Public Comment None Minutes of March 12 th 2012 Regular Meeting MOTION hy Mr. Lloyd, seconded by Mrs: Starr, to approve the minutes of the March 12 th regular meeting as presented. Motion carried unanimously. Disbursements MOTIONby Mrs. Starr, seconded by Mr. Lloyd, to approve for payment the bills presented on the Disbursements List dated March 23 rd in the amounts of $61,136.82 in the General Fund; $291.60 in the Utility Fund; $26,199.42 in the Sewer Fund; $6,768.03 in the Capital Projects GOB-2009 Fund; $62.40 in the Golf Improvement Fund; $1,896.20 in the Park Improvement Fund; and $125.76 in the State Fund. Motion carried unanimously. Treasurer's Report - February MOTIONby Mr. Smith, seconded by Mrs. Starr, to approve the February 2012 Treasurer's Report subject to audit. Motion carried unanimously.

A Regular Meeting of the Exeter Township Board of Supervisors was called to order on Monday, March 26, 2012, at 7:02 P.M. in the Township Building by Chairman Donald R. Wilson.

Minutes of March 12th 2012 Regular Meeting MOTION hy Mr. Lloyd, seconded by Mrs: Starr, to approve the minutes of the March 12th

regular meeting as presented. Motion carried unanimously.

Disbursements MOTIONby Mrs. Starr, seconded by Mr. Lloyd, to approve for payment the bills presented on the Disbursements List dated March 23rd in the amounts of $61,136.82 in the General Fund; $291.60 in the Utility Fund; $26,199.42 in the Sewer Fund; $6,768.03 in the Capital Projects GOB-2009 Fund; $62.40 in the Golf Improvement Fund; $1,896.20 in the Park Improvement Fund; and $125.76 in the State Fund. Motion carried unanimously.

Treasurer's Report - February MOTIONby Mr. Smith, seconded by Mrs. Starr, to approve the February 2012 Treasurer's Report subject to audit. Motion carried unanimously.

UNFINISHED BUSINESS

Sale of Mulch Mr. Hamm requested authorization to advertise the sale of mulch from Trout Run at $3 per yard, which equals one ton, to see if he got any takers above the $2 price he knows he can get from one individual. Mr. Bingaman felt modifying the fee schedule in advance of knowing whether or not someone would buy the mulch at $3 would be premature. MOTION by Mr. Lloyd, seconded by Mr. Smith, to authorize advertising bulk mulch for $3 per yard. Motion carried unanimously.

NEWBUSINESS

PennTec 2012 Annual Conference Mr. Herb requested authorization to attend the 2012 PennTec Annual Conference. The Board had no objection. MOTIONby Mr. Smith, seconded by Mr. Lloyd, to approve the attendance by Paul Herb at the 2012 PennTec Annual Conference; and to pay the registration fee, lodging and associated expenses. Motion carried unanimously.

Lords & Ladies Salon and Medical Spa Escrow Release #1 Mrs. Franckowiak stated all was in order and recommended the release of the escrow amount. MOTIONby Mr. Smith, seconded by Mrs. Starr, to approve the Lords & Ladies Salon and Medical Spa Escrow Release #1 in the amount of $180,386.72 for earthwork, concrete work, water service, storm sewers, detention basin, E&S control and miscellaneous items. Motion carried unanimously.

Authorize Preparation & Advertising - Specifications for 2012 Traffic Light Pre-Emption, Battery Back-up and Yellow LED Project Mr. Miller requested authorization to have GVC prepare the specifications for 2012 traffic light pre-emption, battery back-up and yellow LED project. MOTIONby Mr. Smith, seconded by Mr. Lloyd, to authorize preparation and advertising specifications for the remaining pre-emption, battery back-up and yellow LED Project. Motion carried unanimously.

Authorize Advertising: Sale of 1989 Ford Dump Truck

Mr. Hamm felt the 1989 Ford Dump Truck should be placed on Municibid with the proceeds going to vehicle maintenance line item 01.430.253. Mr. Hamm felt $5,000 could be gotten for the sale. MOTIONby Mr. Smith, seconded by Mr. Lloyd, to authorize the sale of a 1989 Ford Dump Truck through Municibid. Motion carried unanimously.

Specifications for Farming Ridge Park Materials Mr. Rogosky stated the DCNR had issued a letter to proceed with the Farming Ridge Park and requested the Board authorize advertising the specifications for the materials needed for the construction of the Park. MOTIONby Mr. Smith, seconded by Mr. Lloyd, to authorize advertising specifications for the materials needed for the construction of Farming Ridge Park. Motion carried unanimously.

Approve Purchases: 2012 Dodge Charger

Chief Neidert requested authorization to approve the purchase of a 2012 Dodge Charger through Costars replacing a Crown Vic with over 100,000 miles on it. MOTIONby Mrs. Starr, seconded by Mr. Lloyd, to approve the purchase of a 2012 Dodge Charger through Costars at a cost of $24,974, to replace a 2005 Ford Crown Vic with 119,159 miles. Motion carried unanimously.

Police Scheduling Software: Evidence/Property Bar Code Software; Driver's License Data Import Software & Evidence Room Computer Chief Neidert requested authorization to purchase Police Scheduling Software, Evidence/Property Bar Code Software; Driver's License Data Import Software and an Evidence

Oi Room Computer with funds from the William Penn Grant. Mr. Smith felt the William Penn o Grant funders have been very nice to Exeter Township and commended Chief Neidert for his ^ efforts on securing and managing the grant which did not come from tax dollars. 4 -MOTIONby Mrs. Starr, seconded by Mr. Smith, to approve the purchase of a Police Scheduling ^ System at a costs of $9,960; Property/Evidence Bar Coding software at a cost of $6,470.63; one Lenovo ThinkCentre M77 Personal Computer for the evidence room at a cost of $747; and adding the Driver's License Data Import Enhancement to the CODY Records Management System including 30 card swipe readers at a cost of $6,100 all with funds from the William Penn Foundation Grant. Motion carried unanimously.

Approve Sale of 4 Lots of Bicycles and a Sokkia Data Collector MOTIONby Mr. Smith, seconded by Mr. Lloyd, to approve the sale of a Sokkia Data Collector to Jose Brador for $76; lot #1, #2 and #3 of bicycles to Abdulai Kallon for $132, $121, and $131 respectively; and, Lot #4 of 6 bicycles to the highest bidder upon completion of the auction. Motion carried unanimously.

Hiring of 2012 Temporary/Seasonal Staff Mr. Bingaman referred to a memo requesting authorization to hire temporary-seasonal staff for the recreation, highway and Wastewater Treatment Plant. MOTIONby Mr. Lloyd, seconded by Mrs. Starr, to approve the hiring of temporary-seasonal staff for 2012 in accordance with the memo dated March 14th. Motion carried unanimously.

Berks County Chamber of Commerce Membership Mr. Bingaman stated as per the EDAC and Board members he had inquired about membership in the Greater Reading Chamber of Commerce to help generate economic development opportunities for Exeter. Mr. Bukowski stated in addition to the stated benefits, lobbying and legislative efforts through state and local governments were strong. He also mentioned participation in the Berks County Economic Partnership was available to municipalities and recommended joining that group as well. He noted membership fees were based on size of business for $2,500; but, later found the cost for Exeter and other municipalities would be $1,000 due to the group's efforts to generate, grow and foster business in the Greater Reading area. Mr. Lloyd felt tabling the Berks County Economic Partnership membership would be bis desire until he learned more about the group. Mr. Bukowski felt delays would not be prudent due to the speed with which the Township should move. Mrs. Starr agreed. , MOTIONby Mr. Bukowski, seconded by Mrs. Starr, to approve membership in the Greater Reading Chamber of Commerce at a cost of $300; and the Berks County Economic Partnership at a cost of $ 1,000. Motion carried unanimously.

SOLICITOR'S REPORT

MVP The Solicitor stated they had been working with MVP, Mr. Herb and the Sewer Authority on the installation of a usage meter at MVP that would be paid for by MVP. He stated the consensus was for the Township to have the meter designed and constructed, and to secure ownership of the land upon which the meter would be located. He stated MVP had agreed to this and a motion by the Board was required. MOTIONby Mr. Smith, seconded by Mrs. Starr, to authorize Gannett Fleming to design and construct the meter at MVP, and to authorize the Solicitor to prepare an agreement whereby MVP pays all associated costs and deeds the meter and land over to the Township. Motion carried unanimously.

INDIVIDUAL REPORTS

Route 345 Bridge Mr. Bingaman stated he spoke to Birdsboro's management and they were in agreement to maintain the Route 345 Bridge if Exeter was interested in maintaining the lights. He noted PennDOT required a separate agreement with Exeter for sidewalk and light maintenance; and an agreement with Birdsboro for same. Therefore, he has asked the Solicitor to draft an agreement between Exeter and Birdsboro regarding maintenance of the bridge and the lights which would be forthcoming to the Board for signatures.

PennTec Conference Attendance Request H. David Miller requested authorization to attend the PennTec conference for himself and Dale Miller noting Mr. Miller would be receiving an award from PennTec. MOTIONby Mr. Smith, seconded by Mrs. Starr, to approve the attendance by H. David Miller and Dale Miller at the 2012 PennTec Annual Conference; and to pay the registration fee, lodging and associated expenses. Motion carried unanimously.

Harvey Avenue Bridge Open Mr. Rogosky stated the Harvey Avenue Bridge was now open for use.

Floodplain Maps - FEMA Mrs. Franckowiak stated the final version of the FEMA floodplain map had been received and the Engineering Department generated 200 letters to those residents affected by the ruling so they could adjust their insurance accordingly.

Economic Development Council & PC Mr. Bukowski stated the meeting with the Economic Development Advisory Council and the Planning Commission went well. He felt everyone was sincerely interested in pursuing a coordinated effort promptly; but, wanted to engage in a process that utilized the expertise we already had as to not reinvent the wheel. He also noted the information he learned while attending the two weekend training classes for newly elected municipal officials would be helpful as it focused on economic development that he would share at the next joint EDAC and Planning Commission meeting. Mr. Bukowski stated at the next joint meeting he planned to have representatives from either or both of the new organizations Exeter has joined to take a look at our economic development plan. Mr. Wilson stated he also attended the meeting and felt positive about the outlook for the Township.
