of the Muskingum Watershed Conservancy District (MWCD), owners of the Johnny AppleseedHeritage Center (JAHCI) site. Commission staff will seek action from the MWCD board confirming that the level of culturalprogramming currently being provided by the JAHCI does not put them at risk of default on their lease with the MWCD.Commission staff and representatives of the MWCD will also discuss how both entities can continue to jointly support theJAHCI. Representatives of the JAHCI are slated for the upcoming March Commission meeting agenda to discuss theirfinancial recovery plan, which was included in briefing books mailed to Commission members.

    A slate of management agreement renewals will be presented to the Commission for approval at its March 15, 2007meeting. Previously, leases and management agreements were entered into with local sponsors of projects funded withOBA-issued bonds. Certain of these management agreements have two year terms and are subject to Commissionreview and approval. When a specified set of conditions are met, the management agreements can be renewed for termsconcurrent with the lease terms. Eleven projects, in addition to several Ohio Historical Society-managed sites, will bepresented for two-year management agreement renewals, while five projects will be presented for two-year renewals thatare conditional upon the Commissions receipt of outstanding reports. One project, the Perry County Historical Society,will be presented for Commission approval of a management agreement renewal to be concurrent with the lease term.

    Commission staff conducted several project site visits in February includingthe Art Academy of Cincinnati, whichreceived a $500,000 appropriation in Am. Sub. HB 699 of the 126

    Homestead Harmony Hill (Williamsburg), which has an appropriation from a prior capital bill. Project Manager SamanthaCothern and Communications Manager Jessica Fagan visited the McKinley Museum (Canton), the MAPS Air Museum(North Canton), and attended an on-site meeting with representatives from the Amherst Historical Society andRepresentative Matthew Barrett regarding potential plans to utilize their appropriation from Am. Sub. HB 16 of the 126

    Two of the Commissions project partners have announced the hiring of new Chief Executive Officers. TheWestern Reserve Historical Societys new CEO, Dr. Gainor Davis, Ph.D. assumed her post on February 5, 2007. Dr.Davis, a historian with over 25 years experience in museum operations and administration, most recently served asPresident and CEO of the York County Heritage Trust in York, PA. (Read full press release.) The National UndergroundRailroad Freedom Center has named Don Murphy as its new CEO. Murphy has served as Deputy Director of the National

    Park Service in Washington, DC, since 2001. Murphy will relocate to Cincinnati and assume his new post on May 1, 2007.(Read full press release.)

    The Akron Art Museum has been steadily increasing its acquisitions, boosting its collection by 10 percent during2006, with 334 new objects. Though many of the new acquisitions were gifts from artists and collectors, the museum hasmade a few key purchases in anticipation of its grand reopening in July 2007, including Chuck Closes 2005 Self-Portrait/Photogravure, which will complement existing works by Close already in the collection. Photography makes up thebulk of the new acquisitionsand comprises 48 percent of the collectionbut works in sculpture, painting and collage byregional, national and international artists have been acquired. The Museum is submitting requiredmaterials for assessment by Commission staff in anticipation of being placed on the agenda for the Commissions Maymobile meeting, which will be held in Akron. The Commission will be asked to approve a $1 million state appropriationfrom Am. Sub. H.B. 699, the December 2006 capital bill. This appropriation brings the total state funding for the project tojust over $8.7 million for the $41 million museum expansion project, scheduled to open in July 2007.

    The Cincinnati Arts and Technology Center (CATC) celebrated the opening of their new state-of-the-art ceramicsstudio, funded in part by a $100,000 appropriation in Am. Sub. HB 16 of the 126

    thGeneral Assembly, with a ribbon

    cutting ceremony on March 2, 2007. The CATC offers hands-on arts and technology curriculum to urban at-risk highschool students at no charge, helping to foster motivation to stay in school and advance to higher learning.

    ITEMS OF INTEREST

    Governor Strickland will deliver his first State of the State address at noon on Wednesday, March 14, at which timehe is expected to highlight his priorities for the upcoming two-year state operating budget. The Governors proposedbudget Blue Book is expected to be introduced on Thursday, March 15, as required by state law. During years when a

    new Governor first takes office, state law adjusts the operating budget introduction to allow the new Governor more timeto prepare his budget proposal.

    Dayton was cited in a story by the Lexington (KY) Herald-Leader for several savvy cultural organizations that havegrown stronger through collaboration, allowing this midsize city to compete with nearby, larger cities for tourism dollarsthanks to the strength of its cultural attractions. The story notes the merger of Carillon Park and the Montgomery Co.Historical Society to form Dayton History. The combination of the popular Carillon Park and the county historical societyhas helped them attract visitors. Dayton History has a project slated for the Commission agenda in March. The story alsolauds the Boonshoft Museum of Discovery, another facility funded through the Commission, which was created a numberof years ago by the merger of the Dayton Museum of Natural History and the Childrens Museum of Dayton. With amarketing strategy that promotes a zoo, planetarium, natural history museum, a childrens museum, and a science andtechnology centerall in one locationthe Boonshoft attracts 250,000 visitors each year.     The Greater Cincinnati and Northern Kentucky arts community will need over $624 million for cultural facilitiesconstruction and improvements over the next 20 years, according to a study commissioned by the Cincinnati BusinessCommittee and the Greater Cincinnati Foundation. The report concludes that the areas public and private resources forthe arts trail far behind similar cities such as Minneapolis, Denver and St. Louis. The report was released as the CincinnatArt Museum is in the midst of planning for a potential $100 million expansion project, and while many major artsinstitutions, including the Cincinnati Museum Center, strive to build their operating endowments in order to decreasereliance on public funds. Arts supporters make the case that Greater Cincinnatis cultural scene is critical to drawing andretaining people to the region. (Read full article.)

    STAFF NEWS

    LeeAnne Woods was hired as a Project Analyst, effective March 5, 2007. Woods holds an MBA from FloridaInternational University and a law degree from Case Western Reserve. As Project Analyst, Woods will support projectmanagement staff, particularly in the areas of business plan and financial statement analysis, and in the preparation oflegal documents.

    NEW PROJECT PROFILE

    The Holmes County Historical Society received a $140,000 appropriation in the2007-2008 Capital Bill, and will use the state investment to fund a roof replacement.The Society houses a collection of Holmes County history and its museum of

    Victoriana in a 28-room Queen Anne-style Victorian home on the National Registerof Historic Places. The Society will replace their current asphalt shingle roof with amore historically-appropriate slate roof.

    Theater upgrades for the Cincinnati Ballet are in the works, funded in part by a$200,000 appropriation in the recent state capital bill. The Commission worked withthe Ballet on a prior appropriation in 2005, which helped to build the Mickey JarsonKaplan Performance Studio. The 8,000 sq. ft. performance space, which doubles asa rehearsal studio, will get lighting, sound system and seating upgrades through thenew state funds.

    They are sending confirmed funds and a schedule. They have reconciled the pledges and they willprovide a time line for receiving the pledges.

    We reviewed pledge cards above a certain amount prior to construction. They do not want to providenames on the fundraising report but will work with us if we require more information. They have notprovided names on past fundraising reports.

    They are forwarding a 2007 budget.

    They have projections out for 3 years. They do not typically do a 5 year projection.

    Fundraising is ongoing for operations only. There is no fundraising for construction.

    COMMISSION NEWS

    The fourth quarter Commission meeting is set for November 29 at 10 a.m. at theCommission offices (20 East Broad Street, Suite 200). Commission members willreceive their meeting notebooks by November 6. Executive Director Kathy Fox willschedule a briefing call with each member to determine if additional materials areneeded in order for the members to deliberate and make decisions on November 29.

    Certain materials to support the meeting agenda items will be available viacomputer through an electronic link found at:

    http://culture.ohio.gov/commission.htm. Please bookmark this page, as it has beenset up for you to access materials for this and future Commission meetings. Papercopies of these materials will be sent to any commission member upon request.

    Although there are just two project approval-related resolutions to consider Armory Youth Center (London) and COSI Toledo the Commissions fourthquarter meeting will include a full agenda. The Commission will hear fromrepresentatives of the Sandusky State Theatre and the Johnny Appleseed HeritageCenter and Outdoor Drama on the status of the operations of those facilities. TheCommission will also be asked to approve updated project assessment guidelines andother administrative matters.

    Legal agreements for all five projects that were approved by the Commission at

    the May 2006 meeting have been signed, continuing our success in executingproject legal documents within six months of Commission approval. Agreementswere completed in October for the Hale Farm and Village (Bath) and the WesternReserve Historical Societys (WRHS) East Boulevard Phase I project (Cleveland).Agreements have been executed with two of the four projects approved at the August2006 meeting: Foundation Community Theatre (Canton) and the WRHS EastBoulevard Phase II project. The agreements process is ongoing with Chester Academyand the Oxford Community Arts Center. Additionally, legal agreements have been sentfor signature to representatives of the Cincinnati Museum Center, the local sponsors ofthe Charles A. Eulett Education CenterEdge of Appalachia Museum project (seeproject note below).

    Pro Football Hall of Fame - $2.5m

    ITEMS OF INTEREST

    Community "wish lists" seeking capital appropriations for the 2007-08 biennium total more than $1 billionstatewide for what is expected to be $90-$120 million available for community capital projects, according to arecent report in Gongwer, the news service that covers issues in and around Ohio's government and politicalsystems. Commission projects from the states major metropolitan areas that are seeking additional appropriationsinclude:

    Leadership changes continue at Ohios cultural venues. In the past year, 16 cultural institutions have had to replaceor prepare for the pending departure of their top executive, including at the Beck Center for the Arts, Cincinnati ArtMuseum, Cincinnati Ballet Center, Cincinnati Zoo and Botanical Gardens, Cleveland Museum of Art, Cleveland Institute ofMusic, Contemporary Arts Center (Cincinnati), COSI Columbus, Dayton Art Institute, National Underground RailroadFreedom Center, Taft Museum of Art, Stambaugh Auditorium, ReesePeters House, Pro Football Hall of Fame, WestcottHouse and the Western Reserve Historical Society. This follows a national trend documented by CompassPoints 2001and 2006 studies on non-profit leadership, both of which found that 75% of non-profit executive directors planned to leavetheir organizations within five years. The trend also appears to be a reflection of the corporate world. The Oct. 30 issue ofBusiness Weekreports 1,112 corporate chief executives have left their positions this year, including those at Ford MotorCompany, Kraft Foods, Nike and RadioShack. The total is on pace to exceed last years record 1,322 exits.

    In an effort to promote Issue 18, the local cigarette tax on the November 7 ballot to fund the arts in GreaterCleveland and Cuyahoga County, 17 area arts and cultural organizations offered events at no cost or reducedrates on October 18. The aim of the days performances was to show voters a sample of Greater Clevelands arts and

    culture in an effort to gain support for the ballot issue. Issue 18, which calls for a tax of 30 cents per cigarette pack, isexpected to raise more than $20 million annually for arts and cultural organizations if it passes.

    Commission Executive Director Kathy Fox is one of 12 central Ohio Women You Should Knowfeatured in the Women for Economic and Leadership Development (WELD) 2007 calendar. Commissionmember Julie Kunkel was featured in the inaugural WELD calendar in 2005. The 2007 calendar will bepremiered at a reception on November 8 at the Rebecca Ibel Gallery at Miranova in Columbus.     As reported by Commission Assistant Director/COO Dave Wartel at the August 2006 meeting,staff resources are being redirected to fund an additional project analyst/manager. This will beaccomplished through consolidation.Annie Fullerton, current legal and executive assistant, has been

    planning for retirement and has selected the end of the calendar year as her target date. Support staff work will beconsolidated into a single position, administrative coordinator.

    OHIO HISTORICAL SOCIETY NEWS

    The Ohio Historical Societys Board of Trustees elected its officers for 2006-2007: Dr. Richard Ruppert of Toledo aspresident; David Baker of Marietta and Jon Elsasser of Zoar as vice-presidents; Marian Vance of Springfield as secretary;and Robert Jeffrey of Columbus as treasurer.

    PROJECT NEWS

    Cultural Facilities

    Akron Art Museum: The $40 million addition to the museum, scheduled to open July 15, 2007, will be named the John S.and James L. Knight Building. The Knight Foundation has contributed $6 million toward the construction, including a $2million grant announced in October. The state of Ohios $7.7 million in capital bill appropriations tops the list of majorcontributions to the museums capital campaign that is funding the addition. The Commission has reimbursed the projectmore than $5.7 million to date.

