Schmitz, City Administrator From: Janet Bombard, Library and Community Activities Director Subject: Consideration of a resolution authorizing street closures in conjunction with the Carmel-by-the-Sea 2016 Centennial Birthday Party Parade on Saturday, October 29, 2016 RECOMMENDATION(S):  Approve the resolution authorizing street closures in conjunction with the Carmel-by -the-Sea 2016 Centennial Birthday Party Parade on Saturday, October 29, 2016. EXECUTIVE SUMMARY:  The 2016 Centennial Committee has determined the route for the 2016 Centennial Birthday Party parade. The proposed route will require closing certain streets (listed below), requiring City Council authorization.  ANAL YSIS/DISCUSSION: The proposed 2016 Centennial Birthday Party Parade route differs from the customary course of the City Birthday Party parade. The parade planners expect the new route to eliminate potential problems with congestion at Ocean and San Carlos, which has been experienced in the past. The customary parade route stages on San Carlos between 8 th  and 10 th , proceeds north on San Carlos, turns east on Ocean Avenue, makes a U-turn at Mission and proceeds west on Ocean Avenue. Another U-turn is made at Monte Verde Street, the parade then proceeds east on Ocean Avenue to San Carlos, turns south on San Carlos and disbands at Sunset Center. The 2016 Centennial Birthday Party parade, which is expected to feature four large floats, will stage on the west side of Junipero Avenue between 2 nd  and 6 th  Avenues. It will begin at 6 th   Avenue, tur n west on Ocean Aven ue, make a U-turn on Monte Ver de Street, a nd proce ed east on Ocean Avenue to San Carlos Street, where it will turn south. The parade will end on San Carlos Street at 10 th  Avenue. The parade floats will then be parked on San Carlos Street, where they can be viewed by event attendees. Small, collapsible bleachers will be placed throughout the parade viewing area (see  Attachment A). The proposed parade route has been reviewed by Carmel-by-the-Sea Police Commander

Paul Tomasi and Officer Steve Rana who do not anticipate any problems with the route.

Monterey Fire Chief Gaudenz Panholzer reviewed the route as well and concurs with the

assessment made

by

the Carmel-by-the-Sea Police Department. MST will be notified of the

street closures.

Following the Committee s meeting with the Mayor, Vice Mayor and City Administrator

on

June

subsequent meetings with Steve Rana of the Police Department, we have established a route for the

Centennial Parade scheduled for Saturday , October 29, 2016.

This route is virtually the same as past parades with one exception in that it will

be

staged

on

the west

side of Junipero north of Ocean Avenue to about

2nd

. It will then start by coming west

on

the north side of

Ocean Ave and proceed to Monte Verde where it will make a U-turn back up the south side of Ocean to

San Carlos. There it will turn right and proceed to Oth street to allow passengers to disembark at Sunset.

This route will avoid a back-up at Ocean and San Carlos (as we have had in the past) when the parade

had been started coming north from Sunset.

Prior to the beginning of the Centennial Parade, we will have bleachers for viewers located at the

crosswalks of Mission/Ocean (north side only) , San Carlos/Ocean (north side), Dolores/Ocean (both north

and south sides

 ,

Lincoln/Ocean (both north and south sides) and across the south side of Ocean at San

Carlos. The two San Carlos locations will also serve as VIP viewing areas.

We believe this

is

the most efficient way for the majority of viewers to see the Parade, and will also

reduce Parade staging issues that might arise

by

beginning the parade at one location and ending at

another.

The staff from the Carmel

PD

does not foresee any traffic related issues and supports this plan.

RESOLUTION NO. 2015-

 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA

 AUTHORIZING STREET CLOSURES IN CONJUNCTION WITH THE CARMEL-BY-THE-SEA

2016 CENTENNIAL CITY BIRTHDAY PARTY PARADE ON SATURDAY, OCTOBER 29, 2016 

WHEREAS, the 2016 Centennial Committee has determined the route for the 2016Centennial Birthday Party parade; and

WHEREAS, the proposed route will require closing certain streets, requiring City Councilauthorization; and

WHEREAS, it has been determined by the Carmel-by-the-Sea Police Department andthe Monterey Fire Department that the parade will operate safely and effectively using theproposed route.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OFCARMEL-BY-THE-SEA DOES:

 Authorize closure of the following streets in conjunction with the Carmel-by-the-Sea2016 Centennial City Birthday Party Parade on Saturday, October 29, 2016:

1. West side of Junipero between 2nd Avenue and Ocean Avenue2. Westbound Ocean Avenue between Junipero Avenue and Monte Verde Street3. Monte Verde Street at Ocean Avenue4. Eastbound Ocean Avenue between Monte Verde Street and San Carlos Street5. San Carlos Street between Ocean Avenue and 10th Avenue

PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA this 4th day of August, 2015, by the following vote:
