Review of status of cooperation with non-governmental organizations
Note by the Secretariat
The present document updates previous reports concerning the status and extent of cooperation of international non-governmental organizations with UNIDO (documents GC.13/11, IDB.37/11 and Add.1, and IDB.38/18).
I. Introduction
1. At the thirty-eighth session of the Board in November 2010, the Secretariat presented supplementary information about the extent of cooperation of intergovernmental and international non-governmental organizations (NGOs) with UNIDO (document IDB.38/18) as well as an overview of all NGOs listed by region and showing contact details as most recently provided by the NGOs to the Secretariat.
2. At the same session, the Secretariat also provided background information on the status of cooperation with international NGOs and on the origins of the discussions on the subject matter. In particular, it outlined the results of two reviews that were undertaken by the Secretariat in January 2009 and from March to April 2010 to assess the level of cooperation of the Organization with NGOs and their interest in remaining in consultative status with UNIDO. In the context of these reviews, NGOs were informed of the consequences with regard to their consultative status and the possibility of this being discontinued, should they not express interest in pursuing any cooperation with the Organization. The combined

results of these reviews revealed at the time that 84 of 143 NGOs in consultative status with UNIDO had had no interaction with the Organization for at least three years, while 59 were still considered as active.

The Guidelines for the Relationship with NGOs as contained in decision GC.1/Dec.41, Annex B, paragraph 20, foresee that the Board may decide to discontinue the consultative status of those NGOs that have not responded to the reviews or cannot be traced. This would entail removing the names of inactive NGOs from the list presented in a pre-session document to the General Conference, thereby providing a more concrete and up-to-date picture of UNIDO cooperation with NGOs. Furthermore, these particular NGOs would no longer receive notifications or legislative documents for sessions of the Board or General Conference. It may be noted that, should an NGO whose status was discontinued wish to resume its cooperation in future, it would have to reapply for consultative status, and a new decision to grant such a status would have to be taken by the Board.
II. Current cooperation status
4. Following the thirty-eighth session of the Board last November, further replies were received from some NGOs and two organizations were granted consultative status. This slightly altered the results presented in document IDB.38/18. To date, 144 NGOs have consultative status with UNIDO, of which 79 could no longer be traced or did not respond to the reviews, nor attended any sessions of the policymaking organs since 2007. These are listed in annex I of the present document.
5. Annex II of the present document contains the list of the 65 NGOs which either (a) replied to the reviews of 2009 or 2010, (b) attended sessions of the policymaking organs in the last four years, or (c) obtained their consultative status in the last three years.
III. Action required of the Board
6. The Board may wish to consider discontinuing the consultative status of the NGOs listed in annex I to the present document.