    Beck Center for the Arts (Lakewood): According to recent news reports, the Beck Center will stay in Lakewood andform a partnership with city schools to create an arts-education academy that would anchor a possible cultural district inLakewood's west end. The plans are a long way from fruition, according to published reports, with as much as $20 million

    needing to be raised and decisions to be made about which buildings to demolish, renovate or construct. The Beck Centerhas a $100,000 appropriation for capital improvements through the Commission. The funds will not be released until theBeck Centers finances are in order and future operations are understood. An initial $100,000 appropriation that was usedfor an improvements project at the Center is currently being held in escrow. The escrow was agreed to by theCommission and Beck Center officials as a way to assist in its financial recovery efforts. The agreement was approved bythe Commission at its May 2006 meeting, but has not been signed by officials of the Beck Center and National City Bank.The Commission retains the first leasehold position on the property until the agreement is signed by all parties.     Charles A. Eulett Education CenterEdge of Appalachia Museum (West Union): Commission staff is working tocomplete the execution of legal agreements for the project following dismissal of the federal lawsuit challenging propertyrights where the education center is to be built, and approval of title work by outside counsel. The cooperative useagreement and construction administration and funding agreement have been signed by the project sponsor, CincinnatiMuseum Center. The Commission approved the education and training center project, and the expenditure of $1.85million in state funds, at its February 2006 meeting, and approved a three-month extension of time for execution ofagreements in August.

    Cleveland Institute of Music: David Cerone, who has guided the Cleveland Institute of Music (CIM) as president since1985, announced his retirement from the school as soon as a successor can be found. According to published reports,Cerone, 65, told CIM Board President A. Malachi Mixon III that he intended to step down after the school's capitalcampaign for expanded facilities had been completed. The campaign reached its $40 million goal at the end of August.Mixon will chair a search committee to find a successor to be in place by the start of the 2007-08 school year. The CIMproject, which has $1.5 million in state appropriations, and the expenditure of funds was approved by the Commission atits November 2005 meeting. The approval included the caveat that the project must be fully funded prior to

    reimbursement. Commission staff is currently reviewing the CIMs fundraising report, and comparing it with the actualproject construction costs in an effort to determine whether the project is fully funded or not.

    Contemporary Arts Center (Cincinnati): Cynthia Goodman has been named interim director at the Contemporary ArtsCenter (CAC) while CAC's board continues the search to replace former director Linda Schearer, who resigned lastmonth. Goodman is in the running for the permanent position. Shearer, director of the CAC since July 2004, resignedSept. 1 to pursue other interests.

    COSI Toledo: The Toledo Blade has endorsed Issue 11, COSI Toledo's levy request that would generate $1.4 millionannually for the science center. From the editorial: "While we realize that the odds are stacked against passage of the0.167-mill levy, known as Issue 11, we believe that COSI is a worthy enterprise that Lucas County voters should support."COSI officials have characterized the organizations funding model as unsustainable. Commission staff continues tomonitor the organizations financial situation. Approximately $1.2 million remains from a $1.9 million appropriation to COSIfor new exhibit development and improvements.     Great Lakes Historical Society (Vermilion): Officials from the Historical Society, which owns and operates the InlandSeas Maritime Museum located in Vermilion, presented their vision for a new museum along the Lorain waterfront toLorain City Council in October. The proposed project will cost approximately $10 million, according to a published reportthat attributed the figure to Historical Society Executive Director Chris Gillcrist. The report also stated that $5 million isneeded for exhibits, and the Historical Society would like to increase its current $1 million endowment to about $12 millionThe Commission approved in October 2003 a project at the Vermilion site for exterior and interior improvements. Thatproject was not undertaken by the Historical Society, and they instead have been pursuing the relocation plans. TheCommission would need to review and approve a project at the new site if the Society hopes to use $475,000 in state

    funds for the project. (Link to article.)

    National Underground Railroad Freedom Center (Cincinnati): The FreedomCenter, whose leaders are seeking $2.85 million in the next capital bill to helpoffset the facilitys operating costs, has introduced audio tours of the FreedomCenter narrated by Hollywood stars Angela Bassett (far left) and Vanessa Williams(left). The Freedom Center provides a phone-like device for visitors taking theaudio tour at no extra charge. The device can be held to the ear or plugged intoheadphones, which the museum also provides. While the Center continues to

    receive national attention, its financial performance has not met projections. The two-year-old FreedomCenter lost $5.5 million in its first 18 months, according to published reports. Commission project manager Colin McBridewill meet with the Centers finance staff in early November, and will provide additional updates as they become available.The state of Ohio has contributed $12.6 million toward its construction costs through the Commission, including $4.15

    million in fiscal year 2006.

    Steamship William G. Mather(Cleveland): The Harbor Heritage Society, which operates the Mather Museum, hastransferred its collections, assets and $600,000 annual business operation, including six full- and part-time employees, tothe Great Lakes Science Center (GLSC) as was forecast last month in this report. The transfer will not affect the MatherMuseums $100,000 state appropriation as long as the appropriation is used for improvements to the steamship. Animprovements project at the museum has not yet been presented to the Commission for approval.
