Thank you for your cooperation .

1) The proposed forest practices activities are within lands covered by a federal Safe Harbor Agreement (SHA) and Enhancement of Survival Permit (#TE 86248A-O) for northern spotted owls. Copies of the SHA of SOS Co. LLC and Broughton Lumber Company, issued November 8, 2012 are located at SOS Co's Bingen , Washington office and Washington Department of Natural Resources' Southeast and Pacific Cascade Reg ion offices. The SHA is an approved wi ldlife conservation agreement listed under WAC 222-16-080(6). The landowner will apply the following prescriptions, as defined in Section 4. 1. 11 , Snag and Wildlife Tree Prescriptions of the SHA: Regeneration Harvest: Prescription# 2. This information is being submitted voluntari ly to assist DNR with consistency documentation .

2) Retention trees are clumped & scattered in the harvest un it to meet the WRT and GRT requirements. Single blue paint band is a leave tree, double blue paint band Is a short snag. Trees marked with a blue "C" will be harvested. ELZs are flagged with Blue/White Stripe & Pink. Where operationally feasible, oak larger than 1 O" dbh wi il rema in as retention trees.

3) There are approved Water Type Modification Forms that apply to this project: SE 291 0043 (Stream 1), SE 2910064 (Streams 3 & 5), SE 2910038 (Stream 4) and SE 2910064 (Spring Creek).

4) The type F - Inner Zone tree data on Spring Creek is included. All trees within the 75-ft Bui! Trout Overlay will rema in on site . Only some trees in the 75-100 foot portion of the East side Spring Creek Inner Zone will be harvested . These trees were marked in a thinn ing from below prescription and designed in a 'feathered edge' pattern to help reduce potential windthrow. All oak trees in the all F stream buffers will be retained where possible.

5) Three (3) type Np stream partial cut data is included. All trees 6" and larger DBH in these zones have been measured. Trees to be retained have a single band of blue paint. ELZs are flagged on all Np and Ns streams. All oak trees in the Np stream buffers will be retained where possible.

5) No rubber-tired skidders on slopes greater than 35%.

\ 6) Yakama Nation TFW Program has been notified of this harvest for cultural resources (2-27-2020).

7) A voluntary 200-foot buffer was applied to the wild and scenic White Salmon River. I nm any places the actual harvest bounday is wider htatn 200-feet.

Transfer of Forest Practices Application/Notification (WAC 222-20-010)

Use the “Notice of Transfer of Approved Forest Practices Application/Notification” form. This form is available at region offices and on the Forest Practices website: http://www.dnr.wa.gov/businesspermits/forestpractices. Notify DNR of new Operators within 48 hours.

Continuing Forest Land Obligations (RCW 76.09.060, RCW 76.09.070, RCW 76.09.390, and WAC 222-20-055)

Obligations include reforestation, road maintenance and abandonment plans, conversions of forest land to non-forestry use and/or harvest strategies on perennial non-fish habitat (Type Np) waters in Eastern Washington.

Before the sale or transfer of land or perpetual timber rights subject to continuing forest land obligations, the seller must notify the buyer of such an obligation on a form titled “Notice of Continuing Forest Land Obligation”. The seller and buyer must both sign the “Notice of Continuing Forest Land Obligation” form and send it to the DNR Region Office for retention. This form is available at DNR region offices.

If the seller fails to notify the buyer about the continuing forest land obligation, the seller must pay the buyer’s costs related to continuing forest land obligations, including all legal costs and reasonable attorneys’ fees incurred by the buyer in enforcing the continuing forest land obligation against the seller.

Failure by the seller to send the required notice to the DNR at the time of sale will be prima facie evidence in an action by the buyer against the seller for costs related to the continuing forest land obligation prior to sale.
